Impact of remote sensing upon the planning, management, and development of water resources

A survey of the principal water resource users was conducted to determine the impact of new remote data streams on hydrologic computer models. The analysis of the responses and direct contact demonstrated that: (1) the majority of water resource effort of the type suitable to remote sensing inputs is conducted by major federal water resources agencies or through federally stimulated research, (2) the federal government develops most of the hydrologic models used in this effort; and (3) federal computer power is extensive. The computers, computer power, and hydrologic models in current use were determined.

An analysis of current computer usage by major water resources users was made to determine the trends of usage and costs for the principal hydrologic users/models. The laws and empirical relationships governing the growth of the data processing loads were described and applied to project the future data loads. Data loads for ERTS CCT image processing were computed and projected through the 1985 era. The analysis showns significant impact due to the utilization and processing of ERTS CCT's data.

Work management plan for data systems and analysis directorate

A contract with the Data Systems and Analysis Directorate contains a specified level of resources related to a specific set of work in support of three divisions within the Data Systems and Analysis Directorate. The divisions are Institutional Data Systems Division, Ground Data Systems Division, and Mission Planning and Analysis Division. The Statement of work defines at a functional requirements level the type of support to be provided to the three divisions. The contract provides for further technical direction to the contractor through issuance of Job Orders. The Job order is the prime method of further defining the work to be done, allocating a portion of the total resources in the contract to the defined tasks, and further delegating technical responsibility.

Grand Valley Ecological Forecasting : Assessing Trends in Pinyon-Juniper Habitat Relative to Drought, Beetle Infestation, Wildland Fires, and Treatment to Plan Future Management Strategies

Drought, beetle infestation, and more frequent wildfires are changing the composition and distribution of the pinyon-juniper woodland and sagebrush ecosystems of the Grand Valley in western Colorado. Land managers must consider short- and long-term goals for restoration as well as budgetary and personnel limitations after such disturbances. Satellite remote sensing can provide long-term and continuous vegetation monitoring to assess where restoration is needed most and where treatment practices are most likely to succeed. Harnessing Earth observation data, our team set out to observe trends in disturbances and the distribution of pinyon-juniper woodlands and sagebrush communities of National Park Service (NPS) and Bureau of Land Management (BLM) lands within the Grand Valley. We used imagery from the Moderate Resolution Imaging Spectroradiometer (MODIS) aboard the Aqua and Terra satellites, and Landsat sensors to map landcover change within these ecosystems from 1984-2021. Additionally, we analyzed disturbed areas and treatment sites to understand their effect on long-term vegetation health and recovery. Results showed that pinyon-juniper woodland has expanded in extent more than other landcover types, indicating woody encroachment into sagebrush ecosystems. We also found that wildfire disturbances had lasting impacts up to 20 years post-disturbance. Pre-fire treatment practices showed mixed results regarding their effectiveness at stopping fires and promoting post-fire recovery. These results will provide context to public land managers in the Grand Valley when developing management plans, ecological monitoring locations, and implementing treatment practices for future disturbances.

EOS Laser Atmosphere Wind Sounder (LAWS) investigation

The related activities of the contract are outlined for the first year. These include: (1) attend team member meetings; (2) support EOS Project with science related activities; (3) prepare and Execution Phase plan; and (4) support LAWS and EOSDIS related work. Attached to the report is an appendix, 'LAWS Algorithm Development and Evaluation Laboratory (LADEL)'.
