Overview of the Integrated Programs for Aerospace Vehicle Design (IPAD) project

To respond to national needs for improved productivity in engineering design and manufacturing, a NASA supported joint industry/government project is underway denoted Integrated Programs for Aerospace Vehicle Design (IPAD). The objective is to improve engineering productivity through better use of computer technology. It focuses on development of data base management technology and associated software for integrated company wide management of engineering and manufacturing information. Results to date on the IPAD project include an in depth documentation of a representative design process for a large engineering project, the definition and design of computer aided design software needed to support that process, and the release of prototype software to manage engineering information. This paper provides an overview of the IPAD project and summarizes progress to date and future plans.

A project management system for the X-29A flight test program

The project-management system developed for NASA's participation in the X-29A aircraft development program is characterized from a theoretical perspective, as an example of a system appropriate to advanced, highly integrated technology projects. System-control theory is applied to the analysis of classical project-management techniques and structures, which are found to be of closed-loop multivariable type; and the effects of increasing project complexity and integration are evaluated. The importance of information flow, sampling frequency, information holding, and delays is stressed. The X-29A system is developed in four stages: establishment of overall objectives and requirements, determination of information processes (block diagrams) definition of personnel functional roles and relationships, and development of a detailed work-breakdown structure. The resulting system is shown to require a greater information flow to management than conventional methods. Sample block diagrams are provided.

Sensitivities of projected 1980 photovoltaic system costs to major system cost drivers

The sensitivity of projected 1990 photovoltaic (PV) system costs to major system cost drivers was examined. It includes: (1) module costs and module efficiencies; (2) area related balance of system (BOS) costs; (3) inverter costs and efficiencies; and (4) module marketing and distribution markups and system integration fees. Recent PV system cost experiences and the high costs of electricity from the systems are reviewed. The 1990 system costs are projected for five classes of PV systems, including four ground mounted 5-MWp systems and one residential 5-kWp system. System cost projections are derived by first projecting costs and efficiencies for all subsystems and components. Sensitivity analyses reveal that reductions in module cost and engineering and system integration fees seem to have the greatest potential for contributing to system cost reduction. Although module cost is clearly the prime candidate for fruitful PV research and development activities, engineering and system integration fees seem to be more amenable to reduction through appropriate choice of system size and market strategy. Increases in inverter and module efficiency yield significant benefits, especially for systems with high area related costs.

User's operating procedures. Volume 1: Scout project information programs

A review of the user's operating procedures for the Scout Project Automatic Data System, called SPADS is given. SPADS is the result of the past seven years of software development on a Prime minicomputer located at the Scout Project Office. SPADS was developed as a single entry, multiple cross reference data management and information retrieval system for the automation of Project office tasks, including engineering, financial, managerial, and clerical support. The instructions to operate the Scout Project Information programs in data retrieval and file maintenance via the user friendly menu drivers is presented.

Fundamental remote sensing science research program: The Scene Radiation and Atmospheric Effects Characterization Project

The Scene Radiation and Atmospheric Effects Characterization (SRAEC) Project was established within the NASA Fundamental Remote Sensing Science Research Program to improve our understanding of the fundamental relationships of energy interactions between the sensor and the surface target, including the effect of the atmosphere. The current studies are generalized into the following five subject areas: optical scene modeling, Earth-space radiative transfer, electromagnetic properties of surface materials, microwave scene modeling, and scatterometry studies. This report has been prepared to provide a brief overview of the SRAEC Project history and objectives and to report on the scientific findings and project accomplishments made by the nineteen principal investigators since the project's initiation just over three years ago. This annual summary report derives from the most recent annual principal investigators meeting held January 29 to 31, 1985.

The Space Flight Operations Center development project

This paper presents an overview of the Jet Propulsion Laboratory's (JPL) plan for developing a multi-mission facility called the Space Flight Operations Center (SFOC). The SFOC development is a five-year project with the objective of developing and adapting up-to-date computing, networking and data management technology to meet the future data processing and data management requirements for JPL's flight project mission operations. Presented are the project background, basic goals and objectives, design concept and project implementation approach.

Simulation Of Research And Development Projects

Measures of preference for alternative project plans calculated. Simulation of Research and Development Projects (SIMRAND) program aids in optimal allocation of research and development resources needed to achieve project goals. Models system subsets or project tasks as various network paths to final goal. Each path described in terms of such task variables as cost per hour, cost per unit, and availability of resources. Uncertainty incorporated by treating task variables as probabilistic random variables. Written in Microsoft FORTRAN 77.

The Red River Valley archeological project

The Red River Valley Archeology Project is a long-term effort involving numerous individuals and institutions engaged in archeological investigations in the Texas and Oklahoma portions of the Red River Valley. To date the focus of the project was on site location. The project acquired both Thermal Infrared Multispectral Scanner (TIMS), TMS, and color infrared photographs over a significant portion of the project area in an effort to define signatures for archeological sites and to assist in the detailed geomorphological mapping of the flood plain. Preliminary analysis of acquired data indicates that both the TIMS and TMS can make a substantial contribution to landform definition, the identification of cultural resources, and to the clarification of site-landform correlations in this riverine environment.

The HESP (High Energy Solar Physics) project

A project for space observations of solar flares for the coming solar maximum phase is briefly described. The main objective is to make a comprehensive study of high energy phenomena of flares through simultaneous imagings in both hard and soft X-rays. The project will be performed with collaboration from US scientists. The HESP (High Energy Solar Physics) WG of ISAS (Institute of Space and Astronautical Sciences) has extensively discussed future aspects of space observations of high energy phenomena of solar flares based on successful results of the Hinotori mission, and proposed a comprehensive research program for the next solar maximum, called the HESP (SOLAR-A) project. The objective of the HESP project is to make a comprehensive study of both high energy phenomena of flares and quiet structures including pre-flare states, which have been left uncovered by SMM and Hinotori. For such a study simultaneous imagings with better resolutions in space and time in a wide range of energy will be extremely important.

Metric analysis and data validation across FORTRAN projects

The desire to predict the effort in developing or explaining the quality of software has led to the proposal of several metrics. As a step toward validating these metrics, the Software Engineering Laboratory (SEL) has analyzed the software science metrics, cyclomatic complexity, and various standard program measures for their relation to effort (including design through acceptance testing), development errors (both discrete and weighted according to the amount of time to locate and fix), and one another. The data investigated are collected from a project FORTRAN environment and examined across several projects at once, within individual projects and by reporting accuracy checks demonstrating the need to validate a database. When the data comes from individual programmers or certain validated projects, the metrics' correlations with actual effort seem to be strongest. For modules developed entirely by individual programmers, the validity ratios induce a statistically significant ordering of several of the metrics' correlations. When comparing the strongest correlations, neither software science's E metric cyclomatic complexity not source lines of code appears to relate convincingly better with effort than the others.

Elementary and middle school science improvement project

The Alabama A & M University Elementary and Middle School Science Improvement Project (Project SIP) was instituted in response to a need to improve the ability of North Alabama teachers to teach science effectively using the experimental or hands-on approach. The major component of the project was a two-week workshop. Follow-up visits were made to the classrooms of many of the participating teachers to obtain information on how the program was being implemented in the classroom. The administrative aspects of the program, the delivery of the services to participating teachers, and the project outcomes are addressed.

NASA PC software evaluation project

The USL NASA PC software evaluation project is intended to provide a structured framework for facilitating the development of quality NASA PC software products. The project will assist NASA PC development staff to understand the characteristics and functions of NASA PC software products. Based on the results of the project teams' evaluations and recommendations, users can judge the reliability, usability, acceptability, maintainability and customizability of all the PC software products. The objective here is to provide initial, high-level specifications and guidelines for NASA PC software evaluation. The primary tasks to be addressed in this project are as follows: to gain a strong understanding of what software evaluation entails and how to organize a structured software evaluation process; to define a structured methodology for conducting the software evaluation process; to develop a set of PC software evaluation criteria and evaluation rating scales; and to conduct PC software evaluations in accordance with the identified methodology. This report represents one of the 72 attachment reports to the University of Southwestern Louisiana's Final Report on NASA Grant NGT-19-010-900. Projections from the rostral mesencephalic reticular formation to the spinal cord - An HRP and autoradiographical tracing study in the cat

Horseradish peroxidase was injected, or implanted unilaterally, into various levels of the spinal cord of anesthetized cats, to trace the distribution of projections to the spinal cord, of neurons in Field H of Forel, including the rostral interstitial nucleus of the medial longitudinal fasciculus (riMLF), and the interstitial nucleus of Cajal with adjacent reticular formation (INC-RF). Results indicate that, unlike the neurons projecting to the extraocular muscle motoneurons, the major portion of the spinally projecting neurons are not located in the riMLF or INC proper, but in adjacent areas, i.e., the ventral and lateral parts of the caudal third of the Field H of Forel and in the INC-RF. Neurons in caudal Field H of Forel, project, via the ventral part of the ventral funicululs, to the lateral part of the upper cervical ventral horn.

Advanced spacecraft fire safety: Proposed projects and program plan

A detailed review identifies spacecraft fire safety issues and the efforts for their resolution, particularly for the threats posed by the increased on-orbit duration, size, and complexity of the Space Station Freedom. Suggestions provided by a survey of Wyle consultants and outside fire safety experts were combined into 30 research and engineering projects. The projects were then prioritized with respect to urgency to meet Freedom design goals, status of enabling technology, cost, and so on, to yield 14 highest priority projects, described in terms of background, work breakdown structure, and schedule. These highest priority projects can be grouped into the thematic areas of fire detection, fire extinguishment, risk assessment, toxicology and human effects, and ground based testing. Recommendations for overall program management stress the need for NASA Headquarters and field center coordination, with information exchange through spacecraft fire safety oversight committees.

Elementary and middle school science improvement project

The Alabama A and M University Elementary and Middle School Science Improvement Project (Project SIP) was instituted to improve the science knowledge of elementary and middle school teachers using the experimental or hands-on approach. Summer workshops were conducted during the summers of 1986, 1987, and 1988 in the areas of biology, chemistry, physics, and electricity, and magnetism. Additionally, a manual containing 43 lessons which included background information, experiments and activities for classroom and home use was provided to each teacher. During the course of the project activities, the teachers interacted with various university faculty members, scientists, and NASA staff. The administrative aspects of the program, the delivery of the services to participating teachers, and the project outcome are addressed.

Review of geography internship of convective wave project

The internship of the author is examined in detail. The acquisition of the internship, the personnel of the project, the project itself, and the goals associated with it are described. The authors orientation to the internship, the project's operations, and the conclusion of the findings are also described. The overall goal of the project was to determine the effect of convective waves on wind speeds in the middle and upper troposphere, and how these waves affect the general circulation on a global scale. A more specific goal of the author was the satellite analysis of cloud street formations. This was done to determine frequency and areas in which cloud streets occur off the East Asian and North American coastlines.
