Validating Greater Sage-Grouse Individual-based Model (IBM) Tool (Final Report)

The project focused on validating the previously developed Greater Sage-Grouse Individual-based Model (GrSG IBM; LaGory et al. 2012, 2021). The objective was to transform this predictive, spatially and temporally explicit model into a portable resource to assist siting/resource managers in proactively assessing the cumulative impacts of wind energy development on the greater sage-grouse. Utilizing a bottom-up, individual-based approach, the GrSG IBM accounts for landscape context and species behavior, aiming to reduce uncertainty in estimating development impacts and support ecologically mindful land-based wind energy development. The validation effort covered approximately 6,540 km 2 near the Seven Mile Hill Wind Project in Wyoming. The GrSG IBM tool, built on the NetLogo platform (Tisue and Wilensky 2004), was executed over a 50-year period, with the analysis focusing on years following a 10-year initialization phase. Key results demonstrated the tool’s biological soundness across five key biological metrics: non-chick age class distribution (older than 10 weeks), adult sex ratio, life expectancy, population size, and overall population growth. For instance, the tool estimated that 58.6% of the non-chick population was reproductively immature, while the reference ranges from 51.4% to 57.8% (Patterson 1952, Rogers 1964). Experts confirmed the tool’s estimate was within a reasonable range for the species. The tool estimated average life expectancy of 1.43 years, while the reference ranges from 0.9 years to 1.1 years (Ammann 1957, Hamerstrom 1949). Experts also supported the model’s life-expectancy estimate as ecologically sound for the species in the study area. In terms of population change, the model estimated an annual shift between a 0.6% decline and a 1.0% increase over 50 years. While the reference suggests 2.9% annual decline in range-wide populations (Cortes et al. 2023), that includes many at-risk populations in South Dakota and Washington, for example. Our study area—in the northeastern part of Carbon County and western-edge of Albany County, Wyoming—is one of the remaining greater sage-grouse habitats supporting some of the most stable populations. Experts confirmed that the range of the annual population change spanning from a 0.6% decline to a 1.0% increase estimated by the tool was reasonable for our study area for this reason and confirmed that aligned with population estimates from existing studies on the greater sage-grouse and wind energy development in the study area (LeBeau et al. 2017a, Smith et al. 2024). Furthermore, the project showed that temporally explicit biological metrics generated by the GrSG IBM tool can complement the USGS’ Prioritizing Restoration of Sagebrush Ecosystems Tool (PReSET; Duchardt et al. 2021) by incorporating habitat restoration strategies into seasonal habitat suitability models to visualize population responses over time.

Commercialization of Ultra-Hard Ceramics for Cutting Tools Final Report CRADA No. TC0279.0

This was a collaborative effort between Lawrence Livermore National Security, LLC as manager and operator of Lawrence Livermore National Laboratory (LLNL) and Greenleaf Corporation (Greenleaf) to develop the technology for forming unique precursor nano-powders process that can be consolidated into ceramic products for industry. LLNL researchers have developed a solgel process for forming nano-ceramic powders. The nano powders are highly tailorable, allowing the explicit design of desired properties that lead to ultra hard materials with fine grain size. The present CRADA would allow the two parties to continue the development of the sol-gel process and the consolidation process in order to develop an industrially sound process for the manufacture of these ultra-hard materials.

Decision Support Tool Evaluation Report for Coral Reef Early Warning System (CREWS) Version 7.0

The Coral Reef Early Warning System (CREWS) is operated by NOAA's Office of Oceanic and Atmospheric Research as part of its Coral Reef Watch program in response to the deteriorating global state of coral reef and related benthic ecosystems. In addition to sea surface temperatures (SSTs), the two most important parameters used by the CREWS network in generating coral reef bleaching alerts are 1) wind speed and direction and 2) photosynthetically available radiation (PAR). NASA remote sensing products that can enhance CREWS in these areas include SST and PAR products from the Moderate Resolution Imaging Spectroradiometer (MODIS) and wind data from the Quick Scatterometer (QuikSCAT). CREWS researchers are also interested in chlorophyll, chromophoric dissolved organic matter (CDOM), and salinity. Chlorophyll and CDOM are directly available as NASA products, while rainfall (an available NASA product) can be used as a proxy for salinity. Other potential NASA inputs include surface reflectance products from MODIS, the Advanced Spaceborne Thermal Emission and Reflection Radiometer, and Landsat. This report also identifies NASA-supported ocean circulation models and products from future satellite missions that might enchance the CREWS DST.

Grid Event Signature Library Analytics Report: Signature Matching Tool Development Efforts

This report describes the purpose and features of the Signature Matching Tool (SMT), employed in the Department of Energy (DOE) Grid Event Signature Library (GESL). The SMT supports a user of GESL to identify snippets of electric signatures, usually from sensor devices measuring electric characteristics such as phase voltages and currents, frequency, etc., suspected to represent certain events in the power grid but are not known to the user. The SMT uses a classification method to identify an event of the unknown signature, using the repository of known and labeled signatures in the GESL. The classifier applies a local binary classifier per node (LCN) approach to the unique event tag taxonomy used in the GESL, where training phases are separated based on the Primary labels in the taxonomy, sensor type, and voltage level. Results show that this method helps with computing time during training, in comparison to a flat, multinomial classifier, and produces acceptable average accuracy of 83% across all Primary labels. The report concludes with planned future work including integration to the web interface and API.

Kivalina Biomass Reactor

This report summarizes work performed under DOE Award DE-EE00010149 to support the reliable operation of a community-scale biochar reactor system in Kivalina, Alaska. The project focused on improving sanitation and waste management in a remote community by assessing the installed system, identifying spare parts, defining key performance indicators (KPIs), preparing operator and maintenance manuals, and developing mobile reporting tools for operational data and KPI tracking. The team also produced training materials and recorded videos to support operator onboarding and continuity. The project demonstrated progress in system readiness, documentation, and digital reporting, while also identifying challenges common to remote deployments, including travel constraints, upstream system failures, and local resource limitations. This work provides a practical framework for improving the operation, monitoring, and future replication of biomass reactor systems in remote communities.

Assessment of in-flight anomalies of long life outer plant mission

Thee unmanned planetary spacecraft to the outer planets have been controlled and operated successfully in space for an accumulated total of 66 years. The Voyager 1 and 2 spacecraft each have been in space for more than 26 years. The Galileo spacecraft was in space for 14 years, including eight years in orbit about Jupiter. During the flight operations for these missions, anomalies for the ground data system and the flight systems have been tracked using the anomaly reporting tool at the Jet Propulsion Laboratory. A total of 3300 incidents, surprises, and anomaly reports have been recorded in the database. This paper describes methods and results for classifying and identifying trends relative to ground system vs. flight system, software vs. hardware, and corrective actions. There are several lessons learned from these assessments that significantly benefit the design and planning for long life missions of the future. These include the necessity for having redundancy for successful operation of the spacecraft, awareness that anomaly reporting is dependent on mission activity not the age of the spacecraft, and the need for having a program to maintain and transfer operation knowledge and tools to replacement flight team members.

CA Air Resource Board's Off-Road Diesel Equipment Regulation 2017 DOORS Reporting.

Sandia National Laboratories/CA (SNL/CA) operates 14 diesel vehicles subject to the Off-Road Diesel Equipment Regulation; all the vehicles are classified as low-use vehicles. Annually, SNL/CA must report to the CA Air Resources Board (ARB) the hour-meter readings on our Off-Road Low-Use Diesel Equipment. This is to verify to the CA ARB that our equipment is being operated less than 200 hr/yr and therefore is considered “low-use” and not subject to the strict emissions standards for off-road diesel equipment. The reporting is done using DOORS, the CA ARB’s on-line reporting tool. The hour meter data for CY2017 has already been submitted using DOORS. The final step in the annual reporting process, which needs to be done by DOE, is to submit the Responsible Official Affirmation of Reporting (ROAR), which affirms that the information reported using DOORS is accurate. The ROAR is to be signed by a “Responsible Official” and can be submitted as a hardcopy ROAR or an electronic ROAR (e-ROAR) by March 1st, 2018. CA ARB’s preferred mechanism of ROAR submission is by using the e-ROAR.

Electric Distribution System Planning with DERs - High-level Assessment of Tools and Methods

This document addresses analytical tools and methods to support electric distribution system planning with distributed energy resources (DERs) and grid modernization, drawing on leading-edge research and examples from around the United States. In this report, tools include computer models and software, as well as other analytical aids and practices that support distribution system planning. At its core, distribution system planning is about supporting investment decisions. Enhanced and integrated distribution system planning allows utilities to move from a passive reactive role to smart proactive planning with respect to DERs. Distribution system planning can increase transparency around utility distribution system investments before they are brought to the regulatory body for cost recovery, can support deferring traditional infrastructure investments, and can provide information and incentives to customers and third parties about where DERs can help the grid. A growing number of states are beginning to consider a comprehensive distribution system planning process that addresses the costs and benefits of DERs, reflects more choices coming from the customer/third-party domains, is integrated with resource and transmission planning, and incorporates planning scenarios that reflect the dynamic and changing nature of the electricity system

Habitability Assessment of International Space Station

The purpose of this study is to assess habitability during the International Space Station 1-year mission, and subsequent 6-month missions, in order to better prepare for future long-duration spaceflights to destinations such as Near Earth Asteroid (NEA) and Mars, which will require crewmembers to live and work in a confined spacecraft environment for over a year. Data collected using Space Habitability Observation Reporting Tool (iSHORT), crew-collected videos, questionnaires, and PI conferences will help characterize the current state of habitability for the ISS. These naturalistic techniques provide crewmembers with the opportunity to self-report habitability and human factors observations in near real-time, which is not systematically done during ISS missions at present.
