Minutes of the Sixth CEOS Plenary Meeting

The Committee on Earth Observations Satellites (CEOS) minutes for the sixth plenary meeting held in London, December 9-11, 1992 are presented. Attending as prospective members were the Russian Space Agency (RSA), the Committee for Hydrometeorology and Environmental Monitoring of the Ministry for Ecology and Natural resources of the Russian Federation (ROSCOMGIDROMET), the Chinese Academy of Space Technology (CAST) and the National Remote Sensing Center of China (NRSCC). Actions taken at the meeting included membership issues, CEOS proposals, data policy, and working group reports. Data requirements of CEOS affiliates were also reported on. Additional summations and statements as well as lists of participants and future meetings are included. In general, topics covered related to remote sensing and global change.

Report priority gaps in high temperature thermodynamic data (Interim Progress Report)

This interim progress report (Level 4 Milestone Number M4SF-26LL010203023) summarizes research conducted at Lawrence Livermore National Laboratory (LLNL) within the Argillite Host Rock Properties & Processes SF-26LL01020302. Our focus is to assess gaps in data availability and understanding for radionuclide thermodynamics within the context of a “hot repository” concept and expand SUPCRT-NE database development to address higher temperatures needed for a DPC DGR disposal concept. The database is intended to inform the argillite GDSA baseline model. The leading European thermochemical database (Thermochimie) is only applicable to temperatures below 80°C. Thus, a US effort to integrate and expand upon other international thermodynamics database efforts is needed, particular if a “hot repository” concept moves forward.

Analysis of general aviation single-pilot IFR incident data obtained from the NASA aviation safety reporting system

Data obtained from the NASA Aviation Safety Reporting System (ASRS) data base were used to determine problems in general aviation single pilot IFR operations. The data examined consisted of incident reports involving flight safety in the National Aviation System. Only those incidents involving general aviation fixed wing aircraft flying under IFR in instrument meteorological conditions were analyzed. The data were cataloged into one of five major problem areas: (1) controller judgement and response problems; (2) pilot judgement and response problems; (3) air traffic control intrafacility and interfacility conflicts; (4) ATC and pilot communications problems; and (5) IFR-VFR conflicts. The significance of the related problems, and the various underlying elements associated with each are discussed. Previous ASRS reports covering several areas of analysis are reviewed.

Project space shuttle. Data bus evaluation laboratory test report

A Data Bus Evaluation Laboratory (DBEL) facility has been established to test and evaluate space shuttle data bus hardware. Performance testing conducted on an in-house developed multiplex interface adapter for the purpose of evaluating DBEL test procedures, test hardware, and test software in a realistic test environment is described. Results are presented.

Chemical studies of H chondrites. 4: New data and comparison of Antarctic suites

We report data for the trace elements Au, Co, Sb, Ga, Rb, Ag, Se, Cs, Te, Zn, Cd, Bi, Ti, and In (ordered by putative volatility during nebular condensation and accretion) determined by neutron activation analysis in 13 H5 chondrites from Victoria Land and 20 H4-6 chondrites from Queen Maud Land, Antarctica. These and earlier results provide Antarctic sample suites of 34 chondrites from Victoria Land and 25 from Queen Maud Land. Treatment of data for the most volatile 10 elements (Rb to In) in these studies by multivariate statistical techniques more robust, as well as more conservative, than conventional linear discriminant analysis and logistic regression demonstrates that compositions differ at marginally significant levels. This difference cannot be explained by trivial (terrestrial) causes and becomes more significant, despite the smaller size of the database, when comparisons are limited to data from a single analyst and when all upper limits are eliminated from consideration. The Victoria Land and Queen Maud Land suites have different mean terrestrial ages (approximately 300 kyr and approximately 100 kyr, respectively) and age distributions, suggesting that a time-dependent variation of chondritic sources with different thermal histories is responsible. As a result, these two Antarctic suites are, on average, chemically distinguishable from each other. Since H chondrites serve as a paradigm for other meteorite classes, these results indicate that the near-Earth populations of planetary materials varied with time on the 10(exp 5)-year timescale.

Road load simulator tests of the Gould phase 1 functional model silicon controlled rectifier ac motor controller for electric vehicles

The test results for a functional model ac motor controller for electric vehicles and a three-phase induction motor which were dynamically tested on the Lewis Research Center road load simulator are presented. Results show that the controller has the capability to meet the SAE-J227a D cycle test schedule and to accelerate a 1576-kg (3456-lb) simulated vehicle to a cruise speed of 88.5 km/hr (55 mph). Combined motor controller efficiency is 72 percent and the power inverter efficiency alone is 89 percent for the cruise region of the D cycle. Steady state test results for motoring, regeneration, and thermal data obtained by operating the simulator as a conventional dynamometer are in agreement with the contractor's previously reported data. The regeneration test results indicate that a reduction in energy requirements for urban driving cycles is attainable with regenerative braking. Test results and data in this report serve as a data base for further development of ac motor controllers and propulsion systems for electric vehicles. The controller uses state-of-the-art silicon controlled rectifier (SCR) power semiconductors and microprocessor-based logic and control circuitry. The controller was developed by Gould Laboratories under a Lewis contract for the Department of Energy's Electric and Hybrid Vehicle program.

EPCAPE-PT-LANL Measurements: Single Particle Soot Photometer

Coastal cities offer a unique environment for studying aerosol-cloud interactions and the effects of urban emissions on cloud properties. As part of the Eastern Pacific Cloud Aerosol Precipitation Experiment (EPCAPE), the Partitioning Thrust by Los Alamos National Laboratory (EPCAPE-PT-LANL) was conducted. Our campaign focused on measuring the optical and chemical properties of aerosols and their interactions within marine stratocumulus clouds in La Jolla, California. EPCAPE-PT-LANL enhances the primary goals of EPCAPE through innovative observations of vapor-phase transitions between aerosols and cloud droplets, the impact of black carbon on aerosol-cloud dynamics, and the effects of cloud processing on aerosol optical properties. Reported data is the black carbon (rBC) number and mass concentration with diagnostic flags. The SP2 measures incandescence from particles that is induced with a 1064 Nd-YAG laser. Particles that absorb the laser energy and then emit radiation is assumed to contain black carbon. The amount of intensity of radiation is related to the mass of absorbing material in the particle. Here, we calibrate the incandescence intensity to size selected Regal Black (Cabot) nebulized from solution. Data provided for the EPCAPE campaign used the combined broadband high-gain + low-gain channels (BHBL). Each channel has a lower threshold of detection equivalent to 2-s of the respective channel noise. Thresholding has been applied to select between the high-gain and low-gain channels. The detection limit is 80-540 nm (Deq) or 0.36- 55 fg. It is assumed that rBC is the only aerosol type that is in significant concentration in the sampled atmosphere that absorbs the laser energy. Particle data are integrated over 10 second windows to calculate a rBC number and mass concentration. QC/QA: • Diagnostic flags that impacted measured concentration: - Sample, Sheath, and Purge Flow Rates: Despite observing fluctuations in all flows, the rBC detection and mass quantification are generally observed to be stable, although large changes in sample flow rate did impact detection efficiency. A flag was implemented for sample flow deviations >12 cm3/min from the set point averaged over 30 seconds - Laser Power: Detection efficiency decreases with laser power and deviations in laser power also affect mass quantification. Flag for laser power is set for deviations in laser current from the set value >5 mA. - Primary Detector Threshold: Primary thresholding is the signal value which determines whether a “particle” is recorded. Thresholding errors occur when the threshold value is too HIGH and real particles are ignored. • Several periods without data: - 16-18 Nov: Ultra Zero Air generator failure, flows deviated significantly from set points. rBC # conc recovered but questionable. - 20-21 Nov: Offline for calibrations for several hours each day. - 25-27 Nov: Data is missing. - 30 Nov: Power outage 3 Dec: SP2 hard-drive full. - 3 Dec: Power Outage Header: - BHBL_NumbConc[#/cc]: Refers to the number concentration of refractory black carbon (rBC) measured from combined broadband high-gain and low-gain channels, expressed in particles per cubic centimeter. - BHBL_BCMass_Conc[ug/m3]: Refers to the mass concentration of refractory black carbon (rBC) measured from combined broadband high-gain and low-gain channels, expressed in micrograms per cubic meter. - NoData_Flag[bool]: A boolean flag that indicates whether no data was recorded during a measurement. - NoBC_Flag[bool]: A boolean flag indicating whether no black carbon particles were recorded during the measurement. - Laser_Flag[bool]: A boolean flag indicating deviations in laser current during the measurement. - SampleFlow_Flag[bool]: A boolean flag indicating deviations from the set sample flow rate during the measurement. - PrimThresh_Flag[bool]: A boolean flag indicating deviations from the set primary threshold during the measurement, potentially ignoring real particles. - Manual_Flag[bool]: A boolean flag indicating manual intervention or adjustments during the measurement. - CVI_Flag[bool]: A boolean flag indicating whether the Counterflow Virtual Impactor (CVI) was active or inactive during the measurement.

Space biology initiative program definition review. Trade study 5: Modification of existing hardware (COTS) versus new hardware build cost analysis

The JSC Life Sciences Project Division has been directly supporting NASA Headquarters, Life Sciences Division, in the preparation of data from JSC and ARC to assist in defining the Space Biology Initiative (SBI). GE Government Services and Horizon Aerospace have provided contract support for the development and integration of review data, reports, presentations, and detailed supporting data. An SBI Definition (Non-Advocate) Review at NASA Headquarters, Code B, has been scheduled for the June-July 1989 time period. In a previous NASA Headquarters review, NASA determined that additional supporting data would be beneficial to determine the potential advantages in modifying commercial off-the-shelf (COTS) hardware for some SBI hardware items. In order to meet the demands of program implementation planning with the definition review in late spring of 1989, the definition trade study analysis must be adjusted in scope and schedule to be complete for the SBI Definition (Non-Advocate) Review. The relative costs of modifying existing commercial off-the-shelf (COTS) hardware is compared to fabricating new hardware. An historical basis for new build versus modifying COTS to meet current NMI specifications for manned space flight hardware is surveyed and identified. Selected SBI hardware are identified as potential candidates for off-the-shelf modification and statistical estimates on the relative cost of modifying COTS versus new build are provided.

Correlation of As-read and As-run Dosimetry Data

The Nuclear Science Users Facilities (NSUF) is responsible for the coordination of experiments conducted in Advanced Test Reactor (ATR) by Universities and other outside organizations. Completion of the experiment and data reporting process is long and expensive. As such, it is expected that targets for temperature and neutron dosage are met. Simulations of expected reactor performance under specific conditions to meet these targets are critical for this process. However, it is not often that these reports are correlated with the data produced by monitors in ATR. This project aims to correlate simulation and read data from experiments in ATR to gauge uncertainty.

Summary of OARE flight calibration measurements

To date, the Orbital Acceleration Research Experiment (OARE) has flown on the shuttle orbiter for five missions; namely, STS-40, STS-50, STS-58, STS-62, and STS-65. The OARE instrument system contains a three-axis accelerometer which can resolve accelerations to the nano-g (10(exp -9) g) level and a full calibration station to permit in situ bias and scale factor calibration measurements. This calibration capability eliminates the large uncertainty encountered with accelerometers flown in the past on the orbiter which use ground-based calibrations to provide absolute acceleration measurements. A detailed flight data report presentation is given for the OARE calibration measurements from all missions, along with an estimate of the calibration errors. The main aim is to collect, process, and present the calibration data in one archival report. These calibration data are the necessary key ingredient to produce the absolute acceleration levels from the OARE acceleration flight data.

Trace elements by instrumental neutron activation analysis for pollution monitoring

Methods and technology were developed to analyze 1000 samples/yr of coal and other pollution-related samples. The complete trace element analysis of 20-24 samples/wk averaged 3-3.5 man-hours/sample. The computerized data reduction scheme could identify and report data on as many as 56 elements. In addition to coal, samples of fly ash, bottom ash, crude oil, fuel oil, residual oil, gasoline, jet fuel, kerosene, filtered air particulates, ore, stack scrubber water, clam tissue, crab shells, river sediment and water, and corn were analyzed. Precision of the method was plus or minus 25% based on all elements reported in coal and other sample matrices. Overall accuracy was estimated at 50%.

The use of LANDSAT DCS and imagery in reservoir management and operation

Experiments by the New England Division (NED), Corps of Engineers with LANDSAT-1 data collection and imaging systems are reported. Data cover the future usefulness of data products received from satellites such as LANDSAT in the day to day operation of NED water resources systems used to control floods.

New laboratory measurements on ammonia's inversion spectrum, with implications for planetary atmospheres

Microwave spectral measurements have been performed on pure room-temperature gaseous ammonia at frequencies from 1.75 to 18 GHz (1.7-17 cm), at 50-, 100-, and 300-torr pressures. These measurements are part of a laboratory program to measure the microwave absorption spectrum of ammonia, under conditions applicable to giant planet atmospheres, now in progress at the Jet Propulsion Laboratory. The pure ammonia data reported here agree well with previous data by Bleaney and Loubser (1950) at 100 and 300 torrs, and with predictions of the absorptivity formalism published by Berge and Gulkis. Success with pure ammonia but failure with mixtures of ammonia in hydrogen and helium (Spilker, 1990) indicates that the Berge and Gulkis formalism does not correctly handle foreign-gas effects on ammonia inversion lines. This may require modifying conclusions of radio astronomical and radio occultation studies that used this formalism. Notably, a suggested depletion of ammonia and superabundance of hydrogen sulfide may have been exaggerated as a result of inaccuracies in the Berge and Gulkis formalism.

Description of real-time Ada software implementation of a power system monitor for the Space Station Freedom PMAD DC testbed

The Ada language software development to perform the electrical system monitoring functions for the NASA Lewis Research Center's Power Management and Distribution (PMAD) DC testbed is described. The results of the effort to implement this monitor are presented. The PMAD DC testbed is a reduced-scale prototype of the electrical power system to be used in the Space Station Freedom. The power is controlled by smart switches known as power control components (or switchgear). The power control components are currently coordinated by five Compaq 382/20e computers connected through an 802.4 local area network. One of these computers is designated as the control node with the other four acting as subsidiary controllers. The subsidiary controllers are connected to the power control components with a Mil-Std-1553 network. An operator interface is supplied by adding a sixth computer. The power system monitor algorithm is comprised of several functions including: periodic data acquisition, data smoothing, system performance analysis, and status reporting. Data is collected from the switchgear sensors every 100 milliseconds, then passed through a 2 Hz digital filter. System performance analysis includes power interruption and overcurrent detection. The reporting mechanism notifies an operator of any abnormalities in the system. Once per second, the system monitor provides data to the control node for further processing, such as state estimation. The system monitor required a hardware time interrupt to activate the data acquisition function. The execution time of the code was optimized using an assembly language routine. The routine allows direct vectoring of the processor to Ada language procedures that perform periodic control activities. A summary of the advantages and side effects of this technique are discussed.

University Data Management Pilot Utilizing the Nuclear Research Data System

Background In 2022, the Office of Science and Technology Policy (OSTP) issued a memo that significantly reshaped the landscape of access to federally funded research. The memo mandated that all taxpayer-funded research be made available to the public without delay upon publication, without an embargo period, superseding the 2013 OSTP public access policy. This public access policy promotes transparency and the democratization of knowledge, ensuring that the fruits of scientific endeavors funded by federal agencies could be immediately accessed and built upon by scientists, educators, students, and the public at large. To implement the requirements of the OSTP guidance and DOE Public Access Plan, the Office of Nuclear Energy (NE) has implemented public access plan guidance and has identified several areas where better data management practices would further expand public access to important nuclear energy related scientific data, reports, and other technical products. Significant NE supported efforts are already underway for data management and public access to important nuclear energy related data.1 2 To address gaps in data management practices, and improve retention and accessibility of data, NE is actively exploring enhanced data management options utilizing its high-performance computing resources administered by its Nuclear Scientific User Facility Program. A newly piloted system, the Nuclear Research Data System (NRDS) acts as a portal for data collection and dissemination. Nuclear Energy University Program Research and Development Portfolio According to Web of Science, NEUP has produced 2,345 journal publication that have been cited more than 61,000 times3 and countless conference proceedings. These publications are publicly available through OSTI.gov and in the open literature. Additional scientific and technical products including project milestones that are not publications and NEUP project final reports are vetted through OSTI.gov and released once reviewed and approved by DOE. Since 2009, NEUP has awarded close to 1,000 different R&D projects in technical areas across the NE research programs. As of June 2023, 512 NEUP reports are publicly available on OSTI. The underlying data for projects is still held at universities, and data transfer, co-location, and dissemination has not occurred in a systematic way. NEUP data is currently accessible through myriad university-based data repositories, or through direct requests to PIs. The program identified this patchwork of repositories, or often lack of publicly available data, as a significant barrier to an organized, accessible, and comprehensive solution to sharing data with the larger nuclear energy community. Approach The goal of this pilot project is to establish a pathway to a consolidated long-term repository for NEUP project data. To accomplish this goal, the pilot strives to accomplish the following objectives: Establish data collection standards, including a standard set of required supplementary information to contextualize and support raw data files. Work with the HPC group collect and upload information and to modify the NRDS system, as needed, to support a standardized approach. Resolve potential barriers to successful roll out of an expanded data collection strategy, including modifying data management plan guidelines and establishing a document and data release process that accounts for potential intellectual property and/or export control concerns. Results Overall, the pilot was successful in collecting 8,982 raw and processes data files, 220 reports, 56 calibration files, and 5,931 other supplementary documents. Supplementary documents included experimental plans, methods, journal publications and conference proceedings, milestone reports, and final reports. Figure 2 shows the number of data sets and supplementary project information provided by each project. Projects has significantly different input, depending on experimental data produced and completeness of the datasets provided.
