Inventory of Clean Energy Education and Workforce Development Programs in Allegheny County, PA

Building on other analysis work completed through the Communities LEAP pilot, this document is intended to provide an overview of: 1) what clean energy and related education and workforce development (EWD) resources already exist in and around the Hill District, 2) gaps in EWD resources, and 3) opportunities to expand clean energy education, training, and job opportunities for Hill District residents.

Light Water Reactor Sustainability Program: Technical and Economic Considerations for Uprate of Existing Nuclear Reactors with Cogeneration

The United States nuclear reactor fleet consists of 63 pressurized water reactors and 31 boiling water reactors and is a pivotal component in the nation's energy infrastructure, supplying approximately 97 GW e of clean power. With the country's commitment to decarbonization by 2050, these reactors are not only instrumental in decarbonizing the electricity grid but also play a critical role in decarbonizing industrial processes, producing clean fuels, and scaling up CO 2 removal. This report delves into the potential for power uprates in the existing fleet to contribute to these decarbonization efforts, focusing on the expansion of capacity for applications such as hydrogen production and carbon capture and sequestration. Building on previous research, the report explores regional market demands for hydrogen, oxygen, and carbon dioxide, financial implications of oxygen and CO 2 sales from high-temperature steam electrolysis systems, and the potential for direct air capture systems paired with uprated nuclear plants.

Light Water Reactor Sustainability Program: Use of Time Distributions to Predict Operator Procedure Performance in Dynamic Human Reliability Analysis

The Human Unimodel for Nuclear Technology to Enhance Reliability (HUNTER) framework affords software capable of conducting human reliability analysis (HRA) using a dynamic approach built around operating procedures (OPs) from nuclear power plants (NPPs). Previous HUNTER reports document the development of this software tool, the coupling of HUNTER to the simulator code, the collection of operator performance data by using simulators to calibrate HUNTER models, and linking HUNTER to probabilistic risk assessment (PRA) software. The present report largely addresses two topics. The first is a new function in HUNTER called the HUNTER Procedure Performance Predictor (P3). HUNTER P3 uses HUNTER’s built in Monte Carlo tools featuring human performance variability to identify potential error traps in procedures. The second topic is time distribution analysis to generate time inputs for dynamic HRA. The current analysis was performed to investigate time distributions for task primitives, which are the minimum task unit of analysis used in dynamic HRA modeling. Using the time distribution data, the elapsed time for human actions in an extended loss of AC power (ELAP) scenario is then investigated. Time data and prediction are essential for modeling procedure performance.

ICARUS at the Short-Baseline Neutrino Program: First Results

First results from ICARUS experiment are presented at FNAL. The selection of nu_mu CC events with 1muon+ N Protons from BNB targeted at numu disappearance analysis is presented for a subset of the collected statistics, , compared with MC predictions. A similar selection of nu_mu CC events 1muon+ N Protons + 0 pions in the NuMI beam aiming at the neutrino-Argon cross section measurement is also presented, together with a control sideband requiring in addition at least a pion candidate. Finally the result of a BSM search for a new particle decaying into two muons is also presented, showing no evidence within the studied sample of new physics.

Summary of Gas Generation Behavior Observed in 3013 Surveillance and Monitoring Program Shelf-Life Experiments

Gas generation experiments have been conducted in small- and full-scale test containers at Los Alamos National Laboratory on samples of plutonium oxide material collected from plutonium processes across the DOE complex and tested at the bounding conditions for the Department of Energy 3013 Standard. The gas composition and pressures in the sealed experimental containers were measured over periods of months to years. These experiments have provided results for the formation and consumption of hydrogen and other gases. The conditions supporting the formation of flammable gas mixtures of hydrogen and oxygen in flammable gas mixtures were also determined. Different behaviors were observed between the materials tested based on their compositions, the stabilization performed on the material, and the post stabilization handling of the material. Many of the experiments are still ongoing. This report summarizes the results obtained for the gas generation behavior for high-purity plutonium oxides and salt-bearing impure plutonium oxides in sealed containers.

National Security Programs - Cyber: MMAREJBLIGE – Modular Multi Agent Grid Emulation for Joined Breakdowns in Linked Generative Emulations - 23-0644

Modular Multi Agent Grid Emulations for Joined Breakdowns in Linked Generative Emulations (MMAREJBLIGE) introduces an agent-based modeling framework into real-time cyber-physical emulation to achieve a context-aware environment that introduces operator/attacker/external-condition variability to improve emulation fidelity and testing rigor. We detail our agent framework design, internal communication via message passing, and time synchronization, as well as the individual components of the system. We include a brief analysis of several scenarios run on a real-time, hardware-in-the-loop, Industrial Control Systems (ICS) test-bed which include normal operation, physical disruption, disruption with mitigation, and disruption with mitigation during a cyber denial-of-service (DOS) attack.

Summary of SRNL Support Activities to the DOE-ORP Enhanced Waste Glass Program for Fiscal Year 2024

In fiscal year 2024 (FY24) Savannah River National Laboratory (SRNL) continued tasked work for the Office of River Protection (ORP) to expand glass compositional regions accessible for low-activity waste (LAW) and high-activity waste (HLW) vitrification processing. Experimental work continued in four primary technical areas focused on processing and performance of glasses relevant to the Hanford missions. The data and results from this work will be used to expand and validate the glass models being developed at Pacific Northwest National Laboratory (PNNL) for waste processing and acceptance. This report summarizes the activities and deliverables associated with work performed in FY24.

Post-irradiation Examination of Eurofer-97 Steel Irradiated to 20 dpa at 200–400°C in HFIR under the EUROfusion (ORNL-KIT) Collaboration Program

The Oak Ridge National Laboratory/Karlsruhe Institute of Technology (ORNL/KIT) collaboration focuses on research involving irradiation experiments and post-irradiation examinations (PIE) of isotopically modified Eurofer-97 steels for fusion reactor applications. This collaboration capitalizes on ORNL’s expertise in radiation effects on materials and its capabilities in irradiation and PIE. The research aims to qualify Fe-9Cr-based Eurofer-97 steel under simulated fusion conditions, which include high doses and high transmutation rates. A unique isotopic modification technique is utilized in the research, wherein high-transmutation isotopes such as Fe-54 and Ni-58 are alloyed into the Eurofer steel to align with the expected helium production rates in fusion reactor conditions. This report presents the results of post-irradiation mechanical testing activities for the EUROFER-97/2 specimens after irradiation to ~20 dpa at various irradiation temperatures. The irradiation doses and temperatures for the ES capsules ranged from 18.4–20.4 dpa and 202–256°C, respectively. The mechanical property datasets, obtained through baseline testing and PIE of the tensile and fracture specimens, include microhardness data from 93 irradiated and non-irradiated tensile specimens and 28 irradiated bend bar specimens, uniaxial tensile property data from 45 irradiated and non-irradiated tensile specimens, and fracture toughness data from the bend bar specimens. Further data analyses provide statistical information on the microhardness values and tensile properties, as well as the reference ductile-brittle transition temperature (T 0 ) data.

Lahaina Wildfire Study: Impacts of Post-Disaster Housing Programs on Maui’s Economy

In August 2023, wildfires destroyed more than 4,000 housing units in Maui County, Hawaiʻi, primarily in the town of Lahaina. One hundred and two people were killed, making it the deadliest wildfire in the United States in more than a century.1 The fire displaced 13,000 people; 5,000 found new housing without government assistance, and 8,000 applied for assistance.

Clean Air as a Bonus for Achieving Energy-Related State Goals: A Review of Policies and Programs in 15 States

This report explores connections between six common areas for state action on energy-related issues — resilience, economic development, energy affordability, electrifying transportation, grid modernization, and using local resources — and reducing air emissions. Although clean air often is not a driver for such state actions, they nonetheless reduce a variety of emissions, including particulates, nitrogen oxides, sulfur dioxide, and greenhouse gases like carbon dioxide. The study spans 15 geographically diverse states: Arizona, Delaware, Florida, Georgia, Indiana, Iowa, Kentucky, Louisiana, Missouri, Ohio, Pennsylvania, South Carolina, Tennessee, Texas and Utah. While these states have not adopted mandatory climate goals, they conduct a wide range of energy-related activities that reduce greenhouse gas emissions and other air pollutants as a side benefit.
