Procurement specifications to provide vendors of space systems with supporting information to accurately price the selected major buy items are illustrated. In performing this task, rigid constraints on specifications and drawing details are avoided beyond those necessary to define basic requirements. Described are digital processing equipment, mass spectrometer, body mass measuring device, sensors, bio-belt power source, vision tester and instrumentation for a biochemical station.
Improvements in the operational efficiency of the data management systems at the Goldstone Deep Space Communications Complex (GDSCC) are discussed. A viable quality program for the urban mass transit industry, and a management approach to ensure compliance with the program are outlined. The comprehensive data and analyses are provided for decision on the procurement of additional space shuttle orbiters. The decision required is the number of orbiters needed for the national operational fleet, and how additional orbiters should be funded.
Current-voltage measurements have been made on terrestrial solar cell modules of the DOE/JPL Low Cost Silicon Solar Array procurement. Data on short circuit current, open circuit voltage, and maximum power for the four types of modules are presented in normalized form, showing distribution of the measured values. Standard deviations from the mean values are also given. Tests of the statistical significance of the data are discussed.

Twelve types of prototypes modules for the DOE Photovoltaic Flat Panel Procurement (PRDA 38) were subjected to qualification tests at the Jet Propulsion Laboratory according to a new specification. Environmental exposures were carried out separately and included temperature cycling, humidity, wind simulation, and hail. The most serious problems discovered were reduced insulation resistance to ground and ground continuity of the metal frames, electrical degradation, erratic power readings, and delamination. The electrical and physical characteristics of the newly received modules are also given.
A development history and current performance evaluation is presented for a Kapton polyimide for the Space Station Freedom. Analyses of results obtained for this class of materials by the Long Duration Exposure Facility led to major revisions of procurement specifications and test requirements for this material. Attention is given to the use of oxygen plasma etching and blocking, as well as the evolution of test methodologies due to preproduction test data evaluations and the relationship between tests and product-improvement cycles.
Relationships between the request for procurement (RFP) process and open system environment (OSE) standards are described. A guide was prepared to help Federal agency personnel overcome problems in writing an adequate statement of work and developing realistic evaluation criteria when transitioning to an OSE. The guide contains appropriate decision points and transition strategies for developing applications that are affordable, scalable and interoperable across a broad range of computing environments. While useful, the guide does not eliminate the requirement that agencies posses in-depth expertise in software development, communications, and database technology in order to evaluate open systems.
