Check the Storage Stack: Comparing Behind-the-Meter Energy Storage State Policy Stacks in the United States

A variety of studies and disparate datasets track state energy storage polices, but these datasets do not cover all BTM-related storage policy. Moreover, these databases do not align these policies with the policy stacking framework. Thus, it is unclear what BTM storage policies are adopted across the country, what should comprise a complete storage policy framework or stack, and how states policies compare against that stack. This report addresses this gap in the literature by developing a state policy stack for BTM battery storage that we compare across all fifty states. This first-of-its-kind BTM storage policy stack includes 11 parent policy categories, and 31 associated policies divided across the market preparation, creation, and expansion policy components.

Enhanced Oblique Decision Tree Enabled Policy Extraction for Deep Reinforcement Learning in Power System Emergency Control

Deep reinforcement learning (DRL) algorithms have successfully solved many challenging problems in various power system control scenarios. However, their decision-making process is usually regarded as black-boxes. Furthermore, how DRL models interact with human intelligence remains an open problem. Thus, this paper proposes a policy extraction framework to extract a complex DRL model into an explainable policy. This framework includes three parts: 1) DRL training and data generation. We train an agent for a specific control task and generate data, which contains the control policy of the agent. 2) Policy extraction. We propose an information gain rate based weighted oblique decision tree (IGR-WODT) for DRL policy extraction. 3) Policy evaluation. We define three metrics to evaluate the performance of the proposed approach. A case study for the under-voltage load shedding problem shows that the IGR-WODT presents a performance enhancement compared with DRL, weighted oblique decision tree, and univariate decision tree. The proposed policy extraction method could provide an intuitive explanation of the neural network decision-making process to the dispatchers when making final decisions on power grid operation. Also, the resulted rule-based controller could replace the deep neural network-based controller in many field edge devices with limited computing resources, providing comparable performance.

Optimizing equity in energy policy interventions: A quantitative decision-support framework for energy justice

This paper presents a quantitative framework to support policy decision-making around equitable energy interventions. By combining sociodemographic and techno-economic models in the energy space, we propose a linear programming model to calculate the optimal portfolio of energy investments that explicitly minimizes the energy burden of a given population of energy insecure households. The model is formulated as a multi-objective optimization suitable to support the decisions on weatherization and deployment of distributed energy resources. We illustrate our methodology with a case study involving a population of 14,043 energy insecure households in Wayne County, Detroit, United States.

A modeling framework for designing and evaluating curbside traffic management policies at Dallas-Fort Worth International Airport

Emerging mobility technologies are changing the transportation system landscape. This is especially evident at airports, such as the Dallas-Fort Worth International Airport (DFW). Without careful analysis, these changes could lead to inefficient and costly airport operations. This paper presents a modeling framework that integrates travel mode encoding, demand projection, and microsimulation to enable airports to develop, simulate, and evaluate curbside traffic managements policies and measure their impact. Here, the framework is utilized to analyze several traffic scenarios and policies for DFW: a baseline scenario which represents DFW traffic pattern as observed in 2018 and projected to 2045, a transit network company (TNC) electrification policy, a TNC queuing policy, a policy that increased transit ridership, a bus-only policy which considers the use of only buses inside DFW, an autonomous vehicle (AV) policy which investigates the impact of autonomous vehicle (AV) adoption on airport operations, and an example COVID-19 scenario which models the impact of the COVID19 pandemic. The simulations’ results demonstrate that: increasing the DFW transit ridership postpones the need for airport curbside expansion the most; encouraging shared-mobility with the bus-only policy produces the most savings in curbside congestion delays; automation and electrification for all passenger vehicle trips to/from DFW generates the most saving in fuel consumption and emissions; and uncontrolled AV adoption incurs the highest increase in fuel consumption, delay, and emissions and could require immediate airport capacity extension. Without policy intervention or investment in additional infrastructure capacity, these results predict the current operations would face significant congestion on high demand days starting as early as 2028. While derived in close partnership with DFW, the methodology presented here can be generalized to any airport.

Designing robust energy policy packages under deep uncertainty: A multi-metric decision support framework

The complexity of transitioning to sustainable energy systems requires policy frameworks capable of balancing multiple objectives while addressing deep uncertainty. However, existing approaches often lack systematic methods to identify combinations of policy levers that remain effective across a wide range of uncertain futures. This paper presents a novel decision support framework that guides the selection of robust policy packages based on their performance across multiple objectives under uncertainty. Our method leverages a large ensemble of scenarios and applies scenario discovery techniques to identify influential policy levers. Here, we introduce new indicators to assess the robustness of policies by evaluating their ability to mitigate adverse outcomes across metrics. These indicators support an iterative process to build a robust policy package. Finally, we map the technological and energy pathways associated with the robust policy package by leveraging an energy system optimization model. We illustrate the application of this framework to the Spanish energy system, providing insights into how specific combinations of policy levers shape decarbonization pathways under uncertainty.

On Distributed Model-Free Reinforcement Learning Control with Stability Guarantee

Distributed learning can enable scalable and effective decision making in numerous complex cyber-physical systems such as smart transportation, robotics swarm, power systems, etc. However, the stability of the system is usually not guaranteed in most existing learning paradigms; and this limitation can hinder the wide deployment of machine learning in decision making of safety-critical systems. This paper presents a stability guaranteed distributed reinforcement learning (SGDRL) framework for interconnected linear subsystems, without knowing the subsystem models. While the learning process requires data from a peer-to-peer (p2p) communication architecture, the control implementation of each subsystem is only based on its local state. The stability of the interconnected subsystems will be ensured by a diagonally dominant eigenvalue condition, which will then be used in a model-free RL algorithm to learn the feedback control gains. The RL algorithm structure follows an off-policy iterative framework, with interleaved policy evaluation and policy update steps. We numerically validate our theoretical results by performing simulations on four interconnected sub-systems.

The Policy Mullet: Good Intentions in the Front, Bad Policy in the Back

To achieve important policy goals like decarbonization, energy efficiency, and social justice, it is important to translate high-level policy into operational practice. Establishing sustainable purchasing goals has been one important part of this translation. However, not all sustainable purchasing policies are equally effective for organizations. In this study, we analyze sustainable purchasing policies collected from 30 public-sector organizations. We discuss a theoretical framework of optimal policy language and use that framework to evaluate the policies we collected. We believe that an ideal sustainable purchasing policy can increase the likelihood of implementation success by providing more product-specific guidance, giving authority to procurement staff, setting performance targets, and requiring reporting to account for progress. In our review of public sector sustainable purchasing policies, we found that policy language is less than ideal when measured against the framework. Based on our findings, we highlight the best practice language organizations can use in their sustainable purchasing policies to meet sustainability goals. While there is more work needed to inform best practices with sustainable purchasing policies, we recommend that organizations utilize existing frameworks when developing a sustainable purchasing policy to encourage better implementation.

What drives embodied carbon policy? A global perspective on adoption

Abstract Embodied carbon refers to the greenhouse gas emission associated with the lifecycle of buildings. Embodied carbon policies are critical for addressing the environmental impact of construction materials and advancing climate goals. Despite their importance, the adoption of embodied carbon policies has been limited globally, influenced by economic, environmental, institutional, and trade factors. This study employs structural equation modeling to analyze 37 countries, testing ten hypotheses across four categorical factors. The base model reveals the significant influence of environmental vulnerability and institutional frameworks on policy adoption, while robustness models confirm the critical role of trade dependencies and economic competitiveness in shaping national embodied carbon strategies. Findings underscore that countries with high climate vulnerability and strong institutional support are more likely to adopt embodied carbon policies. Conversely, trade-reliant nations face challenges balancing competitiveness and sustainability. Policy implications suggest the need for international collaboration to align trade policies with carbon reduction goals, targeted support for vulnerable nations, and the integration of embodied carbon considerations into existing climate frameworks. These results offer a roadmap for policymakers to design more effective and equitable embodied carbon policies, fostering global progress toward sustainable construction and decarbonization.
