Grand Valley Ecological Forecasting : Assessing Trends in Pinyon-Juniper Habitat Relative to Drought, Beetle Infestation, Wildland Fires, and Treatment to Plan Future Management Strategies

Drought, beetle infestation, and more frequent wildfires are changing the composition and distribution of the pinyon-juniper woodland and sagebrush ecosystems of the Grand Valley in western Colorado. Land managers must consider short- and long-term goals for restoration as well as budgetary and personnel limitations after such disturbances. Satellite remote sensing can provide long-term and continuous vegetation monitoring to assess where restoration is needed most and where treatment practices are most likely to succeed. Harnessing Earth observation data, our team set out to observe trends in disturbances and the distribution of pinyon-juniper woodlands and sagebrush communities of National Park Service (NPS) and Bureau of Land Management (BLM) lands within the Grand Valley. We used imagery from the Moderate Resolution Imaging Spectroradiometer (MODIS) aboard the Aqua and Terra satellites, and Landsat sensors to map landcover change within these ecosystems from 1984-2021. Additionally, we analyzed disturbed areas and treatment sites to understand their effect on long-term vegetation health and recovery. Results showed that pinyon-juniper woodland has expanded in extent more than other landcover types, indicating woody encroachment into sagebrush ecosystems. We also found that wildfire disturbances had lasting impacts up to 20 years post-disturbance. Pre-fire treatment practices showed mixed results regarding their effectiveness at stopping fires and promoting post-fire recovery. These results will provide context to public land managers in the Grand Valley when developing management plans, ecological monitoring locations, and implementing treatment practices for future disturbances.

NASA LCLUC Program: An Integrated Forest Monitoring System for Central Africa

Central Africa has the second largest unfragmented block of tropical rain forest in the world; it is also one of the largest carbon and biodiversity reservoirs. With nearly one-third of the forest currently allocated for logging, the region is poised to undergo extensive land-use change. Through the mapping of the forests, our Integrated Forest Monitoring System for Central Africa (INFORMS) project aims to monitor habitat alteration, support biodiversity conservation, and promote better land-use planning and forest management. Designed as an interdisciplinary project, its goal is to integrate data acquired from satellites with field observations from forest inventories, wildlife surveys, and socio-economic studies to map and monitor forest resources. This project also emphasizes on collaboration and coordination with international, regional, national, and local partners-including non-profit, governmental, and commercial sectors. This project has been focused on developing remote sensing products for the needs of forest conservation and management, insuring that research findings are incorporated in forest management plans at the national level. The societal impact of INFORMS can be also appreciated through the development of a regional remote sensing network in central Africa. With a regional office in Kinshasa, (www.OSFAC.org), the contribution to the development of forest management plans for 1.5 million hectares of forests in northern Republic of Congo (www.tt-timber.com), and the monitoring of park encroachments in the Albertine region (Uganda and DRC) (www.albertinerift.org).

SDO Delta H Mode Design and Analysis

While on orbit, disturbance torques on a three axis stabilized spacecraft tend to increase the system momentum, which is stored in the reaction wheels. Upon reaching the predefined momentum capacity (or maximum wheel speed) of the reaction wheel, an external torque must be used to unload the momentum. The purpose of the Delta H mode is to manage the system momentum. This is accomplished by driving the reaction wheels to a target momentum state while the attitude thrusters, which provide an external torque, are used to maintain the attitude. The Delta H mode is designed to meet the mission requirements and implement the momentum management plan. Changes in the requirements or the momentum management plan can lead to design changes in the mode. The momentum management plan defines the expected momentum buildup trend, the desired momentum state and how often the system is driven to the desired momentum state (unloaded). The desired momentum state is chosen based on wheel capacity, wheel configuration, thruster layout and thruster sizing. For the Solar Dynamics Observatory mission, the predefined wheel momentum capacity is a function of the jitter requirements, power, and maximum momentum capacity. Changes in jitter requirements or power limits can lead to changes in the desired momentum state. These changes propagate into the changes in the momentum management plan and therefore the Delta H mode design. This paper presents the analysis and design performed for the Solar Dynamics Observatory Delta H mode. In particular, the mode logic and processing needed to meet requirements is described along with the momentum distribution formulation. The Delta H mode design is validated using the Solar Dynamics Observatory High Fidelity simulator. Finally, a summary of the design is provided along with concluding remarks.

Visualization support for risk-informed decision making when planning and managing software developments

Key decisions are made in the early stages of planning and management of software developments. The information basis for these decisions is often a mix of analogy with past developments, and the best judgments of domain experts. Visualization of this information can support to such decision making by clarifying the status of the information and yielding insights into the ramifications of that information vis-a-vis decision alternatives.

Planning and management of science programs on Skylab

Discussion of the experience gained in experiment operation planning during the Skylab mission. The Skylab flight planning activity allowed the experimenters to interact with the system and provided the flexibility to respond to contingencies both major and minor. Both these aspects contributed to make efficient use of crew time thus helping to increase the science return from the mission. Examples of the need for real time scheduling response and of the tradeoffs considered between conflicting experiment requirements are presented. General management principles derived from this experience are developed. The Skylab mission experiences, together with previous Apollo mission experiences, are shown to provide a good background for Shuttle flight planning.

Planning and managing future space facility projects

To learn how ground-based personnel of a space project plan and organize their work and how such planning and organizing relate to work outcomes, longitudinal study of the management and execution of the Space Lab Mission Development Test 3 (SMD 3) was performed at NASA Ames Research Center. A view of the problems likely to arise in organizations and some methods of coping with these problems are presented as well as the conclusions and recommendations that pertain strictly to SMD 3 management. Emphasis is placed on the broader context of future space facility projects and additional problems that may be anticipated. A model of management that may be used to facilitate problem solving and communication - management by objectives (MBO) is presented. Some problems of communication and emotion management that MBO does not address directly are considered. Models for promoting mature, constructive and satisfying emotional relationships among group members are discussed.

The flight planning - flight management connection

Airborne flight management systems are currently being implemented to minimize direct operating costs when flying over a fixed route between a given city pair. Inherent in the design of these systems is that the horizontal flight path and wind and temperature models be defined and input into the airborne computer before flight. The wind/temperature model and horizontal path are products of the flight planning process. Flight planning consists of generating 3-D reference trajectories through a forecast wind field subject to certain ATC and transport operator constraints. The interrelationships between flight management and flight planning are reviewed, and the steps taken during the flight planning process are summarized.
