A distorted-wave methodology for electron-ion impact excitation - Calculation for two-electron ions

A distorted-wave program is being developed for calculating the excitation of few-electron ions by electron impact. It uses the exchange approximation to represent the exact initial-state wavefunction in the T-matrix expression for the excitation amplitude. The program has been implemented for excitation of the 2/1,3/(S,P) states of two-electron ions. Some of the astrophysical applications of these cross sections as well as the motivation and requirements of the calculational methodology are discussed.

A normative price for a manufactured product: The SAMICS methodology. Volume 1: Executive summary

A summary for the Solar Array Manufacturing Industry Costing Standards report contains a discussion of capabilities and limitations, a non-technical overview of the methodology, and a description of the input data which must be collected. It also describes the activities that were and are being taken to ensure validity of the results and contains an up-to-date bibliography of related documents.

Seasat-A ASVT: Commercial demonstration experiments. Results analysis methodology for the Seasat-A case studies

The SEASAT-A commercial demonstration program ASVT is described. The program consists of a set of experiments involving the evaluation of a real time data distributions system, the SEASAT-A user data distribution system, that provides the capability for near real time dissemination of ocean conditions and weather data products from the U.S. Navy Fleet Numerical Weather Central to a selected set of commercial and industrial users and case studies, performed by commercial and industrial users, using the data gathered by SEASAT-A during its operational life. The impact of the SEASAT-A data on business operations is evaluated by the commercial and industrial users. The approach followed in the performance of the case studies, and the methodology used in the analysis and integration of the case study results to estimate the actual and potential economic benefits of improved ocean condition and weather forecast data are described.

HiMAT structural development design methodology

In order to improve aerodynamic performance, a twist criterion was used to design the canard and wing lifting surfaces of two graphite-epoxy research aircraft. To meet that twist criterion, the lifting surfaces were tailored using graphite-epoxy tape. The outer surface of the aircraft is essentially constructed of 95 percent graphite epoxy materials. The analytical tools and methodology used to design those lifting surfaces are described. One aircraft was subjected to an 8g ground test in order to verify structural integrity and to determine how well the desired twist was achieved. Test results are presented and the reductions of both flight and ground strain test gages and their associated stresses are discussed.

Coal conversion processes and analysis methodologies for synthetic fuels production

Information to identify viable coal gasification and utilization technologies is presented. Analysis capabilities required to support design and implementation of coal based synthetic fuels complexes are identified. The potential market in the Southeast United States for coal based synthetic fuels is investigated. A requirements analysis to identify the types of modeling and analysis capabilities required to conduct and monitor coal gasification project designs is discussed. Models and methodologies to satisfy these requirements are identified and evaluated, and recommendations are developed. Requirements for development of technology and data needed to improve gasification feasibility and economies are examined.

Analytical methodology for determination of helicopter IFR precision approach requirements

A systematic analytical approach to the determination of helicopter IFR precision approach requirements is formulated. The approach is based upon the hypothesis that pilot acceptance level or opinion rating of a given system is inversely related to the degree of pilot involvement in the control task. A nonlinear simulation of the helicopter approach to landing task incorporating appropriate models for UH-1H aircraft, the environmental disturbances and the human pilot was developed as a tool for evaluating the pilot acceptance hypothesis. The simulated pilot model is generic in nature and includes analytical representation of the human information acquisition, processing, and control strategies. Simulation analyses in the flight director mode indicate that the pilot model used is reasonable. Results of the simulation are used to identify candidate pilot workload metrics and to test the well known performance-work-load relationship. A pilot acceptance analytical methodology is formulated as a basis for further investigation, development and validation.

A methodology for long-range prediction of air transportation

A framework and methodology for long term projection of demand for aviation fuels is presented. The approach taken includes two basic components. The first was a new technique for establishing the socio-economic environment within which the future aviation industry is embedded. The concept utilized was a definition of an overall societal objective for the very long run future. Within a framework so defined, a set of scenarios by which the future will unfold are then written. These scenarios provide the determinants of the air transport industry operations and accordingly provide an assessment of future fuel requirements. The second part was the modeling of the industry in terms of an abstracted set of variables to represent the overall industry performance on a macro scale. The model was validated by testing the desired output variables from the model with historical data over the past decades.

An assessment of LACIE and related methodologies for conducting crop inventories

The Large Area Crop Inventory Experiment (LACIE) is a joint undertaking of the U.S. Department of Agriculture, the National Oceanic and Atmospheric Administration of the U.S. Department of Commerce, and the National Aeronautics and Space Administration. It is designed to verify an economically important application of remote sensing from earth orbital satellites. The first two phases of the experiment have been completed. A description of the experiment and a short discussion on the results and conclusions of the first two phases are presented. The LACIE design is compared with other designs for conducting crop inventories. An integrated design methodology (based upon accumulated LACIE experience) is discussed for conducting crop acreage surveys in developing countries.

A methodology for long range prediction of air transportation

The paper describes the methodology for long-time projection of aircraft fuel requirements. A new concept of social and economic factors for future aviation industry which provides an estimate of predicted fuel usage is presented; it includes air traffic forecasts and lead times for producing new engines and aircraft types. An air transportation model is then developed in terms of an abstracted set of variables which represent the entire aircraft industry on a macroscale. This model was evaluated by testing the required output variables from a model based on historical data over the past decades.

Failure detection system design methodology

The design of a failure detection and identification system consists of designing a robust residual generation process and a high performance decision making process. The design of these two processes are examined separately. Residual generation is based on analytical redundancy. Redundancy relations that are insensitive to modelling errors and noise effects are important for designing robust residual generation processes. The characterization of the concept of analytical redundancy in terms of a generalized parity space provides a framework in which a systematic approach to the determination of robust redundancy relations are developed. The Bayesian approach is adopted for the design of high performance decision processes. The FDI decision problem is formulated as a Bayes sequential decision problem. Since the optimal decision rule is incomputable, a methodology for designing suboptimal rules is proposed. A numerical algorithm is developed to facilitate the design and performance evaluation of suboptimal rules.

Analysis of wind tunnel test results for a 9.39-per cent scale model of a VSTOL fighter/attack aircraft. Volume 2: Evaluation of prediction methodologies

An evaluation of current prediction methodologies to estimate the aerodynamic uncertainties identified for the E205 configuration is presented. This evaluation was accomplished by comparing predicted and wind tunnel test data in three major categories: untrimmed longitudinal aerodynamics; trimmed longitudinal aerodynamics; and lateral-directional aerodynamic characteristics.

Methodology for urban rail and construction technology research and development planning

A series of transit system visits, organized by the American Public Transit Association (APTA), was conducted in which the system operators identified the most pressing development needs. These varied by property and were reformulated into a series of potential projects. To assist in the evaluation, a data base useful for estimating the present capital and operating costs of various transit system elements was generated from published data. An evaluation model was developed which considered the rate of deployment of the research and development project, potential benefits, development time and cost. An outline of an evaluation methodology that considered benefits other than capital and operating cost savings was also presented. During the course of the study, five candidate projects were selected for detailed investigation; (1) air comfort systems; (2) solid state auxiliary power conditioners; (3) door systems; (4) escalators; and (5) fare collection systems. Application of the evaluation model to these five examples showed the usefulness of modeling deployment rates and indicated a need to increase the scope of the model to quantitatively consider reliability impacts.

Safety evaluation methodology for advanced coal extraction systems

Qualitative and quantitative evaluation methods for coal extraction systems were developed. The analysis examines the soundness of the design, whether or not the major hazards have been eliminated or reduced, and how the reduction would be accomplished. The quantitative methodology establishes the approximate impact of hazards on injury levels. The results are weighted by peculiar geological elements, specialized safety training, peculiar mine environmental aspects, and reductions in labor force. The outcome is compared with injury level requirements based on similar, safer industries to get a measure of the new system's success in reducing injuries. This approach provides a more detailed and comprehensive analysis of hazards and their effects than existing safety analyses.

A normative price for energy from an electricity generation system: An Owner-dependent Methodology for Energy Generation (system) Assessment (OMEGA). Volume 2: Derivation of system energy price equations

The methodology presented is a derivation of the utility owned solar electric systems model. The net present value of the system is determined by consideration of all financial benefits and costs including a specified return on investment. Life cycle costs, life cycle revenues, and residual system values are obtained. Break-even values of system parameters are estimated by setting the net present value to zero.

A low-power photovoltaic system with energy storage for radio communications: Description and design methodology

A low power photovoltaic system was constructed with approximately 500 amp hours of battery energy storage to provide power to an emergency amateur radio communications center. The system can power the communications center for about 72 hours of continuous nonsun operation. Complete construction details and a design methodology algorithm are given with abundant engineering data and adequate theory to allow similar systems to be constructed, scaled up or down, with minimum design effort.
