The Perils of AI-Assisted Time Conversion Critical Errors in J2000 Time to UNIX/UTC Conversions Using AI Assistants (Technical Memorandum)

This memo addresses a critical issue encountered when using AI assistants for time system conversions, specifically converting data tagged with J2000 seconds through UNIX time to UTC. Initial AI responses to this common conversion task were fundamentally incorrect, with errors exceeding 37 seconds - enough to cause significant issues in many applications. This document demonstrates the problem, quantifies the error, and provides best practices for using AI tools safely in technical work. Both Claude 4.5 Sonnet and ChatGPT GPT-5.5 Thinking gave the same answer.

i2X Technical Assistance: Solar and Storage Industries Institute

This report evaluates the economic benefits of flexible interconnection by quantifying potential curtailment under different interconnection scenarios as well as their economic cost. The results are combined with estimates of capital expenditures to produce a net present value under different interconnection service decisions.

C2C Expert Match Technical Assistance: City of Reading, Pennsylvania [Slides]

The City of Reading, located in southeastern Pennsylvania, is the main city in the Greater Reading Area and the county seat of Berks County, with a population of approximately 95,112 as of 2020. Historically a disinvested manufacturing community, it has a poverty rate of around 40%, a housing stock averaging 90 years old, and an owner-occupied housing rate below 40%. In 2019, Reading adopted a resolution to achieve 100% renewable energy by 2050. The city aims to transition residential, small commercial, and small manufacturing sectors to renewable energy for electricity and heating, bypassing natural gas. This C2C Expert Match aimed to improve the energy efficiency and comfort of older rowhomes in Reading, which often rely on home heating oil and lack cooling systems. A representative energy model of a typical rowhome was developed to evaluate retrofit strategies focused on reducing overheating risk, as well as the potential impacts of heat pump installation. Additionally, resources such as case studies and best practices on energy efficiency, thermal resilience, and electrification retrofits were gathered to support the implementation of effective measures in the community.

Summary of Pilot Project State Technical Assistance on Multi-Sector Analysis for Electric and Petroleum Fuels

The Oregon Energy Security Plan, (ODOE 2024) published in September 2024, builds a strong case for the state to give acute attention to the fuel supply chain. In December 2024, Pacific Northwest National Laboratory (PNNL) in partnership with Oregon Department of Energy (ODOE), announced a pilot project to conduct an analysis that synthesizes current and projected transportation fuel dynamics, supply chain risks, and risk comparators with relevant sectors, such as transportation electrification, sponsored by the Department of Energy’s (DOE) Office of Cybersecurity, Energy Security, and Emergency Response (CESER). The study, is intended to leverage existing modeling and frameworks from a recent 2024 sector coupling analysis supported by the DOEs Office of Electricity (OE) (B. Mitra, S. Pal, et al., Coupling of the Electricity and Transportation Sectors - Part I: Sector Overviews 2024) (B. Mitra, S. Pal and J. Reeve, et al. 2024). While the PNNL team set out to conduct a quantitative risk analysis driven by detailed data that synthesizes current and projected transportation fuel dynamics, supply chain risks, and risk comparators with relevant sectors. The intention was to provide an approach that could be extendable to other parts of the country. They encountered data limitations and adjusted their approach accordingly. This report summarizes PNNL's original plan for executing the study, including limitations for obtaining data requirements for fuel flows and interim products, as well as a risk matrix that can be used to identify supply chain risks.

Technical assistance for law-enforcement communications: Case study report

Methods developed to improve police communications systems are described. Use of queueing analysis shows several ways of improving time of response to inquiries made from the field for license plate checks and for information on current wants and warrants, through a state multiple switcher network. Design criteria for more efficient centralized switching equipment are developed. A message load problem experienced in a dispatch center is analyzed, showing that communications could be improved by adding communications channels, not by adding people.

Technical assistance for law-enforcement communications: Case study report two

Two case histories are presented. In one study the feasibility of consolidating dispatch center operations for small agencies is considered. System load measurements were taken and queueing analysis applied to determine numbers of personnel required for each separate agency and for a consolidated dispatch center. Functional requirements were developed and a cost model was designed to compare relative costs of various alternatives including continuation of the present system, consolidation of a manual system, and consolidated computer-aided dispatching. The second case history deals with the consideration of a multi-regional, intrastate radio frequency for improved interregional communications. Sample standards and specifications for radio equipment are provided.

State/federal interaction of LANDSAT system and related technical assistance

The history of state involvement in LANDSAT systems planning and related efforts is described. Currently 16 states have visual LANDSAT capabilities and 10 others are planning on developing such capabilities. The federal government's future plans for the LANDSAT system, the impacts of recent budget decisions on the systems, and the FY 82 budget process are examined.

Scientific and Technical Assistance for the Deployment of a Flexible Airborne Spectrometer System During C-MAPExp and COMEX: COMEX Version - 1.9T

The COMEX (CO2 and MEthane eXperiment) campaign supports the mission definition of CarbonSat and HyspIRI (Hyperspectral Infrared Imager) by providing representative airborne remote sensing data ‐ MAMAP (Methane Airborne MAPper) for CarbonSat; the Airborne Visual InfraRed Imaging Spectrometer (Classic & Next Generation) AVIRIS‐C/AVIRIS‐NG for HyspIRI ‐ as well as ground-based and airborne in‐situ data. The objectives of the COMEX campaign activities are (see Campaign Implementation Plan (RD‐4)): 1. Investigate spatial/spectral resolution trade‐offs for CH4 anomaly detection and flux inversion by comparison of MAMAP‐derived emission estimates with AVIRIS/AVIRIS‐NG derived data. 2. Evaluate sun‐glint observation geometry on CH4 retrievals for marine sources. 3. Characterize the effect of Surface Spectral Reflectance (SSR) heterogeneity on trace gas retrievals of CO2 and CH4 for medium and low‐resolution spectrometry. 4. Identify benefits from joint SWIR/TIR (ShortWave InfraRed/Thermal InfraRed ) data for trace gas detection and retrieval by comparison of MAMAP and AVIRIS/AVIRIS‐NG NIR/SWIR data with MAKO (Aerospace Corp.)TIR data. The ability to derive emission source strength for a range of strong emitting targets by remote sensing will be evaluated from combined AVIRIS‐NG and MAMAP data, adding significant value to the HyspIRI campaign AVIRIS‐NG dataset. The data will be used to quantify anomalies in atmospheric CO2 and CH4 from strong local greenhouse gas sources e.g. localized industrial complexes, landfills, etc. and to derive CO2 and CH4 emissions estimates from atmospheric gradient measurements. The original campaign concept was developed by University of Bremen and BRI. The COMEX campaign is funded bilaterally by NASA and ESA (European Space Agency). Whereas NASA funds the US part of the project via a contract with Dr. Ira Leifer, BRI (Bubbleology Research International), the contribution of MAMAP to the COMEX campaign is funded by ESA within the COMEX‐E project and NASA with respect to a 50 percent contribution to the flight-related costs of flying MAMAP on a US aircraft. The Data Acquisition Report (RD‐9) describes the instrumentation used, the measurements made by the team during the COMEX campaign in May/June 2014 and August/September 2014 in California, and an initial assessment of the data quality.
