Cost reduction by integration of the assurance technologies.

It is shown how the cost of applying assurance disciplines to the development of complex systems can be reduced by integrating the mechanics of system engineering and system management into a 'Development Risk Control System'. The essential features of the integration process are examined. A 'Development Risk Management Model' is described, and the use of the model to integrate and thereby reduce the cost of other assurance disciplines is discussed and illustrated.

Space-based solar power conversion and delivery systems study. Volume 1: Executive summary

The technical and economic aspects of satellite solar power systems are presented with a focus on the current configuration 5000 MW system. The technical studies include analyses of the orbital system structures, control and stationkeeping, and the formulation of program plans and costs for input to the economic analyses. The economic analyses centered about the development and use of a risk analysis model for a system cost assessment, identification of critical issues and technologies, and to provide information for programmatic decision making. A preliminary economic examination of some utility interface issues is included. Under the present state-of-knowledge, it is possible to formulate a program plan for the development of a satellite solar power system that can be economically justified. The key area of technological uncertainty is man's ability to fabricate and assemble large structures in space.

Preliminary calculation of solar cosmic ray dose to the female breast in space mission

No regulatory dose limits are specifically assigned for the radiation exposure of female breasts during manned space flight. However, the relatively high radiosensitivity of the glandular tissue of the breasts and its potential exposure to solar flare protons on short- and long-term missions mandate a priori estimation of the associated risks. A model for estimating exposure within the breast is developed for use in future NASA missions. The female breast and torso geometry is represented by a simple interim model. A recently developed proton dose-buildup procedure is used for estimating doses. The model considers geomagnetic shielding, magnetic-storm conditions, spacecraft shielding, and body self-shielding. Inputs to the model include proton energy spectra, spacecraft orbital parameters, STS orbiter-shielding distribution at a given position, and a single parameter allowing for variation in breast size.

Probabilistic Structural Analysis Methods (PSAM) for select space propulsion system components, part 2

The technical effort and computer code enhancements performed during the sixth year of the Probabilistic Structural Analysis Methods program are summarized. Various capabilities are described to probabilistically combine structural response and structural resistance to compute component reliability. A library of structural resistance models is implemented in the Numerical Evaluations of Stochastic Structures Under Stress (NESSUS) code that included fatigue, fracture, creep, multi-factor interaction, and other important effects. In addition, a user interface was developed for user-defined resistance models. An accurate and efficient reliability method was developed and was successfully implemented in the NESSUS code to compute component reliability based on user-selected response and resistance models. A risk module was developed to compute component risk with respect to cost, performance, or user-defined criteria. The new component risk assessment capabilities were validated and demonstrated using several examples. Various supporting methodologies were also developed in support of component risk assessment.

The 1997 JANNAF Propellant Development and Characterization Subcommittee and Safety and Environmental Protection Subcommittee Joint Meeting

In the Propellant Development and Characterization Subcommittee (PDCS) meeting, topics included: the analysis, characterization, and processing of propellants and propellant ingredients; chemical reactivity; liquid propellants; test methods; rheology; surveillance and aging; and process engineering. In the Safety and Environmental Protection Subcommittee (S&EPS) meeting, topics covered included: hydrazine propellant vapor detection methods; toxicity of propellants and propellants; explosives safety; atmospheric modeling and risk assessment of toxic releases; reclamation, disposal, and demilitarization methods; and remediation of explosives or propellant contaminated sites.

Quick Fix for Managing Risks

Under a Phase II SBIR contract, Kennedy and Lumina Decision Systems, Inc., jointly developed the Schedule and Cost Risk Analysis Modeling (SCRAM) system, based on a version of Lumina's flagship software product, Analytica(R). Acclaimed as "the best single decision-analysis program yet produced" by MacWorld magazine, Analytica is a "visual" tool used in decision-making environments worldwide to build, revise, and present business models, minus the time-consuming difficulty commonly associated with spreadsheets. With Analytica as their platform, Kennedy and Lumina created the SCRAM system in response to NASA's need to identify the importance of major delays in Shuttle ground processing, a critical function in project management and process improvement. As part of the SCRAM development project, Lumina designed a version of Analytica called the Analytica Design Engine (ADE) that can be easily incorporated into larger software systems. ADE was commercialized and utilized in many other developments, including web-based decision support.

Computational studies of Ras and PI3K

Until recently, experimental techniques in molecular cell biology have been the primary means to investigate biological risk upon space radiation. However, computational modeling provides an alternative theoretical approach, which utilizes various computational tools to simulate proteins, nucleotides, and their interactions. In this study, we are focused on using molecular mechanics (MM) and molecular dynamics (MD) to study the mechanism of protein-protein binding and to estimate the binding free energy between proteins. Ras is a key element in a variety of cell processes, and its activation of phosphoinositide 3-kinase (PI3K) is important for survival of transformed cells. Different computational approaches for this particular study are presented to calculate the solvation energies and binding free energies of H-Ras and PI3K. The goal of this study is to establish computational methods to investigate the roles of different proteins played in the cellular responses to space radiation, including modification of protein function through gene mutation, and to support the studies in molecular cell biology and theoretical kinetics models for our risk assessment project.

Security Risks: Management and Mitigation in the Software Life Cycle

A formal approach to managing and mitigating security risks in the software life cycle is requisite to developing software that has a higher degree of assurance that it is free of security defects which pose risk to the computing environment and the organization. Due to its criticality, security should be integrated as a formal approach in the software life cycle. Both a software security checklist and assessment tools should be incorporated into this life cycle process and integrated with a security risk assessment and mitigation tool. The current research at JPL addresses these areas through the development of a Sotfware Security Assessment Instrument (SSAI) and integrating it with a Defect Detection and Prevention (DDP) risk management tool.

Description of Transport Codes for Space Radiation Shielding

This slide presentation describes transport codes and their use for studying and designing space radiation shielding. When combined with risk projection models radiation transport codes serve as the main tool for study radiation and designing shielding. There are three criteria for assessing the accuracy of transport codes: (1) Ground-based studies with defined beams and material layouts, (2) Inter-comparison of transport code results for matched boundary conditions and (3) Comparisons to flight measurements. These three criteria have a very high degree with NASA's HZETRN/QMSFRG.

Correlated Uncertainties in Radiation Shielding Effectiveness

The space radiation environment is composed of energetic particles which can deliver harmful doses of radiation that may lead to acute radiation sickness, cancer, and even death for insufficiently shielded crew members. Spacecraft shielding must provide structural integrity and minimize the risk associated with radiation exposure. The risk of radiation exposure induced death (REID) is a measure of the risk of dying from cancer induced by radiation exposure. Uncertainties in the risk projection model, quality factor, and spectral fluence are folded into the calculation of the REID by sampling from probability distribution functions. Consequently, determining optimal shielding materials that reduce the REID in a statistically significant manner has been found to be difficult. In this work, the difference of the REID distributions for different materials is used to study the effect of composition on shielding effectiveness. It is shown that the use of correlated uncertainties allows for the determination of statistically significant differences between materials despite the large uncertainties in the quality factor. This is in contrast to previous methods where uncertainties have been generally treated as uncorrelated. It is concluded that the use of correlated quality factor uncertainties greatly reduces the uncertainty in the assessment of shielding effectiveness for the mitigation of radiation exposure.

Probabilistic Mass Growth Uncertainties

Mass has been widely used as a variable input parameter for Cost Estimating Relationships (CER) for space systems. As these space systems progress from early concept studies and drawing boards to the launch pad, their masses tend to grow substantially, hence adversely affecting a primary input to most modeling CERs. Modeling and predicting mass uncertainty, based on historical and analogous data, is therefore critical and is an integral part of modeling cost risk. This paper presents the results of a NASA on-going effort to publish mass growth datasheet for adjusting single-point Technical Baseline Estimates (TBE) of masses of space instruments as well as spacecraft, for both earth orbiting and deep space missions at various stages of a project's lifecycle. This paper will also discusses the long term strategy of NASA Headquarters in publishing similar results, using a variety of cost driving metrics, on an annual basis. This paper provides quantitative results that show decreasing mass growth uncertainties as mass estimate maturity increases. This paper's analysis is based on historical data obtained from the NASA Cost Analysis Data Requirements (CADRe) database.

Towards Certification of a Space System Application of Fault Detection and Isolation

Advanced fault detection, isolation and recovery (FDIR) software is being investigated at NASA as a means to the improve reliability and availability of its space systems. Certification is a critical step in the acceptance of such software. Its attainment hinges on performing the necessary verification and validation to show that the software will fulfill its requirements in the intended setting. Presented herein is our ongoing work to plan for the certification of a pilot application of advanced FDIR software in a NASA setting. We describe the application, and the key challenges and opportunities it offers for certification.

Ice Crystal Icing Engine Testing in the NASA Glenn Research Center's Propulsion Systems Laboratory: Altitude Investigation

The National Aeronautics and Space Administration (NASA) conducted a full scale ice crystal icing turbofan engine test using an obsolete Allied Signal ALF502-R5 engine in the Propulsion Systems Laboratory (PSL) at NASA Glenn Research Center. The test article used was the exact engine that experienced a loss of power event after the ingestion of ice crystals while operating at high altitude during a 1997 Honeywell flight test campaign investigating the turbofan engine ice crystal icing phenomena. The test plan included test points conducted at the known flight test campaign field event pressure altitude and at various pressure altitudes ranging from low to high throughout the engine operating envelope. The test article experienced a loss of power event at each of the altitudes tested. For each pressure altitude test point conducted the ambient static temperature was predicted using a NASA engine icing risk computer model for the given ambient static pressure while maintaining the engine speed.

Current Status of Programs and Research within the NASA Orbital Debris Program Office

The NASA Orbital Debris Program Office (ODPO) is the world's longest-standing orbital debris research organization. It supports all aspects of international and US national policy-making related to the orbital environment and to spacecraft life cycle requirements. Representing more than just NASA projects, it is the United States' center of expertise in the field. The office continues to advance research in all aspects of orbital debris, including its measurement, modeling, and risk assessment for both orbital and ground safety concerns. This presentation will highlight current activities and recent progress in all aspects of the ODPO's mission.

Track Structure and the Quality Factor for Space Radiation Cancer Risk

A major risk from exposure to space radiation is the induction of cancer and it is from estimates of this risk that the maximum career flight times of NASA space crew members are restricted by a permissible exposure limit. For the purpose of demonstrating compliance with the career limit, NASA has developed a cancer risk projection model for exposure-induced fatal cancer, in which the formulation and numerical values of the quality factor (QFNASA) are substantially different from those of the quality factor (Q) or radiation weighting factor (wR) routinely applied for radiation protection on earth. The quality factor is used to account for the increased effectiveness of radiations of high linear energy transfer (LET), compared to the effectiveness of low-LET γ-rays derived from epidemiological studies of the atomic-bomb survivors. The need for a special approach for space radiation is dictated by the special characteristics of the charged particles from solar radiation and especially the charged particles of high energy and charge (HZE) in galactic cosmic rays (GCR). This article considers aspects of radiation track structure in relation to the relative biological effectiveness (RBE) of HZE particles and the quality factor used for space radiation. The NASA quality factor (QFNASA) is composed of two terms, which can be interpreted as broadly representing the low- and the high-ionization-density components of the HZE particle tracks. These are discussed in turn as they relate to available experimental evidence on the biological effectiveness of such components. Also briefly described are subsequent published proposals for a reformulation of the quality factor to relate more directly to the acute γ-ray exposures from the atomic bombs and for further refinement of the parameter values (and their uncertainties) that determine the shape of the quality factor function. Other recent developments are also mentioned.

Recent Radar Observations of the Sub-Centimeter Orbital Debris Environment

The NASA Orbital Debris Program Office (ODPO) has conducted radar observations of the orbital debris environment since the early 1990’s to provide measurement data that supports orbital debris models and risk mitigation activities in support of NASA mission objectives. Orbital debris radar observations are a unique mode for radar operation, employing a fixed beam configuration to statistically sample the environment. An advantage of conducting operations in this fashion is that it enables observations of smaller classes of orbital debris than would otherwise be available from the same sensor operating in a traditional tracking mode. Orbital debris-mode radar observations are used to fill in the gaps, which exist in the currently available data from the Space Surveillance Network (SSN), on small size orbital debris populations that represent significant risk to NASA programs. These gaps have typically covered orbital debris with characteristic sizes less than approximately 10 cm down to approximately 3 mm in low Earth orbit (LEO) – depending upon the altitude and sensor configuration. The value of orbital debris radar measurements lies in the ability to extract partial orbital element information about orbital debris in the centimeter to several millimeter size regimes in low Earth orbit – which are not available from other measurement sources. This paper will discuss observations of this smaller class of orbital debris observed in recent years from the radars at the MIT Haystack Observatory in Westford, Massachusetts, and the Goldstone Solar System Radar near Barstow, California. The former radar is able to observe orbital debris down to approximately 5 mm, and the latter, orbital debris with characteristic sizes near 3 mm – at altitudes less than 1000 km. The characteristics and inferences about the current LEO orbital debris environment, and the different subpopulations that are identifiable in the observations are highlighted.

Modeling Meteoroid Densities for Spacecraft Risk Assessment

Densities are a key driver of risk posed to spacecraft by the meteoroid environment. MEM 3 has incorporated a density distribution that utilizes measurements of 92 events. Densities are extremely difficult to measure. Greater need than ever for high resolution meteor imagery to break degeneracies.
