Oak Ridge National Laboratory FY 2023 Site Sustainability Plan With FY 2022 Performance Data

At the close of each fiscal year, the US Department of Energy (DOE) Sustainability Performance Division (SPD) issues guidance documents and technical resource aids/tools necessary for DOE sites and national laboratories to complete sustainability reporting requirements. SPD is part of the DOE Office of Asset Management. As required by DOE Order 436.1, Departmental Sustainability, “each site will develop and commit to an annual Site Sustainability Plan (SSP) that identifies its respective contribution toward meeting the DOE’s sustainability goals.” SPD collects and compiles information reported by each site to develop an agency-wide Sustainability Report and Implementation Plan, which is used to report DOE sustainability progress to the federal government as required by all major federal agencies. DOE launched a formal Sustainability Office and annual SSP process in 2011. Each year, Oak Ridge National Laboratory (ORNL), in concert with the Office of Science (SC), provides the resources essential to fulfill its commitment to deliver a complete and accurate SSP report and quality performance data for entry into the DOE Sustainability Dashboard as managed by SPD. The performance data entered by each DOE site are then combined to disclose the progress of each DOE Program Office and are further combined to show comprehensive progress for the agency. The Office of Asset Management provides assistance to program offices in sustaining their missions, freeing up resources by reducing waste, avoiding excess expenditure on utilities, maximizing productivity, and improving the efficiency of facilities and processes. By focusing on mission needs, programs and associated DOE sites can help the agency meet its sustainability goals, as outlined in federal statutory and regulatory requirements. In FY 2022, the SSP guidance was updated to capture requirements from Executive Order (EO) 14008, Tackling the Climate Crisis at Home and Abroad, the Energy Act of 2020 (EAct 20), actions outlined in DOE’s Climate Adaptation & Resilience Plan and Sustainability Plan, and EO 14057, Catalyzing Clean Energy Industries and Jobs Through Federal Sustainability. Updates in SSP guidance help to minimize and streamline reporting while simultaneously addressing updated federal requirements. Per DOE, each SSP report should provide an overview of the site’s planned actions, as well as an overview of efforts and accomplishments during the reporting period. SPD collects and compiles information reported by each site to develop DOE’s Annual Sustainability Report, Climate Adaptation & Resilience Plan, and Annual Energy Management Report to Congress. The agency goal has been to lower the reporting burden for sites and increase and improve the consistency of information available to decision makers, allowing them to better identify projects and potential for increased efficiency, as well as to reduce waste, lower emissions, and enhance operational resilience. Sites may elect to produce a more polished publication for their leadership and stakeholders, but this step is no longer required. The ORNL SSP narrative report (this document) and the reporting of DOE SPD Sustainability Dashboard performance data is a collaborative effort of approximately 30 subject matter experts (SMEs) from ORNL facility management and research divisions. Annually, these associates come together to provide a report that can be used by DOE to demonstrate continued agency progress in energy efficiency and sustainable federal operations.

DER Cybersecurity R&D

The National Renewable Energy Laboratory (NREL) conducted more than 30 assessments for utilities across the United States with a cybersecurity assessment tool based on the U.S. Department of Energy (DOE) Cybersecurity Capability Maturity Model (C2M2) and the National Institute of Standards and Technology (NIST) Cybersecurity Framework (CSF) and focused on business process. With funding from the DOE Office of Renewable Energy and Energy Efficiency Federal Energy Management Program, NREL modified the current cyber governance assessment tool to include an assessment process specifically for distributed energy resources (DERs). The Distributed Energy Resources Cybersecurity Framework (DER-CF) was developed to help federal agencies mitigate gaps in their cybersecurity posture for distributed energy systems.

Verification and Validation of START: A Spent Nuclear Fuel Routing and Decision Support Tool

The Stakeholder Tool for Assessing Radioactive Transportation (START) is a web-based geospatial decision-support tool being developed by the US Department of Energy’s Office of Integrated Waste Management (IWM) to support federal interim storage for spent nuclear fuel (SNF) and associated transportation. START provides many functions for the IWM program including: serving as a communications tool for conveying geospatial data and information, an options analysis tool for exploring potential transport modes and routes for transporting SNF from nuclear power plants to future federal interim storage facilities, an emergency response planning tool for Tribes and States to identify training needs along potential SNF transport corridors, an environmental analysis tool for estimating potential radiation dose exposure from incident-free and incident-case SNF transport conditions, and a systems analysis support tool providing route-related inputs for system throughput analysis. As part of the START development process, a verification and validation (V&V) effort is being undertaken. In the initial V&V phase, several outputs of the START tool were checked such as the total distance, population and population densities within the buffer zone, and incident free dose. The V&V process is fluid as it will be utilized after each version change to ensure that the core functionalities of the tool are maintained and the results are consistent with the previous versions. Efforts have also been put into developing scripts to aid in the process of automating certain sections of the V&V work. As some of the V&V efforts use Environmental Systems Research Institute’s (ESRI) tools upon which the START framework is built, the START data were compared against outputs from tools like Quantum Geographic Information System (QGIS) for buffer zone populations and route lengths to ensure independence of the V&V process. Good agreement was observed between the START results and the independent V&V studies with the majority of the differences falling between 1% and 5% for populations within the buffer zone and route distance. This presentation describes the development and design of the START tool, V&V methods employed for various metrics of interest and their respective results, and future plans.

Utility Energy Service Contract Guide: A Resource for Contracting Officers Working on UESC Projects

A Utility Energy Service Contract (UESC) is a limited-source contract between a federal agency and serving utility for energy management services including energy and water efficiency improvements and demand-reduction services. In a UESC, the Contracting Officer (CO) will lead the acquisition effort, supported by technically knowledgeable staff working closely with the utility, to assess potential, investigate technical and economic feasibility, and ensure a fair and reasonable price for design and implementation of the project. The UESC Guide is a compilation of samples and templates developed as a resource to help COs implement Task Orders (TOs) for UESCs under existing U.S. General Services Administration (GSA) Areawide Contracts (AWC). All samples and templates provided in this guide were derived from actual UESC project contract documents and will be available for download on FEMP’s website at https://www.energy.gov/node/850656. Templates in Microsoft Word can be modified to address each agency’s unique acquisition process.
