Load Shed Recovery With Transmission Switching and Intentional Islanding Methods After (N-2) Line Contingencies

Changing power system configuration may result in load shed recovery (LSR) because topology change can provide power flow control in meshed network. Some topologies may favor generation redispatch as compared to others and can eliminate line congestion which leads to LSR. One of the known methods for topology change is called transmission switching (TS) and research conducted in the past showed that TS is an effective means of mitigating load shedding. Another method of topology control is intentional islanding (IIS). In this manuscript, we explore IIS as a potential solution for LSR. IIS based on generator coherency has been presented in literature for mitigating cascading failures. However, IIS has not been explored solely as a LSR mechanism. In this paper, we compare the LSR based on IIS with well known LSR algorithm based on TS. The comparison is performed for IEEE 39-bus system and IEEE 118- bus system. The results show that IIS has a potential to perform better than TS in terms of computational efficiency and LSR.

Multicarrier Energy Systems: Shaping Our Energy Future

Multicarrier energy systems (MCESs) are characterized by strong coordination in operation and planning across multiple energy vectors and/or sectors to deliver reliable, cost-effective energy services to end users/customers with minimal impact on the environment. They have efficiency and flexibility benefits and are deployed in large and small scales on the supply and demand sides and at the network level but are more complex to control and manage. Here, MCESs are reviewed in the context of future low carbon energy systems based on electrification and very high variable renewable energy penetrations. Fully exploiting these systems requires some cost reductions, more sophisticated operations enabled by standardized communications and control capabilities detailed planning paradigms, and addressing their corresponding economic challenges. All these point toward the direction of analysis, markets, and technology research and development coupled with better policy and regulatory frameworks. One futuristic vision of a very low carbon energy system is proposed that illustrates potential pathways to an MCES-dominated energy future.

Distributed Automatic Generation Control Considering DPV Using T&D Dynamic Co-Simulation

The increasing adoption of distributed energy resources (DERs) over the last decade warrants a reconsideration of control of generation resources. This paper proposes a distributed Automatic Generation Control (AGC) using transmission-and-distribution (T&D) dynamic co-simulation framework for the efficient DPV frequency regulation services. The co-simulation framework allows AGC units to exchange the information for distributed AGC, based on their adopted communication network topology. As a result, a cost-effective automatic generation control is achieved with DPV and conventional generators. The proposed distributed AGC is based on the gossip algorithm in which the neighboring AGC units share the relevant local information with each other and updates their share of AGC regulation signal. Distributed photovoltaics (DPV) unit contribute to AGC response based on their headroom capacity via DER aggregators. The algorithm is tested on IEEE-14 bus transmission system under conditions of generation failure and random load variation to observe effective frequency regulations service offered by DPVs and other AGC units. The study shows that DPV can effectively participate in AGC with the proposed distributed control framework.

Cyber-Resilient Automatic Generation Control for Systems of AC Microgrids

In this paper we propose a co-design of the secondary frequency regulation in systems of AC microgrids and its cyber security solutions. We term the secondary frequency regulator a Micro-Automatic Generation Control (μ AGC) for highlighting its same functionality as the AGC in bulk power systems. We identify sensory challenges and cyber threats facing the μ AGC. To address the sensory challenges, we introduce a new microgrid model by exploiting the rank-one deficiency property of microgrid dynamics. This model is used to pose an optimal μ AGC control problem that is easily implemented, because it does not require fast frequency measurements. An end-to-end cyber security solution to the False Data Injection (FDI) attack detection and mitigation is developed for the proposed μ AGC. The front-end barrier of applying off-the-shelf algorithms for cyber attack detection is removed by introducing a data-driven modeling approach. Finally, we propose an observer-based corrective control for an islanded microgrid and a collaborative mitigation scheme in systems of AC microgrids. We demonstrate a collaborative role of systems of microgrids during cyber attacks. Furthermore, the performance of the proposed cyber-resilient μ AGC is tested in a system of two networked microgrids.

A Bayesian Deep Learning Approach to Near-Term Climate Prediction

Since model bias and associated initialization shock are serious shortcomings that reduce prediction skills in state-of-the-art decadal climate prediction efforts, we pursue a complementary machine-learning-based approach to climate prediction. The example problem setting we consider consists of predicting natural variability of the North Atlantic sea surface temperature on the interannual timescale in the pre-industrial control simulation of the Community Earth System Model. While previous works have considered the use of recurrent networks such as convolutional LSTMs and reservoir computing networks in this and other similar problem settings, we currently focus on the use of feedforward convolutional networks. In particular, we find that a feedforward convolutional network with a Densenet architecture is able to outperform a convolutional LSTM in terms of predictive skill. Next, we go on to consider a probabilistic formulation of the same network based on Stein variational gradient descent and find that in addition to providing useful measures of predictive uncertainty, the probabilistic (Bayesian) version improves on its deterministic counterpart in terms of predictive skill. Finally, we characterize the reliability of the ensemble of machine learning models obtained in the probabilistic setting by using analysis tools developed in the context of ensemble numerical weather prediction.

Robust Restoration From Cyber-Physical Attacks in Active Distribution Grids With Grid-Edge IBRs

The inverter-based resources (IBRs) have enabled the integration of renewable energy at the grid edge with enhanced control capabilities to support the reliable operation of power grids. Different control frameworks, such as hierarchical or distributed architecture, have been proposed with the expansion of cyber networks for real-time monitoring and control. This evolution of critical infrastructure into cyber-physical systems also brings more vulnerabilities for the broadened attack surfaces, and significantly increases the possibility of physical system failures or outages caused by cyberattacks. Among tremendous efforts in the defense-in-depth approach, it remains challenging to provide prompt detection and accurate location of attack entry points or paths. Therefore, the prevailing restoration framework may struggle to fully consider the cyber-physical interdependence, successfully isolate the compromised cyber and physical components, and safely recover the systems without the potential risks leading to secondary outages. This paper is motivated to develop a cyber-physical restoration framework for distribution grids to recover from cyber attacks by harnessing grid-edge IBRs. The framework is first built on the operational guidelines of IBRs considering the compromised cyber layer. Then, an ambiguity set is established to represent the uncertainty of attack scenarios and their possibility levels. Next, a distributionally robust optimization model is developed to provide the optimal load restoration strategy across all scenarios. The effectiveness of the proposed model is demonstrated through various use cases on the modified IEEE 13-node and 123-node test systems. Finally, simulation results demonstrate the effectiveness and advancement of developed post-attack restoration strategies.

Communication enabled fast-acting imbalance reserve

A system and method for control of dispatchable resources on an electrical power distribution grid is disclosed. The disclosed method provides improved response to power imbalance based on a communications signal independent of system frequency. The communication signal provides a feed-forward control of dispatchable power resources. A communications network is employed to generate a signal to dispatchable resources that a power imbalance has occurred. Due to fast response power transmission network interfaces associated with the dispatchable resources, the respective resources respond in significantly less time than feedback controlled conventional generators which depend on line frequency sensing. The rapid response mitigates the impact of power imbalances and enables greater penetrations of converter-interfaced power generation units such as renewable energy sources to be connected to the grid.

GUI Control System for the Mu2e Electrostatic Septum High Voltage at Fermilab

The Mu2e Experiment has stringent beam structure requirements; namely, its proton bunches with a time structure of 1.7 $\mu$s in the Fermilab Delivery Ring. This beam structure will be delivered using the Fermilab 8-GeV Booster, the 8-GeV Recycler Ring, and the Delivery Ring. The 1.7-$\mu$s period of the Delivery Ring will generate the required beam structure by means of a third order resonant extraction system operating on a single circulating bunch. The electrostatic septum (ESS) for this system is particularly challenging, requiring mechanical precision in a ultra high vacuum of 1 x 10$^-8$ Torr to generate 100 kV across 15 mm. This paper describes a graphical user interface that has been developed to automate the conditioning and commissioning process for the electrostatic septa. It is based on an interface to the Fermilab ACNET system using the ACSys Python Data Pool Manager (DPM) Client produced and maintained by Fermilab Accelerator Controls. Network interfacing between data pool managers made by the application and ACNET devices introduce an inherent (approximately 1 s) latency in throughput of the readouts. This delay is utilized to process and graph incoming data events of devices crucial to conditioning of a electrostatic septum (ESS). 'Ramping' and 'Monitoring' modes adjust settings of the power supply based on internal logic to efficaciously increase and maintain the high voltage (HV) in the ESS, easing the voltage setting on incidence of sparking or other possibly damaging events. A timestamped log file is produced as the application runs.

Are System Baselines within OT Environments Feasible?

Critical infrastructure stakeholders need to baseline their systems to understand expected protocol communications.Baseline behaviors may vary based on operational context.Expected operations during a maintenance window, for example, may be different from normal operations.Furthermore, constructing system baselines for Industrial Control Systems (ICS) is difficult and time-consuming.ICS processes generate artifacts expressed across heterogeneous data sources such as network and device logs. There needs to be a corpus of data in order to develop and compare methods that evaluate the feasibility, performance, and generality of approaches to construct baselines for ICS events. Standalone repositories of network packet captures are insufficient to develop methods to classify or recognize operational events expressed across multiple data sources. Moreover, static data corpora do not enable researchers to compare the impact of changing the underlying system for which a baseline is being constructed and this limits the ability to evaluate the performance of system baselines given system changes (e.g. patches, configuration, maintenance events). In order to address these limitations within the community, this talk intends to promote discussion about the state of the practice of constructing baselines. In this manner, we can continue to understand requirements within industry that are not being met by current approaches to baseline construction. This talk builds on two previous talks on the topic of system baselines for OT environments. First, Weaver co-presented at the RSA Conference ICS Sandbox with Dan Gunter. The talk confirmed the need within industry to construct baselines across multiple types of data sources relative to the semantics of specific business processes. Second, Weaver presented at IEEE Security and Privacy Workshop on Language-Theoretic Security.

Detection of Control Injection Attacks using Energy Data Anomalies in CNC Machining

The widespread adoption of networked devices, sophisticated automation, and data-driven processes in the industry - also known as Industry 4.0 - has boosted the quantity and quality of manufacturing products. With these benefits, however, comes a substantial increase in the attack surface of these systems. In addition to affecting the readiness and the quality of critical products, the attacks against manufacturing processes and systems carry the potential to have severe physical consequences, including human injury and death. In this paper we present the results of a remote network-based control injection attack on a CNC mill. Specifically, we focus on the impact of this type of the attack on the movement of CNC mill during operation. Evaluating the physical effect of these attacks on a workpiece, we provide machine agnostic, affordable, and scalable solution for their monitoring. We then demonstrate a simple threshold-based method for the detection of these attacks and evaluate the effectiveness of detection.

Meta-Learning Enhanced Physics-Informed Graph Attention Convolutional Network for Distribution Power System State Estimation

Promptly perceiving distribution system states is challenged by frequent topology changes and uncertain power injections. To address these issues, a Meta-learning enhanced physics-informed graph attention convolutional network (Meta-PIGACN) model is proposed to handle topological variability in distribution system state estimation (DSSE). Specifically, physics information is integrated into the graph convolutional network, enabling a physics-informed edge-weighting process that incorporates physical information to control the aggregation of neighboring nodes. Besides, the graph attention mechanism automatically adjusts the importance of different neighboring nodes, allowing the capture and preservation of inherent system features across varying topologies, thereby improving state estimation accuracy. Furthermore, meta-learning is proposed to acquire empirical knowledge across multiple topologies so that the model can rapidly adapt to new configurations through iterative gradient descent updates even in large-scale systems. In conclusion, the simulation results based on the 33/118/1746-node distribution systems show the high accuracy and efficiency of the proposed model.

Machine Learning–Guided Boolean Matrix Inference for Real-Time O-RAN Conflict Detection

Open Radio Access Networks (O-RAN) are emerging, software-driven cellular architectures that promote flexibility by enabling components from different vendors to interoperate. Multiple control applications called xApps can independently adjust network parameters in near real time, often without awareness of each other's actions. This creates a system highly prone to unintended conflicts and performance degradation due to the inherent complexity of such openness. To model such systems and ultimately prevent or mitigate xApp conflicts, it is essential to understand the dynamic relationships between xApps (A), the control parameters they adjust (P), and the resulting KPI responses (K). While the mappings from A to P and from K to A can often be derived from xApp specifications, the relationship from P to K is typically hidden within the system’s dynamics and must be inferred from observed data. We propose a novel data-driven Boolean inference framework that uncovers the hidden P?K dependencies using machine learning and interpretable rule induction. Continuous parameters and KPIs are first binarized using decision tree classifiers, and a binary influence matrix L is then inferred by solving Boolean matrix equations over time. This compact representation improves interpretability and enables real-time tracking of dynamically evolving parameter-KPI dependencies. We demonstrate the effectiveness of our method in a realistic mobile handover scenario, where it accurately recovers the underlying logic and enables proactive conflict detection.

Network traffic control for multi-homed end-hosts via SDN

Software-defined networking (SDN) is an emerging technology of efficiently controlling and managing computer networks, such as in data centres, wide-area networks, as well as in ubiquitous communication. In this study, the authors explore the idea of embedding the SDN components, represented by SDN controller and virtual switch, in end-hosts to improve network performance. In particular, the authors consider load balancing across multiple network interfaces on end-hosts with different link capacity scenarios. The authors have explored and implemented different SDN-based load-balancing approaches based on OpenFlow software switches, and have demonstrated the feasibility and the potential of this approach. The proposed system has been evaluated with MultiPath transmission control protocol (MPTCP). Furthermore, the proposed results demonstrated the potential of applying the SDN concepts on multi-homed devices resulting in an increase in achieved throughput of 55% compared to the legacy single network approach and 10% compared to the MPTCP.

Recommended Functionalities for Improving Cybersecurity of Distributed Energy Resources

The current electric grid is transitioning through increasing penetration of distributed energy resources (DERs), which include intermittent renewable generation resources on the distribution side. Both the monitoring and control of DERs require extensive data-exchange and communication networks. These networks lead to cyber vulnerabilities and risks of new kinds of cyberattacks that may be extremely destructive for power system operations. Although current standards, such as IEEE Std. 1547-2018, do not discuss cybersecurity measures for DERs, cybersecurity controls should be developed for securing DER systems at the device level, communications level, and applications level. This paper discusses the current industry's best practices related to DER cybersecurity and proposes recommended functionalities for improving the cybersecurity posture of DERs, specifically at the device/distribution level. These practical recommendations have been discussed and verified with the industry through a DER cybersecurity working group.
