Voluntary Renewable Energy Procurement Programs in Regulated Utility Markets

Multinational corporations are increasingly purchasing renewable energy (RE) to fulfill international commitments, reduce supply chain emissions, limit environmental impact, and secure stable and affordable electricity. The potential scale of global corporate RE purchasing has been estimated to be nearly 100 GW and growing; however, many markets still lack supportive enabling environments for corporations to access RE through on-site project development or private sector transactions. Even where allowed by law, on-site generation may be insufficient due to space and technical constraints, introducing additional challenges. Utility green pricing and utility green tariff programs backed by renewable energy certificates (RECs), referred to as utility green procurement programs (GPPs) in this report, offer powerful market-based solutions to utilities, regulators, and policymakers to provide corporate and other consumers with RE product options while generating revenue to support RE development. As RE markets expand around the globe, GPPs have proven to be effective mechanisms in market regimes, ranging from fully integrated state-owned utilities to broadly liberalized power markets. GPPs utilize RECs, which are a type of energy attribute certificate and closely resemble guarantees of origin, to track and ultimately monetize RE attributes that corporations and other buyers must procure to demonstrate progress against their RE commitments and make public claims of RE use. Time-tested and transparent REC accounting mechanisms provide market confidence, while at the same time offering flexibility to utilities, regulators, and customers for a range of applications. RECs are used in all types of electricity market structures, as indicated in Figure 1, but REC-based program designs and supporting components differ depending on the type of market. Liberalized markets allow for customers to contract directly with generators for electricity and RECs, while traditionally regulated markets with vertically integrated utility structures may have greater restrictions on generation asset ownership and electricity sales. RE markets can be further defined as being either mandatory or voluntary. Mandatory markets require suppliers to deliver specified amounts of RE to grid customers, such as under a renewable portfolio standard (RPS), while voluntary markets involve no legal mandates, but demand is driven by self-imposed customer goals.

Data Based Shock Test Specification

It is vital that avionic packages used for testing and certifying the reliability and safety of U.S. nuclear weapons with platform aircraft survive exposure to shock environments during transportation and delivery. The objective of this research was to characterize the response to these transportation shock environments delivering accurate shock test specifications in order to set laboratory programming material and device certification rigor. Responses to shock events were analyzed in the frequency domain via the Shock Response Spectrum (SRS). Shocks were then grouped based on respective behavior of maximum response accelerations which were pseudorandomly resampled and compared to test data to form test specifications based on the MinerPalmgren hypothesis. In addition to discovering significant over testing in current shock specifications, a new systematic, data-driven approach to designing shock specifications was formulated.

Improving Residential Building Simulations Through Large-Scale Empirical Validation

Residential building energy simulations are increasingly used for energy-efficient building design, codes and standards analysis, home certifications and ratings, utility programs, and technology assessments. Various software tools exist to perform residential building simulations, and these tools often use different models, inputs, and assumptions. This leads to inconsistencies that can undermine confidence in the predicted results. Validation of these tools can increase confidence by ensuring their accuracy and consistency. One way to validate simulation tools is through empirical testing, which compares predicted energy usage to measured utility billing data. This paper describes the process of data collection, data standardization, and empirical validation, and illustrates its use with our residential EnergyPlus (R)-based software. The data and process can be extended to other simulation tools and contribute to improving residential building simulations more broadly.

INL Site ARG-US Implementation – FY22 Activities and FY23 Plans

The Packaging Certification and Life Cycle Management program at Argonne National Laboratory (ANL) developed a suite of monitoring systems collectively referred to here as ARG-US. ARG-US provides necessary data for nuclear facility and system operation and maintenance, and has been previously demonstrated in hot cells, radioactive material (RAM) storage areas, and RAM shipment trucks. It has also been installed directly on RAM storage and shipment containers. ARG-US offers some unique advantages over other commercially available systems by using wireless data connections, battery power supplies, and customizable monitoring methods. Idaho National Laboratory (INL) has been tasked with investigating applications for ARG-US at INL site facilities, which are operated by several different contractors. The initial investigation scope centered on CPP-603 Irradiated Fuel Storage Facility in relation to the upcoming Department of Energy (DOE) Spent Nuclear Fuel (SNF) Packaging Demonstration. The investigation has been led by the Used Fuel Management Department in INL’s Nuclear Science and Technology (NS&T) directorate. This investigation is expected to recommend INL site processes or facilities in which to implement ARG-US systems. INL has engaged local site technical and oversight representatives, security, nuclear safeguards, and program management personnel to identify good candidates for ARG-US test implementations. INL has identified the following high-level goals for any INL site implementation of ARG-US: provide unique testing environments, prompt development of new monitoring methods/techniques for the ARG-US suite, and acquire useful monitoring for the user facility. As a result, INL suggests three program areas for further investigation: CPP-603 Fuel Handling Cave (FHC), legacy mixed waste storage systems at Idaho Nuclear Technology & Engineering Center (INTEC) known as the “Tank Farm,” and periodic and emergency environmental monitoring. This progress report relates activities undertaken in this investigation, describes the preliminary areas of interest for limited scope ARG-US testing or implementation, and relays expected actions for completing the task scope. This report offers an opportunity to the program sponsor, technical leads at ANL, and INL site representatives to give feedback on the initial assessment and make recommendations on the forthcoming activities.

Optimization of wall assembly for DOE Efficient New Homes Program in HUD’s Climate Zones 2 and 3

Manufactured homes provide affordable housing for over 20 million Americans. The U.S. Department of Energy’s Efficient New Homes (ENH) program has introduced new energy certification requirements that manufacturers can optionally target to ensure outstanding levels of energy savings, comfort, health, and durability. In collaboration with Clayton Homes (under User Agreement (NN-23-1469)), Oak Ridge National Laboratory evaluated multiple wall assembly options to meet ENH requirements in HUD Climate Zones 2 and 3, with a target maximum cost premium of 5%. After analyzing thermal performance, cost, and manufacturability, insulated structural sheathing was identified as the most practical and effective solution. A full-scale manufactured home prototype demonstrated that this approach meets energy performance goals with minimal disruption to existing manufacturing processes and a cost premium of less than 10% with a path to further lower costs, offering a promising path forward for more efficient manufactured housing.

Recognizing Institutions that Prepare Students for 21st Century Building Careers

Buildings play a significant role in reaching the White House's goal of a net-zero emissions economy by 2050, so it is critical that building professionals are prepared to design and construct high-efficiency, low-carbon buildings powered by renewables. The U.S. Department of Energy's Zero Energy Design Designation recognizes post-secondary academic programs that prepare students for 21st century building careers. ZEDD is a three-year designation, and as of 2023 almost 40 programs of study from more than 25 institutions have been recognized and supported by DOE for their great work. The University of Cincinnati received the ZEDD designation for the Net Zero Energy Design Track in Architectural Engineering Program. Tracks, majors, minors, and certificates are all eligible for ZEDD. In recent interviews with faculty from the University of Cincinnati and Appalachian State University about their experiences with ZEDD, many common topics came up. Both faculty members mentioned their students who graduate with ZEDD on their resume are often the only people in their future design firms who understand and can create net zero energy designs.

Advancement of Certification Methods and Applications for Industrial Deployments of Components Derived from Advanced Manufacturing Technologies

One goal of the Advanced Materials and Manufacturing Technologies subprogram, within the Department of Energy’s (DOE) crosscutting technology development program, is to advance the qualification and certification of parts and components created via additive manufacturing (AM). AM offers a new paradigm for the design and optimization of new nuclear components, and for observing and tracking manufacturing performance and potential defects in a way that is not possible with traditional approaches. Tracking and evaluating these in situ data can lead to the estimation of local material properties and, with the use of engineering analysis tools, the estimation of component performance during operation. To achieve these objectives, a digital platform certification approach was developed and is summarized in this report.

Syracuse University Industrial Assessment Center (Final Report)

Syracuse University Industrial Assessment Center (SU-IAC) project is focused on the two primary objectives: (i) educate undergraduate and graduate students in engineering and associated disciplines on the concepts of energy sustainability and to provide hands-on training by performing energy assessment at industrial facilities to become future energy efficiency experts, and (ii) offer energy assessments to small and mid-sized manufacturing companies in SU-IAC 2 the greater New York State region, perform analytical engineering work in support of assessment recommendations, and to report the results of those analyses to the client companies, to DOE, and to Field office personnel Through this project period, SU-IAC successfully trained 77 engineering students who were undergraduate or graduate students at Syracuse University College of Engineering, or at SU- IAC’s satellite center at Clarkson University. Each of these students received comprehensive ‘in-class’ technical training, safety training, and hands-on field training. The students performed various tasks related to energy assessment at the manufacturing facilities, including billing analysis, energy use reduction recommendations, and report preparation. Through this project period, a total of 34 students have completed all requirements of the SU-IAC program and have received the US DoE Certificate on Energy Efficiency, with the remaining students continuing at various stages of field work or training. During this project period, due to Covid-related measures in New York State, Syracuse University campus and most of the manufacturing facilities were completely closed or were under severe restrictions for access, for an extended period from March 2020 through April 2021. The closures affected our project execution, with the project Sponsor offering structured relief to carry-out a modified project during the affected budget periods. During this project period, SU-IAC student teams, led by its Director, completed a total of 77 energy assessments at small- and medium-scale manufacturing facilities located in New York State. For these facilities, SU-IAC prepared and presented details for 569 assessment recommendations (ARs). The facilities implemented a total of 258 of these ARs, realizing annual average energy savings in the range of $\$ $3,300 to $\$ $55,000 per facility. Cumulatively, these facilities have reduced their “first year after implementation” energy use by a total of 4.37 million kwh, and fuel use by a total of 27.7 billion BTU. SU-IAC project has successfully met the two primary objectives (and the associated sub objectives) and helped the manufacturing facilities in New York State achieve quantitative energy use reductions as a result of this project.

National Electric Vehicle Infrastructure Formula Program (ANNUAL REPORT | PLAN YEAR 2023–2024)

The 2021 Infrastructure Investment and Jobs Act, also known as the Bipartisan Infrastructure Law (BIL), invests $\$$7.5 billion to build out a national electric vehicle (EV) charging network and created the Joint Office of Energy and Transportation (Joint Office) to “study, plan, coordinate, and implement issues of joint concern between the two agencies.” The BIL represents a historic effort to electrify the U.S. transportation system, which has significant potential to reduce U.S. greenhouse gas emissions and help tackle the climate crisis. The U.S. transportation sector accounts for one-third of the nation’s greenhouse gas emissions—the largest share of all primary sectors, including electricity production, industry, commercial and residential, and agriculture. The National Electric Vehicle Infrastructure (NEVI) Formula Program, one of the BIL funding programs, was launched in February 2022, providing nearly $\$$5 billion over 5 years to help states, the District of Columbia, and Puerto Rico (hereafter referred to as “states”) create a network of EV charging stations beginning with designated Federal Highway Administration (FHWA) Alternative Fuel Corridors (AFCs), with an emphasis on the Interstate Highway System. The funding is made available to the states in allocations each year pending FHWA certification of the state’s annual deployment plan. The NEVI program is in its third year, so there's a lot to celebrate. As of July 2024, 39 states have released solicitations for their NEVI programs and eight states have opened their first NEVI-funded stations (61 ports in total), which have already powered thousands of charging sessions for EV drivers across America. Additional stations are in the pipeline with more than 2,500 additional ports having been awarded or conditionally awarded by the states. All states released their Fiscal Year (FY) 2024 deployment plan updates to reflect the new minimum requirements and guidance, and several states added newly designated EV AFCs in their FY 2024 deployment plan updates, bringing the total AFC network of EV corridors to more than 81,000 miles.
