Western Combined Heat and Power Technical Assistance Partnership (Final Technical Report)

Since 2018, the Western Combined Heat and Power Technical Assistance Partnership (CHP TAP) has been dedicated to advancing the adoption and implementation of Combined Heat and Power. The CHP TAP has diligently worked towards its mission of fostering end-user engagement, promoting technical solutions, and enhancing energy security within the region. As we reflect on our journey, we are proud to announce the completion of the required metrics set forth at the beginning of our endeavor. From the outset, our aim has been clear: to leverage CHP technology as a catalyst for bolstering American competitiveness, utilizing local fuels, and fortifying energy resilience. Through collaborative efforts with a diverse array of stakeholders, including manufacturing, commercial, institutional, and federal facilities, and campuses, we have strived to realize this vision. In this report, we outline the achievements, activities, and impact of the Western CHP TAP, highlighting the transformative journey undertaken since 2018. From providing technical assistance and guidance to conducting educational workshops and advocating for supportive policies, our initiatives have been guided by a commitment to excellence and innovation. As we celebrate the completion of our required metrics, we reaffirm our dedication to continuing our mission, building upon our accomplishments, and shaping a sustainable energy future for the Western region. Through ongoing collaboration and engagement, we are confident that the Western CHP TAP will continue to serve as a beacon of progress and a catalyst for positive change in the years to come.

Advanced Energy Topics for Hill District Community Leaders [Slides]

Through Communities LEAP, a community coalition focused on the Hill District neighborhood of Pittsburgh is working with a technical assistance provider network led by the National Renewable Energy Laboratory (NREL). The coalition includes community organizations, nonprofits, the city government, and the utility. Technical assistance provides analysis and information to support Hill District stakeholders in their goals to create informed residential energy efficiency and renewable energy transition strategies that improve housing conditions and lower energy bills, incorporate energy efficiency and renewable energy strategies into existing, community-driven development efforts, and generate quality local jobs. The Advanced Energy Topics resource is intended to support Hill District community leaders with strategic planning on energy-related topics. The topics included are intended to serve as a technical reference for community leaders to help inform decision-making around energy. The Advanced Energy Topics resource was informed by engagement through the Communities LEAP pilot program with three Hill District Registered Community Organizations: the Hill District Collaborative, the Hill District Consensus Group, and the Hill Community Development Corporation.

RAFT: Reconfigurable Array of High-Efficiency Ducted Turbines for Hydrokinetic Energy Harvesting

Diversifying the energy harvesting portfolio is crucial to achieving the ambitious goal of transitioning to clean energy by 2030. Marine hydrokinetic energy has garnered renewed interest due to its high harvesting potential in the U.S., and the resource's reliability and predictability—remaining relatively constant on a daily basis and available 24/7. However, there are currently few commercial devices capable of harnessing the energy from flowing water. This project aims to bridge that gap by designing and evaluating a novel hydrokinetic turbine concept that can efficiently harvest energy from both rivers and tidal streams. The RAFT (Reconfigurable Array of High-Efficiency Ducted Turbines) concept introduces a duct surrounding the turbine rotor and creates an array of small 5-kW units. The duct serves two primary purposes: (1) it enhances hydrodynamic efficiency by accelerating flow to the rotor, and (2) it functions as a structural component, facilitating the formation of modular arrays that lower costs. This project focuses on demonstrating this concept and validating these benefits through simulations and scaled prototype testing. The project team includes 8 faculty members and over 20 students from 3 universities, organized into three core areas: hydrodynamics, electrical systems, and structural analysis, with additional teams dedicated to system integration, environmental assessment and risk management, and tech-to-market strategy. The team successfully demonstrated the increased hydrodynamic efficiency of a ducted turbine compared to an unducted version using high-fidelity simulations and prototype tests. Moreover, design optimization efforts led to surpassing the SHARKS program's goal of 60% reduction of the levelized cost of energy with a significant margin.

Advanced District Energy Controls for Improved Efficiency and Resilience

District energy (DE) systems have efficiently provided heat and cooling to buildings in the US for over a century by leveraging economies of scale through shared generation assets. However, optimizing DE boiler and chiller plants is complex due to the intricate mix of equipment and multiple operating flows. Sophisticated controls are necessary to achieve highest efficiencies.

Building Resiliency into Grand Canyon West Micro-Grid

The objective of the project was to improve the resilience of the non-regional-grid-connected electrical generation system at Grand Canyon West (GCW) to withstand short-term disruptions and rising energy costs by installing an 885-kW solar photovoltaic (PV) array and 750-kilowatts (kW)/2,145-kilowatt hour (kWh) battery energy storage system (BESS). The system is designed to provide 50% of the annual energy needed for the essential facilities at GCW, supplementing the existing diesel generators, saving approximately $\$$463,339 per year and an estimated $\$$11,583,475 over the 25-year life of the system. The project aligns with the Tribe’s conservation ethic and self-determination in the area of energy development.

CIE Analysis Process for Engineered Systems

"CIE Analysis Process for Engineered Systems" outlines a comprehensive methodology for integrating Cyber-Informed Engineering (CIE) principles into both new and existing engineered systems. Sponsored by the U.S. Department of Energy’s Office of Cybersecurity, Energy Security, and Emergency Response (DOE CESER), the process aims to achieve cyber-informed decisions by producing functional security requirements for new systems and retrofitting existing systems to mitigate digital risks. The document details a step-by-step approach, including mission and function definition, digital asset awareness, consequence analysis, and mitigation analysis. It emphasizes the importance of documenting mechanical, electrical, programmable, and network components to protect system functions and provides examples and considerations for each step. The ultimate goal is to ensure that engineered systems remain resilient against cyber threats, maintaining safety, performance, and reliability.

Power Supply Options for the Marpi Landfill, Saipan: Comprehensive Feasibility Study

The Marpi Landfill (“Marpi” or “the landfill”), located on the northern end of the island of Saipan in the Commonwealth of the Northern Mariana Islands (CNMI), is powered by a single on-site diesel generator that only operates when the landfill is open and staffed. The project team, composed of representatives of the Department of Public Works and the Office of Planning and Development (OPD), aspires to provide the Marpi Landfill with 24-hour power availability despite its remote location to increase the use of sustainable energy and to ensure environmentally compliant landfill operations. This is consistent with the sustainable development goals documented in the 2021–2030 Comprehensive Sustainable Development Plan (OPD 2021), including Goal #12 (ensure environmentally compliant waste management facilities) and Goal #7 (renewable energy deployment). Further, the CNMI has a 20% target for renewable energy consumption by 2030, as documented in the 2021–2030 Comprehensive Sustainable Development Plan (OPD 2021) and the renewable portfolio standard (Public Law 18-62). To accomplish these goals, the Federal Emergency Management Agency, through its Interagency Reimbursable Work Agreement with the U.S. Department of Energy, funded a feasibility study and follow-up study in 2023–2024 to assess and prioritize power supply options for the landfill. This report combines the results from both feasibility studies.

Optimal Co-Design of Integrated Thermal-Electrical Networks and Control Systems for Grid-interactive Efficient District (GED) Energy Systems

This project advances a unified, open-source framework for the optimal co-design of thermal, electrical, and control systems in grid-interactive efficient districts (GEDs). As communities integrate growing levels of distributed energy resources, traditional approaches that model thermal and electrical networks independently lead to reduced efficiency, limited flexibility, and missed opportunities for coordinated operation. To address these challenges, the research team developed a comprehensive suite of physics-based models, control algorithms, and software tools that enable holistic simulation, optimization, and demonstration of district-scale energy systems.

Lahaina Energy Partnership: Tasks 1-5

The Lahaina Energy Partnership (LEP) is an initiative funded by the U.S. Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy (EERE) to support energy planning and rebuilding efforts in Hawaii's historic town of Lahaina on Maui as the community recovers from a devastating fire on August 8, 2023, with technical assistance provided by NREL. To inform the scope of technical assistance, NREL has partnered with Hawaii-based community engagement and sustainability-focused organizations to connect with Lahaina residents, business owners to understand the community's energy priorities and vision for the future. This presentation presents a summary of the community's energy priorities and NREL's scope of work for the project, to be completed in early 2027.

Igiugig Comprehensive Energy Plan Implementation Assistance

In 2023, the National Laboratory of the Rockies (NLR) partnered with the Renewable Energy Alaska Project (REAP) to provide technical assistance to Igiugig through the US Department of Energy's Energy Transitions Initiative Partnership Project (ETIPP). The overall objective of this ETIPP project was to provide technical support to help the community achieve their energy goal of reducing diesel fuel for electricity by 50% by 2030 through the implementation of high priority strategies defined in their 2022 Community Energy Plan. Technical support focused on evaluating additional renewables and renewable heating scenarios, identifying heat recovery system design options for high penetration renewables, investigation power quality and line loss issues, and supporting integration of battery energy storage.

Modeling Framework for Data Center

This chapter highlights the critical need for advanced modeling of data centers due to their rapidly increasing energy consumption and impact on grid reliability. Driven by the demand for AI applications, data centers are projected to consume a significant portion of US energy by 2028, putting stress on an already challenged power grid. The chapter emphasizes the importance of "fast" time-scale models to understand the dynamic interactions between data centers and the grid, especially given the rapid power fluctuations of AI workloads. It outlines a modeling framework that includes both offline and real-time EMT domain simulations, detailing the necessary representations for various components like utility interfaces, transformers, IT loads, UPS, cooling loads, Battery Energy Storage Systems (BESS), generators, protection systems, and higher-level control systems. While standard simulation tools like PSCAD offer basic models, custom development is often required to accurately capture the unique and fast-changing behaviors of modern data centers. The chapter also discusses key metrics and test cases for validating these models, focusing on transient load responses, protection relay coordination, and demand flexibility. Finally, it addresses the challenges of modeling large-scale data centers, such as computational complexity and the trade-off between model fidelity and practicality, suggesting hybrid modeling approaches as a solution. The overarching goal is to create a robust framework that helps assess data center impacts on grid stability, identify vulnerabilities, and inform the development of standards for reliable integration of these large loads into the bulk power system.

Use of Digital Real-Time Simulation and Optimization to Identify Maximum Real Power Injection on Banshee Distribution Network

This study investigates the hosting capacity of the Banshee Distribution Network by optimizing the real power injection at carefully selected Distributed Energy Resource (DER) locations. The analysis is conducted within the framework of power system operational constraints, including bus voltage ranges, thermal line ratings, and transformer loading limits. A Python-based Genetic Algorithm (GA), implemented using the PyGAD library, is employed to iteratively identify the optimal power injection configuration that maximizes network utilization while preserving system reliability. The methodology integrates a real-time simulation environment using the Real-Time Digital Simulator (RTDS), allowing high-fidelity evaluation of power flow and voltage behavior under each proposed injection scenario. By coupling the optimization algorithm with real-time simulation feedback, this approach ensures that both static and dynamic constraints are enforced during the evaluation process. The GA leverages evolutionary operators such as selection, crossover, and mutation to navigate the nonlinear search space efficiently. The results of the study delineate the feasible hosting capacity at three targeted buses, reflecting maximum real power levels that can be injected without causing voltage violations, transformer overloading, or line congestion. These findings provide a decision- support tool for distribution planners and utilities aiming to integrate higher penetrations of DERs in existing infrastructure. Additionally, the work lays the foundation for extending such optimization techniques to multi-objective formulations, including economic dispatch and reactive power coordination, in future studies.

Kotzebue Strategic Energy Plan

The Kotzebue Strategic Energy Plan outlines a community-driven roadmap to reduce reliance on imported diesel, lower energy costs, and build a resilient energy future for Kotzebue, Alaska. Developed in 2024-2025 through the U.S. Department of Energy’s Energy Technology Innovation Partnership Project (ETIPP), the plan was led by the Native Village of Kotzebue in collaboration with Kotzebue Electric Association, the City of Kotzebue, the Northwest Arctic Borough, NANA Regional Corporation, and regional partners.

Utility Managed Distributed Energy Resources Intelligent Community - UDERMS iCommunity (Final Technical Report)

The Utility Managed Distributed Energy Resources Intelligent Community (UDERMS iCommunity) project, led by PacifiCorp and supported by the U.S. Department of Energy’s Building Technologies Office (Award No. DEEE0009782), aimed to demonstrate an integrated, utility-managed “behind-the-meter” distributed energy resource (DER) program connecting multifamily, commercial, institutional, and industrial buildings to deliver grid services and improve energy efficiency.

Reese Housing Power Project (Final Technical Report)

The Reese Housing Power Project is located on Tribal trust land in Colusa, CA and expands existing medium-voltage distribution to seven new households with the addition of medium-voltage cabling, step down transformers, smart meters, and street lighting for the new development. The Tribe utilized their existing Co-Generation power plant and micro grid to supply the new homes with highly reliable power with fewer interruptions and at a reduced rate compared with the local utility. The project gives the Tribe greater independence from traditional power sources and provides jobs for the community. The project reduces electric energy costs, increases Tribe self-reliance, and provides highly reliable electric power to seven tribal members’ homes. Construction of the project also provided jobs for the community.

Data Center Cybersecurity, Supply Chain Risk Management, and Emerging Regulation Cohort Summary: Takeaways and Action Plans

This report summarizes the outcomes of the Data Center Cohort under the Department of Energy’s Technical Assistance for Digital Assurance (TADA) initiative, aimed at enhancing grid resilience through cybersecurity, supply chain risk management (SCRM), and Cyber-Informed Engineering (CIE). The cohort engaged 17 organizations across utilities, data center operators, vendors, and technology providers in three sessions combining presentations, discussions, and exercises. Key topics included AI-driven load behavior, cybersecurity vulnerabilities in UPS/BESS and cooling systems, governance gaps at utility–data center boundaries, and supply chain integrity. Five cross-cutting themes emerged: interconnection architecture vulnerabilities, fragmented governance, AI-driven stability risks, lack of regulatory frameworks, and long-term supply chain concerns. Actionable recommendations were developed, including implementing DMZ segmentation, formalizing vendor access agreements, designing AI workload limits, and advancing standards through NERC and state-level programs. These strategies aim to strengthen resilience, clarify responsibilities, and ensure secure integration of data centers into the grid.
