Space-based solar power conversion and delivery systems study. Volume 1: Executive summary

The technical and economic aspects of satellite solar power systems are presented with a focus on the current configuration 5000 MW system. The technical studies include analyses of the orbital system structures, control and stationkeeping, and the formulation of program plans and costs for input to the economic analyses. The economic analyses centered about the development and use of a risk analysis model for a system cost assessment, identification of critical issues and technologies, and to provide information for programmatic decision making. A preliminary economic examination of some utility interface issues is included. Under the present state-of-knowledge, it is possible to formulate a program plan for the development of a satellite solar power system that can be economically justified. The key area of technological uncertainty is man's ability to fabricate and assemble large structures in space.

Migration and Livelihood Constellations: Assessing Common Themes in the Face of Environmental Change in Somalia and Among Agro-Pastoral Peoples

Research on migration has become more challenging due to at least four factors: (1) more complex migration traditions; (2) the development of migration economies that engage many types of migrants from ever more social and cultural backgrounds; (3) increasing likelihood of climate change-driven environmental migration; and (4) increasing likelihood of conflict-based migration in some contexts. These developments have shaken economic theories of migration and have encouraged interdisciplinary, methodologically mixed, qualitative and quantitative research and analysis. From a review of the literature, we have gleaned 11 common themes about environmental, economic and conflict migration that we differentiate by process (migration behaviours that are still evolving) and patterns (migration behaviours that have become customary). We then consider how positive and negative dimensions of migration can be captured and represented with close attention to livelihood constellations (multiple economic activities combined by individuals, households and families). Finally, focusing on Somalia and agro-pastoral peoples generally, where recent environmental and conflict migration have been added to decades of economic migration and centuries of seasonal, environmental migration associated with pastoralism, we combine historical and qualitative work to demonstrate the value of a livelihood constellation perspective.

Practical applications of remote sensing technology

Land managers increasingly are becoming dependent upon remote sensing and automated analysis techniques for information gathering and synthesis. Remote sensing and geographic information system (GIS) techniques provide quick and economical information gathering for large areas. The outputs of remote sensing classification and analysis are most effective when combined with a total natural resources data base within the capabilities of a computerized GIS. Some examples are presented of the successes, as well as the problems, in integrating remote sensing and geographic information systems. The need to exploit remotely sensed data and the potential that geographic information systems offer for managing and analyzing such data continues to grow. New microcomputers with vastly enlarged memory, multi-fold increases in operating speed and storage capacity that was previously available only on mainframe computers are a reality. Improved raster GIS software systems have been developed for these high performance microcomputers. Vector GIS systems previously reserved for mini and mainframe systems are available to operate on these enhanced microcomputers. One of the more exciting areas that is beginning to emerge is the integration of both raster and vector formats on a single computer screen. This technology will allow satellite imagery or digital aerial photography to be presented as a background to a vector display.

Famine Early Warning Systems and Their Use of Satellite Remote Sensing Data

Famine early warning organizations have experience that has much to contribute to efforts to incorporate climate and weather information into economic and political systems. Food security crises are now caused almost exclusively by problems of food access, not absolute food availability, but the role of monitoring agricultural production both locally and globally remains central. The price of food important to the understanding of food security in any region, but it needs to be understood in the context of local production. Thus remote sensing is still at the center of much food security analysis, along with an examination of markets, trade and economic policies during food security analyses. Technology including satellite remote sensing, earth science models, databases of food production and yield, and modem telecommunication systems contributed to improved food production information. Here we present an econometric approach focused on bringing together satellite remote sensing and market analysis into food security assessment in the context of early warning.

The Economics of Farming Expansion in the Brazilian Cerrado Under Possible Effects of Climate Change

This analysis assesses the financial viability of legally investing in native Cerrado vegetation deforestation for crop production, considering climate change. The study uses data from twelve different crop models based on three different climate models to predict potential future crop yields in cleared land for growing soy and maize. The outcomes show that in many micro-regions, investments in clearing land for crop production would destroy economic value, that is, generate a negative net present value because of low/negative and volatile cashflows driven primarily by future yields as affected by climate. Our analysis was carried out based on present agricultural practices and technology. As climate changes, farmers may adapt their practices, which can lead to more resilient and productive crops, or grow different crops, which could provide better returns on investment in clearing land than the ones resulting from our analysis. Despite various uncertainties, farmers, policy makers and financial institutions should be aware of the climatic and financial risks associated with land clearing in Brazil, mainly in micro-regions in which all scenarios resulted in negative outcomes in the investment analysis.

Improving The Discipline of Cost Estimation and Analysis

The need to improve the quality and accuracy of cost estimates of proposed new aerospace systems has been widely recognized. The industry has done the best job of maintaining related capability with improvements in estimation methods and giving appropriate priority to the hiring and training of qualified analysts. Some parts of Government, and National Aeronautics and Space Administration (NASA) in particular, continue to need major improvements in this area. Recently, NASA recognized that its cost estimation and analysis capabilities had eroded to the point that the ability to provide timely, reliable estimates was impacting the confidence in planning many program activities. As a result, this year the Agency established a lead role for cost estimation and analysis. The Independent Program Assessment Office located at the Langley Research Center was given this responsibility. This paper presents the plans for the newly established role. Described is how the Independent Program Assessment Office, working with all NASA Centers, NASA Headquarters, other Government agencies, and industry, is focused on creating cost estimation and analysis as a professional discipline that will be recognized equally with the technical disciplines needed to design new space and aeronautics activities. Investments in selected, new analysis tools, creating advanced training opportunities for analysts, and developing career paths for future analysts engaged in the discipline are all elements of the plan. Plans also include increasing the human resources available to conduct independent cost analysis of Agency programs during their formulation, to improve near-term capability to conduct economic cost-benefit assessments, to support NASA management's decision process, and to provide cost analysis results emphasizing "full-cost" and "full-life cycle" considerations. The Agency cost analysis improvement plan has been approved for implementation starting this calendar year. Adequate financial and human resources are being made available to accomplish the goals of this important effort, and all indications are that NASA's cost estimation and analysis core competencies will be substantially improved within the foreseeable future.

Performance Analysis of Cloud Computing Architectures Using Discrete Event Simulation

Cloud computing offers the economic benefit of on-demand resource allocation to meet changing enterprise computing needs. However, the flexibility of cloud computing is disadvantaged when compared to traditional hosting in providing predictable application and service performance. Cloud computing relies on resource scheduling in a virtualized network-centric server environment, which makes static performance analysis infeasible. We developed a discrete event simulation model to evaluate the overall effectiveness of organizations in executing their workflow in traditional and cloud computing architectures. The two part model framework characterizes both the demand using a probability distribution for each type of service request as well as enterprise computing resource constraints. Our simulations provide quantitative analysis to design and provision computing architectures that maximize overall mission effectiveness. We share our analysis of key resource constraints in cloud computing architectures and findings on the appropriateness of cloud computing in various applications.

Manual-control Analysis Applied to the Money-supply Control Task

The recent procedure implemented by the Federal Reserve Board to control the money supply is formulated in the form of a tracking model as used in the study of manual-control tasks. Using this model, an analysis is made to determine the effect of monetary control on the fluctuations in economic output. The results indicate that monetary control can reduce the amplitude of fluctuations at frequencies near the region of historic business cycles. However, with significant time lags in the control loop, monetary control tends to increase the amplitude of the fluctuations at the higher frequencies. How the investigator or student can use the tools developed in the field of manual-control analysis to study the nature of economic fluctuations and to examine different strategies for stabilization is examined.

On a numerical solution of the supersonic panel flutter eigenproblem

An automated digital computer procedure is presented in this paper which enables efficient solution of the eigenvalue problem associated with the supersonic panel flutter phenomena. The step-by-step incremental solution procedure is based on an inverse iteration technique which effectively utilizes solution results from the previous step in determining such results during the current solution step. Also, the computations are limited to the determination of a few specific roots only, which are expected to contain the flutter mode, and this is achieved at each step without having to compute any other root. The structural discretization achieved by the finite-element method yields highly banded stiffness, mass, and aerodynamic matrices; the aerodynamic matrix evaluated by the linearized piston theory is real but unsymmetric in nature. The solution algorithm presented in this paper fully exploits the banded form of the associated matrices, and the resulting computer program written in FORTRAN V for the JPL UNIVAC 1108 computer proves to be most efficient and economical when compared to existing procedures of such analysis. Numerical results are presented for a two-dimensional panel flutter problem.

Future of Big Earth Data Analytics

The state of the art of Big Earth Data Analytics can be expected to evolve rapidly in the coming years. The forces driving evolution come from both growth in the data and advancement in the field of data analytics. In the data area, advances in sensor instrumentation and platform miniaturization are increasing both data resolution and coverage, resulting in enormous growth in data Volume. Increases in temporal resolution in particular also generate demands for higher data Velocity. At the same time, the proliferation of instruments and the platforms on which they reside is increasing the Variety of datasets. The Variety increase in turn leads to questions about the Veracity of the data. In the algorithm area, powerful machine learning methods are coming to the fore, particularly Deep Neural Networks. These are powerful at detecting interesting features in the data, integrating many different measurements (i.e., data fusion), and classification problems. However, they are still challenging when seeking explanations of how natural or socio-economic phenomena work using Earth Observations. Thus, classical analysis techniques will remain relevant when the emphasis is on forming or testing explanations, as well as to support interactive data exploration.
