Contested Ground: The Historical Debate Over NASA's Mission

This book manuscript studies in depth the development and maturation of the NASA mission from the inception of the organization until the present. This study is involved in a wide divergence of questions over roles and missions: the agency's R&D/operational activities, the decentralized/centralized approaches to management, the debate over methods of conducting business. A fundamental part of this work involves the analysis of not only how NASA has defined its role but how senior government leaders, the Congress, and society at large have viewed this matter. It is be especially useful in tracing the evolution of mission ideas in the space agency and, therefore, of great use to officials wrestling with this perennial issue.

2006 Interferometry Imaging Beauty Contest

We present a formal comparison of the performance of algorithms used for synthesis imaging with optical/infrared long-baseline interferometers. Five different algorithms are evaluated based on their performance with simulated test data. Each set of test data is formatted in the OI-FITS format. The data are calibrated power spectra and bispectra measured with an array intended to be typical of existing imaging interferometers. The strengths and limitations of each algorithm are discussed.

Surprising Results from Large Crowds Using Micro-Purchase Challenges - Using Contests on Freelancing Communities to Source Innovative, Impactful and Cost-Effective Solutions

Our world is more connected than ever before. The new digital economy is empowering platforms and crowds to become a progressively strategic way for organizations to innovate ahead of their competition. Existing research shows the effectiveness and quality of solutions crowdsourcing yields, yet few organizations genuinely understand it nor are leveraging those solutions to unlock the full range of benefits. Moreover, early adopters often face structural and financial barriers towards evangelizing digital platforms at scale within their organizations. NASA is an exception - being an advocate of the field since 2010, it has paved the path for large organizations to follow. An empirical analysis is conducted on NASA's Center of Excellence for Collaborative Innovation (CoECI) micro-purchase challenges on a crowd-based platform to assess the cost-savings, quality of work, time for work turnaround and brand effects of using this problem-solving mechanism. The results proved to provide a tangible impact on all four parameters. As such, micro-purchases could become a compelling entry-point for organizations who are willing to experiment and subsequently build a convincing business case to present to stakeholders. The paper concludes with NASA's learnings, supplemented by literature, on how to redesign business processes, change conventional thinking and create an organization that will transform its future with crowds.

Contesting with the Ganges Water Machine in South Asia: Theory versus Reality

Recently, there has been much interest in how to manage the water resources of the Ganges River Basin (GRB), the cradle of Asian civilization, currently supporting >500 million people. This also includes cleaning up the Ganges river, regarded as one of the most polluted mega-rivers of the world. Historically, the transboundary Ganges river and its tributaries, flowing through India, Nepal, and Bangladesh, have become extensively polluted and disrupted, mostly because of river engineering and increased discharge of industrial and urban waste. Compounding the problem, in the past few decades, intense groundwater abstraction from the GRB aquifers has led to unprecedented groundwater level depletion in some locations. At present, the GRB groundwater levels are strongly influenced by depth-dependent abstraction, which is predicted to intensify in the future, given the increasing water demand. Thus, with impending climate change, designing the coupled river water–groundwater management necessary to meet the goal for sustainable access to clean water for a huge population, has become an arduous challenge.

2024 IEEE GRSS Data Fusion Contest Flood Rapid Mapping

The Challenge Task As a result of climate change, extreme hydrometeorological events are becoming increasingly frequent. Flood rapid mapping products play an important role in informing flood emergency response and management. These maps are generated quickly from remote sensing data during or after an event to show the extent of flooding. They provide important information for emergency response, and damage assessment. The aim of this challenge is to develop data fusion algorithms that generate flood maps by processing spatial data from a variety of sources. The goal of this IEEE challenge (sponsored by NASA and CNES) is to design and develop an algorithm that will combine multi-source data to classify flood surface water extent–that is, water and non-water areas. Provided data sources include optical and SAR remote sensing images as well as a digital terrain model. The output is a gridded flood map where each grid cell is labeled water or non-water. The difficulty of detecting flooded areas can vary greatly depending on the conditions in the area of interest and the event. This data fusion challenge has two tracks representing this variance.

Effects of competition on video-task performance in monkeys (Macaca mulatta)

The effects of competition on performance of a video-formatted task were examined in a series of experiments. Two rhesus monkeys (Macaca mulatta) were trained to manipulate a joystick to shoot at moving targets on a computer screen. The task was made competitive by requiring both animals to shoot at the same target and by rewarding only the animal that hit the target first each trial. The competitive task produced a significant and robust speed-accuracy trade-off in performance. The monkeys hit the target in significantly less time on contested than on uncontested trials. However, they required significantly more shots to hit the target on contested trials in relation to uncontested trials. This effect was unchanged when various schedules of reinforcement were introduced in the uncontested trials. This supports the influence of competition qua competition on performance, a point further bolstered by other findings of behavioral contrast presented here.

Wireless Self-Acquistion of 12-Lead ECG via Android Smart Phone

Researchers at NASA s Johnson Space Center and at Orbital Research, Inc. (a NASA SBIR grant recipient) have recently developed a dry-electrode harness that allows for self-acquisition of resting 12-lead ECGs by minimally trained laypersons. When used in conjunction with commercial wireless (e.g., Bluetooth(TM) or 802.11-enabled) 12-lead ECG devices and custom smart phone-based software, the collected 12-lead ECG data can also immediately be forwarded from any geographic location within cellular range to the user s physician(s) of choice. The system can also be used to immediately forward to central receiving stations 12-lead ECG data collected during space flight or during activities in any remote terrestrial location supported by an internet or cellular phone infrastructure. The main novel aspects of the system are first, the dry-electrode 12-lead ECG harness itself, and second, an accompanying Android(TM) smart phone-based wireless 12-lead ECG capability. The ECG harness nominally employs dry electrodes manufactured by Orbital Research, Inc, recently cleared through the Food and Drug Administration (FDA). However, other dry electrodes that are not yet FDA cleared, for example those recently developed by Nanosonic, Inc as part of another NASA SBIR grant, can also be used. The various advantageous features of the harness include: 1) laypersons can be quickly instructed on its correct use, remotely if necessary; 2) all tangled "leadwire spaghetti" is eliminated, as is the common clinical problem of "leadwire reversal"; 3) all adhesives and disposables are also eliminated, the harness being fully reusable; if multiple individuals intend to use use the same harness, then standard antimicrobial wipes can be employed to sterilize the dry electrodes (and harness surface if needed) between users; 5) padded cushions at the lateral sides of the torso function to press the left arm (LA) and right arm (RA) dry electrodes mounted on the cushions against sideward or downward-rested arms of the subject; 6) sufficient distal placement of the arm electrodes achieves good electrode abutment to the arms without the need for adhesives, straps, bands, bracelets, or gloves; 7) padding over the sternum avoids "tenting" in the V1 through V3 (and, when present, the V3R) electrode positions; 8) easy-to-don, one-piece design with an adjustable, front-side single point of connection and an adjustable shoulder strap; and 9) Lund or "modified Lund" placement of the dry electrodes, the results of which more effectively reproduce results from "standard" 12-lead ECG placements than do results from Mason-Likar placements. The main limitation of the harness is that "one size does not fit all", meaning that an appropriately sized harness (small, medium, large, etc) must be chosen on the basis of an individual's size. To facilitate the use of the harness with inexpensive, commodity-grade cell phones and tablet devices, 12-lead ECG software is also being developed to accompany the harness for wireless use with Android. For this part of the project, NASA has teamed with TopCoder, Inc and the Harvard-affiliated NASA Tournament Lab in sponsoring java-based software programming contests through TopCoder. While ECG signals from the harness can already be wirelessly received and thoroughly processed (locally or remotely) by commercial-grade conventional (as well as advanced) 12-lead ECG software running on Microsoft Windows(TM), the Android-based software, once completed, will "cast a wider net" by allowing for a greater percentage of cell phone owners to participate in inexpensive, store-and-forward recordings of 12-lead ECGs worldwide, including for example Android cell phone users in many remote, third-world locations. At the time of writing, the Android 12-lead ECG software platform consists of a basic but expanding graphical user interface and accompanying software that: 1) wirelessly receives the 12-lead ECG data stream from a Bluetooth-based, FDA-cleared 12-leaCG device attached to the harness; 2) locally stores the same data in binary format to the SD card on the Android cell phone; and 3) makes the data stream in available in real time, for now to TopCoder's java programming contestants.
