Crew Transportation Plan

The National Aeronautics and Space Administration (NASA) Commercial Crew Program (CCP) has been chartered to facilitate the development of a United States (U.S.) commercial crew space transportation capability with the goal of achieving safe, reliable, and cost effective access to and from low Earth orbit (LEO) and the International Space Station (ISS) as soon as possible. Once the capability is matured and is available to the Government and other customers, NASA expects to purchase commercial services to meet its ISS crew rotation and emergency return objectives.

The Role of the Manufacturer in Air Transportation Planning

The role of the aircraft manufacturer in the airline industry is considered. The process is illustrated by using a fictitious airline as an example--that is, a case study approach with Mid-Coast Airways serving as the example. Both in slide form and with supporting papers, a brief history of the airline, a description of its route structure and a forecast based on econometric analysis are presented. Once the forecast rationale is explained, information outlines the requirements for additional aircraft and the application of new aircraft across the system using alternative fleet plan options. The fleet plan is translated into financial summaries which indicate the relative merit of alternative aircraft types or operating plans.

NASA space transportation plans and roles of a mixed fleet

An account is given of the results of a September, 1987 NASA 'mixed fleet' launching resources/scheduling study that predicated capability projections on a fleet of available ELVs. The launch capability projections extended as far as 1995, and in their later phases encompassed the resumption of Space Shuttle operations and the availability of Orbital Maneuvering Vehicle, which could accomplish such things as the reboosting of the Hubble Space Telescope in 1991, and even the Shuttle-Derived Vehicle, of which two distinct concepts are presently being considered; both would heavily rely on Space Shuttle hardware, but would be unmanned.

Smart CO2 Transport-Route Planning Tool

NETL has developed the Smart CO2 Transport-Route Planning Tool to help inform energy transport planning and development. The stand-alone, open-source tool applies data-driven, geospatial and machine-learning informed logic to identify potential routes or evaluate existing corridors based on current legislation, best construction practices, and more. Underpinning the interactive tool, is NETL’s CO2 Transport Planning Database (https://edx.netl.doe.gov/dataset/ccs-pipeline-route-planning-database-v1). This geospatial resource contains more than 70 gigabytes of data representing more than 60 critical factors for the spatial routing of CO2 transport, including land use requirements, existing infrastructure, high consequence areas, and natural hazards.

Microreactor Transportation Emergency Planning Challenges

This report discusses microreactor transportation emergency planning and response challenges. The emphasis of the report is on transporting a microreactor containing irradiated fuel by highway and rail. The report first discusses microreactors in general, including microreactor fuel types and the use of hazardous material in microreactor designs. The report presents a microreactor concept of operations for transport highway, rail, and vessel and presents several transportation regulatory challenges associated with microreactors. Updates contained in this report include the transportation implications of revising the uranium lung absorption category for tri-structural isotropic (TRISO) particle fuel, discussion of exercises and drills including the 2024 Naval Spent Nuclear Fuel Transportation Accident Demonstration with the Shoshone-Bannock Tribes and the State of Idaho, and Tribal and State perspectives on microreactor transportation emergency response planning. Additional microreactor transportation external engagement activities conducted during FY2024 are also discussed. The report discusses the implications of the recent East Palestine, Ohio, rail accident for transportation emergency response planning. Included in this update is a discussion of H.R. 8996, the Railroad Safety Enhancement Act of 2024.

A Geodatabase Designed to Inform and Support Safe CO2 Transport-Route Planning

The National Energy Technology Laboratory developed the Carbon Capture and Storage (CCS) Pipeline Route Planning Database to inform safe and sustainable CO2 transport planning in support of decarbonization efforts. This comprehensive Esri Geodatabase contains over 90 GBs of data and 60+ spatial layers representing key considerations including natural hazards, infrastructure, energy, and social justice. Leveraging ArcGIS Pro, nationwide raster, and vector datasets containing millions of features were processed to be easily digestible for users and complex modeling software.

Integrating equity in transportation scenario planning: A systematic review

To address the growing uncertainties in the future transportation industry, planners and engineers have identified and implemented scenario planning, a multi-step and strategic approach, in long-range transportation planning. A comprehensive examination of how equity is envisioned, planned, and analyzed during this process remains absent, despite several key guidelines of scenario planning exercises. This paper conducts a systematic literature review focusing on how equity has been considered and evaluated in scenario planning. The resources include academic papers, agency reports, and materials from the recent scenario planning conference, the 2nd Conference on Scenario Planning in Transportation hosted by the Transportation Research Board. This paper examines equity in scenario planning in three important ways: 1) the ways equity has been integrated across steps; 2) how equity analysis has evolved; and 3) when it is necessary to consider equity. This work adds value to the existing body of knowledge by presenting the policy implications based on the review of the current scenario planning research and practices. Early policy recommendations include the need for more vertical equity evaluations, the construction of robustness and justice indicators, and the adoption of a flexible mindset of planning for rather than being fixated on a single scenario.

Mobile transporter path planning

The use of a genetic algorithm (GA) for solving the mobile transporter path planning problem is investigated. The mobile transporter is a traveling robotic vehicle proposed for the space station which must be able to reach any point of the structure autonomously. Elements of the genetic algorithm are explored in both a theoretical and experimental sense. Specifically, double crossover, greedy crossover, and tournament selection techniques are examined. Additionally, the use of local optimization techniques working in concert with the GA are also explored. Recent developments in genetic algorithm theory are shown to be particularly effective in a path planning problem domain, though problem areas can be cited which require more research.

User behavior influence in transportation systems

Systems and methods described receive a request for a transportation plan for a user, wherein the request comprises a starting point and an ending point for a route. Systems and methods then generate a set of potential transportation plans for the route, determine an impact of a subset of plans in the set of potential transportation plans and estimate a likelihood of acceptance of the subset of plans in the set of potential transportation plans based on a personal preference model for the user. Systems and methods also select an influence strategy of the user based on a user model and generate a message recommending a selected plan from the subset of plans for the user, wherein the message is generated based on the selected influence strategy.

Mobile transporter path planning using a genetic algorithm approach

The use of an optimization technique known as a genetic algorithm for solving the mobile transporter path planning problem is investigated. The mobile transporter is a traveling robotic vehicle proposed for the Space Station which must be able to reach any point of the structure autonomously. Specific elements of the genetic algorithm are explored in both a theoretical and experimental sense. Recent developments in genetic algorithm theory are shown to be particularly effective in a path planning problem domain, though problem areas can be cited which require more research. However, trajectory planning problems are common in space systems and the genetic algorithm provides an attractive alternative to the classical techniques used to solve these problems.

Assessing heat resilience coordination in networks of plans

Networks of plans coordinating on hazard mitigation can limit losses. We offer a novel network analysis methodology to investigate how networks of plans explicitly coordinate, and the purpose and nature of coordination. We illustrate the method using networks of plans shaping heat resilience in seven Arizona cities. The network analysis can help planners to identify influential plans that need to be high quality, peripheral plans, and potential governance silos. Furthermore, investigation into plan roles offers an ontological lens into how plans network, consult, and share information. The nature of coordination varies by purpose. General plans are cited for goals, while hazard mitigation plans are referenced for heat fact base. Transportation plans cite goals and fact base in other transportation plans, but rarely cite other plan types. Furthermore, these findings will help planners to consider the roles and merits of different plans while integrating hazards across the next generation of networks of plans.
