2024 OES-Environmental 2024 State of the Science Report, Chapter 7: Education and Outreach around Environmental Effects of Marine Renewable Energy

The marine renewable energy (MRE) industry has faced many challenges in getting projects in the water. In many cases, this is due to long consenting timelines, and occasionally active public opposition, often related to concerns about environmental effects or potential conflicts with other uses of the ocean space. While these concerns are very real, some of them are based on misconceptions or lack of familiarity with MRE devices and how they function (Boudet et al. 2020; Karytsas & Theodoropoulou 2014), or uncertainty or misinformation regarding how MRE devices may affect the environment. These misconceptions are common challenges for other renewable energy sectors or other developments in the ocean (Caporale et al. 2020; Scott 2022; Wiersma & Devine-Wright 2014), though the details of device design, site-specific environmental effects, risk and benefit perceptions, and workforce development may be unique to MRE

2024 OES-Environmental 2024 State of the Science Report, Chapter 10: Potential Environmental Effects of Marine Renewable Energy in Tropical and Subtropical Ecosystems

Marine renewable energy (MRE), such as wave, tidal, ocean current, and thermal and salinity gradient, is under development in many parts of the world. However, studies examining the environmental effects of MRE have primarily focused on deployments in temperate regions and countries in the Northern Hemisphere. As MRE development expands into tropical and subtropical countries (between 35°N and 35°S), there is a need to examine the potential environmental effects specific to these regions and their unique habitats and species. Unlike temperate regions where wave and tidal energy resources dominate, tropical and subtropical regions can leverage five different types of MRE: wave energy, tidal energy, ocean current energy, ocean thermal energy conversion (OTEC), and salinity gradient energy.

Environmental and Mechanical Stability of Environmental Barrier Coated SA Tyrannohex SiC Composites Under Simulated Turbine Engine Environments

The environmental stability and thermal gradient cyclic durability performance of SA Tyrannohex composites were investigated for turbine engine component applications. The work has been focused on investigating the combustion rig recession, cyclic thermal stress resistance and thermomechanical low cycle fatigue of uncoated and environmental barrier coated Tyrannohex SiC SA composites in simulated turbine engine combustion water vapor, thermal gradients, and mechanical loading conditions. Flexural strength degradations have been evaluated, and the upper limits of operating temperature conditions for the SA composite material systems are discussed based on the experimental results.

Molecular mechanisms and environmental adaptations of flagellar loss and biofilm growth of Rhodanobacter under environmental stress

Biofilms aid bacterial adhesion to surfaces via direct and indirect mechanisms, and formation of biofilms is considered as an important strategy for adaptation and survival in suboptimal environmental conditions. However, the molecular underpinnings of biofilm formation in subsurface sediment/groundwater ecosystems where microorganisms often experience fluctuations in nutrient input, pH, and nitrate or metal concentrations are underexplored. Here, we examined biofilm formation under different nutrient, pH, metal, and nitrate regimens of 16 Rhodanobacter strains isolated from subsurface groundwater wells spanning diverse levels of pH (3.5 to 5) and nitrates (13.7 to 146 mM). Eight Rhodanobacter strains demonstrated significant biofilm growth under low pH, suggesting adaptations for survival and growth at low pH. Biofilms were intensified under aluminum stress, particularly in strains possessing fewer genetic traits associated with biofilm formation, findings warranting further investigation. Through random barcode transposon-site sequencing (RB-TnSeq), proteomics, use of specific mutants, and transmission electron microscopy analysis, we discovered flagellar loss under aluminum stress, indicating a potential relationship between motility, metal tolerance, and biofilm growth. Comparative genomic analyses revealed the absence of flagella and chemotaxis genes and the presence of a putative type VI secretion system in the highly biofilm-forming strain FW021-MT20. In this study we identified genetic determinants associated with biofilm growth under metal stress in a predominant environmental genus, Rhodanobacter, and identified traits aiding survival and adaptation to contaminated subsurface environments.

Artic and subarctic environmental analyses utilizing ERTS-1 imagery. Cold regions environmental analysis based on ERTS-1 imagery (preprint)

There are no author-identified significant results in this report. An overriding problem in arctic and subarctic environmental research has been the absence of long-term observational data and the sparseness of geographical coverage of existing data. A first look report is presented on the use of ERTS-1 imagery as a major tool in two large area environmental studies: (1) investigation of sedimentation and other nearshore marine processes in Cook Inlet, Alaska; and (2) a regional study of permafrost regimes in the discontinuous permafrost zone of Alaska. These studies incorporate ground truth acquisition techniques that are probably similar to most ERTS investigations. Studies of oceanographic processes in Cook Inlet will be focused on seasonal changes in nearshore bathymetry, tidal and major current circulation patterns, and coastal sedimentation processes, applicable to navigation, construction, and maintenance of harbors. Analyses will be made of the regional permafrost distribution and regimes in the Upper Koyukuk-Kobuk River area located in NW Alaska.

Overview descriptions of on-line environmental data systems, supercomputer facilities, and networks are presented. Each description addresses the concepts of content, capability, and user access relevant to the point of view of potential utilization by the Earth and environmental science community. The information on similar systems or facilities is presented in parallel fashion to encourage and facilitate intercomparison. In addition, summary sheets are given for each description, and a summary table precedes each section.

Environmental projects. Volume 5, part 1: Study of subsurface contamination. Part 2: Guide to implement environmental compliance programs

In support of the national goal for the preservation of the environment and the protection of human health and safety, NASA, the Jet Propulsion Laboratory, and the Goldstone Deep Space Communications Complex have adopted the position that their operating installations shall maintain a high level of compliance in regard to regulations concerning environmental hazards. An investigation carried out by Engineering Science, Inc. focused on possible underground contamination that may have resulted from leaks and/or spills from storage facilities at the Goldstone Communications Complex. It also involved the cleanup of a non-hazardous waste dumpsite at the Mojave Base Site at the Goldstone complex. The report also includes details of the management duties and responsibilities needed to maintain compliance with environmental laws and regulations.

Environmental projects. Volume 7: Environmental resources document

The Goldstone Deep Space Communications Complex (GDSCC) in Barstow, California, is part of the NASA Deep Space Network, one of the world's largest and most sensitive scientific telecommunications and radio navigation networks. Goldstone is managed, directed and operated by the Jet Propulsion Laboratory of Pasadena, California. The GDSCC includes five distinct operational sites: Echo, Venus, Mars, Apollo, and Mojave Base. Within each site is a Deep Space Station (DPS), consisting of a large dish antenna and its support facilities. As required by NASA directives concerning the implementation of the National Environmental Policy Act, each NASA field installation is to publish an Environmental Resources Document describing the current environment at the installation, including any adverse effects that NASA operations may have on the local environment.

Comprehensive Environmental Informatics System (CEIS) Integrating Crew and Vehicle Environmental Health

Integrated Vehicle Health Management (IVHM) systems have been pursued as highly integrated systems that include smart sensors, diagnostic and prognostics software for assessments of real-time and life-cycle vehicle health information. Inclusive to such a system is the requirement to monitor the environmental health within the vehicle and the occupants of the vehicle. In this regard an enterprise approach to informatics is used to develop a methodology entitled, Comprehensive Environmental Informatics System (CEIS). The hardware and software technologies integrated into this system will be embedded in the vehicle subsystems, and maintenance operations, to provide both real-time and life-cycle health information of the environment within the vehicle cabin and of its occupants. This comprehensive information database will enable informed decision making and logistics management. One key element of the CEIS is interoperability for data acquisition and archive between environment and human system monitoring. With comprehensive components the data acquired in this system will use model based reasoning systems for subsystem and system level managers, advanced on-board and ground-based mission and maintenance planners to assess system functionality. Knowledge databases of the vehicle health state will be continuously updated and reported for critical failure modes, and routinely updated and reported for life cycle condition trending. Sufficient intelligence, including evidence-based engineering practices which are analogous to evidencebased medicine practices, will be included in the CEIS to result in more rapid recognition of off-nominal operation to enable quicker corrective actions. This will result from better information (rather than just data) for improved crew/operator situational awareness, which will produce significant vehicle and crew safety improvements, as well as increasing the chance for mission success, future mission planning as well as training. Other benefits include improved reliability, increase safety in operations and cost of operations. The cost benefits stem from significantly reduced processing and operations manpower, predictive maintenance for systems and subjects. The improvements in vehicle functionality and cost will result from increased prognostic and diagnostic capability due to the detailed total human exploration system health knowledge from CEIS. A collateral benefit is that there will be closer observations of the vehicle occupants as wrist watch sized devices are worn for continuous health monitoring. Additional database acquisition will stem from activities in countermeasure practices to ensure peak performance capability by occupants of the vehicle. The CEIS will provide data from advanced sensing technologies and informatics modeling which will be useful in problem troubleshooting, and improving NASA s awareness of systems during operation.

The Role of System Compatibility and Cabin Environmental Impact Assessment in Environmental Control and Life Support System Design and Flight Operations

Contamination of a crewed spacecraft's cabin environment leading to ECLS system functional capability and operational margin degradation or loss can have an adverse effect on NASA's space exploration mission figures of merit-safety, mission success, effectiveness, and affordability. Experience gained during the International Space Station program has shown the vital role that evaluating ECLS system compatibility and cabin environmental impact serves as a passive trace contaminant control tool which can provide guidance to crewed spacecraft system and payload developers relative to designing for minimum risk. As well, such evaluations can aid in guiding containment design, developing flight rules and procedures suitable for protecting the ECLS system and cabin environment, and defining contamination event remediation approaches. The approach to evaluating ECLS system compatibility and cabin environmental impact developed during the ISS program is presented and its role in future exploration spacecraft design is discussed.

American cities in a time of global environmental change: the case of the Baltimore Social-Environmental Collaborative

The Baltimore Social-Environmental Collaborative (BSEC) Urban Integrated Field Laboratory seeks a new paradigm for urban climate research. Motivated by deep uncertainties in urban climate and the future of urban systems, BSEC works collaboratively across institutions and stakeholder groups to co-generate the science needed to advance energy security and resilience to extreme events across the city of Baltimore, Maryland, USA, and to do so in a manner that can inform similar efforts in other cities. BSEC begins with stakeholder priorities (health, affordable energy, etc) and designs observation networks and models to deliver climate science to address them. This takes the form of an iterative collaborative cycle, in which an initial research strategy is repeatedly updated in conversation with community partners, and researchers and stakeholders learn from each other. To date, this cycle has included multiple rounds of collaborative deliberation on urban heat mitigation, in which a multicriteria decision tool has been updated with more community-relevant spatial structure and modified optimization metrics. The guiding objective of this cycle is to inform potential ‘secure and resilient pathways’ for energy and infrastructure. In doing so, BSEC addresses fundamental urban science questions in natural and social sciences. It also tests our ability to integrate this science in a manner that advances participatory decision-making for urban resilience.

CARETS: A prototype regional environmental information system. Volume 10: Environmental problems in the coastal and wetlands ecosystems of Virginia Beach, Virginia

Many of the city of Virginia Beach's beach stabilization and sewage disposal problems are the result of an inadequate understanding, of physical and biological systems. Influenced by population and economic pressures, natural systems were artificially stabilized by engineering projects which had to be constantly maintained. These same pressures continue to prevail today in spite of a new environmental awareness; changes are occurring very slowly. Furthermore, the lack of adequate sewage disposal facilities and the continued urbanization of inappropriate areas are threatening Virginia Beach's attractiveness as a resort area.

Environmental projects. Volume 6: Environmental assessment. New 34-meter antenna at Venus site

The Jet Propulsion Lab has proposed replacing the 26-meter antenna at the Venus Station of the Goldstone Deep Space Communications Complex with a new 34-meter antenna. An environmental impact assessment of this proposed change is presented. It is concluded that the proposed antenna and its operation would not result in significant adverse impacts to the physical or human environment. It will, however, be necessary to manage electromagnetic transmissions from the antenna in such a manner as to ensure safe operation.

Environmental projects. Volume 3: Environmental compliance audit

The Goldstone Deep Space Communications Complex is part of NASA's Deep Space Network, one of the world's largest and most sensitive scientific telecommunications and radio navigation networks. Activities at Goldstone are carried out in support of six large parabolic dish antennas. In support of the national goal of the preservation of the environment and the protection of human health and safety, NASA, JPL and Goldstone have adopted a position that their operating installations shall maintain a high level of compliance with Federal, state, and local laws governing the management of hazardous substances, abestos, and underground storage tanks. A JPL version of a document prepared as an environmental audit of Goldstone operations is presented. Both general and specific items of noncompliance at Goldstone are identified and recommendations are provided for corrective actions.
