Using Digital and Web-Based Platforms to Enhance Nuclear Power Plant Knowledge Transfer - 20203

As the workforce ages, the loss of experienced personnel can result in a loss of important knowledge. Updating Electric Power Research Institute (EPRI) research and guidance with the latest technology developments and operating experience is an important method to transfer knowledge between the retiring and incoming workforce. Studies suggest that the incoming workforce is accustomed to using digital and/or internet-based platforms to find information and may have a higher comfort with these types of platforms than they have with static, written reports. Additionally, the ease and speed of updating and delivering content through digital formats may offer an effective method for knowledge transfer and combining information from multiple reports into a single access point. EPRI has recently produced an online Decommissioning Hub available to members and is working on replicating the effort in the area of radioactive waste management called the Radwaste Web References. EPRI has extensive guidance in both disciplines. The Decommissioning Hub uses a wiki format to provide a platform that allows for both the updating of that guidance resulting from new research and new operating experiences, and combining related topical information from multiple reports. It also allows users to access the information based on key words and topical searches, and can be a tool for users to input experience to share with others. The Decommissioning Hub is accessed via a web-based portal and includes topical pages; experience summaries; a question and answer capability; and a smart search function of all EPRI decommissioning reports. Use of a wiki format allows users to input new experiences or modify existing experience summaries to add additional detail. EPRI moderates all content. The experience data base has been initially populated with information available in published EPRI reports and unpublished information currently available within EPRI. Moving forward, population of the database will continue with information available within the open literature, new information developed from current decommissioning projects, and user inputs. The web site became active in late 2017, and a major update will be issued in early 2020. Larger scale updates are planned biannually, and smaller-scale updates will occur continuously. Capturing and applying lessons learned from industry experiences is a hallmark of the global nuclear industry. This is even more important in the decommissioning technology area since very few plant staff have relevant experience and thus there is a steep learning curve. Moreover, decommissioning involves a number of complex, non-routine and specialized tasks. The web-accessible and searchable experience database provides an easy-to-use resource for capturing and disseminating practical experiences from completed and ongoing decommissioning projects. The EPRI Radwaste Web References will build upon the philosophy and objectives of the Radwaste Desk References that were published in the 1990's. The purpose of the original Radwaste Desk References was to provide nuclear power plant professionals with a how-to manual for managing radioactive waste. The Radwaste Web References will adopt this original purpose and will be a wiki type web site that provide fundamental practical and theoretical information, operating experience (OE), and information about advanced technologies and methods. As much as practicable, features that allow for interaction between users to share OE, best practices, and benchmarking will be added. Where they exist and are appropriate, the various EPRI Guidelines documents on radwaste topics will be updated and incorporated into the Radwaste Web References. The first Radwaste Web Reference will be on Low Level Waste Characterization and will build upon the EPRI Low Level Waste Characterization Guidelines (EPRI Report TR-107201, 1996) and will be available in 2020. The next Radwaste Web Reference will be on the topic of liquid radioactive waste processing and management, tentatively set for unveiling in 2021. This paper summarizes the EPRI's previous experiences with web-based platforms and future plans in this area. (authors)

ULSGEN (Uplink Summary Generator)

Uplink is an important part of spacecraft operations. Ensuring the accuracy of uplink content is essential to mission success. Before commands are radiated to the spacecraft, the command and sequence must be reviewed and verified by various teams. In most cases, this process requires collecting the command data, reviewing the data during a command conference meeting, and providing physical signatures by designated members of various teams to signify approval of the data. If commands or sequences are disapproved for some reason, the whole process must be restarted. Recording data and decision history is important for traceability reasons. Given that many steps and people are involved in this process, an easily accessible software tool for managing the process is vital to reducing human error which could result in uplinking incorrect data to the spacecraft. An uplink summary generator called ULSGEN was developed to assist this uplink content approval process. ULSGEN generates a web-based summary of uplink file content and provides an online review process. Spacecraft operations personnel view this summary as a final check before actual radiation of the uplink data. .

Software Tools Streamline Project Management

Three innovative software inventions from Ames Research Center (NETMARK, Program Management Tool, and Query-Based Document Management) are finding their way into NASA missions as well as industry applications. The first, NETMARK, is a program that enables integrated searching of data stored in a variety of databases and documents, meaning that users no longer have to look in several places for related information. NETMARK allows users to search and query information across all of these sources in one step. This cross-cutting capability in information analysis has exponentially reduced the amount of time needed to mine data from days or weeks to mere seconds. NETMARK has been used widely throughout NASA, enabling this automatic integration of information across many documents and databases. NASA projects that use NETMARK include the internal reporting system and project performance dashboard, Erasmus, NASA s enterprise management tool, which enhances organizational collaboration and information sharing through document routing and review; the Integrated Financial Management Program; International Space Station Knowledge Management; Mishap and Anomaly Information Reporting System; and management of the Mars Exploration Rovers. Approximately $1 billion worth of NASA s projects are currently managed using Program Management Tool (PMT), which is based on NETMARK. PMT is a comprehensive, Web-enabled application tool used to assist program and project managers within NASA enterprises in monitoring, disseminating, and tracking the progress of program and project milestones and other relevant resources. The PMT consists of an integrated knowledge repository built upon advanced enterprise-wide database integration techniques and the latest Web-enabled technologies. The current system is in a pilot operational mode allowing users to automatically manage, track, define, update, and view customizable milestone objectives and goals. The third software invention, Query-Based Document Management (QBDM) is a tool that enables content or context searches, either simple or hierarchical, across a variety of databases. The system enables users to specify notification subscriptions where they associate "contexts of interest" and "events of interest" to one or more documents or collection(s) of documents. Based on these subscriptions, users receive notification when the events of interest occur within the contexts of interest for associated document or collection(s) of documents. Users can also associate at least one notification time as part of the notification subscription, with at least one option for the time period of notifications.

CIP Training Manual: Collaborative Information Portal Advance Training Information for Field Test Participants

The Collaborative Information Portal (CIP) is a web-based information management and retrieval system. Its purpose is to provide users at MER (Mars Exploration Rover) mission operations with easy access to a broad range of mission data and products and contextual information such as the current operations schedule. The CIP web-server provides this content in a user customizable web-portal environment. Since CIP is still under development, only a subset of the full feature set will be available for the EDO field test. The CIP web-portal will be accessed through a standard web browser. CIP is intended to be intuitive and simple to use, however, at the training session, users will receive a one to two page reference guide, which should aid them in using CIP. Users must provide their own computers for accessing CIP during the field test. These computers should be configured with Java 1.3 and a Java 2 enabled browser. Macintosh computers should be running OS 10.1.3 or later. Classic Mac OS (OS 9) is not supported. For more information please read section 7.3 in the FIASCO Rover Science Operations Test Mission Plan. Several screen shots of the Beta Release of CIP are shown on the following pages.

NASA's Earth Observing Data and Information System

NASA's Earth Observing System Data and Information System (EOSDIS) has been a central component of NASA Earth observation program for over 10 years. It is one of the largest civilian science information system in the US, performing ingest, archive and distribution of over 3 terabytes of data per day much of which is from NASA s flagship missions Terra, Aqua and Aura. The system supports a variety of science disciplines including polar processes, land cover change, radiation budget, and most especially global climate change. The EOSDIS data centers, collocated with centers of science discipline expertise, archive and distribute standard data products produced by science investigator-led processing systems. Key to the success of EOSDIS is the concept of core versus community requirements. EOSDIS supports a core set of services to meet specific NASA needs and relies on community-developed services to meet specific user needs. EOSDIS offers a metadata registry, ECHO (Earth Observing System Clearinghouse), through which the scientific community can easily discover and exchange NASA s Earth science data and services. Users can search, manage, and access the contents of ECHO s registries (data and services) through user-developed and community-tailored interfaces or clients. The ECHO framework has become the primary access point for cross-Data Center search-and-order of EOSDIS and other Earth Science data holdings archived at the EOSDIS data centers. ECHO s Warehouse Inventory Search Tool (WIST) is the primary web-based client for discovering and ordering cross-discipline data from the EOSDIS data centers. The architecture of the EOSDIS provides a platform for the publication, discovery, understanding and access to NASA s Earth Observation resources and allows for easy integration of new datasets. The EOSDIS also has developed several methods for incorporating socioeconomic data into its data collection. Over the years, we have developed several methods for determining needs of the user community including use of the American Customer Satisfaction Index and a broad metrics program.

ExMC Digital Engineering

Future missions beyond Artemis II will become increasingly complex as multiple vehicles (e.g., Gateway, Human Landing System (HLS), and Extravehicular Activity and Human Surface Mobility Program (EHP)), each having their own Program requirements and other associated documentation, which will need to be integrated into a single mission. Currently, the Human Health and Performance Directorate (HHPD)Program Support Teams mostly use documents to manage, perform, and archive their analyses. Identifying an opportunity for efficiency, ExMC demonstrated the ability to utilize MagicDraw, a Model-Based Systems Engineering (MBSE) tool, as a requirements database with traceability, dependencies, and relationships in one place. Rather than existing in documents, emails, and historical knowledge, ExMC pursued a Digital Engineering (DE) effort in coordination with HHPD by combining MBSE tools with other digital platforms to manage and develop user-defined databases and interfaces. This DE approach is aimed to simplify processes and reduce risk through the unification of requirements into a centralized digital network, improving collaboration, decision-making, and transparency compared to isolated documents and knowledge. However, manipulating data views and content in MagicDraw requires a steep learning curve not needed by all users and even the user-friendly web view comes with downsides due to the static views. To provide a more dynamic user interface, ExMC investigated the use of Microsoft Power Platform which does not require as steep of a learning curve to become proficient. This introduces analytics to the DE infrastructure, offering customizable and dynamic data dashboards. ExMC continues developing these dashboards and tailoring the DE infrastructure in alignment with HHPD workforce needs.

Software Project Management and Measurement on the World-Wide-Web (WWW)

We briefly describe a system for forms-based, work-flow management that helps members of a software development team overcome geographical barriers to collaboration. Our system, called the Web Integrated Software Environment (WISE), is implemented as a World-Wide-Web service that allows for management and measurement of software development projects based on dynamic analysis of change activity in the workflow. WISE tracks issues in a software development process, provides informal communication between the users with different roles, supports to-do lists, and helps in software process improvement. WISE minimizes the time devoted to metrics collection and analysis by providing implicit delivery of messages between users based on the content of project documents. The use of a database in WISE is hidden from the users who view WISE as maintaining a personal 'to-do list' of tasks related to the many projects on which they may play different roles.

Managing Content in a Matter of Minutes

NASA software created to help scientists expeditiously search and organize their research documents is now aiding compliance personnel, law enforcement investigators, and the general public in their efforts to search, store, manage, and retrieve documents more efficiently. Developed at Ames Research Center, NETMARK software was designed to manipulate vast amounts of unstructured and semi-structured NASA documents. NETMARK is both a relational and object-oriented technology built on an Oracle enterprise-wide database. To ensure easy user access, Ames constructed NETMARK as a Web-enabled platform utilizing the latest in Internet technology. One of the significant benefits of the program was its ability to store and manage mission-critical data.

A Survey of Complex Object Technologies for Digital Libraries

Many early web-based digital libraries (DLs) had implicit assumptions reflected in their architecture that the unit of focus in the DL (frequently "reports" or "e-prints") would only be manifested in a single, or at most a few, common file formats such as PDF or PostScript. DLs have now matured to the point where their contents are commonly no longer simple files. Complex objects in DLs have emerged from in response to various requirements, including: simple aggregation of formats and supporting files, bundling additional information to aid digital preservation, creating opaque digital objects for e-commerce applications, and the incorporation of dynamic services with the traditional data files. We examine a representative (but not necessarily exhaustive) number of current and recent historical web-based complex object technologies and projects that are applicable to DLs: Aurora, Buckets, ComMentor, Cryptolopes, Digibox, Document Management Alliance, FEDORA, Kahn-Wilensky Framework Digital Objects, Metadata Encoding & Transmission Standard, Multivalent Documents, Open eBooks, VERS Encapsulated Objects, and the Warwick Framework.

Mobile and Web Game Development: Using Videogames as an Educational and Outreach Tool

Few tools reach out to capture the imagination and interests of children like video games do. As such, the development of educational applications that foster young minds' interest in science and technology become of the utmost importance. To this end, I spent my summer internship developing outreach and educational applications in conjunction with JPL's Space Place team. This small, but dedicated, team of people manages three NASA websites that focus on presenting science and technology information in such a manner that young children can understand it and develop an interest in the subjects. Besides the websites, with their plethora of educational content presented through hands-on activities, games and informative articles, the team also creates and coordinates the distribution of printed material to museums, astronomy clubs and a huge network of educators.

The DSA Toolkit Shines Light Into Dark and Stormy Archives

Web archive collections are created with a particular purpose in mind. A curator selects seeds, or original resources, which are then captured by an archiving system and stored as archived web pages, or mementos. The systems that build web archive collections are often configured to revisit the same original resource multiple times. This is incredibly useful for understanding an unfolding news story or the evolution of an organization. Unfortunately, over time, some of these original resources can go off-topic and no longer suit the purpose for which the collection was originally created. They can go off-topic due to web site redesigns, changes in domain ownership, financial issues, hacking, technical problems, or because their content has moved on from the original topic. Even though they are off-topic, the archiving system will still capture them, thus it becomes imperative to anyone performing research on these collections to identify these off-topic mementos. Hence, we present the Off-Topic Memento Toolkit, which allows users to detect off-topic mementos within web archive collections. The mementos identified by this toolkit can then be separately removed from a collection or merely excluded from downstream analysis. The following similarity measures are available: byte count, word count, cosine similarity, Jaccard distance, Sørensen-Dice distance, Simhash using raw text content, Simhash using term frequency, and Latent Semantic Indexing via the gensim library. We document the implementation of each of these similarity measures. We possess a gold standard dataset generated by manual analysis, which contains both off-topic and on-topic mementos. Using this gold standard dataset, we establish a default threshold corresponding to the best F1 score for each measure. We also provide an overview of potential future directions that the toolkit may take.
