Standards Guidance for Electric Two- and Three-Wheelers and Charging Infrastructure in Pakistan

Electric two-wheelers (E2Ws) and electric three-wheelers (E3Ws) have reached upfront cost price parity as compared to their conventional counterparts in many markets (IEA 2022). Therefore, Pakistan has embraced E2Ws and E3Ws in their National Electric Vehicle Policy (Government of Pakistan 2019b). Specifically, this policy targets 50% of new two- and three-wheeler sales to be electric by 2030. In the short term, this policy targets five times as many E2Ws and E3Ws as cars, vans, and pickups. In order to meet these goals in a safe, reliable, and efficient manner, Pakistan needs to develop and implement standards related to E2W and E3W vehicles and charging infrastructure, including battery swap stations. Without standards, E2Ws and E3Ws can be dangerous, unreliable, incompatible with charging stations, or diminish the grid’s electricity quality (Goel and Singh 2019; Sasidharan 2020). Fortunately, there are several global and local efforts to establish standards that Pakistan can learn from or adopt. This document explains the purpose and process of standards development and introduces the international standards development organizations involved and relevant classification and testing systems. It then introduces and lists many standards related to the vehicles, batteries, and charging equipment so that Pakistan can adopt or reference these standards when developing its own.

Analyzing the Inflation Reduction Act and the Bipartisan Infrastructure Law for Their Effects on Nuclear Cost Data

Decarbonizing to meet aggressive climate change mitigation targets requires energy transition within all sectors. In the industrial sector, emissions will need to decrease by 65–90% by 2050 to avert global warming greater than 1.5°C (IPCC 2022). The Inflation Reduction Act (IRA), Bipartisan Infrastructure Law (BIL), and Defense Production Act (DPA) have clean energy requirements and provide financial incentives to accelerate the use of clean energy technologies in the industrial sector. It is important to note that IRA is the most extensive action ever taken by Congress and the U.S. government to combat climate change (US CBO 2021, 2022). The energy system provisions comprise most of the estimated climate and energy support. A better understanding of those provisions in the above mentioned acts and laws is crucial to assessing their impact on the equivalent energy costs to the power plant owners (impact on net revenue in $/MWh) across different energy technologies, market deployment potential offered to different energy technologies applications, and energy system research modeling. The purpose of the report is to shed light on IRA and BIL provisions with particular attention to impacts on the nuclear industry. The report also seeks to understand potential equivalent energy cost savings for nuclear energy technologies from other laws and programs in conjunction with IRA, BIL, loan program guarantees, and DPA. The report reviews recent legislation on energy policy and translates that policy to impacts on equivalent nuclear costs for the purpose of modeling policy in energy scenarios.

Neutrino Program at Fermilab - Enhancing Proton Beam Power and Accelerator Infrastructure

The upcoming long baseline neutrino experiments aim to enhance proton beam power to multi-MW scale and utilize large-scale detectors to address the challenge of limited event statistics. The DUNE experiment at LBNF will test the three-neutrino flavor paradigm and directly search for CP violation by studying oscillation signatures in the high intensity (anti-) beam to (anti-) measured over a long baseline. Higher beam power and improved accelerator up-time will enhance neutrino flux for the neutrino program by increasing the number of protons on target. LBNF/DUNE, as well as PIP-II upgrade and Accelerator Complex Evolution (ACE) plan, play a vital role in this effort. The scientific potential of ACE plan extends beyond neutrino physics, encompassing endeavors such as the Muon Collider, Charged Lepton Flavor Violation (CLFV), Dark Sectors, and exploration of neutrinos beyond DUNE.\par In the era of higher-power accelerator operation, research in target materials and beam instrumentation is crucial for optimizing design modifications. This abstract discusses Fermilab ACE, the science opportunities it provides, and how Fermilab is pushing the limits of proton beam power and accelerator infrastructure. By tackling neutrino beam challenges and exploring research and development ideas, we are advancing our understanding of fundamental particles and their interactions.

Dynamics of Water, Climate, and Infrastructure

Climate and its impacts on the natural environment, and on the ability of the natural environment to support population and the built environment, stands as a threat multiplier that impacts national and global security. The Water Intersections with Climate Systems Security (WICSS) Strategic Initiative is designed to improve understanding of water’s role in, among other topics, the connection of critical infrastructure to climate in light of competing national and global security interests (including transboundary issues and stability), and identifying research gaps aligned with Sandia, and Federal agency priorities. With this impetus in mind, the WICSS Strategic Initiative team conceptualized a causal loop diagram (CLD) of the relationship between and among climate, the natural environment, population, and the built environment, with an understanding that any such regionally focused system must have externalities that influence the system from beyond its’ control, and metrics for better understanding the consequences of the set of interactions. These are discussed in light of a series of worldviews that focus on portions of the overall systems relationship. The relationships are described and documented in detail. A set of reinforcing and balancing loops are then highlighted within the context of the model. Finally, forward-looking actions are highlighted to describe how this conceptual model can be turned into modeling to address multiple problems described under the purview of the Strategic Initiative.

EQSIM: Exascale Predictions of Earthquake Effects on Critical Infrastructure

The great “San Francisco” earthquake of 1906 is one of the most recognized, and sobering, demonstrations of the havoc that can be caused by the sudden and violent movement of Earth’s tectonic plates. The estimated 7.9-magnitude quake and subsequent fires decimated the major metropolis and surrounding areas: buildings turned to ruins, hundreds of thousands of people left homeless, and a death toll exceeding 3,000. Today, as evidenced by the catastrophic 7.8-magnitude earthquake that struck Turkey in February 2023, these events still present a significant danger to life and economic security. To mitigate the potential devastation of future earthquakes and better prepare for these inevitable events, researchers are turning to high-performance computers to simulate the underlying geophysical processes and accurately quantify associated risks to critical infrastructure.

Radio Frequency Spectrum Audit to Inventory Private Cellular Base Station Infrastructure

The ever-changing cellular communication landscape makes it difficult to identify, map, and localize cellular base stations. Localizing cellular base stations provides various advantages, including information security, cybersecurity, spectrum management, and interference detection. For example, the MITRE ATT&CK® (Adversarial Tactics, Techniques, and Common Knowledge architecture) [1] and Common Attack Pattern Enumeration and Classification [2] emphasize the importance of being able to minimize the cyber security threat presented by unregulated private cellular base stations (PCBS). The majority of published research looks at the malicious use of PCBSs and focuses on using data retrieved from user equipment (UE), data obtained from an application on the UE, or data shared between the UE and a mobile network to locate it. This innovative strategy, however, focuses on the passively discovered uniqueness of radio frequency (RF) transmissions from commercial cellular infrastructure received in a designated monitoring position (DMP).

Congestion levels on existing infrastructure

Congestion occurs when available least-cost energy cannot be delivered to some loads because transmission facilities do not have sufficient capacity to deliver the energy. When a transmission constraint is binding (i.e., its limit is reached) it has an associated shadow price – the marginal value of relieving the constraint (i.e., of increasing the asset’s flow limit). This report contains one page dedicated to each ISO and RTO in the U.S. documenting empirical outcomes related to binding constraints during 2022 through 2024 for both the day-ahead and real-time markets. For each system operator and market timeline, the report contains two maps of infrastructure elements that are color-coded based on congestion characteristics. The first map provides information on how often each element has a binding constraint, that is, the frequency of congestion on the element. The second map reflects the intensity of congestion, measured as the sum of shadow prices.

Mississippi's Strategic Resilience: A multi-systems approach to secure, reliable, and adaptable electric grid infrastructure

Mississippi’s electric grid resilience challenges are linked to an intersection of complex socioeconomic, ecological, technological, historical, and political challenges, exacerbated by increasing severe weather like flooding and tornado events. The state’s legacy of underinvestment in critical energy infrastructure, particularly in rural areas and vulnerable floodplains, have stressed an aging grid, creating long-lasting disruptions in electric service during weather-related outages. Effective emergency management and preparedness is further hampered by a lack of coordination across local, county, and regional scales. Using the TASTI-GRID platform and partnership with Oak Ridge National Laboratory (ORNL), Mississippi is developing a comprehensive regional resilience strategy to overcome energy security and reliability challenges, mitigating the impacts of natural hazards, and positioning Mississippi as a resilient and premier destination for residents, businesses, and economic development.
