Emergency Diesel Generator Reliability and Installation Energy Security

The U.S. Department of Defense’s (DoD’s) fixed installations - or military bases - are a critical element of national security. Military bases support the maintenance and deployment of weapons systems, training and mobilization of combat forces, and provide direct support to combat operations. Fixed installations do not operate without energy and they rely largely on electricity to support critical missions and functions. Installations are dependent on a commercial grid that is vulnerable to disruption due to severe weather, physical attacks, and cyberattacks. This report looks at the impact on the highest priority critical loads.

PETN Exploding Bridgewire (EBW) Detonators: A Review

Exploding bridgewire (EBW) detonators have been used in weapon systems since the 1940s but there is huge debate surrounding how energy is transferred throughout the EBW firing system and the mechanism by which the exploding wire leads explosive detonation. This report summarizes the underpinning technologies and physical processes that are currently understood and reviews the various efforts to quantify the mechanism by which the PETN is initiated. The behavior of the firing system is very well understood and predictable. The energy delivered to the wire has been empirically modelled but further investigation is required to understand the role of material heterogeneities and their effect on initiation. The energy delivered by the exploding wire has been quantified in many studies but it is not possible to correlate these to a particular design or firing regime and thus definitive conclusions are impossible. The energy absorbed by the PETN is also not well understood. Therefore, the initiation mechanism within the PETN EBWs has not been determined for EBW detonators. There is strong evidence that a shock-to-detonation (SDT) mechanism is not the sole cause of initiation. There is insufficient understanding of how electrical sparks transmit energy to PETN to make any judgement regarding the role gas ionization plays. Deflagration-to-detonation (DDT) seems like the most likely candidate for initiation but there is still a great lack of evidence for the presence of this mechanism.

Atomic Ejecta Source Optical Probe (AESOP) (L3 Milestone Report FY2021 Work Package)

As part of its mission to ensure the reliability of the nation's nuclear weapons stockpile, the NNSA has funded a broad range of projects to characterize the mass of material ejected from shocked metal surfaces with special emphasis placed on determining the size distribution of macroscopic "ejecta" particles. Substantial work has been done for particles with diameters down to roughly 1 μm, but little data is available for smaller particles, and no data exist for the amount of atomic-scale ejecta produced in such dynamic environments. Such data are important due to the implications for weapons systems behavior but also for distinguishing between different potential ejecta production mechanisms, such as Rayleight-Taylor instability or the shallow-bubble-collapse phenomenon recently proposed by G. Maskally.

The Role of Nuclear-Conventional Intermingling on State Decision-making and the Risk of Inadvertent Escalation

The questions answered by this report are: What are the implications of nuclear and conventional intermingling on crisis stability and the potential risk of miscalculation?, and Specifically, how might entanglement influence US and competitor decision making during crisis and conflict? In practice, there are three main forms of nuclear-conventional intermingling. First, intermingling between nuclear and non-nuclear weapon systems can occur via the fielding of dual capable delivery systems like missiles or aircraft. Second, intermingling can happen due to the co-location of nuclear and non-nuclear forces and their support structures—for example, the co-location of strategic bombers and general-purpose aircraft, or the co-location of strategic submarines and general-purpose vessels. Third, intermingling can occur via convolving nuclear and conventional military command and control systems, to include ballistic missile early warning and potentially space surveillance systems as well. All three forms of nuclear-conventional intermingling have significantly increased since the end of the Cold War, driven by both technological and doctrinal changes. However, there are important differences in the rationale behind, and also the risks associated with these three different forms of intermingling. The mere existence of dual capable systems is not new— deploying such systems can increase the effectiveness of forces, and it can also provide more flexibility. The major powers have both employed and threatened with dual capable systems for decades, and they have done so without nuclear escalation. Similarly, the major powers co-located nuclear and conventional systems in the Cold War, and they did so for variety of reasons that had nothing to do with complicating the adversary’s risk calculus. The Soviet Union, for example, decided to co-locate its nuclear and conventional forces for economic and administrative reasons. Although today it might be recognized as a useful deterrent tool, it was not their primary intention. Major powers want to convince rivals that the co-location of forces creates a high bar for targeting and raises the risk of nuclear escalation, but they also want to have the flexibility of this not being true in an actual crisis or conflict.

January 2022 Operational Highlights

The Indexing Lab is now complete and includes classified and unclassified computers, safes and work stations. Staff capture metadata and catalog materials, including classified reports, directors’ correspondence and Rocky Flats materials to ensure the holdings are discoverable and retrievable. Access protocols were updated for products related to the LANL Annual Assessment in the Online Vault (OLV) classified repository. The Annual Assessment is a yearly analysis of the weapons systems in the nation’s nuclear stockpile. The Standardization Quality Assessment (SQA) for the Online Vault (OLV) classified repository was completed and contained no findings. Beta testing, or customer validation, began for the metrics database that generates metrics reports and visualizations from NSRC customer projects.

Experimental Procedure and Results for Contact Thermal Conductance Measurements performed during FY 2021

Weapons Test Engineering groups at LANL are responsible for testing and simulating weapon assemblies and subassemblies in support of qualification and certification of nuclear weapon systems. The complex nature of the assemblies themselves coupled with the loading environments, gives rise to low confidence and high uncertainties in the interpretation of both experimental and simulated results. In an effort to reduce these uncertainties, a project was started at LANL to perform focused and systematic experiments combined with simulations to increase confidence in both arenas. A key goal of the work performed under the Delivery Environments (DE) Testbeds to Reduce Uncertainties in Simulations and Tests TRUST program, focuses on identifying and minimizing sources of uncertainty associated with experimental and computational techniques. Specifically, with the above as motivation, a measurement procedure was developed by MST-8 to perform thermal conductivity measurements on cylinders of both similar and dissimilar metallic systems as a function of loading conditions and varying material interface morphologies between these components.

Operation Redwing

Cherokee exploded with an impressive yield of 3.8 megatons but missed its aiming point by six miles. Although regrettable, the miss was not overly significant because the event proved “that the United States owned a real [thermonuclear] weapon.” Cherokee was the second of seventeen tests conducted during Operation Redwing, whose primary purpose was to proof test bombs and warheads for an emerging generation of weapon systems. Eleven tests took place at Enewetak Atoll and six at Bikini Atoll. The parsing of tests between the two atolls was based largely on expected yields. Lower yield tests were held at Enewetak with the expectation that they would not impact the permanent tests facilities located on the atoll. Higher yield shots were detonated at Bikini. Although this division worked for the most part, fallout from one Bikini test, Tewa, reached Enewetak, contaminating both personnel and permanent test facilities.
