Coordinated voltage control and reactive power regulation between transmission and distribution systems

Systems and methods are described for coordinating volt-var control between sub-transmission and distribution systems. Distributed energy resources of a distribution system are aggregated into virtual power plants from which reactive power can optimally be dispatched to the sub-transmission system. A sub-transmission controller executes a volt-var AC optimal power flow optimisation function to minimize voltage fluctuations that might otherwise occur when coordinating with a distribution system having distributed energy resources. The distribution system can use a sensitivity matrix for regulating voltage at distribution feeders while fulfilling a transmission or sub-transmission system's demand requests.

Optimized allocation method of the VSC-MTDC system for frequency regulation reserves considering the cost

In recent years, the interconnection of asynchronous power grids through the VSC-MTDC system has been proposed and extensively studied in light of the potential benefits of economical bulk power exchanges and frequency regulation reserves sharing. This paper proposed an optimized allocation method for sharing frequency regulation reserves among the interconnected power systems and the corresponding frequency regulation control of the VSC-MTDC system under emergency frequency deviation events. Firstly, the frequency regulation reserve classification is proposed. In the classification, the available frequency response capacity reserves of each interconnection are divided into commercial reserves and regular reserves. While the commercial reserves are procured through long-term contracts, the regular reserves are purchased based on market prices of frequency regulation services. Secondly, based on the proposed frequency regulation reserve classification, a novel frequency regulation control is then introduced for the VSC-MTDC system. This control method could minimize the costs of the disturbed power grid for the needed frequency response supports from the other power grids. Simulation verifications are performed on a modified IEEE 39 bus system and a highly reduced power system model representing the North American grids. The simulation verification indicates that the developed frequency regulation control significantly reduced ancillary service costs of the disturbed power grid.

Test and evaluation of load converter topologies used in the Space Station Freedom Power Management and distribution DC test bed

Power components hardware in support of the Space Station Freedom dc Electrical Power System were tested. One type of breadboard hardware tested is the dc Load Converter Unit, which constitutes the power interface between the electric power system and the actual load. These units are dc to dc converters that provide the final system regulation before power is delivered to the load. Three load converters were tested: a series resonant converter, a series inductor switchmode converter, and a switching full-bridge forward converter. The topology, operation principles, and tests results are described, in general. A comparative analysis of the three units is given with respect to efficiency, regulation, short circuit behavior (protection), and transient characteristics.

DET/MPS - The GSFC Energy Balance Programs

Direct Energy Transfer (DET) and MultiMission Spacecraft Modular Power System (MPS) computer programs perform mathematical modeling and simulation to aid in design and analysis of DET and MPS spacecraft power system performance in order to determine energy balance of subsystem. DET spacecraft power system feeds output of solar photovoltaic array and nickel cadmium batteries directly to spacecraft bus. MPS system, Standard Power Regulator Unit (SPRU) utilized to operate array at array's peak power point. DET and MPS perform minute-by-minute simulation of performance of power system. Results of simulation focus mainly on output of solar array and characteristics of batteries. Both packages limited in terms of orbital mechanics, they have sufficient capability to calculate data on eclipses and performance of arrays for circular or near-circular orbits. DET and MPS written in FORTRAN-77 with some VAX FORTRAN-type extensions. Both available in three versions: GSC-13374, for DEC VAX-series computers running VMS. GSC-13443, for UNIX-based computers. GSC-13444, for Apple Macintosh computers.

Transmission-Distribution Dynamic Co-Simulation of Electric Vehicles Providing Grid Frequency Response

This paper investigates the impacts of electric vehicles (EVs) on power system frequency regulation based on an open-source transmission-and-distribution (T&D) dynamic co-simulation framework. The development of a EV dynamic model based on appropriate WECC dynamic model is introduced first, then the T&D dynamic co-simulation platform is described. The advantage of the overall platform is that DERs such as distributed photovoltaic (DPV) and EV are modeled explicitly in both transmission and distribution simulators for frequency dynamics and voltage, respectively. In the case studies, EVs frequency responses (i.e., primary and/or secondary) are simulated after the system is exposed to N-1 contingency such as a generation trip. Various EV frequency regulation participation strategies are investigated as well to study their impacts on system frequency response. The studies shows that EVs have potential capability to provide effective frequency regulation services.

Hierarchical Control of Utility-Scale Solar PV Plants for Mitigation of Generation Variability and Ancillary Service Provision

This paper presents a hierarchical control system to mitigate the variability of solar photovoltaic (PV) power plant and provide ancillary services to the electric grid without the need for additional non-solar resources. With coordinated management of each inverter in the system, the control system commands the power plant to proactively curtail a small fraction of its instantaneous maximum power potential, which gives the plant enough headroom to ramp up production from the overall power plant, for a service such as regulation reserve. This control system is practical for continuously changing cloud cover conditions in partially cloudy days. A case study from a site in Hawaii with one-second resolution solar irradiance data is used to verify the efficacy of the proposed control system. The proposed control algorithm is subsequently compared with the alternative control technology from the literature, the grouping control algorithm; the results show that the proposed hierarchical control system is over 10 times more effective in reducing generator mileage to support power fluctuations from solar PV power plants.

Self-regulating control of parasitic loads in a fuel cell power system

A fuel cell power system comprises an internal or self-regulating control of a system or device requiring a parasitic load. The internal or self-regulating control utilizes certain components and an interconnection scheme to produce a desirable, variable voltage potential (i.e., power) to a system or device requiring parasitic load in response to varying operating conditions or requirements of an external load that is connected to a primary fuel cell stack of the system. Other embodiments comprise a method of designing such a self-regulated control scheme and a method of operating such a fuel cell power system.

Integrated Power and Attitude Control System Demonstrated With Flywheels G2 and D1

On September 14, 2004, NASA Glenn Research Center's Flywheel Development Team experimentally demonstrated a full-power, high-speed, two-flywheel system, simultaneously regulating a power bus and providing a commanded output torque. Operation- and power-mode transitions were demonstrated up to 2000 W in charge and 1100 W in discharge, while the output torque was simultaneously regulated between plus or minus 0.8 N-m. The G2 and D1 flywheels--magnetically levitated carbon-fiber wheels with permanent magnet motors--were used for the experiment. The units were mounted on an air bearing table in Glenn's High Energy Flywheel Facility. The operational speed range for these tests was between 20,000 and 60,000 rpm. The bus voltage was regulated at 125 V during charge and discharge, and charge-discharge and discharge-charge transitions were demonstrated by changing the amount of power that the power supply provided between 300 and 0 W. In a satellite system, this would be the equivalent of changing the amount of energy that the solar array provides to the spacecraft. In addition to regulating the bus voltage, we simultaneously controlled the net torque produced by the two flywheel modules. Both modules were mounted on an air table that was restrained by a load cell. The load cell measured the force on the table, and the torque produced by the two flywheels on the table could be calculated from that measurement. This method was used to measure the torque produced by the modules, yielding net torques from -0.8 to 0.8 N-m. This was the first Glenn demonstration of the Integrated Power and Attitude Control System (IPACS) at high power levels and speeds.

Resistojet control and power for high frequency ac buses

Resistojets are operational on many geosynchronous communication satellites which all use dc power buses. Multipropellant resistojets were selected for the Initial Operating Capability (IOC) Space Station which will supply 208 V, 20 kHz power. This paper discusses resistojet heater temperature controllers and passive power regulation methods for ac power systems. A simple passive power regulation method suitable for use with regulated sinusoidal or square wave power was designed and tested using the Space Station multipropellant resistojet. The breadboard delivered 20 kHz power to the resistojet heater. Cold start surge current limiting, a power efficiency of 95 percent, and power regulation of better than 2 percent were demonstrated with a two component, 500 W breadboard power controller having a mass of 0.6 kg.

Series Connected Converter for Control of Multi-Bus Spacecraft Power Utility

The invention provides a power system using series connected regulators. Power from a source, such as a solar array, is processed through the regulators and provided to corresponding buses used to charge a battery and supply loads. The regulators employ a bypass loop around a DC-DC converter. The bypass loop connects a hot input of the converter to a return output, preferably though an inductor. Part of the current from the source passes through the bypass loop to the power bus. The converter bucks or boosts the voltage from the source to maintain the desired voltage at the bus. Thus, only part of the power is processed through the converter. The converter can also be used without the bypass loop to provide isolation. All of the converters can be substantially identical.

VOLTTRON™ Agent Development for Enabling Reactive Power Support of Non-Utility DERs by Integrating Transactive Energy Approach

To enable better voltage regulation in power systems with high penetration of photovoltaics (PV) and other distributed energy resources (DERs), future inverters are required to provide reactive power support to the grid in addition to providing real power generated by PV panels. This paper develops a framework that coordinates the support from DER-based inverters, which are grid-connected non-utility assets, by using a transactive energy approach. Results of the implementation demonstrate participation of DER-based inverters can be achieved by using the coordination between distributed controllers and a centralized controller. With the transactive energy approach, both the customer and utility can achieve benefits that meet their individual needs.
