An improved simulated annealing algorithm for standard cell placement

Simulated annealing is a general purpose Monte Carlo optimization technique that was applied to the problem of placing standard logic cells in a VLSI ship so that the total interconnection wire length is minimized. An improved standard cell placement algorithm that takes advantage of the performance enhancements that appear to come from parallelizing the uniprocessor simulated annealing algorithm is presented. An outline of this algorithm is given.

Status of local oscillators for operating ultra-high resolution frequency discriminators as frequency standards

The operation of new improved frequency standards based on new ultra-high-resolution frequency discriminators requires high stability local, or 'flywheel' oscillators. We review the spectral density of phase fluctuations of existing flywheel oscillators and the related time domain frequency stability of new and proposed cryogenically cooled oscillators suitable for this application. Presently used devices include the quartz crystal oscillator, the room-temperature actively oscillating atomic hydrogen (H) maser, and the superconducting maser oscillator. Future devices include the cryogenic H-maser and other cryogenic devices using resonators of superconducting metal or solid crystalline sapphire. The relation of the phase spectral density of these devices to the characteristics of present and proposed frequency discriminators based on trapped cooled ions and cold atoms is discussed in terms of their operation as frequency standards.

Historical Precision of an Ozone Correction Procedure for AMO Solar Cell Calibration

In an effort to improve the accuracy of the high altitude aircraft method for calibration of high band-gap solar cells, the ozone correction procedure has been revisited. The new procedure adjusts the measured short circuit current, Isc, according to satellite based ozone measurements and a model of the atmospheric ozone profile then extrapolates the measurements to air mass zero, AM0. The purpose of this paper is to assess the precision of the revised procedure by applying it to historical data sets. The average Isc of a silicon cell for a flying season increased 0.5% and the standard deviation improved from 0.5% to 0.3% The 12 year average Isc of a GaAs cell increased 1% and the standard deviation improved from 0.8% to 0.5%. The slight increase in measured Isc and improvement in standard deviation suggests that the accuracy of the aircraft method may improve from 1% to nearly 0.5%.

Development of a qualification standard for adhesives used in hybrid microcircuits

Improved qualification standards and test procedures for adhesives used in microelectronic packaging are developed. The test methods in specification for the Selection and Use of Organic Adhesives in Hybrid Microcircuits are reevaluated versus industry and government requirements. Four electrically insulative and four electrically conductive adhesives used in the assembly of hybrid microcircuits are selected to evaluate the proposed revised test methods. An estimate of the cost to perform qualification testing of an adhesive to the requirements of the revised specification is also prepared.

Standardizing Algorithm Documentation For Improved Scientific Data Understanding: The Algorithm Publication Tool Prototype

Algorithm Theoretical Basis Documents (ATBDs) are documents which accompany Earth observation data products generated from algorithms. While ATBDs are essential to scientific reproducibility, these key documents are not standardized and are often difficult to find. In this paper, we present the prototype Algorithm Publication Tool (APT), a cloud-based ATBD authoring and editing tool for NASA’s Earth science data systems. A standardized ATBD information model is also described as well as lessons learned from developing the prototype tool.

Keywords for All People: How Keyword Governance and Coordination with the NASA ESDIS Standards Coordination Office (ESCO) Improves GCMD Keywords for Discuvery and Use

The Global Change Master Directory (GCMD) Keywords, initiated over twenty years ago, are a hierarchical set of controlled Earth Science vocabularies that help ensure Earth science data, services, and variables are described in a consistent and comprehensive manner and allow for the precise searching of metadata and subsequent retrieval of data, services, and variables. GCMD keywords are periodically analyzed for relevancy and will continue to be refined and expanded in response to user needs. The periodic analysis is a result of successful coordination with the ESDIS Standards Coordination Office (ESCO), which is responsible for standards activities across ESDIS, and assists with providing valuable stakeholder and subject matter expert (SME) feedback on GCMD vocabularies. The ESCO is also turning to the GCMD to discuss how the keyword review process can be improved and more streamlined. In addition to the ESCO, keyword requests and feedback are also received through the GCMD Keyword Forum.

Lamp reliability studies for improved satellite rubidium frequency standard

In response to the premature failure of Rb lamps used in Rb atomic clocks onboard NAVSTAR GPS satellites experimental and theoretical investigations into their failure mechanism were initiated. The primary goal of these studies is the development of an accelerated life test for future GPS lamps. The primary failure mechanism was identified as consumption of the lamp's Rb charge via direct interaction between Rb and the lamp's glass surface. The most effective parameters to accelerate the interaction between the Rb and the glass are felt to be RF excitation power and lamp temperature. Differential scanning calorimetry is used to monitor the consumption of Rb within a lamp as a function of operation time. This technique yielded base line Rb consumption data for GPS lamps operating under normal conditions.

ESIP Information Quality Cluster (IQC)

The Information Quality Cluster (IQC) within the Federation of Earth Science Information Partners (ESIP) was initially formed in 2011 and has evolved significantly over time. The current objectives of the IQC are to: 1. Actively evaluate community data quality best practices and standards; 2. Improve capture, description, discovery, and usability of information about data quality in Earth science data products; 3. Ensure producers of data products are aware of standards and best practices for conveying data quality, and data providers distributors intermediaries establish, improve and evolve mechanisms to assist users in discovering and understanding data quality information; and 4. Consistently provide guidance to data managers and stewards on how best to implement data quality standards and best practices to ensure and improve maturity of their data products. The activities of the IQC include: 1. Identification of additional needs for consistently capturing, describing, and conveying quality information through use case studies with broad and diverse applications; 2. Establishing and providing community-wide guidance on roles and responsibilities of key players and stakeholders including users and management; 3. Prototyping of conveying quality information to users in a more consistent, transparent, and digestible manner; 4. Establishing a baseline of standards and best practices for data quality; 5. Evaluating recommendations from NASA's DQWG in a broader context and proposing possible implementations; and 6. Engaging data providers, data managers, and data user communities as resources to improve our standards and best practices. Following the principles of openness of the ESIP Federation, IQC invites all individuals interested in improving capture, description, discovery, and usability of information about data quality in Earth science data products to participate in its activities.

Building the Next Generation Technology Transfer Information System

The Defense Technology Transfer Information System (DTTIS) is a scalable data system built to grow and adapt to changing conditions. It collects information from each technology transfer offices, patent attorneys, innovators, and more. It automates workflows to standardize and streamline technology transfer business rules. This resulting in improved efficiency, standardized processes and reducing errors. DTTIS is a search and reporting engine built on patented NASA's Technology Transfer System (NTTS) core software platform.

On-board Attitude Determination System (OADS)

The requirements, capabilities and system design for an on-board attitude determination system (OADS) to be flown on advanced spacecraft missions were determined. Based upon the OADS requirements and system performance evaluation, a preliminary on-board attitude determination system is proposed. The proposed OADS system consists of one NASA Standard IRU (DRIRU-2) as the primary attitude determination sensor, two improved NASA Standard star tracker (SST) for periodic update of attitude information, a GPS receiver to provide on-board space vehicle position and velocity vector information, and a multiple microcomputer system for data processing and attitude determination functions. The functional block diagram of the proposed OADS system is shown. The computational requirements are evaluated based upon this proposed OADS system.

Investigations of laser pumped gas cell atomic frequency standard

The performance characteristics of a rubidium gas cell atomic frequency standard might be improved by replacing the standard rubidium discharge lamp with a single mode laser diode. Aspects of the laser pumped gas cell atomic clock studied include effects due to laser intensity, laser detuning, and the choice of the particular atomic absorption line. Results indicate that the performance of the gas cell clock may be improved by judicious choice of the operating parameters of the laser diode. The laser diode also proved to be a valuable tool in investigating the operation of the conventional gas cell clock. Results concerning linewidths, the light shift effect and the effect of isotopic spin exchange in the conventional gas cell clock are reported.
