The Effects of the War in Ukraine on National Nuclear Security Administration (NNSA) Missions

While the challenge from a risen and revisionist China may prove greater and more enduring, Russia’s war on Ukraine profoundly changes the strategic context, importance, and requirements of the National Nuclear Security Administration’s (NNSA) missions. The world changed as much in February of 2022 as it did in November of 1989 or December of 1991 , when the Berlin Wall fell and the Soviet Union fell apart. These changes will not likely be ephemeral. Russia is preparing for a long war and a prolonged period of isolation from and hostility toward the West. Although Russia has many political, economic, and military weaknesses, it retains the world’s largest arsenal of nuclear weapons. Russia is therefore central to deterrence, arms control, nonproliferation, and nuclear security issues. Furthermore, Moscow’s permanent membership of the United Nations Security Council affords it a veto potentially affecting all these issues.

Building ControlScore: General Service Administration Office Building Deployment

Improvements to building control systems can lead to energy savings and increased occupant comfort. In an optimized system, process variables such as air temperature will closely follow their desired setpoints and avoid excess energy use. Typically, experts must manually inspect individual control loops to identify poor performance and opportunities for improvement. However, this approach is difficult in modern buildings that have a prohibitively large number of controllers. To address this issue, Pacific Northwest National Laboratory (PNNL) created the ControlScore concept, which takes operating data from the many controllers within a building and generates standardized scores for each loop on a scale of 0 to 10 (a score of 0 indicates poor control, a score of 10 indicates good control). PNNL applied the Building ControlScore application to all available data from a General Services Administration office building within the period of January 1, 2023, to March 9, 2023. The building scored a 4.7 overall, with all 74 of the building’s loops fitting a roughly normal distribution centered around 5. These results indicate that the analyzed systems have below-average performance with room for improvement, especially in the poorly scored systems. Airflow loops tended to have much lower scores than zone temperature loops. The lowest and highest performing systems in the building section were identified, as were all loops with a score less than 1. While the ControlScore identifies loops and systems that aren’t meeting their designated setpoints, it does not indicate the cause of those issues. For example, consider a supply air terminal unit’s airflow loop that received a low score due to it delivering less air than specified by the setpoint. The lower-than-desired airflow could be due to equipment limitations (e.g., the terminal unit or duct serving is too small to accommodate that airflow), malfunctioning equipment (e.g., a stuck damper or bad sensor), or something else entirely. The ControlScore does not diagnose problems it simply identifies the symptoms that can be explored and addressed by building operators.

Community Center and Administration Solar PV Project

The Tribe installed two (2) roof mounted solar PV systems with a total production of approximately 146 kW on the Paskenta Band of Nomlaki Indians’ Community Center in Corning, CA. One of the two solar PV arrays provided 90% of the Community Center’s energy, while the second array provided nearly 100% of the adjacent administration building’s energy.

Weaning transition, but not the administration of probiotic candidate Kazachstania slooffiae , shaped the gastrointestinal bacterial and fungal communities in nursery piglets

As in-feed antibiotics are phased out of swine production, producers are seeking alternatives to facilitate improvements in growth typically seen from this previously common feed additive. Kazachstania slooffiae is a prominent commensal fungus in the swine gut that peaks in relative abundance shortly after weaning and has beneficial interactions with other bacteriome members important for piglet health. In this study, piglets were supplemented with K. slooffiae to characterize responses in piglet health as well as fungal and bacterial components of the microbiome both spatially (along the entire gastrointestinal tract and feces) and temporally (before, during, and after weaning). Litters were assigned to one of four treatments: no K. slooffiae (CONT); one dose of K. slooffiae 7 days before weaning (day 14; PRE); one dose of K. slooffiae at weaning (day 21; POST); or one dose of K. slooffiae 7 days before weaning and one dose at weaning (PREPOST). The bacteriome and mycobiome were analyzed from fecal samples collected from all piglets at day 14, day 21, and day 49, and from organ samples along the gastrointestinal (GI) tract at day 21 and day 49. Blood samples were taken at day 14 and day 49 for cytokine analysis, and fecal samples were assayed for antimicrobial resistance. While some regional shifts were seen in response to K. slooffiae administration in the mycobiome of the GI tract, no remarkable changes in weight gain or health of the animals were observed, and changes were more likely due to sow and the environment. Ultimately, the combined microbiome changed most considerably following the transition from suckling to nursery diets. This work describes the mycobiome along the piglet GI tract through the weaning transition for the first time. Based on these findings, K. slooffiae administered at this concentration may not be an effective tool to hasten colonization of K. slooffiae in the piglet GI tract around the weaning transition nor support piglet growth, microbial gut health, or immunity. However, diet and environment greatly influence microbial community development.

Community Solar Project Models: An Introduction to Basic Financial and Administrative Relationships [Slides]

This resource is a collection of visual aids and descriptions to help explain the basic financial and administrative relationships underpinning common community solar project models. The graphics in this resource depict the flow of electricity from generation to consumption and the financial exchanges between the community solar project owner, subscribers, and distribution utility. Community solar models vary based on ownership (e.g., third party, utility), customer type (e.g., multifamily, single-household), and solar array location (e.g., on-site, off-site).

Blueprint for Integrating Grid-Interactive Efficient Building (GEB) Technologies into U.S. General Services Administration Performance Contracts

This document provides recommended strategies for increasing implementation of grid-interactive efficient building (GEB) measures in federal performance contracts. This document outlines distributed energy resource screening processes, contractual considerations for GEB technologies within performance contracts, and guidance for integration of GEB analysis procedures and technologies into each phase of a performance contract.
