Operation of the University of Hawaii 2.2 M Telescope on Mauna KEA

During the period October 5, 1993-October 31, 1997, operation of the University of Hawaii's 2.2-meter telescope was partially funded by NASA Planetary Astronomy Program. During the grant period, the fraction of observing time devoted to studies of solar system objects (e.g., planets, planetary satellites, asteroids, and comets) was approximately 24% (i.e., it exceeded the fractional funding provided by this NASA grant). The number of nights allocated to planetary observing time is summarized. Proposals for use of the solar system observing time coming from within and outside the University of Hawaii competed for this observing time on an equal basis; applications were judged on scientific merit by a time allocation committee at the University of Hawaii.

Reconfigurable Flight Control Designs With Application to the X-33 Vehicle

Two methods for control system reconfiguration have been investigated. The first method is a robust servomechanism control approach (optimal tracking problem) that is a generalization of the classical proportional-plus-integral control to multiple input-multiple output systems. The second method is a control-allocation approach based on a quadratic programming formulation. A globally convergent fixed-point iteration algorithm has been developed to make onboard implementation of this method feasible. These methods have been applied to reconfigurable entry flight control design for the X-33 vehicle. Examples presented demonstrate simultaneous tracking of angle-of-attack and roll angle commands during failures of the right body flap actuator. Although simulations demonstrate success of the first method in most cases, the control-allocation method appears to provide uniformly better performance in all cases.

Consequences of Slot Transactions on Airport Congestion and Environmental Protection

Recent trends in the liberalization of market access by many commercial airlines have opened the skies to virtually unlimited flights between many countries. However, this liberalization is stultified by the lack of airport capacity to accommodate the many flights that are generated by demand for capacity. Accordingly, the allocation of slots for open skies airlines remain dependent on the expansion and effective management of airport capacity. This article examines the ramifications of slot allocation on traffic peaking at airports and environmental concerns, which may emerge with this activity.

Performance of an Optimized Eta Model Code on the Cray T3E and a Network of PCs

In the year 2001, NASA will launch the satellite TRIANA that will be the first Earth observing mission to provide a continuous, full disk view of the sunlit Earth. As a part of the HPCC Program at NASA GSFC, we have started a project whose objectives are to develop and implement a 3D cloud data assimilation system, by combining TRIANA measurements with model simulation, and to produce accurate statistics of global cloud coverage as an important element of the Earth's climate. For simulation of the atmosphere within this project we are using the NCEP/NOAA operational Eta model. In order to compare TRIANA and the Eta model data on approximately the same grid without significant downscaling, the Eta model will be integrated at a resolution of about 15 km. The integration domain (from -70 to +70 deg in latitude and 150 deg in longitude) will cover most of the sunlit Earth disc and will continuously rotate around the globe following TRIANA. The cloud data assimilation is supposed to run and produce 3D clouds on a near real-time basis. Such a numerical setup and integration design is very ambitious and computationally demanding. Thus, though the Eta model code has been very carefully developed and its computational efficiency has been systematically polished during the years of operational implementation at NCEP, the current MPI version may still have problems with memory and efficiency for the TRIANA simulations. Within this work, we optimize a parallel version of the Eta model code on a Cray T3E and a network of PCs (theHIVE) in order to improve its overall efficiency. Our optimization procedure consists of introducing dynamically allocated arrays to reduce the size of static memory, and optimizing on a single processor by splitting loops to limit the number of streams. All the presented results are derived using an integration domain centered at the equator, with a size of 60 x 60 deg, and with horizontal resolutions of 1/2 and 1/3 deg, respectively. In accompanying charts we report the elapsed time, the speedup and the Mflops as a function of the number of processors for the non-optimized version of the code on the T3E and theHIVE. The large amount of communication required for model integration explains its poor performance on theHIVE. Our initial implementation of the dynamic memory allocation has contributed to about 12% reduction of memory but has introduced a 3% overhead in computing time. This overhead was removed by performing loop splitting in some of the high demanding subroutines. When the Eta code is fully optimized in order to meet the memory requirement for TRIANA simulations, a non-negligeable overhead may appear that may seriously affect the efficiency of the code. To alleviate this problem, we are considering implementation of a new algorithm for the horizontal advection that is computationally less expensive, and also a new approach for marching in time.

Reusable Launch Vehicle Control In Multiple Time Scale Sliding Modes

A reusable launch vehicle control problem during ascent is addressed via multiple-time scaled continuous sliding mode control. The proposed sliding mode controller utilizes a two-loop structure and provides robust, de-coupled tracking of both orientation angle command profiles and angular rate command profiles in the presence of bounded external disturbances and plant uncertainties. Sliding mode control causes the angular rate and orientation angle tracking error dynamics to be constrained to linear, de-coupled, homogeneous, and vector valued differential equations with desired eigenvalues placement. Overall stability of a two-loop control system is addressed. An optimal control allocation algorithm is designed that allocates torque commands into end-effector deflection commands, which are executed by the actuators. The dual-time scale sliding mode controller was designed for the X-33 technology demonstration sub-orbital launch vehicle in the launch mode. Simulation results show that the designed controller provides robust, accurate, de-coupled tracking of the orientation angle command profiles in presence of external disturbances and vehicle inertia uncertainties. This is a significant advancement in performance over that achieved with linear, gain scheduled control systems currently being used for launch vehicles.

Networked Rectenna Array for Smart Material Actuators

The concept of microwave-driven smart material actuators is envisioned as the best option to alleviate the complexity associated with hard-wired control circuitry. Networked rectenna patch array receives and converts microwave power into a DC power for an array of smart actuators. To use microwave power effectively, the concept of a power allocation and distribution (PAD) circuit is adopted for networking a rectenna/actuator patch array. The PAD circuit is imbedded into a single embodiment of rectenna and actuator array. The thin-film microcircuit embodiment of PAD circuit adds insignificant amount of rigidity to membrane flexibility. Preliminary design and fabrication of PAD circuitry that consists of a few nodal elements were made for laboratory testing. The networked actuators were tested to correlate the network coupling effect, power allocation and distribution, and response time. The features of preliminary design are 16-channel computer control of actuators by a PCI board and the compensator for a power failure or leakage of one or more rectennas.

Adaptive Management of Computing and Network Resources for Spacecraft Systems

It is likely that NASA's future spacecraft systems will consist of distributed processes which will handle dynamically varying workloads in response to perceived scientific events, the spacecraft environment, spacecraft anomalies and user commands. Since all situations and possible uses of sensors cannot be anticipated during pre-deployment phases, an approach for dynamically adapting the allocation of distributed computational and communication resources is needed. To address this, we are evolving the DeSiDeRaTa adaptive resource management approach to enable reconfigurable ground and space information systems. The DeSiDeRaTa approach embodies a set of middleware mechanisms for adapting resource allocations, and a framework for reasoning about the real-time performance of distributed application systems. The framework and middleware will be extended to accommodate (1) the dynamic aspects of intra-constellation network topologies, and (2) the complete real-time path from the instrument to the user. We are developing a ground-based testbed that will enable NASA to perform early evaluation of adaptive resource management techniques without the expense of first deploying them in space. The benefits of the proposed effort are numerous, including the ability to use sensors in new ways not anticipated at design time; the production of information technology that ties the sensor web together; the accommodation of greater numbers of missions with fewer resources; and the opportunity to leverage the DeSiDeRaTa project's expertise, infrastructure and models for adaptive resource management for distributed real-time systems.

Power Management in Regenerative Life Support Systems

Effective management of power can reduce the cost of launch and operation of regenerative life support systems. Variations in power may be quite severe and may manifest as surges or spikes, While the power plant may have some ability to deal with these variations, with batteries for example, over-capacity is expensive and does nothing to address the fundamental issue of excessive demand. Because the power unit must be sized to accommodate the largest demand, avoiding power spikes has the potential to reduce the required size of the power plant while at the same time increasing the dependability of the system. Scheduling of processors can help to reduce potential power spikes. However, not all power-consuming equipment is easily scheduled. Therefore, active power management is needed to further decrease the risk of surges or spikes. We investigate the use of a hierarchical scheme to actively manage power for a model of a regenerative life support system. Local level controllers individually determine subsystem power usage. A higher level controller monitors overall system power and detects surges or spikes. When a surge condition is detected, the higher level controller conducts an 'auction' and describes subsystem power usage to re-allocate power. The result is an overall reduction in total power during a power surge. The auction involves each subsystem making a 'bid' to buy or sell power based on local needs. However, this re-allocation cannot come at the expense of life support function. To this end, participation in the auction is restricted to those processes meeting certain tolerance constraints. These tolerances represent acceptable limits within which system processes can be operated. We present a simulation model and discuss some of our results.

GEOS Instrument of Opportunity (IoO)

NOAA's three-axis stabilized series of GOES satellites have a place reserved on the Earth-facing side for an Instrument of Opportunity (IoO). The IoO slot is a location for new technologies that provide space-time-spectral resolution of the environment not possible with the preconceived Imager and Sounder. For example, candidate IoO's have usually proposed to use large-format staring arrays of detectors. The size, weight, power, data rate, and interface allocations for the IoO are modest in comparison to the Imager and Sounder, but the resources are large enough to allow for the collection of useful real time data. Because, the geosynchronous location is ideal for monitoring rapidly changing unpredictable events, IoO's have been suggested to detect lightning, volcanism, ozone and sulfur dioxide, ocean color, vegetation, special weather events, and even broadcast color TV. To become an IoO on GOES, the proposed instrument must: 1) have potential benefit to NOAA, 2) fit within the allocation constraints, 3) be independently funded, including pre-launch test equipment and the spacecraft accommodation costs, 4) be delivered two years before launch for integration and testing, and 5) not interfere with the existing launch schedule or the operational instruments.

National Environmental Change Information System Case Study

The Global Hydrology and Climate Center and NASA's Marshall Space Flight Center conducted a fact-finding case study for the Data Management Working Group (DMWG), now referred to as the Data and Information Working Group (DIWG), of the U.S. Global Change Research Program (USGCRP) to determine the feasibility of an interagency National Environmental Change Information System (NECIS). In order to better understand the data and information needs of policy and decision makers at the national, state, and local level, the DIWG asked the case study team to choose a regional water resources issue in the southeastern United States that had an impact on a diverse group of stakeholders. The southeastern United States was also of interest because the region experiences interannual climatic variations and impacts due to El Nino and La Nina. Jointly, with input from the DIWG, a focus on future water resources planning in the Apalachicola-Chattahoochee-Flint (ACF) River basins of Alabama, Georgia, and Florida was selected. A tristate compact and water allocation formula is currently being negotiated between the states and U.S. Army Corps of Engineers (COE) that will affect the availability of water among competing uses within the ACF River basin. All major reservoirs on the ACF are federally owned and operated by the U.S. Army COE. A similar two-state negotiation is ongoing that addresses the water allocations in the adjacent Alabama-Coosa-Tallapoosa (ACT) River basin, which extends from northwest Georgia to Mobile Bay. The ACF and ACT basins are the subject of a comprehensive river basin study involving many stakeholders. The key objectives of this case study were to identify specific data and information needs of key stakeholders in the ACF region, determine what capabilities are needed to provide the most practical response to these user requests, and to identify any limitations in the use of federal data and information. The NECIS case study followed the terms of reference developed by the interagency DIWG. The case study "lessons learned" and "key findings" offer guidelines and considerations to the DMWG for the development and implementation of a NECIS that would support the data and information needs of policy and decision makers at the national, state, and local level.

The NAS Trace Visualizer (NTV)

NTV is a tool used to visualize execution traces from message passing systems. It is designed to be ported easily to different trace formats. The first version of NTV uses trace files produced using AIMS Version 2.2. Versions for the native traces from the IBM SP2 and Intel Paragon are nearing completion. A distinctive characteristic of NTV is that it uses static displays rather then time varying displays. This, in combination with mouse controlled zooming, gives the user the ability to get a global view of the execution and a focused view of details. The principal display is a time line display that shows a color coded time line for each processor. The color coding shows the processor status. Messages between processors are indicated by lines connecting the processors involved in the communications. Controls for these message edges let the user show all messages, no messages, or only message between specified sets of processors. Summary (profiling) displays are also produced. These are of two types. One allocates information by processor, e.g., the time the processor was blocked sending, and the other allocates information by function, e.g., the time a function was blocked sending.

Integrated Neural Flight and Propulsion Control System

This paper describes an integrated neural flight and propulsion control system. which uses a neural network based approach for applying alternate sources of control power in the presence of damage or failures. Under normal operating conditions, the system utilizes conventional flight control surfaces. Neural networks are used to provide consistent handling qualities across flight conditions and for different aircraft configurations. Under damage or failure conditions, the system may utilize unconventional flight control surface allocations, along with integrated propulsion control, when additional control power is necessary for achieving desired flight control performance. In this case, neural networks are used to adapt to changes in aircraft dynamics and control allocation schemes. Of significant importance here is the fact that this system can operate without emergency or backup flight control mode operations. An additional advantage is that this system can utilize, but does not require, fault detection and isolation information or explicit parameter identification. Piloted simulation studies were performed on a commercial transport aircraft simulator. Subjects included both NASA test pilots and commercial airline crews. Results demonstrate the potential for improving handing qualities and significantly increasing survivability rates under various simulated failure conditions.

Interrelation Between Safety Factors and Reliability

An evaluation was performed to establish relationships between safety factors and reliability relationships. Results obtained show that the use of the safety factor is not contradictory to the employment of the probabilistic methods. In many cases the safety factors can be directly expressed by the required reliability levels. However, there is a major difference that must be emphasized: whereas the safety factors are allocated in an ad hoc manner, the probabilistic approach offers a unified mathematical framework. The establishment of the interrelation between the concepts opens an avenue to specify safety factors based on reliability. In cases where there are several forms of failure, then the allocation of safety factors should he based on having the same reliability associated with each failure mode. This immediately suggests that by the probabilistic methods the existing over-design or under-design can be eliminated. The report includes three parts: Part 1-Random Actual Stress and Deterministic Yield Stress; Part 2-Deterministic Actual Stress and Random Yield Stress; Part 3-Both Actual Stress and Yield Stress Are Random.

Automated Pollution Control

Patterned after the Cassini Resource Exchange (CRE), Sholtz and Associates established the Automated Credit Exchange (ACE), an Internet-based concept that automates the auctioning of "pollution credits" in Southern California. An early challenge of the Jet Propulsion Laboratory's Cassini mission was allocating the spacecraft's resources. To support the decision-making process, the CRE was developed. The system removes the need for the science instrument manager to know the individual instruments' requirements for the spacecraft resources. Instead, by utilizing principles of exchange, the CRE induces the instrument teams to reveal their requirements. In doing so, they arrive at an efficient allocation of spacecraft resources by trading among themselves. A Southern California RECLAIM air pollution credit trading market has been set up using same bartering methods utilized in the Cassini mission in order to help companies keep pollution and costs down.

On-Orbit Performance Verification and End-To-End Characterization of the TDRS-H Ka-band Communications Payload

In June 2000, NASA launched the first of three next generation Tracking and Data Relay Satellites (TDRS-H) equipped with a Ka-band forward and return service capability. This Ka-band service supports forward data rates of up to 25 Mb/sec using the 22.55-23.55 GHz space-to-space allocation. Return services are supported via channel bandwidths of 225 and 650 MHz for data rates up to at least 800 Mb/sec using the 25.25 - 27.5 GHz space-to-space allocation. As part of NASA's acceptance of the TDRS-H spacecraft, an extensive on-orbit calibration, verification and characterization effort was performed to ensure that on-orbit spacecraft performance is within specified limits. This process verified the compliance of the Ka-band communications payload with all performance specifications, and demonstrated an end-to-end Ka-band service capability. This paper summarizes the results of the TDRS-H Ka-band communications payload on-orbit performance verification and end-to-end service characterization. Performance parameters addressed include antenna gain pattern, antenna Gain-to-System Noise Temperature (G/T), Effective Isotropically Radiated Power (EIRP), antenna pointing accuracy, frequency tunability, channel magnitude response, and Ka-band service Bit-Error-Rate (BER) performance.

Microwave-Driven Multifunctional Capability of Membrane Structures

A large, ultra lightweight space structure, such as solar sails and Gossamer spacecrafts, requires a distributed power source to alleviate wire networks, unlike the localized on-board power infrastructures typically found in most small spacecrafts. The concept of microwave-driven multifunctional capability for membrane structures is envisioned as the best option to alleviate the complexity associated with hard-wired control circuitry and on-board power infrastructures. A rectenna array based on a patch configuration for high voltage output was developed to drive membrane actuators, sensors, probes, or other devices. Networked patch rectenna array receives and converts microwave power into a DC power for an array of smart actuators. To use microwave power effectively, the concept of a power allocation and distribution (PAD) circuit is adopted for networking a rectenna/actuator patch array. The use of patch rectennas adds a significant amount of rigidity to membrane flexibility and they are relatively heavy. A dipole rectenna array (DRA) appears to be ideal for thin-film membrane structures, since DRA is flexible and light. Preliminary design and fabrication of PAD circuitry that consists of a few nodal elements were made for laboratory testing. The networked actuators were tested to correlate the network coupling effect, power allocation and distribution, and response time.

Risk-based Classification of Incidents

As the penetration of software into safety-critical systems progresses, accidents and incidents involving software will inevitably become more frequent. Identifying lessons from these occurrences and applying them to existing and future systems is essential if recurrences are to be prevented. Unfortunately, investigative agencies do not have the resources to fully investigate every incident under their jurisdictions and domains of expertise and thus must prioritize certain occurrences when allocating investigative resources. In the aviation community, most investigative agencies prioritize occurrences based on the severity of their associated losses, allocating more resources to accidents resulting in injury to passengers or extensive aircraft damage. We argue that this scheme is inappropriate because it undervalues incidents whose recurrence could have a high potential for loss while overvaluing fairly straightforward accidents involving accepted risks. We then suggest a new strategy for prioritizing occurrences based on the risk arising from incident recurrence.
