Adaptive Cybersecurity for Distributed Energy Resources (AdCyDER): Online Reinforcement Learning with Stackelberg-Optimized Defenses — Pipeline Architecture, Evaluation Methodology, and Findings from a Synthetic-Data Evaluation

This report documents the design and evaluation of an integrated online-learning pipeline developed within the AdCyDER project for Distributed Energy Resource (DER) cybersecurity. The pipeline couples a Reinforcement Learning (RL) attack classifier — which produces an attack-type probability distribution — with a Stackelberg game-theoretic (GT) defense selector that consumes those distributions alongside SME-encoded priors over (defense, attack) effectiveness pairings and perdefense costs to choose grid-health-preserving defenses. The objective is not attack classification per se but production of distributions that drive effective defense selection through the Stackelberg layer, learned from delayed grid-health feedback rather than labeled attack data. AdCyDER as a whole is broader than the work presented here; this report covers the specific RL/GT loop integration and its evaluation. We present the integrated pipeline (SCADA telemetry with Fronius inverter physics, Suricata IDS, time-windowed aggregation, per-facility LSTM classifier, Stackelberg optimizer, OpenC2 actuators), an experimental campaign of 28 eight-hour iterations across three baseline modes, and a pipeline-ordered diagnostic protocol. The protocol identifies two distinct failure modes within the loop: paired supervised ceilings on the same features establish that the deployed online RL classifier (macro F1 ≈ 0.07) sits at least 4.7× below a same-architecture supervised LSTM (≈ 0.34) and 10–11× below a linear feature-signal ceiling (≈ 0.70–0.79 depending on per-facility isolation), localizing the dominant failure to the training procedure; and the reward signal driving online updates carries weak directional coupling with classifier correctness in the methodology-expected direction (multi-lens convergent: top-decile P(true) records produce more frequent state changes and slightly larger improvements, top-vs-bot Cohen’s 𝑑 ≈ −0.19), but at effect magnitudes too small to drive gradient-based learning at the campaign sample size. The original learning hypothesis is not supported by the data. The primary contributions are the diagnostic methodology — proposed as a transferable falsification protocol for online RL/GT defense pipelines learning from delayed environmental reward — and the open, reproducible experimental infrastructure. We outline reward reformulation as the highest-priority aspirational next step given the underpowered-but-aligned Q6 reading, with hardware-in-the-loop evaluation as the broadest scope-expansion option.

Community Resilience Through Rapid Restoration Leveraging Distributed Energy Resources (DERs) and Low-Cost Sensors

Equitable and automated bottoms-up power restoration following an extreme event will be demonstrated at a site in Puerto Rico. To do so, the team will develop enhanced grid situational awareness techniques integrating behind-the-meter (BTM) distributed energy resources (DER) discovery, impedance sweeping based outage boundary detection, and feasible restoration path identification algorithms. Resilience metric will be developed and incorporated along with situational awareness information in a distributed Model Predictive Control (MPC)-based restoration optimization algorithm to control and mobilize grid assets. These algorithms will be validated through power hardware-in-the-loop experiments and ultimately, a site demonstration to show that outage recovery time and total recovered load could be improved by >20% over the baseline.

Plan It Together: Optimizing Across Generation, Transmission, Distribution, and Distributed Energy Resources

Integrated planning holds the promise of unlocking lower total system cost solutions by connecting previously siloed planning processes. This article summarizes the state of bulk and local grid planning today and details multiple new analytical approaches that can enable more holistic planning methods to develop comprehensive solutions to generation, transmission, distribution, and distributed energy resource needs. These include both iterative approaches as well as cooptimization techniques. In addition to the benefits of these methods, the technical and institutional challenges and associated solutions are also discussed.

Development of an Interactive Valuation Model for Distributed Energy Resource Value: Cooperative Research and Development (Final Report)

The Oklahoma Office of the Secretary of Energy and Environment (OSEE) seeks to address perceived challenges and barriers to the deployment of distributed energy generation resources (DERs), including solar and other technologies, in the state of Oklahoma. The Scope of Work (SOW) associated with CRD-18-762 covers two tasks: (1) Interactive Valuation Model Requirements Document and (2) Consumer Protection Assessment. Distributed Energy Resource Interconnection Roadmap

Adopting strategic reforms to DER interconnection can help reduce interconnection delays, fairly allocate costs, improve transparency and equity, and support efficient and strategic investment in distribution and sub-transmission grids that can accommodate a rapidly evolving energy landscape. The Interconnection Innovation e-Xchange envisions this roadmap and its transmission system companion volume as collaborative resources to facilitate continued stakeholder discussions, problem-solving, and innovation as the U.S. works together to enable simpler, faster, and fairer interconnection of clean energy resources all while enhancing the reliability, resiliency, and security of our electric grid.

Distributed Energy Resource (DER) Integration Framework: Regulatory Innovation for DER Compensation and Cost Allocation

Existing regulatory approaches to DER lack the precision and granularity necessary to ensure that DER can continue to scale in a cost-effective manner that is aligned with the public interest. To address this need, with the support of the U.S. Department of Energy’s Office of Electricity, Berkeley Lab and Current Energy Group developed an illustrative regulatory framework. By adopting a technology-neutral and modular approach, the framework enables flexibility and scalability for DER providers, utilities, and regulators. Clear price signals and incentives encourage the provision of valuable grid services, while equitable cost allocation promotes efficient use of distribution capacity and interconnection resources. This approach mirrors traditional ratemaking principles for importing customers and positions DERs as integral components of a dynamic and cost-effective energy future.

Distributed Energy Resources as an Equity Asset: Lessons Learned from Deployments in Disadvantaged Communities

For an Energy System to be truly equitable, it should provide affordable and reliable energy services to disadvantaged and underserved populations. Disadvantaged communities often face a combination of economic, social, health, and environmental burdens and may be geographically isolated (e.g., rural communities), which systematically limits their opportunity to fully participate in aspects of economic, social, and civic life.

Merefa Community Microgrid: Supporting Distributed Energy Resource Deployment in Ukraine

A conceptual design is described for a community microgrid in Ukraine. Microgrid resources include solar photovoltaics, battery energy storage, and conventional natural gas fueled reciprocating engine generators. The conceptual architecture was informed by the microgrid developer, NREL subject matter experts, and the application of REopt, an NREL-developed software tool created for identification of least-cost combination of resources for achieving cost savings, resilience, and renewable energy goals. Aggregated Distributed Energy Resources in 2024: The Fundamentals

This report builds upon existing literature and leading examples of ADER pricing and programs in practice to equip commissioners and staff at Public Utilities Commissions (PUCs) and State Energy Offices with the fundamentals of ADER grid services, valuation options, and approaches to compensation. Examples, active debates, and opportunities for further reading are highlighted throughout the document for readers to explore. This report does not seek to outline a specific objective for ADERs in the electricity system nor does it recommend any specific policies for ADERs—it seeks to provide helpful information to inform policymakers’ own ADER strategies and priorities.

Interoperable, Inverter - Based Distributed Energy Resources Enable 100% Renewable and Resilient Utility Microgrids

As microgrids transition away from use of conventional generating resources and increasingly rely on renewable resources towards decarbonization goals, it is crucial to evaluate the capability inverter-based resources to provide microgrid stability and resilience. Particularly, microgrids with a high contribution of intermittent solar photo voltaic generation and higher load variability present unique challenges requiring fast voltage and frequency support. At the San Diego Gas & Electric Company(R) (SDG&E(R)) Borrego Springs Microgrid, a battery inverter was upgraded with grid-forming (GFM) capability to serve as island leader, transitioning responsibility away from diesel generators. An interoperable microgrid control scheme was developed, coordinating GFM and grid-following (GFL) inverters. Hardware-in-the-loop (HIL) simulations using relevant power and controller HIL interfaces between real-time simulators and field equipment are being conducted to de-risk field deployment.

State Regulatory Opportunities to Advance Distributed Energy Resource Aggregations in Wholesale Markets

The report discusses how state regulators can promote the participation of DERs in wholesale markets, including complementary actions that they can take to support Federal Energy Regulatory Commission Order 2222 implementation. It also summarizes wholesale market operators’ Order 2222 compliance and associated compliance challenges along with potential state regulator roles. The report identifies actions that state regulators can take to accelerate DER aggregations providing grid services.
