A design for an intelligent monitor and controller for space station electrical power using parallel distributed problem solving

The emphasis is on defining a set of communicating processes for intelligent spacecraft secondary power distribution and control. The computer hardware and software implementation platform for this work is that of the ADEPTS project at the Johnson Space Center (JSC). The electrical power system design which was used as the basis for this research is that of Space Station Freedom, although the functionality of the processes defined here generalize to any permanent manned space power control application. First, the Space Station Electrical Power Subsystem (EPS) hardware to be monitored is described, followed by a set of scenarios describing typical monitor and control activity. Then, the parallel distributed problem solving approach to knowledge engineering is introduced. There follows a two-step presentation of the intelligent software design for secondary power control. The first step decomposes the problem of monitoring and control into three primary functions. Each of the primary functions is described in detail. Suggestions for refinements and embelishments in design specifications are given.

Framework for Analysis and Quantification of Wide-Area Control Resilience for Power Systems

Wide-area control helps damp the inter-area oscillations in modern power systems. However, compared to traditional local control, it is more vulnerable to cyber attacks due to its dependence on remote real-time-communicated measurements. In this paper, a formal mathematical framework for analyzing resilience of various wide-area controllers under adversarial scenarios is proposed. A novel resilience index based on the $\H_2$ norm of the post-attack closed-loop system is defined. Computation of such an index is, in general, challenging due to the combinatorial nature of the attack profiles and the bilinear nature of the problem. To address these difficulties, a gradient-based path-following-like solution is developed in this paper to solve a relaxed version of the original non-convex problem. Case studies on IEEE 39-bus system are performed to demonstrate the usage of the proposed framework.

Efficiency and Output Power Sensitivity to Control Parameter Variations in an LCC-Series Wireless Power Transfer System

In wireless power transfer (WPT) systems, output power (Pout) can be controlled through input parameters such as, input voltage (Vin) , duty cycle (d) , and switching frequency (fsw) . The impact of these control parameters on the overall system efficiency has not been explored in previous studies. This paper focuses on the efficiency (η) and Pout sensitivity to these control parameter variations in an LCC-Series tuned WPT system. There are multiple combinations of Vin, d , and fsw that can achieve a specified target Pout . However, it is important to determine the optimal combination of these control variables that will yield the maximum η for a target Pout . A MATLAB/Simulink model is built to calculate and measure η and Pout . In order to achieve this result, several simulations are run where Vin,d , and fsw are swept across a wide range to cover all possible combinations. MATLAB's Sensitivity Analysis toolbox is used to evaluate how the parameters influence the model's output. Finally, an experimental prototype is implemented. The optimal values acquired using the sensitivity analysis is then plugged into the hardware prototype and compared with the simulation. The results obtained confirm the validity of the proposed method.

Cybersecurity Certification Recommendations for Interconnected Grid Edge Devices and Inverter Based Resources

Escalating deployment of PV and grid-edge devices on the distribution grid has increased the sustainability and efficiency of the electric grid. However, the increasing number of distributed energy resources (DERs) deployed creates a heightened cyber-physical interdependency on the distribution grid and thus creates more vectors for cyber-attacks to exploit through information and communication technology (ICT) systems and networks. For example, control signal packets can be modified, intercepted, or corrupted due to vulnerabilities in communication protocols used by microgrid controllers and grid edge devices for power control. Therefore, to mitigate and prevent cyber-attacks on grid edge devices and the inverter-based resources connected to the distribution grid, the U.S. Department of Solar Energy Technologies Office (SETO) awarded funding to the National Renewable Energy Laboratory and Sandia National Laboratory (SNL) to research, develop, and harmonize cybersecurity standards for Photovoltaic (PV) systems and for other kinds of DERs. To help develop a standard for DER cybersecurity, NREL established certification recommendations and test cases, in consensus with the solar industry and UL, for ensuring intrinsic design security for DERs. These recommendations were developed to bolster the cybersecure functionalities such as TLS, MAC, CRL, session resumption/renegotiation, and password, system, and service security management within the DER devices. The proposed test cases verify authentication, authorization, confidentiality, and data integrity for data and communications of DERs that use Transmission Control Protocol/Internet Protocol (TCP/IP). They were also developed to protect DER communications from eavesdropping, replay, man-in-the-middle, denial of service (DoS), spoofing through security certificates, least-privilege violation, and brute-force credentials. This report, which has been validated and reviewed by UL, expands upon those test cases to provide DER cybersecurity certification recommendations which increase DER resiliency and help to mitigate cyber-attacks. UL's collaboration with NREL and approval of this document will accelerate the adoption of a UL standard for DER cybersecurity.

Description of real-time Ada software implementation of a power system monitor for the Space Station Freedom PMAD DC testbed

The Ada language software development to perform the electrical system monitoring functions for the NASA Lewis Research Center's Power Management and Distribution (PMAD) DC testbed is described. The results of the effort to implement this monitor are presented. The PMAD DC testbed is a reduced-scale prototype of the electrical power system to be used in the Space Station Freedom. The power is controlled by smart switches known as power control components (or switchgear). The power control components are currently coordinated by five Compaq 382/20e computers connected through an 802.4 local area network. One of these computers is designated as the control node with the other four acting as subsidiary controllers. The subsidiary controllers are connected to the power control components with a Mil-Std-1553 network. An operator interface is supplied by adding a sixth computer. The power system monitor algorithm is comprised of several functions including: periodic data acquisition, data smoothing, system performance analysis, and status reporting. Data is collected from the switchgear sensors every 100 milliseconds, then passed through a 2 Hz digital filter. System performance analysis includes power interruption and overcurrent detection. The reporting mechanism notifies an operator of any abnormalities in the system. Once per second, the system monitor provides data to the control node for further processing, such as state estimation. The system monitor required a hardware time interrupt to activate the data acquisition function. The execution time of the code was optimized using an assembly language routine. The routine allows direct vectoring of the processor to Ada language procedures that perform periodic control activities. A summary of the advantages and side effects of this technique are discussed.

Sequential versus Simultaneous Aging of EPDM Nuclear Cable Insulation Subjected to Elevated Temperature and Gamma Radiation

Electrical cables are integral to power, control, and instrumentation systems within nuclear power plants (NPPs). Exposure of cable systems within nuclear containment to elevated temperatures and gamma radiation during decades-long operation of NPPs can lead to degradation of cable polymeric insulation. Prediction of nuclear cable insulation degradation is complicated as thermal and radiation stress are not additive. In this work, we explore the relative effects of simultaneous and sequential thermal and gamma irradiation on the aging of ethylene-propylene-diene (EPDM) elastomer insulation to better understand realistic scenarios of cable insulation degradation. Cable insulation samples of EPDM were subjected to up to 320 kGy of gamma radiation at a dose rate of 300 Gy/hr in two heating scenarios: (1) simultaneously aged samples were heated at 150°C during irradiation and (2) sequentially aged samples were heated at 150°C for designated durations followed by corresponding periods of irradiation at ambient temperature. The mass, tensile elongation at break, and carbonyl index were assessed to quantify aging of the polymers. The simultaneous aging scenario was found to the more severe of the two for EPDM insulation degradation.

A stabilized large-aperture far-infrared telescope gondola

Description of a recently developed balloon-borne 1-m far-infrared telescope designed to carry out astronomical observations and to map radiation from selected areas of the sky. The telescope optical system consists of a conventional Cassegrain arrangement with an f/2 aluminum primary mirror, spherically figured, which feeds a pyrex secondary mirror to produce an f/13.8 beam at the focal plane with a scale of 15.2 arc sec/mm. Three focal planes are provided. The infrared detectors consist of an array of four gallium-doped germanium bolometers fitted within a two-liter helium dewar. An altitude-azimuth mount design is used for attitude control, with the pointing objectives being achieved in two steps. The azimuth control system is capable of operation in a position mode, in which the sensing element is a servo-driven null magnetometer always pointed north, and in an inertial mode, in which the gyro is uncaged and becomes the azimuth reference. The elevation system also operates in both position and inertial modes. An auxiliary position control, powered by an independent battery and controlled by a separate tone command system, is provided in case of a primary system difficulty.

Handling Qualities Specifications for U.S. Military Helicopters

Inadequacies in the military specification for helicopter handling qualities, MIL-H-8501A, have long been recognized, and the latest procurements by the U.S. Army used special Prime Item Development Specifications (PIDS). This paper assesses the efficacy of these PIDS and suggests that changes should be made. In particular, the structure developed in MIL-F-8785B (ASG) (the specification for flying qualities of piloted airplanes) should be incorporated. Improved requirements must be based on a systematic data base and concentrated on topics most important in preliminary design: static and dynamic stability, control power and sensitivity, and interaction with controllers and displays. Emphasis should be on current military helicopter missions and helicopter idiosyncrasies such as cross-coupling, nonlinearities, and higher-order dynamics.

Dynamic Restoration Strategy for Distribution System Resilience Enhancement

In electric power distribution systems, distributed energy resources (DERs) can act as controllable power sources and support utility operators to minimize power outages after extreme weather events (e.g., hurricane, earthquake, wildfire) and thus help enhance the grid's resilience. Meanwhile, the influences of extreme events and the capabilities of DERs are dynamic and difficult to predict. Hence, the desired distribution system restoration strategy should be able to evolve according to real-time fault/dis-turbance information and the availability of DERs. In this paper, we propose a new dynamic restoration strategy for distribution systems to enhance system resilience against potential hazards. An efficient reconfiguration algorithm is developed to eliminate the use of integer variables to relieve the computational burden. Model predictive control is implemented to adjust the system topology and DER operation set points based on the updated fault information and DER forecasts. The effectiveness of the proposed restoration model in enhancing distribution system resilience is validated through an IEEE 123-bus test system. Simulation results also validate that the proposed restoration model can mitigate the occurrence of unexpected events and the fluctuations of DERs.

Integrated Power and Attitude Control System (IPACS) technology developments

Integrated Power and Attitude Control System (IPACS) studies performed over a decade ago established the feasibility of storing electrical energy in flywheels and utilizing the resulting angular momentum for spacecraft attitude control. Such a system has been shown to have numerous attractive features relative to more contemporary technology, and is appropriate to many applications (including high-performance slewing actuators). Technology advances over the last two decades in composite rotors, motor/generator/electronics, and magnetic bearings are found to support the use of IPACS for increasingly sophisticated applications. It is concluded that the concept offers potential performance advantages as well as savings in mass and life-cycle cost. Viewgraphs and discussion on IPACS are included.

Model-Free Dynamic Voltage Control of Distributed Energy Resource (DER)-Based Microgrids

In this paper, we present a new control technique for sustaining dynamic voltage stability by effective reactive power control and coordination of distributed energy resources (DERs) in microgrids. The proposed control technique is based on model-free control (MFC), which has shown successful operation and improved performance in different domains and applications. This paper presents its first use in the voltage stability of a microgrid setting employing multiple synchronous generator (SG)-based and power electronic (PE)-based DERs. MFC is a computationally efficient, data-driven control technique that does not require modelling of the different components and disturbances in the power system. It is utilized as an online controller to achieve the dynamic voltage stability of a microgrid system under different disturbances and fault conditions. A 21-bus microgrid system fed by multiple DERs is considered as a case study and the overall dynamic voltage stability is investigated using time-domain dynamic simulations. Numerical results show that the proposed MFC provides improvements on the dynamic load bus voltage profiles and requires less computational time as compared to the traditional enhanced microgrid voltage stabilizer (EMGVS) scheme. Due to its simplicity and low computational requirement, MFC can be easily implemented in resource-constrained computing devices such as smart inverters.
