Energy Baseline Assessment and Project Considerations for the Wai'anae Moku Community Energy Plan

This report was prepared as a supplement to the Waianae moku community's energy plan and includes results of two activities conducted by the National Laboratory of the Rockies in support of the planning process: (1) an energy baseline assessment and (2) considerations and resources for possible energy projects prioritized by the community in its energy plan. Results of the energy assessment describe the energy landscape in the state of Hawaii, on the island of Oahu, and in the Waianae moku at the time the plan was developed, with the intention of supporting informed community participation in the planning process. Considerations and resources align with each of the energy project ideas identified in the community's energy plan, and are intended to describe the current context and activities related to each, along with possible next steps toward implementation, and additional resources. The report concludes with takeaways for the community to consider as they pursue their energy goals.

McGrath, Alaska Community Energy Plan [Slides]

The US Department of Energy's Energy Transitions Initiative Partnership Project (ETIPP) works alongside remote and island communities seeking to transform their energy systems and increase energy resilience. The City of McGrath took part in the ETIPP program in 2023-2024. As part of the project, community members formed the McGrath Energy Committee, made up of residents and local stakeholder organizations. The McGrath Energy Committee then worked with technical advisors from regional associations, university programs, and national labs to conduct a baseline energy assessment of the community, organize a community energy education series, identify key focus areas relevant to McGrath, explore funding opportunities, and create the McGrath Community Energy Plan. This plan serves as a foundational guide for future energy projects in the community, aligned with McGrath's long-term energy goal: "to be a catalyst to encourage energy resiliency in our community and the Upper Kuskokwim Region." - November 2024.

Resilience framework and metrics for energy master planning of communities

Changes in the nature, intensity, and frequency of climate-related extreme events have imposed a higher risk of failure on energy systems, especially those at the community level. Furthermore, the evolving energy demand patterns and transition towards renewable and localised energy supply can affect energy system resilience. How can an energy system be planned and reconfigured to address these challenges without compromising the system's resilience against chronic stresses and extreme events? Unlike energy system reliability, resilience is neither a common nor an explicit consideration in energy master planning at the community level. In addition, there is no universally agreed-upon method or metrics for measuring or estimating resilience and defining mitigation strategies. This paper introduces a multi-layered energy resilience framework and set of metrics for energy master planning of communities, including the new generation of district energy systems. The potential system disturbances and their short and long-term impacts on various components of the energy system are discussed for commonly expected and extreme events. Three layers of energy resilience are discussed: engineering-designed resilience, operational resilience, and community-societal resilience. A starting set of energy resilience metrics to support engineering design and energy master planning for communities is identified. Implications for future research and practice are noted.

Project Planning for Community Resilience: Aquinnah and Chilmark, Massachusetts

This report presents the findings of an energy system planning study for the towns of Aquinnah and Chilmark, MA, on the island of Martha’s Vineyard, conducted under the U.S. Department of Energy ETIPP program. The study used the DER-CAM model to optimize the deployment of PV and battery microgrids to enhance energy resilience against power outages, particularly winter storms. Key findings show that PV is highly cost-effective and delivers net annual savings. However, due to limited rooftop space and low winter solar output, PV and battery storage alone cannot support the full critical load during outages. Solutions incorporating conventional backup generators were found to be more economically viable for achieving 100% critical load support.

Microgrid Tiered Circuits Effects for a Planned Housing Community in Puerto Rico

Puerto Rico faced a double strike from hurricanes Irma and Maria in 2017. The resulting damage required a comprehensive rebuild of electric infrastructure. There are plans and pilot projects to rebuild with microgrids to increase resilience. This paper provides a techno-economic analysis technique and case study of a potential future community in Puerto Rico that combines probabilistic microgrid design analysis with tiered circuits in building energy modeling. Tiered circuits in buildings allow electric load reduction via remote disconnection of non-critical circuits during an emergency. When coupled to a microgrid, tiered circuitry can reduce the chances of a microgrid's storage and generation resources being depleted. The analysis technique is applied to show 1) Approximate cost savings due to a tiered circuit structure and 2) Approximate cost savings gained by simultaneously considering resilience and sustainability constraints in the microgrid optimization. The analysis technique uses a resistive capacitive thermal model with load profiles for four tiers (tier 1-3 and non-critical loads). Three analyses were conducted using: 1) open-source software called Tiered Energy in Buildings and 2) the Microgrid Design Toolkit. For a fossil fuel based microgrid 30% of the total microgrid costs of 1.18 million USD were calculated where the non-tiered case keeps all loads 99.9% available and the tiered case keeps tier 1 at 99.9%, tier 2 at 95%, tier 3 at 80% availability, with no requirement on non-critical loads. The same comparison for a sustainable microgrid showed 8% cost savings on a 5.10 million USD microgrid due to tiered circuits. The results also showed 6-7% cost savings when our analysis technique optimizes sustainability and resilience simultaneously in comparison to doing microgrid resilience analysis and renewables net present value analysis independently. Though highly specific to our case study, similar assessments using our analysis technique can elucidate value of tiered circuits and simultaneous consideration of sustainability and resilience in other locations.

Using National-Scale Data to Inform Coal Power Plant Redevelopment and Coal Community Revitalization Planning

In the United States, individual coal plants have high variation in their construction and operation. Coal plants commonly have multiple units, with different commissioning ages, operational position, and maintenance conditions – even multiple fuels. These units may be in changing states of utilization, with variation in productivity depending on economic contexts. Coal plants themselves may be temporarily offline, mothballed, retired, or decommissioned due to owner/operator portfolios or market conditions, and the current posture of the plant may be difficult to ascertain without local news sources (Tarekegne et al. 2021). Anticipated dates of plant closures are prospectively represented to regulators and to the Energy Information Administration (EIA), but may also experience uncertainty due to the engineering, environmental, economic and social complexity of closing a very large power plant. As noted in this report, closure of the first unit to the last within a single plant may span more than 20 years. Yet tracking and predicting the position of our nation’s coal fleets on a national scale is deeply important. In developing a case for federal datasets and an approach to building and curating these data, this report identified that data must have high fidelity at the plant-level to be meaningful in aggregate. Plant-scale detail is also a match for its application: national priorities in federal investment range from economic revitalization for coal plant communities to maintaining reliable electric grid operations. This document is organized into a statistical review of coal plant retirements, past and prospective, in the United States; trends in the relationship between closures and existing federal investment programs for community revitalization; and potential methods for accelerating site redevelopment through advanced geospatial analysis based on federal data.

The Updated Case for a National Stellarator Program

The stellarator concept provides a compelling path to a Fusion Pilot Plant that features steady state, disruption free operation with low recirculating power. The need for a national stellarator program and a new stellarator experiment have been highlighted previously in the FESAC Long-Range Plan (LRP) and the APS Community Planning Process (CPP). There have been many advances in the stellarator field since those reports were drafted, both theoretically and experimentally, that provide an even stronger motivation for an expanded stellarator program within the US. In addition, in recent years a number of private companies have been founded (and funded) to pursue the stellarator concept, two of which are FES Milestone Program award recipients. An expanded stellarator program is needed to fully support these companies and their goals. This whitepaper aims to briefly provide an updated outlook on the need for a national stellator program including benefits to private industry and opportunities for Public Private Partnerships (PPP).
