Collaboration on SBIR/TTO Phase II Project for Optical QC Device and Collaboration on SBIR/TTO Phase II-b Project for Advanced Quality Inspection Device Development: Cooperative Research and Development CRADA Number CRD-16-00652 (Final Report)

The overall goal of this program is to develop and commercialize a turnkey quality control solution for the entire PEM fuel cell manufacturing process including membrane, gas diffusion layers, catalyst, and assembled systems. This quality control solution is unique to each customer’s specific needs but includes a suite of in-line quality control systems for roll-to-roll manufacturing that can target thin, transparent membrane as well as opaque membrane, catalyst, and GDLs. The Phase II developed the CPNUVV system for thin, transparent membrane that operates using polarized filters to enhance defect resolution and determine thickness. However, PEM material manufacturers want a complete, turnkey solution for all components of the PEM fuel cell. In the Phase IIB, Mainstream will partner with NREL, and transition reflectance technology NREL developed (US Patent 9,234,843) to operate in real-time on a web-line to develop a total solution to PEM quality control. The device will identify and mark defects as well as monitor materials thickness in real-time to improve line efficiency and to reduce waste. The research performed at NREL under this CRADA increases the basis of knowledge about optical inspection methods, how they perform with regards to fuel cell component materials, and how they can be implemented in in-line, real-time configurations to provide quality inspection for roll-to-roll (R2R) manufacturing. Methods explored were found to be sensitive to catalyst loading in electrodes on both membrane and gas diffusion media substrates and to membrane thickness, across a broad range of thickness. The latter capability is novel and now patented and provides a previously unstudied and undemonstrated capability for R2R manufacturing of membranes.

Atmospheric Transformation of Refrigerants: Current Research Developments and Knowledge Gaps

Refrigerants have evolved through the years to reduce their global warming potential while providing sufficient cooling in refrigeration systems. Replacements for hydrofluorocarbons (HFCs) and chlorofluorocarbons (CFCs) are the hydrofluoroolefins (HFOs), which contain reactive double bonds that decrease the atmospheric lifetime of fluorinated compounds. However, the transformation of unsaturated fluorinated compounds in the atmosphere could generate persistent pollutants, particularly trifluoroacetic acid (TFA) which is the simplest Perfluoroalkyl carboxylic acids (PFCAs). Understanding the transformation of refrigerants is critical in assessing their contribution to atmospheric levels of TFA and their impact on watersheds and human health. This article will present the reactivity of the refrigerants, atmospheric oxidation source, and sink processes of fluorinated refrigerants under daytime conditions, particularly the variability of TFA from refrigerants. Moreover, the discussion will suggest experimental procedures that can quantify the low concentration (~parts per trillion) of TFA generated from the transformation of HFOs. New state-of-the-art techniques such as chemical ionization mass spectrometers (HR-CIMS) will be assessed in providing high temporal resolution (minutes to hourly) to fully capture the atmospheric sources and variability of TFA. Likewise, local, regional, and global concentrations of TFA accounted from the oxidation of refrigerants will be examined. This will include data from both experimental procedures and simulation models. Participation of TFA in critical atmospheric processes such as new particle formation will also be included in this study. Lastly, overall knowledge gaps related to the oxidation products and their dispersion in the environment will be summarized to guide future research needs.

Structural Testing Technology Development: Cooperative Research and Development Final Report, CRADA Number CRD-06-00200

NREL is the only organization in the US that is accredited to conduct tests of wind turbine systems and components in accordance with International Electrotechnical Commission (IEC) test standards. The National Wind Technology Center houses the only full-scale wind turbine blade drivetrain test facilities in the US. To maintain these facilities, accreditation, and the acceptance of the wind industry, NREL must strive continuously to maintain and improve staff capabilities, procedures, facility and equipment. In addition, as wind turbines continue to increase in size, NREL must improve its capability to test the larger components associated with these new turbines. NREL is currently investigating methods to increase blade and drivetrain testing capabilities. Mitsubishi Power Systems (MPS) must also strive to meet the demands of the evolving wind energy industry by developing, proving and manufacturing new, cost-effective blades for its turbines. Mitsubishi has established a joint venture with TPI composites of Rhode Island for manufacturing blades to be installed on US wind turbines. There is an obvious advantage to test these prototype blades in a US facility. The NREL blade test facility is uniquely capable of fulfilling this need. In addition, NREL can provide other testing support to MPS through the use of its dynamometer facility for drivetrain testing and through the use of NREL’s field-testing capabilities for testing wind turbine systems. This CRADA provides the opportunity for both organizations to achieve critical goals in development of wind energy in the US. MPS obtains verification of its wind turbine components and system. NREL obtains improved test capabilities.

Powering the Blue Economy Foundational Research & Development Topics Reliability for Marine Energy Power Systems

Ocean observing platforms are deployed across the world’s oceans to collect meteorological and oceanographic data. Current technology makes use of solar panels and battery banks to provide power to these platforms, which can be challenging at high latitudes due to lack of solar insolation and cold temperatures. Marine renewable energy (MRE) generation offers a potential improvement in consistent power generation throughout the year for this use on ocean observation buoys. This report analyzes existing reliability of high latitude coastal weather buoys and tsunami detection buoys to determine performance standards that MRE generation sources must meet to become viable power sources for these remote systems. Using measurements recorded from the U.S. National Data Buoy Center’s coastal weather buoys and tsunami detection buoys, the analysis calculated the historic data availability – or the percentage of time a measurement is recorded – to evaluate the reliability of ocean observation buoys. The results show that coastal weather buoys operate at 74% data availability and the tsunami detection systems operate at an average 72% data availability. The results describe the total reliability of the system, including many different types of failures not associated with the power system such as mooring failures or equipment failures caused by extreme weather. Power system outages may only account for a small portion of the system failures. Reliability is an important design criterion for the power system of ocean observation platforms. Future power systems that would be designed for these buoys, such as an MRE generator, need to have a minimum reliability of 72% and 74% to meet the overall performance of the weather buoys and tsunami buoys, respectively. However, power system reliability likely needs to be much higher than overall system reliability, so that power system outages do not negatively impact the overall performance of the buoy.

Mu2e - Extinction Monitor Research & Development

Current efforts are being conducted at Fermi National Laboratory to study potential violations in accepted theory that would otherwise suggest a restructuring of our fundamental understanding of the universe. Mu2e is one of these frontier projects that studies charged lepton flavor violation (CLFV) which if observed, would suggest physics beyond the Standard Model. Therefore, this note encompasses several projects that contribute to the fruition of Mu2e investigations. Due to the broad range of disciplinary inconsistencies that each project requires, all the work is being presented as a means of justifying contribution to Mu2e. The projects are comprised of a G4Beamline simulation analyzing 8GeV proton beam interaction with a titanium window of Recycler ring extinction rates using three Cherenkov radiation-based detectors and supplemental work for the implementation of a micro–Telecommunications Computing Architecture (MicroTCA) crate to establish a peak finding algorithm to ensure that the out-of-time beam is less than 10^-10 fractional level along with inefficiency analysis on scintillation counters for the Cosmic-Ray Veto (CRV) analysis. Preliminary results have been achieved for extinction rate simulation by achieving coincidence rates for 2/3-fold and 3/3-fold on the detectors in the order of 10^-9 and 10^-10, respectively. Only preliminary results of a triangular counter and four rectangular di-counters for the CRV have been realized but other non-experimental contributions were made to the development of the MicroTCA crate.

Low Greenhouse Gas (GHG) Vehicle Technologies Research, Development, Demonstration and Deployment Topic 5 Natural Gas Engine Enabling Technologies

A 10 liter natural gas engine has been developed with significant improvements in efficiency while maintaining ultra low NOx emissions and meeting all other EPA criteria emissions limits. This was accomplished through design and analysis of performance components specifically for operation with natural gas in contrast to current production engines which are a minimally modified diesel engine that retain most diesel design features including a flat deck swirl head. The architecture developed here includes a pent roof cylinder head with tumble charge motion and cooling passages specifically optimized for effective cooling around the spark plug and valve bridges. Also in contrast to current production natural gas engines, EGR was not used, in part to avoid the initial cost and warranty expense associated with EGR systems, but also for performance benefits of faster combustion, reduced risk of misfire and high open cycle efficiency due to the turbocharger’s ability to extract energy from the high temperature exhaust. The exhaust manifold uses high temperature material and thermal mechanical fatigue analysis was completed to ensure the ability to withstand high exhaust temperatures without EGR. Other features include dual overhead cam with late intake valve closing Miller cycle and 14:1 compression ratio steel pistons. Low NOx emissions are achieved with stoichiometric combustion and application of a close coupled plus underfloor three way catalysts. The program target of peak brake thermal efficiency of 42% has been demonstrated along with bsNOx of 0.02 g/hp-hr over HD-FTP and RMCSET emissions cycles.

The Tactical Analysis for Calculating Contextual Risk at Boundaries (TACCRAB) tool is an innovative digital twin (DT) platform and automated risk algorithm designed to transform operational decision-making in structured screening environments, with an initial focus on Southern Border Land Ports of Entry (POEs). The invention provides integration points for advanced artificial intelligence, predictive modeling, and real-time data analysis to produce a comprehensive risk management tool that enables proactive, data-informed security strategies. The core inventive features of TACCRAB center on its unique risk algorithm, which dynamically calculates contextual risk by synthesizing historical data, near real-time streaming data from the checkpoints themselves, and AI-generated predictions. Unlike traditional risk assessment methods, TACCRAB utilizes a DT to provide comprehensive operational insights, allowing stakeholders to visualize, simulate, and optimize checkpoint configurations with unprecedented speed and contextual awareness. TACCRAB's key innovation lies in its ability to combine multiple complex inputs - including technology detection probabilities, resource availability, screening pathway characteristics, and threat actor behavioral patterns - into a unified risk calculation and update these inputs based on changing operational and environmental conditions. By leveraging a DT that continuously updates and learns from linked data, TACCRAB can suggest adaptive mitigation strategies that minimize risk while maintaining operational efficiency. Particularly novel is the platform's approach to decision support, which goes beyond static risk assessment. The DT provides dynamic metrics such as wait times, resource allocation effectiveness, and potential emerging threat scenarios, enabling users to view sophisticated, relevant what-if simulations and optimize checkpoint operations in near real-time. The system's architecture allows for generalized application across different screening environments, such as secure facilities, ports of entry, and soft targets, making it a versatile tool for security and operational management. The invention distinguishes itself through its comprehensive integration of predictive modeling, AI-driven pattern discovery, and user-friendly interface design. By combining these elements, TACCRAB transforms complex risk data into actionable insights, supporting decision-makers at various organizational levels - from booth agents making split-second screening decisions to checkpoint managers optimizing the day's resource allocation to strategic planners managing long-term investments.
