Deployment of Energy Efficiency and Clean Energy on Indians Lands – A Community Solar Project

The Eastern Band of Cherokee Indians (EBCI or Tribe) is a federally recognized Indian Tribe located on ancestral homelands in western North Carolina. The Tribe is comprised of just over 16,000 enrolled members, with an estimated 8,000 – 10,000 residing on tribal lands. The Qualla Boundary is comprised of over 56,000 acres of contiguous trust land adjacent to the Great Smoky Mountain National Park. The EBCI also possess an assortment of scattered parcels of varying sizes across western North Carolina, some in trust status and others in deeded or fee simple. This project was implemented on a trust parcel in Cherokee County, NC. The Tribe was awarded the maximum amount of $\$ $1,000,000 for the installation of a 705.6 kilowatt (kW) solar PV array to supplement the power consumed and reduce annual utility costs at the Harrah’s Cherokee Valley River (HCVR) casino and hotel in Murphy, NC. The casino is a tribal entity of the Tribe. The total cost of the project was $\$ $2.364 million. The system was officially commissioned on April 12, 2019. For the purpose of calculating the amount of power produced and reduction in utility costs, the time frame assessed is May 2019 through April 2020. All power generated was consumed onsite.Based on the first full year of data, the project achieved the estimated 8.3% reduction in utility costs. A total of six casino and tribal staff were trained and received a North American Board of Certified Energy Practitioners (NABCEP) certification, giving our staff the resources and skills to manage and operate the solar PV array. Based on the Tribal match of $\$ $1,377,797 and estimated net annual benefit of $89,000, the estimated return on investment (ROI) is 15.48 years.

Development of Renewable Energy Data for Facilitating the Clean Energy Transition in Vietnam

Vietnam is transforming its power system with an increasing share of variable renewable energy (VRE) in the generation mix and plans to achieve 27% VRE by capacity in 2030 and 42% by capacity in 2045, as indicated by the draft Eighth Power Development Plan for 2020–-2045 (PDP8). Further increase in VRE penetration is possible with data-driven analysis where availability of data, specifically VRE data, becomes critical. NREL has worked with various stakeholders in Vietnam to create high-resolution multi-year VRE data publicly available to all. This paper reviews this new VRE data for Vietnam and how different stakeholders can use this data to inform VRE deployment decisions.

Argonne-Northwestern Solar Energy Research Center (08/01/2009-07/31/2018) and renamed Center for Light Energy Activated Redox Processes (LEAP) (Final Report)

In 2009-2014 the ANSER Center focused on understanding how molecules, materials, and systems can use sunlight to generate charges that drive catalysts for solar fuels formation and directly power photovoltaic cells. We addressed a common set of fundamental questions that must be answered in both contexts to successfully utilize sunlight as a renewable energy source for fuels and electricity. By attacking the common questions intrinsic to solar fuels and electricity in the same research center, ANSER provided opportunities for cross-cutting solutions not possible by addressing only fuels or electricity alone.

Electric Vehicle Charging Management in Smart Energy Communities to Increase Renewable Energy Hosting Capacity

Abnormal climates due to global warming have emerged as a big concern in the global community. To mitigate climate change and achieve sustainability, distributed energy resources (DERs), including solar and wind, have been recently deployed in power systems. As the penetration level of DERs has increased, however, it caused a multitude of issues in the power systems, such as voltage fluctuation in the distribution network limiting renewable hosting capacity. On the other hand, the electric vehicle (EV) industry is rapidly growing to facilitate the transition to a carbon-neutral community, illuminating the potential of EVs as a flexible grid asset to mitigate some of the issues and improve grid operation, if properly exploited. To explore the potential of EVs, this paper proposes an EV scheduling strategy. By using an optimal EV charging scheduling proposed, distribution system operators (DSOs) can minimize their operating costs and stably operate the system with a high level of DERs. To validate the method, a modified IEEE 33-bus system with DERs is developed. The case study shows the proposed scheduling strategizes EV charging to reduce the cost of PV curtailment. In the study, the method outperforms the renewable-only case with curtailment by 4.97% in DSO cost. It also demonstrates its potential to increase the renewable hosting capacity by harmonizing EV charging with renewables.

Clean Energy Co-Benefits: Air Quality, Health and Just Energy Transitions

Outdoor air pollution is a leading environmental risk factor and contributes to public health concerns. With assistance from the Department of State, NREL researchers supported the expansion of the Intervention Model for Air Pollution (InMAP) to Global InMAP model. This model offers a new approach to estimating the human health impacts caused by air pollutant emissions and how those impacts are distributed across populations around the world. Further research sponsored by the U.S. Agency for International Development (USAID) and executed by NREL and the University of Minnesota applied the Global InMAP Model for the first time in a study of the effects of renewable electricity deployment on air quality and human health in Southeast Asia. This brief details the inception, application, and novel approach of the Global InMAP model, and more broadly NREL's capabilities for air quality modeling and health effects co-benefits analyses in the context of just energy transitions.
