Video requirements for remote medical diagnosis

Minimal television system requirements for medical telediagnosis were studied. The experiment was conducted with the aid of a simulated telemedicine system. The first step involved making high quality videotape recordings of actual medical examinations conducted by a skilled nurse under the direction of a physician watching on closed circuit television. These recordings formed the baseline for the study. Next, these videotape recordings were electronically degraded to simulate television systems of less than broadcast quality. Finally, the baseline and degraded video recordings were shown (via a statistically randomized procedure) to a large number of physicians who attempted to reach a correct medical diagnosis and to visually recognize key physical signs for each patient. By careful scoring and analysis of the results of these viewings, the pictorial and diagnostic limitations as a function of technical video characteristics were to be defined.

The community satellite 1

NASA's Applications Technology Satellite-6 is being used to test a variety of new space communications concepts requiring the use of a geosynchronous-orbit spacecraft. These include broadcast of health and education television programs to small, low-cost ground receiving units in remote regions. Other studies to be conducted are related to aeronautical and maritime communications, position-location, and traffic-control techniques. Questions concerning spacecraft tracking and data relay are also investigated. The 1,402 kg spacecraft consists essentially of an Earth Viewing Module connected to a deployable reflector antenna. Details regarding the planned experiments and the spacecraft design are discussed and a brief history of the ATS program is presented.

Some services of the Time and Frequency Division of the National Bureau of Standards

The Time and Frequency Division of the National Bureau of Standards (NBS) provides several services to the general public. The radio broadcasts of WWV, WWVH, and WWVB supply reliable, unambiguous time signals to many users. The NBS telephone time-of-day service attracts several hundreds of thousands of calls each year. Periodically, the NBS provides courses on specific topics relating to time and frequency technology. In addition to numerous technical papers published each year, the NBS has prepared the first volume of a comprehensive monograph on time and frequency. The results of research in the Time and Frequency Division of the NBS have had significant impact. An active TV time system capable of serving most of the U.S. currently awaits a ruling by the FCC on a petition filed last year on behalf of the NBS by the Department of Commerce. Three more recent developments are: (1) a TV frequency comparator (patent applied for); (2) a method to perform an independent (absolute) frequency evaluation of commercial cesium beam oscillators; and (3) a method of removing one source of frequency drift in commercial cesium beam oscillators.

AIROscope stellar acquisition

The acquisition system which operates in conjunction with a balloon-borne TV system, boresighted to a telescope is described. It has two main functions, a star field monitor and an offset star tracker. The design of the system was strongly influenced by the TV camera, which uses the same interlaced scanning system as is employed in commercial television broadcasting. To reduce power and bandwidth requirements, the star field information transmitted in our system consists only of the horizontal and vertical coordinates of each star and its brightness. As a star field monitor the system provides video thresholding, camera blemish suppression, coordinate digitization in 3 axes, circuity to recognize as single star the dispersed video signals resulting from one star overlapping adjacent scanning lines and storage of all signals for readout by the telemetry at appropriate times.

Design of a digital voice data compression technique for orbiter voice channels

Candidate techniques were investigated for digital voice compression to a transmission rate of 8 kbps. Good voice quality, speaker recognition, and robustness in the presence of error bursts were considered. The technique of delayed-decision adaptive predictive coding is described and compared with conventional adaptive predictive coding. Results include a set of experimental simulations recorded on analog tape. The two FM broadcast segments produced show the delayed-decision technique to be virtually undegraded or minimally degraded at .001 and .01 Viterbi decoder bit error rates. Preliminary estimates of the hardware complexity of this technique indicate potential for implementation in space shuttle orbiters.

Great Lakes all-weather ice information system

A system is described which utilizes an X-band Side-Looking-Airborne-Radar (SLAR) for determining type, location, and aerial distribution of the ice cover in the Great Lakes and an airborne, S-band, short pulse radar for obtaining ice thickness. The SLAR system is currently mounted aboard a U.S. Coast Guard C-130B aircraft. Digitized SLAR data are relayed in real-time via the NOAA-GOES-1 satellite in geosynchronous orbit to the U.S. Coast Guard Ice Center in Cleveland, Ohio. SLAR images along with hand-drawn interpretative ice charts for various winter shipping areas in the Great Lakes are broadcast to facsimile recorders aboard Great Lakes vessels. The operational aspects of this ice information system are being demonstrated by NASA, U.S. Coast Guard, and NOAA/National Weather Service. Results from the 1974-75 winter season demonstrated the ability of this system to provide all-weather ice information to shippers in a timely manner.

Current issues of space law before the United Nations

The United Nations' activities in the area of space law and the accomplishments of the Outer Space Committee are discussed. Two draft conventions, the draft treaty on the moon and the draft treaty on the registration of space objects are considered. Other issues covered include the direct broadcast by satellite, the boundary between air space and outer space, and remote sensing from space.

ATS-6 - A satellite for human needs

On May 30, 1974, NASA launched the ATS-6 experimental communications satellite into a geosynchronous orbit at a station centered over the United States. The 1400 kg satellite was designed to be body-stabilized with a 3-axis control system capable of precision offset pointing. It deployed a 9.1 meter (30 foot) parabolic reflector antenna with a transponder that covered a frequency range from VHF through C-band. The high RF gains obtained with the antenna were to be used for many dramatic communications experiments, one of which was the Health/Education Telecommunications Experiment (HET), a demonstration of direct broadcast of color television to low cost terminals in remote regions of the United States. More than 120 terminals with 3-meter antennas were deployed in Alaska, Washington, the Rocky Mountains, and Appalachia to provide educational and health services to selected community centers. After 11 months of nearly continuous service, the performance of both the satellite and the experiment have exceeded all expectations.

An operational all-weather Great Lakes ice information system

A description is given of the NASA developed all-weather ice information system for the Great Lakes winter navigation program. The system utilizes an X-band side looking airborne radar (SLAR) for determining type, location, and areal distribution of the ice cover in the Great Lakes and an airborne, S band, down looking short pulse radar for obtaining ice thickness. Digitized SLAR data are relayed in real time via the NOAA-GOES satellite in geosynchronous orbit. The SLAR images along with hand drawn interpretative ice charts for various Great Lakes winter shipping areas are broadcast to facsimile recorders aboard vessles is the area via the MARAD marine VHF-FM radio network. These data assist such vessels in navigating both through and around the ice.

A description of the Communications Technology Satellite (CTS), its planned orbit, its experiments, and associated ground facilities was given. The communication experiments, to be carried out by a variety of groups in both the United States and Canada, include tele-education, tele-medicine, community interaction, data communications and broadcasting. A historical summary of communications satellite development was also included.

A revolutionary and operational tethered aerostat system illustrating new LTA technology

An operational tethered aerostat system, which demonstrates utility of LTA systems, is described. It was made possible by development of a reliable tethered aerostat that is used to support broadcast equipment at an altitude of 10,000 feet. Two elements of the TCOM system, the aerostat and mooring station, are particularly relevant to the LTA Workshop. They demonstrate the feasibility of using LTA vehicles in real, operational, all-weather applications and, in addition, illustrate an advance in the overall technology base of LTA. The aerostat and the mooring station, including their technical design features and demonstrated performance characteristics, are described.

Development of a high power 12GHz PPM focused traveling wave tube

An analytical and experimental program to demonstrate the technical feasibility of a high efficiency coupled cavity traveling wave tube with periodic permanent magnetic focusing operating at 12.06 GHz, with 1 to 2 kilowatts CW power is described. Such a tube would ultimately be used for broadcasting power transmission from a satellite. The electron gun was designed to be demountable with a replaceable cathode, and the tube to be operable in a bakeable vacuum chamber with its collector replaced by a collector. Therefore, the high efficiency design was concerned with the slow wave structure only, utilizing velocity resynchronization. A special adapter was designed which incorporated an electromagnet refocusing section and a collector baseplate to facilitate testing the collector. CW output power of 1000 watts yielding 21.5% electronic efficiency was demonstrated, with a minimum output power of 525 watts across the specified 160 MHz bandwidth.

ATS-6 - Television Relay Using Small Terminals Experiment

The Television Relay Using Small Terminals (TRUST) Experiment was designed to advance and promote the technology of broadcasting satellites. A constant envelope television FM signal was transmitted at C band to the ATS-6 earth coverage horn and retransmitted at 860 MHz through the 9-m antenna to a low-cost direct-readout ground station. The experiment demonstrated that high-quality television and audio can be received by low-cost direct-receive ground stations. Predetection bandwidths significantly less than predicted by Carson's rule can be utilized with minimal degradation of either monochrome or color pictures. Two separate techniques of dual audio channel transmission have been demonstrated to be suitable for low-cost applications.

Health Education Telecommunications Experiment

The Health/Education Telecommunications Experiment carried out with Applications Technology Satellite-6 is described. The experiment tested the effectiveness of color television broadcasts to over 120 low-cost receivers in rural areas. Five types of earth stations were involved: receive-only terminals (ROT), an intensive terminal consisting of the ROT plus a VHF transmitter and receiver; comprehensive S and C-band terminals having the capability of transmitting the video signal plus four audio channels; and the main originating stations. Additional supporting elements comprise 120 video receive terminals, 51 telephony transceivers, and 8 video originating terminals of 3 different parts. Technical parameters were measured to within 1 dB of the calculated values.

ATS-6 description

The major design features of the sixth Applications Technology Satellite (ATS-6) are discussed. The three-axis stabilized, geostationary satellite, launched in May 1974, features a 9.1 meter parabolic antenna permitting the use of low cost 3 meter ground terminals for the reception of direct broadcast high quality color television programming. The communication subsystem is an integrated multifrequency RF repeater capable of receiving up to three signals in C, S, L, and VHF bands and retransmitting them at any commanded frequency in C, S, L, and UHF bands. A summary of the experiments carried aboard ATS-6 is provided, and early results from the GEOS Tracking and Data Relay Experiment are presented.

Health education telecommunications experiment

The Health/Education Telecommunications Experiment (HET) was conducted jointly by NASA and HEW on NASA's ATS-6 communications satellite. This experiment actually consisted of six experiments testing health and education applications of a communication spacecraft producing a broadcast of color television directly from space to over 120 low-cost receivers located in remote rural areas throughout the U.S. (including Alaska). The experiments were conducted over the period from 2 July 1974 to 20 May 1975 and operated on an almost daily basis. The overall telecommunications system to support these experiments consisted of many elements: The ATS-6 spacecraft; five different types of earth stations consisting of 120 video receive terminals, 51 telephony tranceivers and eight video originating terminals of three different types. Actual performance of the equipment as measured in the field was shown to equal or exceed predicted values.

CTS United States experiments - A progress report

The Communications Technology Satellite (CTS) is a high-power broadcast satellite launched by NASA on January 17, 1976. CTS is the first satellite to operate at a frequency of 12 gigahertz and incorporates technology making possible new satellite telecommunications services. CTS is a cooperative program of the United States and Canada. This paper presents the results of the United States experimental activity to date. Wide segments of the population are involved in the Experiments Program, including the scientific community, other government agencies, industry, and the education and health entities. The experiments are associated with both technological objectives and the demonstration of new community and social services via satellite.
