National Media Laboratory media testing results

The government faces a crisis in data storage, analysis, archive, and communication. The sheer quantity of data being poured into the government systems on a daily basis is overwhelming systems ability to capture, analyze, disseminate, and store critical information. Future systems requirements are even more formidable: with single government platforms having data rate of over 1 Gbit/sec, greater than Terabyte/day storage requirements, and with expected data archive lifetimes of over 10 years. The charter of the National Media Laboratory (NML) is to focus the resources of industry, government, and academia on government needs in the evaluation, development, and field support of advanced recording systems.

NASA gateway requirements analysis

NASA devotes approximately 40 percent of its budget to R&D. Twelve NASA Research Centers and their contractors conduct this R&D, which ranges across many disciplines and is fueled by information about previous endeavors. Locating the right information is crucial. While NASA researchers use peer contacts as their primary source of scientific and technical information (STI), on-line bibliographic data bases - both Government-owned and commercial - are also frequently consulted. Once identified, the STI must be delivered in a usable format. This report assesses the appropriateness of developing an intelligent gateway interface for the NASA R&D community as a means of obtaining improved access to relevant STI resources outside of NASA's Remote Console (RECON) on-line bibliographic database. A study was conducted to determine (1) the information requirements of the R&D community, (2) the information sources to meet those requirements, and (3) ways of facilitating access to those information sources. Findings indicate that NASA researchers need more comprehensive STI coverage of disciplines not now represented in the RECON database. This augmented subject coverage should preferably be provided by both domestic and foreign STI sources. It was also found that NASA researchers frequently request rapid delivery of STI, in its original format. Finally, it was found that researchers need a better system for alerting them to recent developments in their areas of interest. A gateway that provides access to domestic and international information sources can also solve several shortcomings in the present STI delivery system. NASA should further test the practicality of a gateway as a mechanism for improved STI access.

Optical storage media data integrity studies

Optical disk-based information systems are being used in private industry and many Federal Government agencies for on-line and long-term storage of large quantities of data. The storage devices that are part of these systems are designed with powerful, but not unlimited, media error correction capacities. The integrity of data stored on optical disks does not only depend on the life expectancy specifications for the medium. Different factors, including handling and storage conditions, may result in an increase of medium errors in size and frequency. Monitoring the potential data degradation is crucial, especially for long term applications. Efforts are being made by the Association for Information and Image Management Technical Committee C21, Storage Devices and Applications, to specify methods for monitoring and reporting to the user medium errors detected by the storage device while writing, reading or verifying the data stored in that medium. The Computer Systems Laboratory (CSL) of the National Institute of Standard and Technology (NIST) has a leadership role in the development of these standard techniques. In addition, CSL is researching other data integrity issues, including the investigation of error-resilient compression algorithms. NIST has conducted care and handling experiments on optical disk media with the objective of identifying possible causes of degradation. NIST work in data integrity and related standards activities is described.

Linked Open Data in the Global Change Information System (GCIS)

The U.S. Global Change Research Program (http://globalchange.gov) coordinates and integrates federal research on changes in the global environment and their implications for society. The USGCRP is developing a Global Change Information System (GCIS) that will centralize access to data and information related to global change across the U.S. federal government. The first implementation will focus on the 2013 National Climate Assessment (NCA) . (http://assessment.globalchange.gov) The NCA integrates, evaluates, and interprets the findings of the USGCRP; analyzes the effects of global change on the natural environment, agriculture, energy production and use, land and water resources, transportation, human health and welfare, human social systems, and biological diversity; and analyzes current trends in global change, both human-induced and natural, and projects major trends for the subsequent 25 to 100 years. The NCA has received over 500 distinct technical inputs to the process, many of which are reports distilling and synthesizing even more information, coming from thousands of individuals around the federal, state and local governments, academic institutions and non-governmental organizations. The GCIS will present a web-based version of the NCA including annotations linking the findings and content of the NCA with the scientific research, datasets, models, observations, etc. that led to its conclusions. It will use semantic tagging and a linked data approach, assigning globally unique, persistent, resolvable identifiers to all of the related entities and capturing and presenting the relationships between them, both internally and referencing out to other linked data sources and back to agency data centers. The developing W3C PROV Data Model and ontology will be used to capture the provenance trail and present it in both human readable web pages and machine readable formats such as RDF and SPARQL. This will improve visibility into the assessment process, increase understanding and reproducibility, and ultimately increase credibility and trust of the resulting report. Building on the foundation of the NCA, longer term plans for the GCIS include extending these capabilities throughout the U.S. Global Change Research Program, centralizing access to global change data and information across the thirteen agencies that comprise the program.
