ComStock Measure Scenario Documentation: Laboratory-Informed Modeling of Standard Performance Heat Pump Rooftop Units

This measure scenario replaces gas and electric resistance RTUs in the U.S. commercial building stock with standard efficiency commercial off the shelf heat pump rooftop units. This study uses performance data informed by NREL laboratory testing of a standard efficiency 7.5-ton heat pump RTU. This is the key distinction between this measure scenario and a similar ComStock measure scenario - Standard Performance Heat Pump Rooftop Units - that uses published manufacturer data tables to inform performance. These two scenarios are compared in this report.

Technical and Community Foundations for High-Integrity CDR MRV Standards (Final Report)

The goal of this project (hereafter referred to as the “umbrella project”) was to establish cross-cutting technical foundations for carbon dioxide removal (CDR) accounting decisions. These cross-cutting and science driven technical foundations are necessary to increase trust in standards-setting and protocol development. According to key stakeholders in the industry, establishment of trusted standards is necessary to unlock and catalyze investment in the CDR industry as well as commercialization and deployment of verified, accepted high quality CDR technologies. Additionally, our umbrella project served as the lead coordinator of the cohort of three additional CDR pathway-focused projects funded under this award. In this role, we brought together the project teams to share insights, industry feedback, and approaches to CDR accounting standards development.

Production of NBL PO plutonium isotopic standards CRM 136A, CRM 137A, and CRM 138A

Lawrence Livermore National Laboratory (LLNL) produced approximately 1 mg units of purified Pu from the parent New Brunswick Laboratory (NBL) certified reference materials (CRM) 137, 136 and 138 isotopic standards for the NBL Program Office (NBL PO) as detailed in the revised project plan. As stated in the plan, three representative units of each material were dispensed at the same time to be characterized at LLNL and provide informational values for the quantity of Pu and progeny nuclides in each unit. NBL PO intends to collect and evaluate isotopic measurement data from multiple laboratories and certify these materials as new isotopic standards C137A, C136A, and C138A, respectively. Soon after production eleven units of each analytical standard were shipped to other analytical laboratories for the certification effort, and 121, 119, and 119 units of C137A, C136A and C138A, respectively were shipped to Mickey Finch at Y12 NBL distribution center in November 2024 (30-gallon drum, TID 003777 PRL 7000005043). Residual purified Pu from the effort is being stored indefinitely in B332 at LLNL. Detailed methods can be found in the production plan, and this report describes and documents aspects of the production effort that are not in or were modified from the original production plan.

Standard Library Plant Controller Model Specification for a Grid-Forming Hybrid Control Inverter-Based Resource (REPCGFM_C1)

This document describes a standard library plant controller model to interface with the grid-forming hybrid control inverter-based resource (IBR) model. The initial version of model specification was jointly developed by Pacific Northwest National Laboratory (PNNL), Tesla Energy, and EPRI, and it was revised multiple times later to incorporate suggestions from WECC MVS members. Tesla Energy provided main control algorithms to support the development of this model specification. This standard library model is developed to help the utility industry better understand the GFM technology. The model could be used to represent equipment for long-term planning studies where vendor-specific models are not available. As equipment matures and improves, standard library models will be updated to capture the new functionalities of GFMs. It is not intended that these models will always remain representative of all future GFM technologies.

Report on the Update and Codification of Expert Knowledge into ASTM Standard Practice E521

The overall purpose of the Grand Challenge Integrated Research Project (IRP), Accelerating the Qualification of Materials to Enable Rapid Deployment of Advanced Reactors, is to fulfill several objectives. The first objective is to complete and demonstrate/establish the process for predicting the microstructure and properties of structural materials in reactor and at high doses using ion irradiation as an accurate predictive tool for assessing behavior under reactor irradiation. The second objective is for this process to be adopted as part of an ASTM standard, and to work with the US Nuclear Regulatory Commission to utilize this standard in licensing decisions on advanced reactor designs for which such data are nonexistent or impractical to achieve. The need for standardized procedures is apparent based on the outcomes of a recent round-robin experiment from laboratories using ion beams for radiation damage studies and the roadmap for ion beam technologies to address challenges for the advancement of nuclear energy technologies.

Tensile Performance Sensitivity to Variations of Standard 17-4 PH Heat Treatments on LPBF-Produced Material

Standard heat treatments for metals of a particular composition are typically designed with the assumption of a conventional starting microstructure, such as that produced by casting or wrought processing. When applied to metals fabricated by Laser Powder Bed Fusion (LPBF) metal additive manufacturing (AM), these heat treatments can produce inconsistent performance due to the unique as-built microstructures. This study investigates how modifications to standard heat treatments for 17-4 PH steel influence the microstructure and mechanical properties of LPBF-fabricated material. Specimens were produced and subjected to varying solutionizing and homogenizing treatments followed by standard aging treatments. Microstructures were characterized using optical microscopy, Electron Backscatter Diffraction (EBSD), and X-ray diffraction (XRD), and mechanical properties were evaluated through uniaxial tensile testing. Based on these results, recommendations are provided for achieving improved wrought-like performance in LPBF 17-4 PH steel.

System converts slow-scan to standard fast-scan TV signals

Signal conversion system converts slow-scan video signals into standard fast-scan television signals that are required for reproduction of television pictures on American TV sets. This system permits conversion of TV pictures produced in accordance with the standards of one country into the standards of another country.

Development of a standardized battery of performance tests for the assessment of noise stress effects

A set of 36 relatively independent categories of human performance were identified. These categories encompass human performance in the cognitive, perceptual, and psychomotor areas, and include diagnostic measures and sensitive performance metrics. Then a prototype standardized test battery was constructed, and research was conducted to obtain information on the sensitivity of the tests to stress, the sensitivity of selected categories of performance degradation, the time course of stress effects on each of the selected tests, and the learning curves associated with each test. A research project utilizing a three factor partially repeated analysis of covariance design was conducted in which 60 male subjects were exposed to variations in noise level and quality during performance testing. Effects of randomly intermittent noise on performance of the reaction time tests were observed, but most of the other performance tests showed consistent stability. The results of 14 analyses of covariance of the data taken from the performance of the 60 subjects on the prototype standardized test battery provided information which will enable the final development and test of a standardized test battery and the associated development of differential sensitivity metrics and diagnostic classificatory system.

Operational frequency stability of rubidium and cesium frequency standards

The frequency stabilities under operational conditions of several commercially available rubidium and cesium frequency standards were determined from experimental data for frequency averaging times from 10 to the 7th power s and are presented in table and graph form. For frequency averaging times between 10 to the 5th power and 10 to the 7th power s, the rubidium standards tested have a stability of between 10 to the minus 12th power and 5 x 10 to the minus 12th power, while the cesium standards have a stability of between 2 x 10 to the minus 13th power and 5 x 10 to the minus 13th power.

Program plan to develop airworthiness standards for STOL aircraft

A program plan to develop criteria for airworthiness standards for STOL transport aircraft is presented. Initially, three different STOL concepts are to be examined with a goal to arrive at a generalized set of standards. The Breguet 941 deflected-slipstream STOL has been initially evaluated on a piloted motion simulator and in flight. Confidence in establishing criteria for airworthiness standards for STOL transport aircraft has been obtained from these studies.

Earth Resources Technology Satellite: Non-US standard catalog No. N-13

To provide dissemination of information regarding the availability of Earth Resources Technology Satellite (ERTS) imagery, a Non-U.S. Standard Catalog is published on a monthly schedule. The catalogs identify imagery which has been processed and input to the data files during the preceding month. The Non-U.S. Standard Catalog includes imagery covering all areas except that of the United States, Hawaii, and Alaska. Imagery adjacent to the Continental U.S. and Alaska borders will normally appear in the U.S. Standard Catalog. As a supplement to these catalogs, an inventory of ERTS imagery on 16 millimeter microfilm is available. The catalogs consist of four parts: (1) annotated maps which graphically depict the geographic areas covered by the imagery listed in the current catalog, (2) a computer-generated listing organized by observation identification number (ID) with pertinent information for each image, (3) a computer listing of observations organized by longitude and latitude, and (4) observations which have had changes made in their catalog information since the original entry in the data base.

Evaluation program for secondary spacecraft cells. Initial evaluation tests of General Electric Company standard and teflonated negative electrode 20.0 ampere-hour, nickel-cadmium spacecraft cells with auxiliary electrodes

The standard plate cells exhibited higher average end-of-charge (EOC) voltages than the cells with teflonated negative plates; they also delivered a higher capacity output in ampere hours following these charges. All the cells reached a pressure of 20 psia before reaching the voltage limit of 1.550 volts during the pressure versus capacity test. The average ampere hours in and voltages at this pressure were 33.6 and 1.505 volts respectively for the teflonated negative plate cells and 35.5 and 1.523 volts for the standard plate cells. All cells exhibited pressure decay in the range of 1 to 7 psia during the last 30 minutes of the 1-hour open circuit stand. Average capacity out for the teflonated and standard negative plate cells was 29.4 and 29.9 ampere hours respectively.

Statistical properties of high performance cesium standards

The intermediate term frequency stability of a group of new high-performance cesium beam tubes at the U.S. Naval Observatory were analyzed from two viewpoints: (1) by comparison of the high-performance standards to the MEAN(USNO) time scale and (2) by intercomparisons among the standards themselves. For sampling times up to 5 days, the frequency stability of the high-performance units shows significant improvement over older commercial cesium beam standards.

Application of very long baseline interferometry to Astrometry and Geodesy: effects of frequency standard instability on accuracy

The accuracy of geodetic and astrometric information obtained from very long baseline interferometry (VLBI) observations is dependent upon the stability of the frequency standard, or clock, used at each site of VLBI array. The sensitivities of two hydrogen maser frequency standards of different design to pressure, temperature, and magnetic field variations were measured; and, for one of the standards, sensitivity was found to be severe enough to degrade the information content of VLBI measurements. However, the effect on the geometric and astrometric information of such clock instabilities, with time scales of hours or greater, can be sharply reduced through the use of differencing techniques.

LANDSAT: Non-US standard catalog no. N-33

A catalog used for dissemination of information regarding the availability of LANDSAT imagery is presented. The Image Processing Facility of the Goddard Space Flight Center, publishes a U.S. and a Non-U.S. Standard Catalog on a monthly schedule, and the catalogs identify imagery which has been processed and input to the data files during the referenced month. The U.S. Standard Catalog includes imagery covering the continental United States, Alaska and Hawaii; the Non-U.S. Catalog identifies all the remaining coverage. Imagery adjacent to the continental U.S. and Alaska borders is included in the U.S. Standard Catalog.

The NASA program for standardizing silicon solar cells

The present work describes briefly the goals of the recently organized Standardized Space Power Systems Office and its program for developing low-cost, standard power system components for spacecraft. The first step is the development of standard specifications for solar cells and covers. These include: (1) physical dimensions, materials of construction, appearance and integrity of solar cell and coverglass; (2) electrical performance characteristics of solar cell and optical characteristics of coverglass; and (3) sampling, inspection, and electrical and environmental tests needed to demonstrate compliance with the above specifications.

Standardized equipment for Space Shuttle experiment payloads

NIM and CAMAC standards were evaluated for use in Space Shuttle experiment payloads. Six payloads were studied, and it was found that 30 to 90% of the electronic functions could be performed with standard, commercially available modules. Only minor modifications are required to adapt the standards to the Shuttle requirements.

Current status and future plans for NBS radiometric source standards

The accuracy and long-term stability of currently available NBS radiometric source standards are described. Current research efforts and expected results in this area are outlined. There are over ten NBS radiometric source standards currently available or under development that are of interest for solar measurements or for remote sensing of the earth. The standards and sources are classified and described in terms of the radiometric quantities they represent -- spectral radiance, spectral irradiance and irradiance.
