Distribution System Plan Template and Guide for Electric Utilities for Adaptation by States and Utilities [Slides]

LBNL researchers developed a template and companion guide for structuring distribution system plans. The template covers 10 key sections in utility distribution system plans and underlying topics: -Executive Summary -Planning Objectives -Current Distribution System -Planning Approach -Asst Management, Reliability and Resilience -O&M Expenses -Capacity Expansion Planning -Solution Identification -Cost-effectiveness -Implementation For each section in the template, the companion guide provides: a description of the topics covered and their importance; the type of content to include in the plan; an example utility approach; and references to other utility plans that serve as models for the topic.

Physics-Informed Graph Neural Networks for Collaborative Dynamic Reconfiguration and Voltage Regulation in Unbalanced Distribution Systems

Network reconfiguration has long been employed as a strategic approach to minimize power distribution system losses and effectively regulate voltage levels. Tap-changing voltage regulators are also critical for controlling bus voltages, especially in accommodating the increasing integration of distributed energy resources (DERs) with intermittent outputs. This paper introduces novel methodologies to address the challenges of dynamic reconfiguration and optimal tap setting in unbalanced three-phase distribution systems. We propose an approximated mixed-integer quadratically constrained program (MIQCP) to model dynamic reconfiguration, along with a pioneering formulation for voltage regulator (VR) tap-setting based on Special Ordered Set type 1 (SOS1). To mitigate computational complexity, we propose a physics-informed spatial-temporal graph convolutional network (STGCN) with an integrated link classifier. The proposed approach enables efficient solution generation by fixing specific variables in the MIQCP instance and solving the simplified sub-MIP using an MIP solver. Numerical studies demonstrate the superior prediction accuracy of our STGCN model compared to baseline neural network models, resulting in reduced DER curtailment and voltage deviation with shorter computation time.

Deep Reinforcement Learning for Distribution System Operations: A Tutorial and Survey

Here, the rapid evolution of modern electric power distribution systems into complex networks of interconnected active devices, distributed generation (DG), and storage poses increasing difficulties for system operators. The large-scale integration of distributed energy resources (DERs) and the rapid exchange of measurement data via communication networks present major opportunities for advancing grid operations but also introduce greater uncertainty, higher data dimensionality, more complex network and device models, and challenging control and optimization problems. Deep reinforcement learning (DRL) algorithms are promising in addressing these challenges. However, they have not been effectively adapted for power systems applications, requiring extensive customization for implementation and evaluation. This has resulted in reproducibility challenges and a steep learning curve for researchers new to applying DRL algorithms to the power systems domain. To bridge these gaps, this tutorial aims to serve as a valuable resource for researchers interested in exploring learning-based algorithms to operate active power distribution networks. Specifically, this work presents a generalized process for translating sequential decision-making problems in power distribution systems into Markov decision process (MDP) formulations, illustrated through concrete grid service examples. Additionally, we introduce a simple environment design strategy to develop and evaluate example DRL algorithms for distribution system applications, complete with an included code repository to guide users through environment construction.

Decision-Dependent Uncertainty-Aware Distribution System Planning Under Wildfire Risk

The interaction between power systems and wildfires can be dangerous and costly. Distribution grids can be liable for the outbreak of wildfires during extreme weather. In wildfire-prone areas, investment planning should consider the impact of operational actions on wildfire-related uncertainties affecting line failure likelihood. Here, in this case, endogenous-based uncertainty modeling should comprise the backbone of the investment planning model viz-a-viz the inability of standard exogenous-based uncertainty modeling. Therefore, we propose a decision-dependent uncertainty (DDU) aware methodology to optimize investment portfolios for distribution systems, considering that high power-flow levels in high-threat areas can ignite wildfires and increase line failure probability. The methodology identifies the best combination of upgrades (new lines, hardening existing lines, and placing switching devices). Methodologically, we propose a two-stage distributionally robust planning optimization problem with DDU that considers the distribution system's multiperiod operation. The first stage determines optimal switching actions and line investments, and the second stage evaluates the worst-case expected operational cost under a DDU framework designed to account for the endogenous impact of power-flow levels and hardening investment decisions in the line failure probabilities. An iterative method is tailored to handle the problem and numerical experiments demonstrate a more prepared grid to deal with wildfire risk.

Distribution System Congestion Management - A Survey of Reliable Integration for Aggregated Resources and Microgrids

Rising penetration of consumer-owned Distribution Grid Resources (DGRs), increasingly managed by third party aggregators and enrolled in grid services and wholesale market programs, can create localized congestion in distribution networks. Managing these constraints is challenging due to a persistent coordination and information gap: utilities are accountable for reliability and have network topology and state visibility, while aggregators control the DGR capability needed to relieve congestion. This survey synthesizes congestion management solutions for distribution systems with high DGR penetration, covering both market-based mechanisms (distribution level markets, locational pricing, flexibility auctions) and non-market-based solutions (network reconfiguration, direct DGR control, demand response, curtailment, etc.). The literature is organized across three decision horizons: long term planning, operational planning, and real-time operation. Special attention is devoted to emerging distribution system operator architectures and coordination frameworks spanning transmission system operators, aggregators, and microgrids. Drawing on recent case studies and implementations, we distill best practices, identify key technical and economic barriers, and outline research directions. The evidence points to a shift toward integrated congestion management that combines market signals with technical controls, enabled by improved monitoring, forecasting, and closed loop control capabilities.

Distribution System Dataset Generator for AI Applications [SWR-24-75]

This software is a simple, light-weight python package to generate pytorch compatible machine learning graph dataset representing electric power distribution system. User is able to use these graph datasets to test their graph generation artificial intelligence (AI) models, link prediction AI models, graph classification AI models and so much more. This package uses grid-data-models (https://github.com/NREL-Distribution-Suites/grid-data-models) as input data format for power distribution system. NREL-Ditto (https://github.com/NREL-Distribution-Suites/ditto) tool can be leveraged to transform popular distribution system file formats such as opendss, cyme and synergi to grid-data-models.

Taylor-Expansion-Based Robust Power Flow in Unbalanced Distribution Systems: A Hybrid Data-Aided Method

Traditional power flow methods often adopt certain assumptions designed for passive balanced distribution systems, thus lacking practicality for unbalanced operation. moreover, their computation accuracy and efficiency are heavily subject to unknown errors and bad data in measurements or prediction data of distributed energy resources (ders). to address these issues, this paper proposes a hybrid data-aided robust power flow algorithm in unbalanced distribution systems, which combines taylor series expansion knowledge with a data-driven regression technique. the proposed method initiates a linearization power flow model to derive an explicitly analytical solution by modified taylor expansion. to mitigate the approximation loss that surges due to the der integration and bad data, we further develop a data-aided robust support vector regression approach to estimate the errors efficiently. comparative analysis in the 13-bus and 123-bus ieee unbalanced feeders shows that the proposed hybrid algorithm achieves superior computational efficiency, with guaranteed accuracy and robustness against outliers.

A Survey of Open-Source Tools for Transmission and Distribution Systems Research

This work presents a review of open-source electric power transmission and distribution systems analysis tools suitable for use by industry professionals and academic researchers. Due to the high complexity of the electric grid, there exist numerous tools and extensive research pertaining to nearly every aspect of the design, operation, and control of transmission and distribution networks. In addition to the commercial tools, a wide range of free, open-source tools, models, and data usable by the scientific community for related research have been developed by different organizations, including both international and US universities and national laboratories. However, due to the absence of a catalog of available tools, models and data, researchers often lack a knowledge of existing capabilities and may develop duplicative software and tools. Increasing awareness of these available resources seeks to accelerate their broader use, leading to more efficient and standardized grid analysis. This review paper (which is part of a larger survey effort that studied over 400 tools in the transmission, distribution, buildings, and electric vehicles space) outlines selected open-source resources that have been developed in power transmission and distribution systems research. It is anticipated that this work can serve as a guide for industry and academic researchers alike, ensuring that research efforts are well-channeled.

A sequential Attacker-Defender game for distribution systems resilience enhancement against extreme weather events

Improving distribution system resilience against frequent extreme weather events is important for reliable power system operations. Especially when dealing with events such as hurricanes that have short-term predictions, proactive pre-event preparedness plays a vital role in system resilience performance. In this paper, we propose a novel approach to construct pre-event resource allocation plans for system operators to cope with upcoming threats through a sequential attacker-defender game framework. The sequential attacker-defender game is designed to model the interaction between the extreme weather and the system operator. In each round of the game, the attacker and the defender sequentially update their current strategies by accounting for the opponent’s action set. The attacker model is formulated as a bi-level problem to identify the severe outage scenarios, and the defender model is formulated as a two-stage optimization problem to determine the allocation of restoration resources including mobile responsive resources and repair crews. Two scale-reduction strategies are proposed to ensure the scalability of the game scheme. Finally, case studies on the IEEE 33-bus and a 7149-node practical utility system validate the effectiveness of the proposed sequential game and the efficiency of the scale-reduction strategies.

Analytic Neural Network Gaussian Process Enabled Chance-Constrained Voltage Regulation for Active Distribution Systems with PVs, Batteries and EVs

This paper proposes an analytic neural network Gaussian process (NNGP)-based chance-constrained real-time voltage regulation method for active distribution systems with photovoltaics (PVs), batteries, and electric vehicles (EVs). NNGP can utilize historical measurement data to achieve real-time probabilistic node voltage estimation through Bayesian inference. Then, NNGP is fully analytically embedded into the optimal power flow model to perform voltage regulation and adapt to various topological changes. The uncertainties of voltage estimations are easily considered via the chance constraint, and it has been shown that the adoption of this chance constraint can significantly improve the reliability of voltage regulation under various scenarios. The comparison results with other methods, carried out on a real 759-node distribution system located in western Colorado, U.S., show that the proposed method can achieve accurate voltage estimation across different topologies and reliably perform voltage regulation considering PVs, batteries, and EVs.

Quantifying Distribution System Resilience From Utility Data: Large Event Risk and Benefits of Investments

We focus on blackouts in electric distribution systems that have a large cost to customers. To quantify resilience to these events, we show how to calculate risk metrics from the historical outage data routinely collected by utilities' outage management systems. Risk is defined using a customer cost exceedance curve. The exceedance curve has a heavy tail that implies large fluctuations in large blackout costs, and this makes estimating the mean large cost in the usual way impractical. To avoid this problem, we use new resilience metrics describing the large event risk; these metrics are the probability of a large cost event, the annual log cost resilience index, and the average of the logarithm of the cost of large-cost events or the slope magnitude of the tail on a log–log exceedance curve. Resilience can be improved by planned investments to upgrade system components or speed up restoration. The benefits that these investments would have had if they had been made in the past can be quantified by “rerunning history” with the effects of the investment included, and then recalculating the large event risk to find the improvement in resilience. An example using utility data shows a 2% reduction in the probability of a large cost event due to 10% wind hardening and 6%–7% reduction due to 10% faster restoration in two different areas of a distribution utility. This new data-driven approach to quantify resilience and resilience investments is realistic and much easier to apply than complicated approaches based on modeling all the phases of resilience. Moreover, an appeal to improvements to past lived experience may well be persuasive to customers and regulators in making the case for resilience investments.

Distribution System Resilience Assessment Considering PV Vulnerabilities for Hurricane Events

Distribution networks are increasingly vulnerable to damage and outages from extreme weather events. The integration of solar photovoltaics (PVs) further complicates resilience analysis due to its weather-dependent nature. However, limited research has examined the impacts of weather on PVs under severe events like hurricanes. This paper proposes a probabilistic framework to assess distribution system resilience considering PV vulnerabilities during hurricanes. The framework incorporates (i) a spatiotemporal fragility model to evaluate failure probabilities for distribution lines and PVs, and (ii) resilience indices at both system and component levels. The approach offers valuable insights into the resilience of modern distribution grids under extreme weather conditions. Numerical results on the unbalanced IEEE 123-bus test system validate the effectiveness of the framework.

EV Forecasting-Based Model Predictive Control for Distribution System Congestion Mitigation

The uncoordinated charging of electric vehicles (EVs) in time and space brings congestion issues to the distribution network. This paper proposes an EV charging demand forecasting-based model predictive control (MPC) method for distribution system congestion management. To effectively forecast the time-series EV station charging demand, a hybrid forecasting model that integrates the long short-term memory network (LSTM) and Transformer is proposed. The Transformer-LSTM model is trained using a one-year real historical charging dataset of EV stations to forecast future charging demand in 15-minute intervals. This informs the MPC for distribution network congestion management and minimization of PV curtailment. Numerical results carried out on the modified IEEE 123-bus distribution system demonstrate that the proposed method can effectively resolve line congestion issues through EV smart charging and PV curtailment while outperforming other benchmarks.

Fast Iterative Multi-site Hosting Capacity Analysis for Distribution Systems With Search Space Pruning

Interconnection studies for distributed energy resources (DERs) is a time-intensive process, primarily due to the necessity of solving large number of power flow scenarios. Hosting capacity analysis (HCA) is a time-consuming aspect of interconnection studies that is divided into single-site HCA (SHCA) and multi-site HCA (MHCA). From a computational and understandable standpoint, the industry seeks iteration-based solutions for SHCA, although it doesn't maximize the total DER hosting capacity (DERHC) of the grid, as MHCA does. While non-iterative solutions are available for MHCA, they involve a trade-off between the modeling accuracy of the distribution system, solution quality, and ease of understanding. In this work, we present a fast iterative solution for MHCA, reducing computational complexity by eliminating the need to solve power flows for a large amount of search space, thus making iterative solutions feasible. This iterative approach guarantees both a global optimal solution with sufficient time and a fast, close-to-optimal solution through efficient search space pruning. It also easily integrates with existing utility HCA tools. The results are demonstrated on select locations in the IEEE-123 bus system for community-scale interconnection studies. We highlight the benefits of skipping the need to solve millions of power flows, all while maximizing the grid's total DERHC.

Enhancing Distribution System Resilience: A First-Order Meta-RL Algorithm for Critical Load Restoration

The increasing frequency of extreme events and the integration of distributed energy resources (DERs) into modern grids have elevated the need for resilient and efficient critical load restoration strategies in distribution systems. However, the stochastic nature of renewable DERs, limited energy resource availability and the intricate nonlinearities inherent in complex grid control problem make the problem challenging. Although reinforcement learning (RL) and warm-start RL methods have shown promising results, their performance often falls short in rapidly adapting to new, unseen situations and typically requires exhaustive problem-specific tuning. To address these gaps, we propose a First-Order Meta-based RL (FOM-RL) algorithm within an online framework for adaptive and robust critical load restoration. By harnessing local DERs as the enabling technology, FOM-RL allows the RL agent to swiftly adapt to new unseen scenarios by leveraging previously acquired knowledge of different tasks. Experimental results provide evidence that proposed algorithm learns more efficiently and showcases generalization capabilities across diverse set of operational scenarios. Moreover, a rigorous theoretical analysis yields a tight sublinear regret bound, sensitive to temporal variability, with a task-averaged optimality gap bounded by O(VM+D*/(Tsquare root(M))). These results suggest that optimality improves with task similarity and an increased number of tasks M, reaffirming the efficacy and scalability of the proposed approach in addressing the complexities of critical load restoration in distribution systems.

PIP-II Linac Cryogenic Distribution System Design Challenges

The PIP-II linac Cryogenic Distribution System (CDS) is characterized by extremely small heat inflows and robust mechanical design. It consists of a Distribution Valve Box (DVB), Intermediate Transfer Line, Tunnel Transfer Line, comprising 25 Bayonet Cans, and ends with a Turnaround Can. Multiple helium streams, each characterized by distinct helium parameters, flow through each of these elements. The CDS geometry allows maintaining an acceptable pressure drop for each helium stream, considering the planned flows and helium parameters in different operation modes. This is particularly crucial for the return line of helium vapors, which return from cryomodules to the cold compressors and thus have very restrictive pressure drop requirements. On both sides of the DVB there are fixed supports for process pipes. One of the DVB design challenges was to route the process pipes in such a way that their shape provided sufficient compensation for thermal shrinkage. This ensures th at the forces resulting from thermal shrinkage acting on the cryogenic valves remain at a level acceptable to the manufacturer. The required thermal budget of the CDS was achieved by thermo-mechanical optimization of its components, like process pipes fixed supports in Bayonet Cans.

Integrated Multi-Fidelity Model and Co-Simulation Platform for Distribution System Transient and Dynamic Analysis—DistribuDyn

As inverter-based, distributed energy resources (DERs) and variable loads continue to proliferate across distribution systems, it is increasingly important to understand their impacts on system stability and reliability. However, most commercially available simulation tools for distribution planning primarily focus on steady-state and quasi-steady state analysis, offering limited capabilities to study transient and dynamic behaviors.
