Large-Scale Hydrogen Storage Cyber Risk Assessment

Hydrogen storage systems may become more widely deployed throughout the country, and so it is possible that individual and interconnected systems will be exposed to cyber-attacks. These events can cause physical and financial harm to employees, people in the vicinity of the facility, and the company that owns the facility. The two main ways bad actors may access information or control from a hydrogen storage facility are through information technology and operations technology devices, the former of which refers to data and information from networked devices and the latter of which refers to onsite controls for the physical system. Both types of entryways into the system should be considered when companies conduct cyber risk assessments and when regulators develop or revise relevant codes and standards. This report analyzes cybersecurity risks associated with a generic hydrogen storage system by outlining the system's purpose and the importance of its cybersecurity. The hydrogen storage system architecture and communication protocols are provided to understand potential cyber vulnerabilities. Later, an event tree analysis is performed on hydrogen operation to identify system weaknesses by outlining potential attack scenarios. This report also identifies critical cyber assets related to different hydrogen operations followed by an examination of potential threats, and the impact of cyber assets on those operational assets.

Toxin-Antitoxin Systems Reflect Community Interactions Through Horizontal Gene Transfer

Bacterial evolution through horizontal gene transfer (HGT) reflects their community interactions. In this way, HGT networks do well at mapping community interactions, but offer little toward controlling them—an important step in the translation of synthetic strains into natural contexts. Toxin–antitoxin (TA) systems serve as ubiquitous and diverse agents of selection; however, their utility is limited by their erratic distribution in hosts. Here we examine the heterogeneous distribution of TAs as a consequence of their mobility. By systematically mapping TA systems across a 10,000 plasmid network, we find HGT communities have unique and predictable TA signatures. We propose these TA signatures arise from plasmid competition and have further potential to signal the degree to which plasmids, hosts, and phage interact. To emphasize these relationships, we construct an HGT network based solely on TA similarity, framing specific selection markers in the broader context of bacterial communities. This work both clarifies the evolution of TA systems and unlocks a common framework for manipulating community interactions through TA compatibility.

Constrained Block Nonlinear Neural Dynamical Models

Neural network modules conditioned by known priors can be effectively trained and combined to represent systems with nonlinear dynamics. This work explores a novel formulation for data-efficient learning of deep control-oriented nonlinear dynamical models by embedding local model structure and constraints. The proposed method consists of neural network blocks that represent input, state, and output dynamics with constraints placed on the network weights and system variables. For handling partially observable dynamical systems, we utilize a state observer neural network to estimate the states of the system's latent dynamics. We evaluate the performance of the proposed architecture and training methods on system identification tasks for three nonlinear systems: a continuous stirred tank reactor, a two tank interacting system, and an aerodynamics body. Models optimized with a few thousand system state observations accurately represent system dynamics in open loop simulation over thousands of time steps from a single set of initial conditions. Experimental results demonstrate an order of magnitude reduction in open-loop simulation mean squared error for our constrained, block-structured neural models when compared to traditional unstructured and unconstrained neural network models.

The convergence of Information Technologies and Operational Technology systems in industrial networks presents many challenges related to availability, integrity, and confidentiality. In this paper, we evaluate the various cybersecurity risks in industrial control systems and how they may affect these areas of concern, with a particular focus on energy-sector Operational Technology systems. There are multiple threats and countermeasures that Operational Technology and Information Technology systems share. Since Information Technology cybersecurity is a relatively mature field, this paper emphasizes on threats with particular applicability to Operational Technology and their respective countermeasures. We identify regulations, standards, frameworks and typical system architectures associated with this domain. We review relevant challenges, threats, and countermeasures, as well as critical differences in priorities between Information and Operational Technology cybersecurity efforts and implications. These results are then examined against the recommended National Institute of Standards and Technology framework for gap analysis to provide a complete approach to energy sector cybersecurity. We provide analysis of countermeasure implementation to align with the continuous functions recommended for a sound cybersecurity framework.

Assessment of the Distributed Ledger Technology for Energy Sector Industrial and Operational Applications Using the MITRE ATT&CK® ICS Matrix

In recent times, Distributed Ledger Technology (DLT) has gained significant attention for its potential application in the energy sector. Utilizing blockchain and DLT has demonstrated the ability to enhance the resilience of the electric infrastructure, which will support a more flexible infrastructure and advance grid modernization. However, the deployment of these technologies increases the overall attack surface. The MITRE ATT&CK® matrices have been developed to document an adversary’s tactics and techniques based on real-world observations. The MITRE ATT&CK® matrices provide a common taxonomy for offense and defense and have become a valuable conceptual tool across multiple cybersecurity disciplines for conveying threat intelligence, performing testing through red teaming or adversary emulation, and enhancing network and system defenses against intrusions. The MITRE ATT&CK® for Industrial Control Systems (ICS) matrix was created to provide knowledge about adversary behavior in the ICS technology domain. This study analyzes the relevance of various tactics and techniques across a seven-layer DLT engineering and cybersecurity stack, known as the DLT stack, designed by the Cybersecurity Taskforce under IEEE P2418.5 - Standard for Blockchain in Energy working group sponsored by Power and Energy Systems - Smart Buildings, Loads and Customer Systems (PES/SBLC) Technical Committee. Additionally, this paper identifies specific mitigation strategies tailored to the energy ICS environment

Advanced architectures for high-performance quantum networking

As practical quantum networks prepare to serve an ever-expanding number of nodes, there has grown a need for advanced auxiliary classical systems that support the quantum protocols and maintain compatibility with the existing fiber-optic infrastructure. We propose and demonstrate a quantum local area network design that addresses current deployment limitations in timing and security in a scalable fashion using commercial off-the-shelf components. First, we employ White Rabbit switches to synchronize three remote nodes with ultra-low timing jitter, significantly increasing the fidelities of the distributed entangled states over previous work with Global Positioning System clocks. Second, using a parallel quantum key distribution channel, we secure the classical communications needed for instrument control and data management. Therefore, the conventional network that manages our entanglement network is secured using keys generated via an underlying quantum key distribution layer, preserving the integrity of the supporting systems and the relevant data in a future-proof fashion.

Laboratory Validation of Integrated Lighting Systems Retrofit Performance and Energy Savings

Light-emitting diodes (LED) fixtures and lamps have emerged as leading technologies for general illumination and are a well-established energy efficiency retrofit measure in commercial buildings (from around 2% of installed fixtures and lamps in 2013 to 28% by 2020). Retrofit approaches that integrate elements, such as networked controls, daylight dimming, and advanced shade technologies lag in comparison. Integrated retrofits have been shown to increase savings over single end-use retrofits, but are perceived as higher complexity and risk. More validation of integrated lighting system performance is needed. This study presents results from laboratory testing of three packages combining fixtures, networked controls, task tuning, and daylight dimming, advanced shades, and lighting layout changes. We characterize performance in perimeter open-office zones, finding energy savings from 20% for daylight dimming and automated shades (no LED retrofit) to over 70% for LED retrofits with advanced controls and shades or lighting layout changes. We present some implementation details, including lessons learned from installation and commissioning in the laboratory setting. We also discuss cost-benefit analysis approaches for the types of packages presented, including the need to quantify and incorporate energy and non-energy benefits for advanced shades packages, which enhance occupant comfort but add significant cost.

Distributed Data-Driven Power Iteration for Strongly Connected Networks

Here, this paper presents data-driven power iteration to distributively estimate the dominant eigenvalues of an unknown linear time-invariant system. The proposed strategy only requires a single trajectory data or measurements. Furthermore, in order to perform the distributed estimation, the communication network topology can be chosen to be any strongly connected directed graphs. The proposed data-driven power iteration is demonstrated using several numerical examples and is then applied to estimate the generalized algebraic connectivity of cooperative systems and to control the epidemic spreading.

Performance of DSRC V2V Communication Networks in an Autonomous Semi-Truck Platoon Application

Autonomy for multiple trucks to drive in a fixedheadway platoon formation is achieved by adding precision GPS and V2V communications to a conventional adaptive cruise control (ACC) system. The performance of the Cooperative ACC (CACC) system depends heavily on the reliability of the underlying V2V communications network. Using data recorded on precision-instrumented trucks at both ACM and NCAT test tracks, we provide an understanding of various effects on V2V network performance: Occlusions - non-line-of-sight (NLOS) between the Tx and Rx antenna may cause network signal loss. Rain - water droplets in the air may cause network signal degradation. Antenna position - antennas at higher elevation may have less ground clutter to deal with. RF interference - interference may cause network packet loss. GPS outage - outages caused by tree cover, tunnels, etc. may result in degraded performance. Road curvature - curves may affect antenna diversity. Road grade - antenna may have limited vertical coverage. Our results, which include multiple plots and graphs and their analysis, build on those reported by others and could be of interest to researchers, practitioners, and end-users in the broader autonomous-connected vehicle community.

A Novel Grid-forming Voltage Control Strategy for Supplying Unbalanced Microgrid Loads Using Inverter-based Resources

This paper presents a novel grid-forming voltage control strategy for a battery energy storage system to maintain balanced three-phase output voltages when serving unbalanced loads. A stationary reference frame (αβ) based control scheme is proposed to regulate positive-sequence and negative-sequence voltages. Compared with the conventional rotating reference frame (dq) based control scheme, the proposed scheme shows better dynamic performance. Then, we analyze the system zero-sequence network and propose adding a grounding transformer to the Y/Yg connected output transformer to further reduce the voltage unbalance at the point of common coupling. The simulation results demonstrate the effective performance of the proposed voltage control scheme. Based on the results, the power-voltage unbalance curve is derived for different output transformer configurations to establish the relationship between the power unbalance limit and the voltage unbalance limit for microgrid power scheduling.

Experimental Test Bed to Enable Realistic Evaluations for Direct Transfer Trip Relaying via Private Wireless LTE Communications

Increasing penetration levels of inverter-based distributed energy resources (DERs) in distribution systems are creating challenges in system operation. Currently, wired or proprietary wireless communications are used by advanced distribution management systems (ADMS) to detect the state of the system and control the DERs for optimal operation. Wireless communications are an alternative solution that can enable connectivity between the dispersed assets used in distribution system applications. This paper demonstrates an experimental test bed to enable the realistic evaluation of communications system characteristics for direct transfer trip (DTT) relaying of a photovoltaic inverter system using a private 900-MHz spectrum wireless LTE network. Private LTE network communications can be deployed to many remote DERs and other grid-edge devices to prevent costly infrastructure upgrades across distribution systems. In addition, this paper provides a framework for evaluating the impact of signal strength and network traffic in communications systems. The results shown develop a better understanding of the best practices for using LTE communications systems across multiple utility applications, such as protective relaying, voltage regulation, and supervisory control and data acquisition system messages.

EMT data generation

The integration of inverter-based resources (IBRs) in power systems is accelerating, bringing with it significant benefits such as reduced greenhouse gas emissions, improved grid resilience, and increased energy independence. Despite these advantages, the widespread adoption of IBRs introduces several challenges, including issues related to grid stability, increased operational complexity, and the need for updated regulatory frameworks. To address these challenges, IEEE released Standard 2800 in 2022, which sets forth the necessary interconnection capabilities and performance criteria for IBRs connected to transmission and sub-transmission systems. This standard outlines the performance requirements to ensure the reliable integration of IBRs into the bulk power system. Furthermore, in 2023, the North American Electric Reliability Corporation (NERC) published a reliability guideline for electromagnetic transient (EMT) modeling of BPS-connected IBRs. This guideline provides recommendations for developing EMT model requirements, performing model quality checks, and implementing verification practices specifically for EMT models representing BPS-connected inverter-based resources in reliability studies conducted by transmission planners and planning coordinators. These standards and guidelines have a profound impact on EMT studies for transmission networks, influencing system stability analyses, grid recovery and resynchronization processes, fault ride-through evaluations, protection and coordination strategies, advanced control methodologies, and the inclusion of IBRs in transient models of transmission networks. As a result, the generation of EMT data is crucial for conducting various transient-based studies to understand the impact of IBRs. EMT data generation use cases serve as the basis for scenarios in event detection and identification use cases, providing comprehensive details about EMT data generation for transmission grids with inverter-based resources. These use cases supply sufficient training and validation datasets for subsequent EMT analysis algorithms.

BETO 2021 Peer Review: Algae Biotechnology Partnership - Technology Area Session: Advanced Algae Systems

Development of advanced genetic and genomic tools for targeted algal metabolic engineering pursuits will be integral to achieving target biomass productivity and, ultimately, the BETO goal of cost-competitive biofuels derived from algal biomass by 2022. However, at present, broad-host-range tool development is currently hindered by strain-specific negative regulatory mechanisms. Indeed, the biological processes controlling algal transcription and translation are subject to complex host regulation, which often presents hurdles for targeted genetic engineering strategies. Advanced genetic approaches offer a means to rewire these regulatory systems and/or introduce novel functionality into algal biocatalysts. Synthetic systems biology approaches also present a means to construct novel genetic regulatory networks and rewire natural biological systems to establish an “orthogonal central dogma,” wherein non-native control elements are introduced into or evolved in host microbes for bypass of host control. To this end, the Algae Biotechnology Partnership aims to develop advanced genetic editing tools and synthetic and orthogonal genetic regulatory systems to enable universal metabolic engineering strategies in top-candidate deployment algal strains. Successful development will ultimately open the door for targeted strain-engineering strategies, aimed at maximizing algal outdoor biomass production, composition, and strain robustness.

The git based ATLAS data acquisition configuration service in LHC Run 3

The ATLAS experiment at the LHC at CERN uses a large, distributed trigger and data acquisition system composed of many computing nodes, networks, and hardware modules. Its configuration service is used to provide descriptions of control, monitoring, diagnostic, recovery, dataflow and data quality configurations, interconnections, and parameters for modules, chips, and channels of various online systems, detectors, and the whole ATLAS experiment. Those descriptions have historically been stored in more than one thousand interconnected XML files, which are updated by various experts many times per day. Maintaining error-free and consistent sets of such files and providing reliable and fast access to current and historical configurations is a major challenge. This paper gives details of the configuration service upgrade on the modern Git version control system backend for LHC Run 3 and its exploitation experience. It may be interesting for developers using human-readable file formats, where consistency of the files, performance, access control, traceability of modifications, and effective archiving are key requirements.

Emergency Voltage Regulation in Power Systems via Ripple-Type Control: Preprint

With increasing penetration of volatile renewable generation and cyber-physical disruptions, ensuring safe operation of bulk power systems has become unprecedentedly challenging. Since communication and computational costs restrict centralized system dispatch to be called upon every few minutes; and purely local schemes are shown to be insufficient, distributed controls have been advocated for handling unanticipated system conditions in real time. However, the applicability of distributed control schemes is fundamentally limited by their need for widespread communication and model cognizance. In this con-text, we put forth a hybrid low-communication saturation-driven protocol for the coordination of control agents that are distributed over a physical system and are allowed to communicate with peers over a ‘hotline’ communication network. Under this protocol, when agents observe a constraint violation based on local measurements, they respond locally until their control resources saturate, in which case they send a beacon for assistance to peer agents. The scheme ensures that minor violations are efficiently mitigated via fast local controls, while severe violations may be handled by a collaboration of a relatively small set of agents. We evaluate the performance of this scheme via extensive numerical tests on the IEEE 14-bus test feeder, where agents act upon noisy measurements under diverse scenarios of random load variations and severe low/high voltage events.
