Pathways Toward Electric Mobility: Communities LEAP in Hennepin County, Minnesota

This report presents the findings from a comprehensive community engagement initiative focused on advancing equitable transportation electrification in Hennepin County. This initiative responds to the critical need for inclusive and sustainable mobility solutions in the face of rising environmental and financial challenges in the transportation sector. This project has two goals. First, to learn what each community's priorities are and share them with the city, county, and state government to inform transportation plans and projects. Second, to bridge divides between government and community, building pathways for community-guided decision making on future transportation plans.

Integrated Application of Active Controls (IAAC) Technology to an Advanced Subsonic Transport: Project Plan

The state of the art of active controls technology (ACT) and a recommended ACT development program plan are reviewed. The performance benefits and cost of ownership of an integrated application of ACT to civil transport aircraft is to be assessed along with the risk and laboratory and/or flight experiments designed to reduce the technical risks to a commercially acceptable level.

Urban Landscape Characterization Using Remote Sensing Data For Input into Air Quality Modeling

The urban landscape is inherently complex and this complexity is not adequately captured in air quality models that are used to assess whether urban areas are in attainment of EPA air quality standards, particularly for ground level ozone. This inadequacy of air quality models to sufficiently respond to the heterogeneous nature of the urban landscape can impact how well these models predict ozone pollutant levels over metropolitan areas and ultimately, whether cities exceed EPA ozone air quality standards. We are exploring the utility of high-resolution remote sensing data and urban growth projections as improved inputs to meteorological and air quality models focusing on the Atlanta, Georgia metropolitan area as a case study. The National Land Cover Dataset at 30m resolution is being used as the land use/land cover input and aggregated to the 4km scale for the MM5 mesoscale meteorological model and the Community Multiscale Air Quality (CMAQ) modeling schemes. Use of these data have been found to better characterize low density/suburban development as compared with USGS 1 km land use/land cover data that have traditionally been used in modeling. Air quality prediction for future scenarios to 2030 is being facilitated by land use projections using a spatial growth model. Land use projections were developed using the 2030 Regional Transportation Plan developed by the Atlanta Regional Commission. This allows the State Environmental Protection agency to evaluate how these transportation plans will affect future air quality.

LANDSAT data for state planning

The results of an effort to generate and apply automated classification of LANDSAT digital data to state of Georgia problems are presented. This phase centers on an analysis of the usefulness of LANDSAT digital data to provide land-use data for transportation planning. Hall County, Georgia was chosen as a test site because it is part of a seventeen county area for which the Georgia Department of Transportation is currently designing a Transportation Planning Land-Use Simulation Model. The land-cover information derived from this study was compared to several other existing sources of land-use data for Hall County and input into this simulation. The results indicate that there is difficulty comparing LANDSAT derived land-cover information with previous land-use information since the LANDSAT data are acquired on an acre by acre grid basis while all previous land-use surveys for Hall County used land-use data on a parcel basis.

Planning of reach-and-grasp movements: effects of validity and type of object information

Individuals are assumed to plan reach-and-grasp movements by using two separate processes. In 1 of the processes, extrinsic (direction, distance) object information is used in planning the movement of the arm that transports the hand to the target location (transport planning); whereas in the other, intrinsic (shape) object information is used in planning the preshaping of the hand and the grasping of the target object (manipulation planning). In 2 experiments, the authors used primes to provide information to participants (N = 5, Experiment 1; N = 6, Experiment 2) about extrinsic and intrinsic object properties. The validity of the prime information was systematically varied. The primes were succeeded by a cue, which always correctly identified the location and shape of the target object. Reaction times were recorded. Four models of transport and manipulation planning were tested. The only model that was consistent with the data was 1 in which arm transport and object manipulation planning were postulated to be independent processes that operate partially in parallel. The authors suggest that the processes involved in motor planning before execution are primarily concerned with the geometric aspects of the upcoming movement but not with the temporal details of its execution.

2001 Atlanta Household Travel Survey

The 2001 Atlanta Household Travel Survey collected demographic, socioeconomic, and travel information on work and non-work travel behavior for a 48-hour travel period. The study was conducted on behalf of the Atlanta Regional Commission, and it is an essential element in the transportation planning and modeling efforts for the 13-county Atlanta region. The main objective of the study was to produce data that could be used to develop and calibrate travel demand models for use in travel forecasting, land use planning, and air quality planning to improve the transportation system. The second component in the survey was the deployment of an electronic travel diary with person-based GPS and an accelerometer to collect health and activity information. Travel data includes trip generation, trip distribution, and modal choice. The survey recruited a total of 12,184 households to participate in the study. Of these, 8,069 households (66%) completed travel. The 8,069 households, when weighted, represent 21,323 persons, 14,449 vehicles, and 126,127 places visited from April 2001 through April 2002. This dataset is part of the Metropolitan Travel Survey Archive, which includes travel surveys from numerous public agencies across the United States and is archived by the Transportation Secure Data Center to ensure their continued public availability.

Planning air transport network in Appalachia

Main issues to be considered in designing an air transport system are discussed, and a model for the selection of an optimal air network for a region is presented. It was desired to have the ability to consider a dense network of nodes and air routes and variations in schedules on routes, which in combination would represent virtually all conceivable alternatives. Linear and integer programming were chosen as the most promising analysis methodologies. Integer programming was found to be intractable, while linear programming provided efficient solutions. The model was applied to studying the feasibility of a STOL network in West Virginia. Based on allowable paths, an examination of intercity demands, and established growth points, desired levels of service expressed as minimum flights were determined for certain city pairs.

National space transportation systems planning

In the fall of 1984, the DOD and NASA had been asked to identify launch vehicle technologies which could be made available for use in 1995 to 2010. The results of the studies of the two groups were integrated, and a consumer report, dated December 1984, was forwarded to the President. Aspects of mission planning and analysis are discussed along with a combined mission model, future launch system requirements, a launch vehicle planning background, Shuttle derivative vehicle program options, payload modularization, launch vehicle technology implications, a new engine program for the mid-1990's. Future launch systems goals are to achieve an order of magnitude reduction in future launch cost and meet the lift requirements and launch rates. Attention is given to an advanced cryogenic engine, advanced LOX/hydrocarbon engine, advanced power systems, aerodynamics/flight mechanics, reentry/recovery systems, avionics/software, advanced manufacturing techniques, autonomous ground and mission operations, advanced structures/materials, and air breathing propulsion.

The FAA aging airplane program plan for transport aircraft

The FAA Aging Airplane Program is focused on five program areas: maintenance, transport airplanes, commuter airplanes, airplane engines, and research. These programs are complementary and concurrent, and have been in effect since 1988. The programs address the aging airplane challenge through different methods, including policies, procedures, and hardware development. Each program is carefully monitored and its progress tracked to ensure that the needs of the FAA, the industry, and the flying public are being met.

Baltimore Energy & Infrastructure: Assessing Urban Heat Vulnerability in Baltimore Neighborhoods to Inform Transportation Resiliency Planning Efforts

Across the world, climate change is altering cities and their local climate systems. Following global trends of rising mean temperatures, Baltimore, Maryland is projected to experience more frequent extreme heat events. Exacerbated by Urban Heat Island (UHI) effects, residents of the city face high temperatures from limited tree canopy, highly paved and impervious surfaces, limited air flow, and high concentrations of localized emissions. Urban heat is dispersed asymmetrically, with historically marginalized populations experiencing disproportionately severe heat. Recognizing the impacts of extreme urban heat, the Maryland Transit Administration (MTA) collaborated with us, the Spring 2024 Goddard Energy and Infrastructure NASA DEVELOP team to assess urban impacts of MTA users and assets and explore opportunities to enhance resiliency planning. We evaluated the feasibility of NASA Earth observations (EOs) in visualizing heat vulnerability in Baltimore City and County. We mapped UHI and extreme heat using remote sensing observations, tailored a Heat Priority Score (HPS) to analyze heat data in tandem with socioeconomic data from American Community Survey (ACS), and utilized SOlar and LongWave Environmental Irradiance Geometry (SOLWEIG) model to estimate MTA riders’ thermal comfort. NASA EOs served to quantify the distribution and severity of extreme heat at the block group level, which was found to correlate with a lack of vegetation and presence of densely built-up surroundings. The HPS revealed that extreme heat events most negatively impact communities that exhibit social vulnerability through indicators such as age, race, and income. These findings will inform neighborhood resiliency plans for the MTA that can be incorporated into their Adaptation Resiliency Toolbox (ART).

2000 Delaware Valley Regional Planning Commission Household Travel Survey

This survey was conducted from March through December 2000 under the auspices of the Delaware Valley Regional Planning Commission and the Southern Jersey Transportation Planning Organization and funded through the Pennsylvania and New Jersey departments of transportation. Cambridge Systematics provided quality assurance under a subcontract to NuStats. The purpose of the survey was to obtain information about work and non-work trip generation, trip distribution, modal choice, and traffic assignment, as well as to obtain data on average vehicle occupancy. The dataset contains demographic and travel data on 5,677 households in the 14-county study area. Of those households, 4,217 were from the 10-county Delaware Valley region of Pennsylvania and New Jersey. The 4,217 Delaware Valley households, when weighted, represent 9,358 members and 6,069 vehicles, and reported a total of 31,631 trips.

Transit Survey - Miami-Dade Metrorail - 2009

This Miami-Dade Metrorail Survey obtained ridership characteristics such as origin-destination patterns, trip purpose, and mode of access and egress. The data obtained from this survey was used to update and validate the Southeast Regional Planning Model (SERPM v6.5) and for transportation planning in the region.

NCSL task force findings on feasible state uses of LANDSAT

Data needs for state natural resources programs, state capabilities for using satellite technology, and the existing remote sensing technology are reviewed. State programs in land use planning, wetlands management, coastal zone management, transportation planning, and forestry management are summarized. Emphasis is placed on the use of LANDSAT imagery.
