Chemical Process Safety at TRISO-Based, Metal-Based, and Salt-Based Fuel Fabrication Facilities: Technical Assessment and Guidance Assessment

As part of efforts to prepare for potential and ongoing safety reviews for licensing of advanced non-light-water reactor fuel cycles, the U.S. Nuclear Regulatory Commission (NRC) tasked Pacific Northwest National Laboratory to prepare an assessment on the state of knowledge of potential chemical processes at fuel cycle facilities supporting the front end of these fuel cycles, and to assess the associated regulatory guidance. This report provides a technical assessment of chemical process safety considerations to support NRC licensing reviews of fabrication processes for tri-structural isotropic (TRISO) based, metallic-based, and salt-based fuels. The assessments involved collecting publicly available information on the fuel fabrication processes to (i) identify the operational process steps, characteristics and chemicals involved, (ii) identify the physical safety considerations and health safety considerations during licensing reviews of the various process steps, and (iii) collect information to support assessments of severity of accidents and potential mitigative measures to be implemented. The assessment provides a foundational basis on chemical process safety considerations for advanced fuel fabrication activities, although it is recognized that licensing reviews may necessitate design-specific considerations. The specific conditions under which chemical hazards emerge will require process-specific considerations, highlighting the importance of process-informed interpretation. The assessment also determined that exposure guidelines and limits to assess the consequences of acute exposures are limited for some chemicals, although alternative limits and supplementary information from databases or safety data sheets provide sufficient information to evaluate consequences of acute exposures. In addition, it was identified that metallic and salt fuel fabrication processes may involve beryllium, which is an exposure hazard. The regulatory framework for the licensing of advanced fuel cycle facilities, per 10 CFR Part 70 Domestic Licensing of Special Nuclear Material, is deemed robust and flexible to address the chemical safety considerations in this report. A review was conducted on various regulatory guidance and technical basis documents. This included reviewing NUREG-1520, Revision 2, Standard Review Plan for Fuel Cycle Facilities License Applications – Final Report and the process descriptions in Appendix A of NUREG/CR-6410, Nuclear Fuel Cycle Facility Accident Analysis Handbook, to address advanced fuel types. As new fuels will involve process-specific chemical uses, process-specific considerations are provided in this report. Additionally, it is noted that the U.S. Department of Energy protective action criteria database includes Temporary Emergency Exposure Limits (TEELs) for process-specific chemicals. This report provides technical information to support chemical safety assessments of new advanced fuel cycle facilities and identifies technical and safety information to support licensing reviews. No regulatory barriers were identified for the licensing of advanced fuel cycle facilities.

Good practices for documenting AI-based studies on energy and buildings

Artificial intelligence has transformed building science research over the past decade, with applications spanning energy modeling, energy prediction, HVAC optimization and controls, fault detection, and occupancy modeling. However, many studies lack adequate documentation of datasets, algorithms, training procedures, and validation methods. Building science research faces additional challenges including inconsistent evaluation metrics, limited generalizability across building types, climates, and significant gaps between experimental studies and deployed systems. This communication provides practical guidance for good practices in documenting and publishing AI-based research following established standards from the computer science and machine learning communities. By adopting frameworks such as Datasheets for Datasets, Model Cards, and standardized reproducibility checklists, researchers can ensure their work meets the rigorous documentation standards necessary for reproducible, comparable, and impactful building science research.

Antigua and Barbuda Distributed Energy Resources Deployment Guidelines

This document is designed to provide comprehensive considerations, best practices and guidance for deployment of Distributed Energy Resources (DERs) in Antigua and Barbuda. The document provides lists of various technology selection guidance including technical specifications, requirements and applicable key standards and code associated with key DERs and balance of plant equipment. The document also presents the key microgrid design considerations to integrate the DERs to achieve the economic, decarbonization and resiliency goals. Taking into account sensitive grid for such islands, for grid readiness and screening the potential DER interconnection, general approach is highlighted along with the potential technical interconnection requirements. Furthermore, this document shows the key stakeholders involved in such DER integration and/or microgrid project and how key responsible project team can be qualified. Finally, this document refers to key information about warranties and consumer rights and maintenance of the systems.

RC-SFA Data Management Templates and Guidance for Standardized, Reusable AI-Ready Data Packages

This data package provides templates and supporting documentation developed by the River Corridor Science Focus Area (RC-SFA; https://www.pnnl.gov/projects/river-corridor) to communicate its approach to managing and publishing AI-ready data. The package is intended to help data users and data producers understand the structures, metadata practices, and quality-control approaches that support consistent, reusable, and machine-actionable data products across RC-SFA studies. Rather than focusing on a single experimental dataset, this package documents the data management framework used to make RC-SFA data easier to find, ingest, navigate, and interpret. The materials in this package reflect RC-SFA practices for standardized data package organization, including the use of a human- and machine-readable README, file-level metadata, data dictionaries, descriptive file naming, method identifiers, and automated and review-based quality assurance procedures. Together, these components illustrate how RC-SFA extends FAIR data principles toward AI-readiness by prioritizing deep metadata, consistency across data packages, and support for informed downstream reuse by both humans and computational tools. This dataset is comprised of (1) readme; (2) presentation slides with an overview of RC-SFA approach and guidance; (3) document of RC-SFA best practices; (4) data dictionary (dd); (5) file level metadata (flmd); and a subfolder containing templates for dd and flmd. Model-Agnostic Signal Discovery with Machine Learning: Bridging the Gap Between Theory and Practice

Searches for new phenomena in complex scientific data are predominantly model-dependent, optimized for specific hypotheses, and therefore limited in their coverage of the space of possible signals. Recently, new AI-based model-agnostic search strategies, many of which have been pioneered in high-energy physics, have been proposed which provide a complementary paradigm, prioritizing broad exploration over tailored analyses. These techniques offer an opportunity to enhance the overall discovery potential of modern experiments, especially in regimes where theoretical guidance is scarce. In this document, we review the conceptual framework behind the main classes of AI-based model-agnostic strategies. We discuss the potential pitfalls of these methods, and strategies for their validation and interpretation. We aim for this document to serve as a useful reference both for practitioners and for researchers interested in learning more about these model-agnostic search strategies.

Guidance Regarding Probable Approaches and Instrumentation to Liquid Fuel Molten Salt Reactor Material Control and Accounting (MC&A) Rev. 1

With the rapid development of advanced reactors and numerous companies requesting pre-application engagements with the Nuclear Regulatory Commission (NRC), there is need for the NRC to best prepare themselves for new challenges presented by advanced technologies. One specific reactor type of interest is the molten salt reactor (MSR) that uses liquid salt as the fuel for the reactor. Liquid salt fuel reactors have specific challenges with regards to performing material control and accounting (MC&A). The challenges result from the fuel form being a continuous fissile material form rather than discrete units like is found with fuel assemblies in traditional light water reactors (LWRs). The goal of this document is to provide the NRC with guidance on the different approaches and technologies that may be proposed by reactor designers to address these problems to prepare staff for regulatory reviews.

Human-system Interface Style Guide for ACORN Control System

The purpose of this style guide is to provide a clear, consistent framework for the design and development of human system interfaces (HSIs) used throughout the Fermilab accelerator complex. It establishes a shared visual and interaction foundation to ensure that interfaces remain intuitive, effective, and cohesive, regardless of when or by whom they are developed. By adhering to these guidelines, developers can avoid introducing unnecessary deviations that compromise usability or increase system training burden. This consistency is especially critical in long-term, multi-contributor projects where interface continuity and maintainability are paramount. This document serves as a practical reference for all HSI development activities related to the accelerator control environment. While the guidance provided is comprehensive, it is not exhaustive of every potential design scenario. As such, the style guide is intended to function as a living document, subject to regular review and revision. Updates will be made at least annually to incorporate emerging best practices, operational feedback, and evolving system needs. Areas where detailed guidance is still under development are clearly indicated in gray throughout the document and will be addressed in future revisions according to project priorities.

Enhancing Modeling and Simulation for Effective Protection Strategies

This report was created by Sandia National Laboratories (SNL) to document the principles and methodology of performance data collection and integration with modeling and simulation tools to better facilitate the performance evaluation of physical protection systems (PPS). Results and conclusions from the use of modeling and simulation tools are only as good as the data employed by the tools when conducting analysis. Acquiring the performance testing data necessary to ensure effective evaluation can be a complex and sometimes daunting process. It is the desire of the organization to provide guidance that eases the burdens associated with pursuit of these objectives. This document draws heavily upon longstanding principles of systems engineering that have been developed and employed by SNL in the discipline of security since the 1970s. The scope of this document is constrained to the testing of system components and integration of data that is applicable within the context of PPS performance analysis using two tools that have been developed by SNL, PathTrace© and Scribe3D©. For guidance related to testing and evaluation more broadly, the manuals and reports referenced by this document can be consulted.

Basis for Dose and Reactor Safety Design Criteria for Army Regulation AR 50–7 and DA Pamphlet

This report describes the basis used to develop the radiological dose acceptance and design criteria contained in the draft updates to Army Regulation 50–7 (AR 50–7) Army Reactor Program and its accompanying draft Department of the Army (DA) Pamphlet (PAM), Army Reactor Program Procedures. These criteria will apply to Army nuclear reactors that fall under AR 50–7 and its accompanying DA PAM and ensure alignment with the overall objectives of the Army Reactor Program. The development basis for the radiological dose and design criteria supports a modern, technology-neutral, risk-informed, and performance-based approach to Army regulation of reactors and the demonstration of “adequate protection of the public.” To establish these criteria that support the Army’s unique operational requirements, multiple well-known and well-established standards and their supporting documentation were reviewed to ensure consistency with existing regulatory safety levels, including guidance from U.S. and international sources. These include the U.S. Nuclear Regulatory Commission’s (NRC’s) regulations and policy, the Canadian Nuclear Safety Commission’s (CNSC’s) regulatory documents, the International Atomic Energy Agency’s (IAEA’s) safety standards, as well as industry input that is tailored specifically to advanced microreactors. This report walks through the key definitions and associated references used for these criteria, which are outlined in Section 2.0. Based on these definitions, the dose acceptance criteria were established for various receptors for routine reactor operations (Section 3.2), design basis accidents (Section 3.3), and beyond design basis accidents (Section 3.4). Comparisons of multiple national and international dose limits are provided in these sections. Lastly, Section 4.0 outlines the reactor safety design criteria contained in the draft DA PAM and their associated bases.

As-Run Neutronic Calculations of HFIR Mini-Fuel Experiments: Guidelines for Analysts

This report provides guidelines for analysts performing radiation transport calculations for mini-fuel experiments irradiated in the High Flux Isotope Reactor (HFIR). Procedures, practical recommendations, and modeling conventions which are essential to ensuring consistency and high fidelity in as-run simulations have been compiled. The content is intended to be a portion of the official training material for new staff in this area, offering both technical references and practical guidance derived from previous experience. This report is a living document and will be periodically updated to incorporate new developments, methodological improvements, and lessons learned from ongoing and future irradiation campaigns.

CalderaCast User Manual Version 1.0

CalderaCast is a user-friendly web-based tool for electrical-load forecast, providing stakeholders with a fully customizable decision-support framework that estimates the likely power draw from a possible future electric-vehicle (EV) charging station at a given location on a given day along an alternative fuel corridor (AFC). These EV charging profiles are accurately modeled in CalderaCast using the Caldera software framework developed by Idaho National Laboratories (INL), reflecting the realistic charging levels observed in actual charge events. This tool was developed as part of the National Electric Vehicle Infrastructure (NEVI) program, which is quickly generating substantial interest from would-be charging station operators (CSO), large and small electric utilities, and state transportation planners, some of whom had not seriously considered EV charging previously. All these entities—with or without background in EV infrastructure—must estimate the electricity load that a proposed charging station will generate. This load forecast is critically important for a utility to properly assess the capacity of their distribution network to support the proposed station or properly size grid upgrades for potential load growth due to future EV adoption, vehicle technology improvements, or station growth. This document describes each aspect of the CalderaCast tool and provides guidance to users who are interested in utilizing the tool for their work.

Financing Options for Onsite Generation, Energy Storage, and Energy Efficiency Projects

Across sectors, commercial and industrial facilities are benefiting from the implementation of renewable energy generation, storage, and energy efficiency projects. Despite the potential for these projects to reduce onsite energy consumption, build resiliency, and lower operational costs in the long term, the initial expenses are often high. However, there are a growing number of financing mechanisms that can be leveraged. When deployed strategically, these mechanisms can give organizations the financial tools to install projects that accomplish their energy goals. In 6 steps, this resource introduces organizations to a general process to contextualize the many different financing options, ultimately facilitating an informed selection of financing mechanisms. Step 1 discusses the importance of establishing clear organizational preferences. Step 2 briefly introduces common financing options and Steps 3 and 4 provide guidance for selecting mechanisms based on locational availability and organizational preferences. Finally, Steps 5 and 6 show how mechanisms can be combined with incentives and provide preliminary guidance for selecting and engaging with external partners. While this document provides a general approach to selecting a financing mechanism for renewable energy generation, storage, and/or energy efficiency, it does not contain tax and/or legal advice. A tax advisor should be consulted before taking any action.

ECAR-6440 Rev 2 MARVEL Hazard Evaluation

This hazard evaluation supports the Microreactor Applications Research, Validation, and Evaluation (MARVEL) Project’s design effort and the development of the preliminary documented safety analysis (PDSA) (addendum to safety analysis report [SAR]-420, “Transient Reactor Test [TREAT] Facility FSAR”) (SAR-420-ADD-1). The hazard evaluation process for the MARVEL project for compliance with the requirements in 10 CFR 830, “Nuclear Safety Management,” follows a process similar to the Licensing Modernization Project (LMP) as outlined in Nuclear Energy Institute (NEI)-18-04, “Risk-Informed Performance-Based Guidance for Non-Light Water Reactor Licensing Basis Development,” and supporting documents. The LMP process is adapted to fit Department of Energy (DOE) reactor regulatory requirements as applicable and appropriate using a graded approach based on the MARVEL microreactor design. This approach provides reasonable assurance of meeting the requirements of 10 CFR 830 for protection of the public, workers, and environment.
