Space Station Simulation Computer System (SCS) study for NASA/MSFC. Phased development plan

NASA's Space Station Freedom Program (SSFP) planning efforts have identified a need for a payload training simulator system to serve as both a training facility and as a demonstrator to validate operational concepts. The envisioned MSFC Payload Training Complex (PTC) required to meet this need will train the Space Station payload scientists, station scientists and ground controllers to operate the wide variety of experiments that will be onboard the Space Station Freedom. The Simulation Computer System (SCS) is made up of computer hardware, software, and workstations that will support the Payload Training Complex at MSFC. The purpose of this SCS Study is to investigate issues related to the SCS, alternative requirements, simulator approaches, and state-of-the-art technologies to develop candidate concepts and designs.

Probabilistic Reasoning for Robustness in Automated Planning

A general-purpose computer program for planning the actions of a spacecraft or other complex system has been augmented by incorporating a subprogram that reasons about uncertainties in such continuous variables as times taken to perform tasks and amounts of resources to be consumed. This subprogram computes parametric probability distributions for time and resource variables on the basis of user-supplied models of actions and resources that they consume. The current system accepts bounded Gaussian distributions over action duration and resource use. The distributions are then combined during planning to determine the net probability distribution of each resource at any time point. In addition to a full combinatoric approach, several approximations for arriving at these combined distributions are available, including maximum-likelihood and pessimistic algorithms. Each such probability distribution can then be integrated to obtain a probability that execution of the plan under consideration would violate any constraints on the resource. The key idea is to use these probabilities of conflict to score potential plans and drive a search toward planning low-risk actions. An output plan provides a balance between the user s specified averseness to risk and other measures of optimality.

Advanced Launch System propulsion focused technology liquid methane turbopump technical implementation plan

This program will focus on the integration of all functional disciplines of the design, manufacturing, materials, fabrication and producibility to define and demonstrate a highly reliable, easily maintained, low cost liquid methane turbopump as a component for the STBE (Space Transportation Booster Engine) using the STME (main engine) oxygen turbopump. A cost model is to be developed to predict the recurring cost of production hardware and operations. A prime objective of the program is to design the liquid methane turbopump to be used in common with a LH2 turbopump optimized for the STME. Time phasing of the effort is presented and interrelationship of the tasks is defined. Major subcontractors are identified and their roles in the program are described.

NASA agenda for tomorrow

Key elements of national policy, NASA goals and objectives, and other materials that comprise the framework for NASA planning are included. The contents are expressed as they existed through much of 1988; thus they describe the strategic context employed by NASA in planning both the FY 1989 program just underway and the proposed FY 1990 program. NASA planning will continue to evolve in response to national policy requirements, a changing environment, and new opportunities. Agenda for Tomorrow provides a status report as of the time of its publication.

Mod-2 wind turbine system cluster research test program. Volume 1: Initial plan E-1290

Upon completion of the design and development of three Mod-2 wind turbines, a series of research experiments are planned to gather data on and evaluate the performance, environmental effects, and operation of a cluster as well as a single, large multimegawatt wind turbine. Information on the program objectives, a Mod-2 system description, a planned schedule, organizational roles, and responsibilities, is included.

Factors Influencing the Selection of the Systems Integration Organizational Model Type for Planning and Implementing Government High-Technology Programs

While there has been extensive research in defining project organizational structures for traditional projects, little research exists to support high technology government project s organizational structure definition. High-Technology Government projects differ from traditional projects in that they are non-profit, span across Government-Industry organizations, typically require significant integration effort, and are strongly susceptible to a volatile external environment. Systems Integration implementation has been identified as a major contributor to both project success and failure. The literature research bridges program management organizational planning, systems integration, organizational theory, and independent project reports, in order to assess Systems Integration (SI) organizational structure selection for improving the high-technology government project s probability of success. This paper will describe the methodology used to 1) Identify and assess SI organizational structures and their success rate, and 2) Identify key factors to be used in the selection of these SI organizational structures during the acquisition strategy process.

Cost and quality planning for large NASA programs

The Software Cost and Quality Engineering methodology developed over the last two decades at IBM Federal Sector Div. is used to plan the NASA Space Station Data Management System (DMS). An ongoing project to capture this methodology, which is built on a foundation of experiences and lessons learned, has resulted in the development of a PC-based tool that integrates cost and quality forecasting methodologies and data in a consistent manner. This tool, Software Cost and Quality Engineering Starter Set (SCQESS), is being used to assist in the DMS costing exercises. At the same time, DMS planning serves as a forcing function and provides a platform for the continuing, iterative development, calibration, and validation and verification of SCQESS. The data that forms the cost and quality engineering data base is derived from more than 17 years of development of NASA Space Shuttle software, ranging from low criticality, low complexity support tools to highly complex and highly critical onboard software.

NASA Commercial Crew Program Crew Transportation System Certificate of Flight Readiness Plan

NASA Commercial Crew Program (CCP) Crew Transportation System (CTS) Certification of Flight Readiness (CoFR) is the authorization granted by the Agency that certifies the flight readiness of a Commercial Provider’s CTS to conduct a flight test or mission to transport NASA Crew to and from the ISS. The Commercial Provider is responsible for developing and executing its plan for certifying the flight readiness of its CTS. The CCP with the International Space Station (ISS) Program must substantiate the Commercial Provider’s CoFR assertion to ensure compliance with NASA requirements and NASA Crew safety. NASA CCP CTS CoFR is the approval of the Commercial Provider’s evidence that: • The physical as-built CTS was produced, assembled, integrated, and tested within the approved production and operational constraints. • The mission specific requirements are enveloped within the certified CTS capabilities. • The CTS personnel are trained and certified to support the mission. • All aspects of the CTS are ready for the mission.

The software analysis project for the Office of Human Resources

There were two major sections of the project for the Office of Human Resources (OHR). The first section was to conduct a planning study to analyze software use with the goal of recommending software purchases and determining whether the need exists for a file server. The second section was analysis and distribution planning for retirement planning computer program entitled VISION provided by NASA Headquarters. The software planning study was developed to help OHR analyze the current administrative desktop computing environment and make decisions regarding software acquisition and implementation. There were three major areas addressed by the study: current environment new software requirements, and strategies regarding the implementation of a server in the Office. To gather data on current environment, employees were surveyed and an inventory of computers were produced. The surveys were compiled and analyzed by the ASEE fellow with interpretation help by OHR staff. New software requirements represented a compilation and analysis of the surveyed requests of OHR personnel. Finally, the information on the use of a server represents research done by the ASEE fellow and analysis of survey data to determine software requirements for a server. This included selection of a methodology to estimate the number of copies of each software program required given current use and estimated growth. The report presents the results of the computing survey, a description of the current computing environment, recommenations for changes in the computing environment, current software needs, management advantages of using a server, and management considerations in the implementation of a server. In addition, detailed specifications were presented for the hardware and software recommendations to offer a complete picture to OHR management. The retirement planning computer program available to NASA employees will aid in long-range retirement planning. The intended audience is the NASA civil service employee with several years until retirement. The employee enters current salary and savings information as well as goals concerning salary at retirement, assumptions on inflation, and the return on investments. The program produces a picture of the employee's retirement income from all sources based on the assumptions entered. A session showing features of the program was conducted for key personnel at the Center. After analysis, it was decided to offer the program through the Learning Center starting in August 1994.

Software Quality Assurance Plan: Cardinal

The Cardinal Software Quality Assurance (SQA) Program aims to provide the controls and processes necessary to enable continuous, high-quality software development while meeting user and program sponsor requirements. This SQA Plan (SQAP) delineates the SQA Program framework for Cardinal by describing the Program activities, organization, and documentation, and by clearly defining the interconnection of all Program items. It should be noted that this SQAP is aligned with the current version of the Argonne Quality Assurance Program Plan, which was designed to align with DOE O 414.1D. This SQAP is also aligned with the revision 10 of the SQAP for MOOSE and MOOSE-based applications.

A preliminary investigation of the potential applicability of the IPAD system to non-aerospace industry

A study of the applicability of the planned Integrated Programs for Aerospace-Vehicle Design (IPAD) system to the design activities of non-aerospace industries was carried out. It was determined that IPAD could be of significant benefit to a number of industries, with the most likely users being the heavy construction and automotive industries. Two additional short studies were initiated to investigate the possible impact of IPAD on a national energy program and on urban and regional planning activities of local and state governments. These initial studies indicated the possibility of significant payoff in these areas and the need for further investigations. It was also determined that utilization of IPAD by non-aerospace industries will probably involve a long stepwise process, since these industries maintain a policy of gradual introduction of new technology.

Remotely piloted aircraft in the civil environment

Remotely piloted aircraft (RPA's) are of increasing interest to the military and others, as evidenced by a number of technology and development programs that are currently funded or planned. These programs have led to a number of test aircraft with significant capabilities, and future remotely piloted aircraft are forecast to become even more capable as the technology in a number of important subsystem areas is progressing at a rapid rate. As the size, weight and cost of RPA's is reduced, the prospect of using them for civilian applications becomes more likely.

Oxygen/hydrogen technology test bed status update

An overview is provided of the Hydrogen/Oxygen Technology Test Bed program. The status of the program, the program direction, plans for testing, and plans for technology implementation within the program are delineated. Test Bed goals and objectives are defined and the current status of the Test Bed engine is provided. A test facility status and a summary of the test facility capabilities are given.
