Interregional Electricity Transmission in the United States: Realized Savings and Opportunities for Increased Value, 2014 to 2023

Interregional electricity trade in the United States reduces total energy costs, but falls short of maximizing the economic potential of existing transmission infrastructure. This analysis of thirty-two U.S. electricity system interfaces crossing grid or market seams finds an average achieved cost savings of at least $1,226 million per year. This positive impact is offset by an average annual cost of uneconomic interchange of $551 million. Additional value of at least $238 million per year could be enabled by increasing utilization. Notably, uneconomic flows and low utilization rates can persist even when the price spread between regions is large. These conclusions are derived from historical (2014–2023) data on the magnitude and direction of interregional price spreads, the magnitude and direction of net energy transfers, and how these variables coincide, but do not account for all system constraints. These findings motivate the development and deployment of solutions that improve interregional transmission operations, in parallel with robust transmission infrastructure planning. An Effective Earned Value Management System (EVMS) is a Team Sport

We present a novel framework to assess 27 earned value management system (EVMS) environment factors and investigate their impact on project performance. A study of the EVMS literature, a survey of practitioners, and focus group meetings with 36 EVMS industry and government experts, supported the development of the framework. Focus groups involving 80 practitioners refined and tested it. We analyzed performance data from 35 completed projects/programs representing over US$21.8 billion in total cost; a project demonstrating a positive environment could save up to 25% in cost versus baseline. Practitioners can develop an effective EVMS environment by following the provided guidance.

Technoeconomic evaluation of recent process improvements in production of sugar and high-value lignin co-products via two-stage Cu-catalyzed alkaline-oxidative pretreatment

Abstract Background A lignocellulose-to-biofuel biorefinery process that enables multiple product streams is recognized as a promising strategy to improve the economics of this biorefinery and to accelerate technology commercialization. We recently identified an innovative pretreatment technology that enables of the production of sugars at high yields while simultaneously generating a high-quality lignin stream that has been demonstrated as both a promising renewable polyol replacement for polyurethane applications and is highly susceptible to depolymerization into monomers. This technology comprises a two-stage pretreatment approach that includes an alkaline pre-extraction followed by a metal-catalyzed alkaline-oxidative pretreatment. Our recent work demonstrated that H 2 O 2 and O 2 act synergistically as co-oxidants during the alkaline-oxidative pretreatment and could significantly reduce the pretreatment chemical input while maintaining high sugar yields (~ 95% glucose and ~ 100% xylose of initial sugar composition), high lignin yields (~ 75% of initial lignin), and improvements in lignin usage. Results This study considers the economic impact of these advances and provides strategies that could lead to additional economic improvements for future commercialization. The results of the technoeconomic analysis (TEA) demonstrated that adding O 2 as a co-oxidant at 50 psig for the alkaline-oxidative pretreatment and reducing the raw material input reduced the minimum fuel selling price from $1.08/L to $0.85/L, assuming recoverable lignin is used as a polyol replacement. If additional lignin can be recovered and sold as more valuable monomers, the minimum fuel selling price (MFSP) can be further reduced to $0.73/L. Conclusions The present work demonstrated that high sugar and lignin yields combined with low raw material inputs and increasing the value of lignin could greatly increase the economic viability of a poplar-based biorefinery. Continued research on integrating sugar production with lignin valorization is thus warranted to confirm this economic potential as the technology matures.

Micropulse Lidar Cloud Mask (MPLCMASK) Value-Added Product for the Fast-Switching Polarized Micropulse Lidar Technical Report

Lidar backscattered signal is a useful tool for identifying vertical cloud structure in the atmosphere in optically thin clouds. Cloud boundaries derived from lidar signals are a necessary input for popular ARM data products, such as the Active Remote Sensing of Clouds (ARSCL) product. An operational cloud boundary algorithm (Wang and Sassen 2001) has been implemented for use with the ARM Micropulse Lidar (MPL) systems. In addition to retrieving cloud boundaries above 500 m, the value-added product (VAP) named Micropulse Lidar Cloud Mask (MPLCMASK) applies lidar-specific corrections (i.e., range-square, background, deadtime, and overlap) as described in Campbell et al. (2002) to the measured backscattered lidar. Depolarization ratio is computed using the methodology developed by Flynn et al. (2007) for polarization-capable MPL systems. The cloud boundaries output from MPLCMASK will be the primary lidar cloud mask for input to the ARSCL product and will be applied to all MPL systems, including historical data sets.

Surface Cloud Grid Version 2 (SFCCLDGRID2) Value-Added Product: Description of Update"

This document describes the algorithm used for the Surface Cloud Grid Value-Added Product (VAP). This VAP uses as input the 15-min. output from the Shortwave (SW) Flux Analysis VAP (see Long 2001; Long and Ackerman 2000; Long et al. 1999) from the Atmospheric Radiation Measurement (ARM) Climate Reseach Facility (ACRF) Southern Great Plains (SGP) Central Facility and extended facilities. This network of 21 sites is unevenly spaced over northern Oklahoma into southern Kansas, covering an area from 95.5° to 99.5° west longitude and 34.5° to 38.5° north latitude. For research applications such as single-column modeling, an estimate of the cloud and cloud effects distribution over this entire domain is desirable. The Surface Cloud Grid VAP applies a multi-pass weighted sum analytic approximation technique (Caracena 1987), which uses Gaussian weighting and an imposed scale length, to interpolate to a 0.25° by 0.25° lat/long grid over the SGP domain. The output, like the input, includes solar elevation angles of 10° or greater.

Interpolated Sounding and Gridded Sounding Value-Added Products

Standard Atmospheric Radiation Measurement (ARM) Climate Research Facility sounding files provide atmospheric state data in one dimension of increasing time and height per sonde launch. Many applications require a quick estimate of the atmospheric state at higher time resolution. The INTERPOLATEDSONDE (i.e., Interpolated Sounding) Value-Added Product (VAP) transforms sounding data into continuous daily files on a fixed time-height grid, at 1-minute time resolution, on 332 levels, from the surface up to a limit of approximately 40 km. The grid extends that high so the full height of soundings can be captured; however, most soundings terminate at an altitude between 25 and 30 km, above which no data is provided. Between soundings, the VAP linearly interpolates atmospheric state variables in time for each height level. In addition, INTERPOLATEDSONDE provides relative humidity scaled to microwave radiometer (MWR) observations. The INTERPOLATEDSONDE VAP, a continuous time-height grid of relative humidity-corrected sounding data, is intended to provide input to higher-order products, such as the Merged Soundings (MERGESONDE; Troyan 2012) VAP, which extends INTERPOLATEDSONDE by incorporating model data. The INTERPOLATEDSONDE VAP also is used to correct gaseous attenuation of radar reflectivity in products such as the KAZRCOR VAP.

Ka-Band ARM Zenith Radar Corrections (KAZRCOR, KAZRCFRCOR) Value-Added Products

The KAZRCOR Value -added Product (VAP) performs several corrections to the ingested KAZR moments and also creates a significant detection mask for each radar mode. The VAP computes gaseous attenuation as a function of time and radial distance from the radar antenna, based on ambient meteorological observations, and corrects observed reflectivities for that effect. KAZRCOR also dealiases mean Doppler velocities to correct velocities whose magnitudes exceed the radar’s Nyquist velocity. Input KAZR data fields are passed through into the KAZRCOR output files, in their native time and range coordinates. Complementary corrected reflectivity and velocity fields are provided, along with a mask of significant detections and a number of data quality flags. This report covers the KAZRCOR VAP as applied to the original KAZR radars and the upgraded KAZR2 radars. Currently there are two separate code bases for the different radar versions, but once KAZR and KAZR2 data formats are harmonized, only a single code base will be required.

Aerosol and Cloud Optical Properties from the ARM Raman Lidars: The Feature Detection and Extinction (RLPROF-FEX) Value-Added Product

Aerosols and their interactions and influence on clouds are among the main sources of uncertainties in radiative direct and indirect forcing (IPCC 2013). Continuous height-resolved measurements of cloud and aerosol optical properties are needed to reduce these uncertainties. Here we describe the Raman Lidar Profiles – Feature detection and Extinction (RLPROF-FEX) Value-Added Product (VAP) derived using Raman lidar data at multiple U.S. Department of Energy (DOE) Atmospheric Radiation Measurement (ARM) user facility sites. RLPROF-FEX provides estimates of extinction, backscatter, and depolarization using the algorithm described by Thorsen et al. 2015 and Thorsen and Fu 2015. This document provides a description of the FEX algorithm, its input and output data, and related details about the Raman lidar (RL) system.

Models and Methods for Assessing the Value of HVDC and MVDC Technologies in Mondern Power Grids

Evolution of today’s predominantly alternating current (ac) transmission grid in to mixed ac transmission – high-voltage direct current (HVdc) systems is expected with the decreasing costs of and advancements in power electronics technologies. The recent technological advancements include the development of more efficient and compact voltage source converters (VSCs) that can provide fast response. Because of their controllability and fast response, HVdc systems provide the ability to enhance reliability of the ac transmission grid through frequency support, voltage control, and congestion relief. The HVdc systems can also provide other ancillary services to enhance the economics and reliability of the ac transmission grids, and to optimize their performance. The tools, models, and methods developed to evaluate their benefits will be key enablers to understanding the value proposition introduced by the fast-acting HVdc systems.

Oklahoma Mesonet Soil Moisture (OKMSOIL) Value-Added Product Report

Land surface and subsurface state characteristics (e.g., soil moisture) are critical measurements for ongoing weather and climate analyses of land-atmospheric interactions and processes. Knowledge of the variation in soil moisture across the U.S. Department of Energy Atmospheric Radiation Measurement (ARM) user facility’s Southern Great Plains (SGP) observatory domain is anticipated as a key quantity for assessing the potential impact of these interactions. This Oklahoma Mesonet Soil Moisture (OKMSOIL) value-added product (VAP) has been developed in response to growing demand for delivering a long-term measurement record of soil moisture (over an extended area) for such land-atmospheric studies. The Oklahoma Mesonet (OKM) started as a joint project between Oklahoma State University and the University of Oklahoma (Brock 1995). The OKM currently operates over 100 surface Mesonet stations across the state of Oklahoma, with an operational data record that extends into the early 1990s. This dense network of atmospheric and surface state instrumentation enables representation of land surface/subsurface conditions over this region and extended record. Algorithms introduced by previous Oklahoma Mesonet activities (e.g., Scott et al. 2013) are implemented in this documented OKMSOIL VAP to derive a key soil moisture quantity, the volumetric water content (volume of water per volume of soil in units, cm 3 /cm 3 ), from measurements of soil matric potential. These algorithms use a soil hydraulic parameter database (Meso-Soil Database) provided by the Oklahoma Mesonet scientists to estimate this quantity and several additional Mesonet station/sample details.

Ka-Band ARM Zenith Radar Corrections (KAZRCOR, KAZRCFRCOR) Value-Added Products

The Ka-Band Atmospheric Radiation Measurement (ARM) Zenith Radar Corrections (KAZRCOR) and KA-Band ARM Zenith Radar CF-Radial, Corrected (KAZRCFRCOR) value-added products (VAPs) perform several corrections to the ingested KAZR moments and also create a significant detection mask for each radar mode. The VAPs compute gaseous attenuation as a function of time and radial distance from the radar antenna, based on ambient meteorological observations, and correct observed reflectivities for that effect. Mean Doppler velocities are dealiased to correct velocities whose magnitudes exceed the radar’s Nyquist velocity. Input KAZR data fields are passed through to the KAZRCOR or KAZRCFRCOR output files, in their native time and range coordinates. Complementary corrected reflectivity and velocity fields are provided, along with a mask of significant detections and a number of data quality flags. This report covers the KAZRCOR VAP as applied to the original KAZR radars and the upgraded KAZR2 radars. Originally, prior to late 2019, there were two separate code bases for the different radar versions. Following the harmonization of KAZR and KAZR2 data formats in 2019, only a single code base is required. The new combined KAZR and KAZR2 code base is called the KAZRCFRCOR VAP. The ‘cfr portion of the VAP name refers to the Radial Climate and Forecasting data format standards that are used in these data sets. Throughout this report, references to ‘KAZRCOR’ should be taken to apply to the ‘KAZRCFRCOR’ VAP as well unless there is an explicit statement to the contrary.

Point Cloud of Cloud Points (PCCP) Value-Added Product Report

In this report, we refer to a pair of cameras that capture synchronized pictures with overlapping fields of view (FOV) as a stereo pair. Each stereo pair independently performs a stereo reconstruction of cloud points. Currently, there are three U.S. Department of Energy Atmospheric Radiation Measurement (ARM) user facility stereo pairs (six cameras in total) positioned around the Southern Great Plains (SGP) observatory’s Central Facility (CF; Romps and Oktem 2017). Time-synchronized pictures from the two cameras in a stereo pair can be paired together to obtain a three-dimensional (3D) reconstruction of feature points by triangulation. This document explains how we use ARM stereo cameras and stereophotogrammetric principles to generate the Point Cloud of Cloud Points (PCCP) Value-Added Product (VAP). The PCCP VAP is essentially a set of 3D positions representing the locations of cloud features in the sky. Thousands of cloud features can be reconstructed instantly in each stereo pair's FOV, which covers an area of tens of square kilometers. Cloud base and cloud top heights can be extracted from the PCCP product.

Navigation and Meteorological Data from Multiple Sensors on Airborne Platform (NAVMET-AIR) Value-Added Product Report

The Navigation and Meteorological Data from Multiple Sensors on Airborne Platform (NAVMET-AIR) value-added product encompasses the aafnaviwg data set in the ARM Data Center (ADC), known as the IWG file, named for the Inter-Agency Working Group for Airborne Data and Telemetry Systems (IWGADTS). Its purpose is to produce a suite of tools to promote standardization of instrument interface, data format, and data processing. This data set’s contents are navigational and meteorological state variables at 1 Hz. It also contains higher-order data flags created by ARM Aerial Facility (AAF) scientists to aid analysis such as periods when the aircraft is flying level, operating in maneuvers, or flying through cloud. Due to the nature of research flights, the payload of the aircraft consists of many duplicate and overlapping instruments to ensure, in case of instrument failure, there is a backup to record the data. Measurements from multiple instruments are consolidated into a single file. Each variable of this data set is carefully chosen from the onboard instrumentation and quality checked by AAF scientists to create this wholistic and most accurate data set for airborne research. This document is intended to be a hub towards the individual “read me” files produced for each campaign. For reference about what instrument was used for calculations on specific days, the read me files are located in the ARM IOP archive at the addresses listed, or access the IOP (intensive operational period) database at https://www.archive.arm.gov/.

Building Blocks from Biocrude: High-Value Methoxyphenols (Final Scientific/Technical Report)

Integrating biofuels production with bioproducts presents an opportunity to explore options for recovering high-value chemicals as additional revenue-generating products from biofuel conversion pathways. Thus, the overall objective of this project was to develop a comprehensive separation strategy to economically recover valuable methoxyphenols (MPs) consisting of guaiacol, 4-methylguaiacol, 4-ethylguaiacol, 4-propylguaiacol, eugenol, and isoeugenol from biocrude as building blocks to demonstrate that bioproducts could enable cost-effective production of biofuels via integrated catalytic pyrolysis and hydroprocessing. The upgradability of the remaining biocrude fraction to biofuel after separation of the products was evaluated by hydrotreating. Finally, techno-economic analysis (TEA) was performed to examine the economic potential of recovering select MPs from biocrude in parallel with biofuels production.
