How to Design and Implement an Equitable Building Performance Standard: Lessons from the Building Performance Standards Technical Assistance Network

States and local governments seek to accomplish the intersecting goals of reducing greenhouse gas emissions, improving building operations, and bettering the daily lives of their communities. Building Performance Standards (BPS) have emerged as a critical policy lever to reach these intertwined climate and societal goals. These policies, if shaped and implemented well, have the chance to not only help reach our nation's climate, energy, and livability goals, but to do so with the active participation of those traditionally excluded from policy processes. This nascent policy movement provides jurisdictions across the country the opportunity to shape these policies from the outset to deliver comfort, health, and safety in our built environment for all. The US Department of Energy in partnership with our National Laboratories have been providing technical assistance for jurisdictions interested in, adopting, and implementing Building Performance Standards. Through this work, the BPS Technical Assistance Network (TA Network) has tracked and documented the innovative and equitable approaches to BPS across the country. The TA Network has crafted foundational technical analysis, such as building stock and emissions impacts, equity prioritization and peak load impacts, and aggregated cost benefit analysis. And by combining powerful technical analysis with dissemination of best practices resources to support equitable implementation, the TA Network provides jurisdictions with the tools and support necessary to embark on their ambitious policy goals.

Overcoming Resilience Challenges on the Outer Banks of North Carolina

In 2021, the Town of Nags Head, located in the Outer Banks region of North Carolina, was among the first cohort of coastal and island communities to participate in the U.S. Department of Energy's Energy Transitions Initiative Partnership Project (ETIPP), which offers technical assistance and cash awards to competitively selected coastal, remote, and island communities seeking to transform their energy systems and increase their energy resilience. As a barrier island separated from mainland North Carolina, Nags Head experiences impacts from extreme weather events, including power outages, especially during hurricane season. To address challenges, the Nags Head ETIPP team sought to improve the town's disaster resilience by ensuring that critical facilities can remain powered during and after extreme events. With support from experts at Sandia National Laboratories, the National Renewable Energy Laboratory, and the Coastal Studies Institute, the community team identified the following goals for its participation in ETIPP: 1. Identify and prioritize critical facilities that, when powered during disruptions, support the town's resilience. 2. Analyze the potential for on-site solar photovoltaic (PV) and storage systems at 2-4 prioritized critical facilities owned and/or operated by the town. 3. Analyze the potential for interconnecting solar PV and storage systems at a cluster of public and privately owned facilities into a resilient microgrid. 4. Explore finance options and utility interconnection requirements and compensation mechanisms. 5. Summarize outcomes and next steps for town leadership.

Community Solar Subscription Credit Considerations and Case Study

Together New Orleans (TNO) requested technical assistance through the US Department of Energy's (DOE's) National Community Solar Partnership (NCSP). The National Community Solar Partnership is a coalition of community solar stakeholders working to expand access to affordable community solar to every U.S. household and enable subscribers and their communities to realize meaningful benefits, such as reduced energy burden, increased resilience, community ownership, and equitable workforce development. TNO asked for a subject matter expert from NCSP to review the Entergy New Orleans (ENO) proposed revised Rate Schedule for Community Solar Generating Facilities. TNO requested that the proposed methodology for subscription credits for applicable residential and non-residential rate schedules be reviewed to determine the expected credit rate. The aim behind the analysis is to provide TNO and engaged stakeholders with an informed understanding of the proposed rate schedule before making decisions on the appropriate rate design for community solar (CS) subscriptions. This report is an exploration of CS subscription credit rate calculation considerations using the CS program in New Orleans as a case study. The report provides a framework for modeling CS credit rates in addition to topics that may be helpful to address when undertaking program design or rule making.

Interior Athabascan Energy Capacity Building Network (Final Report)

Tanana Chiefs Conference (TCC) is the traditional tribal consortium for the 37 federally recognized Tribes and villages of Interior Alaska. TCC is based on a belief in tribal self-determination and the need for regional Native unity. TCC is a nonprofit organization that works toward meeting the needs and challenges for more than 10,000 Alaska Natives (mostly Alaskan Athabaskans) in Interior Alaska. With support from DOE-OIE’s Inter-Tribal Technical Assistance grant, TCC’s goal was to expand and build on the solid foundation of work that the existing TCC Energy Program established through the creation of the Interior Athabascan Energy Network (IAEN). More specifically, the IAEN was designed to create a network of village-based energy champions across the interior and hold quarterly teleconferences and annual inperson meetings. Among the greatest impacts of the IAEN were the creation and support of realistic, communitybased energy projects that produced tangible results such as fuel savings and skills and capacity development among local staff as well as establishment of an energy team that included TCC staff, Tribal participants, technical consultants, and support agencies. The DOE-TA funding allowed us to provide technical assistance to our Tribal communities to develop energy projects, and to foster a network consisting of Tribal community members and energy experts that has strengthened the ability in the region to troubleshoot energy issues, develop meaningful projects, envision a clean energy future, and to share project successes and challenges. The funding from DOE was a catalyst for growth, has created opportunities for learning and knowledge sharing, and has led to the development of cost saving energy projects. Most importantly, the DOE project allowed energy champions around the region to share their knowledge, experiences, and expertise to create place-based solutions and has forged inter-Tribal relationships that will continue to be an asset for years to come. Through information exchange that occurred at out IAEN annual meetings and other events, this technical assistance grant award has spurred a spinoff project that is focused on establishing a collaborative of independent utilities that work together to solve energy problems and share services to operate and maintain their electric utilities. We have indentified at least 10 and possibly 12 communities that are interested in collaborating in managing their utilities to reduce costs and increase reliability. As well, by identifying and supporting Community Energy Champions in the Interior villages and adding capacity to the TCC Energy Program, we were able to create actionable community energy plans, develop specific projects, and increase local capacity, skills, and literacy around clean energy initiatives.

Waste-to-Energy Technical Assistance for Local Governments

The goal of this project is to mobilize data, information, and knowledge generated about organic waste streams to local governments and support their decision-making. It builds on previous work related to wet organic waste resources (food waste, sludge, manure, waste fats and oils). The project provides an improved understanding of local waste challenges and priorities to inform BETO's R&D strategies and decision-making. It also supports local governments' goals and plans related to sustainable waste management, enables energy and/or resource recovery projects development at municipal level, and facilitates public-private partnerships. A key challenge is associated with more activities requested by entities than program allows which is mitigated by prioritization by requesting agency. All FY21 and FY22 TA requests have been completed. Major accomplishments include: 1). 34 requests managed in the past two years, 2) Distilled key challenges faced by communities. Key outcomes include strong community participation since inception of the program, dedicated program web site, deliverables tailored to communities' needs, and distribution materials (e.g., fact sheets, brochures) for a broader audience.

Considerations for Developing a Regulatory Roadmap for Distributed Energy Resource (DER) Integration in Colombia

The USAID-NREL Partnership in Colombia, in conjunction with SURE and USEA, selected four action plan teams from the Young Professionals Leadership Program to receive tailored NREL technical assistance to support action plan implementation. The four plans selected represent various aspects associated with planning for the efficient integration of DERs, including electric mobility, residential and commercial energy applications, distributed generation modeling, and regulatory considerations. In response to national grid modernization, decentralization, digitalization, and electrification trends, CREG is looking to update Colombia's electric distribution code, with an emphasis on the integration of electric vehicles and charging stations, but also energy storage systems, non-conventional sources of renewable energy, and other distributed energy resources (DERs). CREG aims to establish the general steps that must be carried out to update the distribution code for the integration of DERs, with a view to the design and development of new markets. The objective of the TA provided to CREG was to support them in identifying and outlining the general processes and approaches to consider when updating Colombia's distribution code for the integration of electric vehicles, distributed renewable energy systems, and energy storage systems, with a view to the design and development of new markets.
