Fire protection covering for small diameter missiles

Flexible intumescent protection sheeting of unusually uniform thickness were prepared from epoxy-polysulfide compositions, containing microfibers and the ammonium salt of 1,4-nitroaniline-2-sulfonic acid, as disclosed in U.S. Pat. No. 3,663,464, except that an ammonium salt particle size in the order of 5 to 8 microns and a fiber size of about 1/128th inch in length and 3 to 5 microns in diameter were found critical to obtain the required density of 1.46 to 1.50 g/cc. The insulation sheeting was prepared by a continuous process involving vacuum mixing, calendering, and curing under very strict conditions which depend to some extent upon the thickness of the sheet produced.

Subsidence of topography on Io

The underlying roots of Io's topographic features are softened and eroded by contact with the hot mantle, resulting in a subsidence which is analogous to the progress of a butter pat on a frying pan. This process would be offset by crustal thickening due to continuing volcanism if the rate for this phenomenon were more than the observed 1 cm/year or less. Because the crustal thinning would occur at about 50 cm/year if the material underneath were a pure magma ocean, Io cannot have a global magna ocean, and interior viscosities greater than about 10 to the 10th P are implied.

The Goddard optical communications program

The main areas of research being conducted at NASA Goddard Space Flight Center are reviewed. Research on transmitter source technology is addressed, emphasizing the development of AlGaAs semiconductor laser diodes. Research on receiver technology is examined, and progress being made in the development of the Pointing, Acquisition, and Tracking System (PATS) is reviewed. Plans for an in-space technology demonstration are briefly discussed.

OSEE responses on D6AC steel due to sample preparation

A cleaning procedure and a contamination method developed at NASA Langley to contaminate sample surfaces with a certain thickness of HD-2 grease are demonstrated. Varying levels of contamination are obtained. Optically stimulated electron emission (OSEE) measurements were performed using the parallel electric field cell and the Pat scan device for clean and contaminated samples with a known amount of common contaminant. The OSEE response is found to be more sensitive for the clean sample than for the contaminated one. It is concluded that the OSEE measurements obtained using these techniques are sensitive to surface conditions and the contaminant thickness variations. It is also shown that the wavelength of illuminating light can have a profound effect on OSEE current levels.

Teamwork for Oversight of Processes and Systems (TOPS). Implementation guide for TOPS version 2.0, 10 August 1992

As the nation redefines priorities to deal with a rapidly changing world order, both government and industry require new approaches for oversight of management systems, particularly for high technology products. Declining defense budgets will lead to significant reductions in government contract management personnel. Concurrently, defense contractors are reducing administrative and overhead staffing to control costs. These combined pressures require bold approaches for the oversight of management systems. In the Spring of 1991, the DPRO and TRW created a Process Action Team (PAT) to jointly prepare a Performance Based Management (PBM) system titled Teamwork for Oversight of Processes and Systems (TOPS). The primary goal is implementation of a performance based management system based on objective data to review critical TRW processes with an emphasis on continuous improvement. The processes are: Finance and Business Systems, Engineering and Manufacturing Systems, Quality Assurance, and Software Systems. The team established a number of goals: delivery of quality products to contractual terms and conditions; ensure that TRW management systems meet government guidance and good business practices; use of objective data to measure critical processes; elimination of wasteful/duplicative reviews and audits; emphasis on teamwork--all efforts must be perceived to add value by both sides and decisions are made by consensus; and synergy and the creation of a strong working trust between TRW and the DPRO. TOPS permits the adjustment of oversight resources when conditions change or when TRW systems performance indicate either an increase or decrease in surveillance is appropriate. Monthly Contractor Performance Assessments (CPA) are derived from a summary of supporting system level and process-level ratings obtained from objective process-level data. Tiered, objective, data-driven metrics are highly successful in achieving a cooperative and effective method of measuring performance. The teamwork-based culture developed by TOPS proved an unequaled success in removing adversarial relationships and creating an atmosphere of continuous improvement in quality processes at TRW. The new working relationship does not decrease the responsibility or authority of the DPRO to ensure contract compliance and it permits both parties to work more effectively to improve total quality and reduce cost. By emphasizing teamwork in developing a stronger approach to efficient management of the defense industrial base TOPS is a singular success.

Changes in compensatory eye movements associated with simulated stimulus conditions of spaceflight

Compensatory vertical eye movement gain (CVEMG) was recorded during pitch oscillation in darkness before, during, and immediately after exposures to the stimulus rearrangement produced by the Preflight Adaptation Trainer (PAT) Tilt-Translation Device (TTD). The TTD is designed to elicit adaptive responses that are similar to those observed in microgravity-adapted astronauts. The data from Experiment 1 yielded a statistically significant CVEMG decrease following 15 min of exposure to a stimulus rearrangement condition where the phase angle between subject pitch tilt and visual scene translation was 270 deg; statistically significant gain decreases were not observed following exposures either to a condition where the phase angle between subject pitch and scene translation was 90 deg or to a no-stimulus-rearrangement condition. Experiment 2 replicated the 270-deg-phase condition from Experiment 1 and extended the exposure duration from 30 to 45 min. Statistically significant additional changes in CVEMG associated with the increased exposure duration were not observed. The adaptation time constant estimated fram the combined data from Experiments 1 and 2 was 29 min.

Carbon-Carbon Piston Architectures

An improved structure for carbon-carbon composite piston architectures consists of replacing the knitted fiber, three-dimensional piston preform architecture described in U.S. Pat. No. 4.909,133 (Taylor et al.) with a two-dimensional lay-up or molding of carbon fiber fabric or tape. Initially. the carbon fabric or tape layers are prepregged with carbonaceous organic resins and/or pitches and are laid up or molded about a mandrel. to form a carbon-fiber reinforced organic-matrix composite part shaped like a "U" channel, a "T"-bar. or a combination of the two. The molded carbon-fiber reinforced organic-matrix composite part is then pyrolized in an inert atmosphere, to convert the organic matrix materials to carbon. At this point, cylindrical piston blanks are cored from the "U" channel, "T"-bar, or combination part. These blanks are then densified by reimpregnation with resins or pitches which are subsequently carbonized. Densification is also be accomplished by direct infiltration with carbon by vapor deposition processes. Once the desired density has been achieved, the piston billets are machined to final piston dimensions; coated with oxidation sealants; and/or coated with a catalyst. When compared to conventional steel or aluminum-alloy pistons, the use of carbon-carbon composite pistons reduces the overall weight of the engine; allows for operation at higher temperatures without a loss of strength; allows for quieter operation; reduces the heat loss; and reduces the level of hydrocarbon emissions.

Collection and Analysis of Aircraft Emitted Particles

The University of Denver Aerosol Group proposed to adapt an impactor system for the collection of particles emitted by aircraft. The collection substrates were electron microscope grids which were analyzed by Dr. Pat Sheridan using a transmission electron microscope. The impactor was flown in the SNIFF behind aircraft and engine emissions were sampled. This report details the results of that work.

Atlas/Centaur-SOHO Pre-Launch News Conference

Live coverage of a pre-launch news conference on the Atlas/Centaur SOHO mission is presented. George Diller, NASA Public Affairs, introduces the panel. Floyd Curington, NASA Launch Manager, Kennedy Space Center, presents countdown activities. Pat Symons, Launch Vehicle Manager, NASA Lewis Research Center, analyzes the time duration from liftoff to spacecraft separation. Fabrizio Felici, SOHO Mission Director European Space Agency (ESA), explains the important features of SOHO, which includes a payload of 650 kilos and 12 major instruments with multisensors. Ken Sizemore, International Solar Terrestrial Physics (ISTP) Project Manager Goddard Space Flight Center (GSFC), talks about the successful international collaboration between the ESA and NASA. Joel Tumbiolo, Launch Weather Officer United States Air Force (USAF, presented the weather forecast. SOHO was launched aboard an Atlas II rocket on November 23, 1995. The news conference ends with a brief question and answer period.

Demonstration of Plasma Arc Environmental Technology Applications for the Demilitrization of DOD Stockpiles

Since 1989 the US Army Construction Engineering Research Laboratories (USACERL) have been active participants in the research and development towards establishing Plasma Arc Technology (PAT) as an efficient, economical, and safe hazardous waste immobilization tool. A plasma torch capable of generating high temperatures makes this technology a viable and powerful tool for the thermal destruction of various military industrial waste streams into an innocuous ceramic material no longer requiring hazardous waste landfill disposal. The emerging plasma environmental thermal treatment process has been used to safely and efficiently meet the waste disposal needs for various demilitarized components disposal needs, such as: (1) pyrotechnic smoke assemblies, (2) thermal batteries, (3) proximity fuses, (4) cartridge actuated devices (CADs), and (5) propellant actuated devices (PADs). MSE Technology Applications, Inc., (MSE) has proposed and fabricated a Mobile Plasma Treatment System to be a technology demonstrator for pilotscale mobile plasma waste processing. The system is capable of providing small-scale waste remediation services, and conducting waste stream applicability demonstrations. The Mobile Plasma Treatment System's innovative concept provides the flexibility to treat waste streams at numerous sites and sites with only a limited quantity of waste, yet too hazardous to transport to a regional fixed facility. The system was designed to be operated as skid mounted modules; consisting of a furnace module, controls module, offgas module, and ancillary systems module. All system components have been integrated to be operated from a single control station with both semi-continuous feeding and batch slag-pouring capability.

STS-105 Flight Day 8 Highlights

On this eighth day of the STS-105 mission, Expedition 2 crewmember Susan Helms and Expedition 3 crewmember Vladimir Dezhurov are seen working in the Destiny Laboratory Module. The three crews gather (STS-105 crew Commander Scott Horowitz, Pilot Fred Sturckow, and Mission Specialists Dan Barry and Pat Forrester, Expedition 2 crew Commander Yuriy Usachev and Flight Engineers James Voss and Susan Helms, and Expedition 3 crew Frank Culbertson, Jr., Mikhail Turin, and Vladimir Dezhurov) for the change of command ceremony, where the Expedition 3 crew officially takes control of the International Space Station from the Expedition 2 crew, and the three crews answer questions about the mission in an on-orbit interview. STS-105 Flight Day 7 Highlights

On this seventh day of the STS-105 mission, Mission Specialists Dan Barry and Pat Forrester are seen as they perform their spacewalks to install the Early Ammonia Servicer to the International Space Station (ISS). A brief ceremony is shown as Expedition 3 crewmembers Mikhail Turin and Vladimir Dezhurov commemorate the 1000th flight day anniversary of the ISS.
