Williston Basin CORE-CM Initiative Final Report

The University of North Dakota Energy & Environmental Research Center (EERC) is leading the Williston Basin Carbon Ore, Rare Earth, and Critical Minerals (CORE-CM) Initiative to drive the expansion and transformation of coal and coal-based resource usage within the Williston Basin to produce rare-earth elements (REEs), CMs, and nonfuel carbon-based products (CBPs). This project is the first phase in a long-term program and set the stage for future work by assessing resource, market, technology, and infrastructure knowledge; identifying knowledge gaps; developing a series of plans to be carried out in future work; and initiating stakeholder engagement. Composed of several tasks, the project sought to identify, characterize, and assess several necessary aspects vital to make this future work a reality. The project’s fundamental task was to characterize the Williston Basin CORE-CM resources. Over 2500 samples from multiple sources were utilized to begin the assessment. Several locations were identified in western North Dakota where sample analysis identified the total REE (TREE) concentration as being over 500 parts per million (ppm), which is at a concentration level that would be suitable to consider for mining and extraction. Current operating coal mines have sufficient concentrations of TREEs for consideration. However, the current data across the basin are still not adequate to fully characterize REE and CM content nor give reliable estimates of the total resource potential. Waste stream reuse was also considered, and several streams were identified which ranged from potential energy sources to chemicals to material wastes. This includes streams that result from oil and gas production. These streams are not fully characterized, and further data are needed before they can be accurately assessed. Infrastructure within the Williston Basin is suitable for expansion of a new industry to mine, extract, and concentrate REEs and CMs. The development of this industry will not only preserve many existing jobs in the coal-mining industry but produce many new jobs. The supply chain for REEs and CMs is currently controlled outside of the United States in nations such as China, but the potential to develop the supply chain within the basin is considered possible. Processing of the mined materials for REEs and CMs needs further research. The technology and knowhow exist outside of the United States, and within the country much of the knowledge has been lost and must be regained. To develop the supply chain and regain lost processing technology, the creation of technology innovation centers (TICs) is crucial. The Williston Basin contains several similar centers and entrepreneurial assistance for other industries that can be applied in the development of REE and CM innovation centers. Education to develop the new skill sets required is also needed. Outreach is important for the development of the REE and CM industry within the basin. Understanding throughout federal and state governments, state agencies, industry, and resource end users is vital for the industry to form and grow. Through this project these groups have been contacted through bulletins, presentations, webinars, and annual symposiums. The report is a summary of the work conducted and throughout refers to a series of appendixes which contain more thorough and specific information about each section.

Offshore Wind Energy Fundamentals for Bangladesh [Slides]

Bangladesh is aiming to limit emissions, and gain access to cleaner, more efficient technologies to support economic growth as the nation strives to achieve high-income status by 2041. Bangladesh identified that it has a potential for offshore wind energy, especially at hub heights of 140 to 160 meters, which is pivotal in diversifying the country's energy mix and ensuring energy security. This one-day webinar is funded by the United States Agency for International Development (USAID) through two projects: (1) Reinforcing Advanced Energy Systems (RAES) project, implemented by the U.S. Department of Energy's National Renewable Energy Laboratory (NREL), and (2) Bangladesh Advancing Development and Growth through Energy (BADGE) project, implemented by Tetra Tech.

NAWI Research Spotlight: Technoeconomic Assessment of Brine Valorization from Brackish Groundwater

This NAWI Research Spotlight Webinar was presented to the NAWI Alliance on June 27, 2024. The presentation describes project progress to date on a technoeconomic assessment of brine valorization from brackish groundwater. Desalination at inland brackish groundwater treatment plants is currently limited by high costs of concentrate management and disposal. With current methods, 5-25% of the feed is disposed of as concentrate, with 98% of disposal using conventional methods (i.e. no byproduct recovery). This project aims to assess the technical and economic feasibility of industrial ecosystems to desalinate brackish groundwater and supply existing and potential markets for clean concentrate or other bulk constituents from the brine.

CARILEC Resilient Energy Community CoP for Cybersecurity Workshop Series: Cybersecurity Assessment Tools [Slides]

For the last several years and in collaboration with CARILEC, USAID and NREL have been working to support cyber resilience at power sector utilities in Latin America and the Caribbean. Direct technical assistance with regional utilities has been a key component of USAID-NREL Partnership activities, and technical assistance has typically included a foundational cybersecurity assessment using NREL's Distributed Energy Resource Cybersecurity Framework (DER-CF) tool. The DER-CF allows organizations to benchmark and evaluate their cybersecurity posture across the areas of Governance, Technical Management, and Physical Security. To complement the activities of the newly created CAREC IT/OT and Cybersecurity Team, this webinar on cybersecurity assessment tools includes an overview of the DER-CF tool and a discussion with regional stakeholders and NREL experts on the DER-CF assessment process and other resources for cybersecurity assessments.

This presentation was developed for a webinar series for the USAID's South Asia Group for Energy (SAGE) and South Asia Regional Energy Partnership (SAREP). The presentation includes insights into agrivoltaic site assessment planning, including what is needed for a farm assessment, solar panel system design from the agricultural perspective, variables that go into crop selection, and environmental impact, sustainability, and agritourism, technical parameters for developing an agrivoltaics project, including what makes up a PV feasibility study, understanding variables that go into technology and equipment selection, agrivoltaic installation and agricultural integration, and monitoring and maintenance throughout the life of the project, and agrivoltaic financial planning, risk mitigation, and debt equity issues.

Board on Earth Sciences and Resources and Its Activities

The National Academies’ Board on Earth Sciences and Resources (BESR) and its standing committees provide an ongoing forum for advancing the understanding and communication of Earth sciences and resource topics, including emerging topics and innovative techniques. BESR activities help to provide evidence-based information to members of the executive and legislative branches of the federal government, the private sector, states and tribes, academia, non-governmental organizations, and the public to support decision-making. BESR and its standing Committee on Solid Earth Geophysics (COSEG), also supported by this award, fulfill this role through development and administration of consensus studies, as well as workshops and other convening activities related to the Earth sciences; overseeing selected activities of the Board’s standing committees, such as disciplinary meetings and webinars; and communicating, sharing information, and providing opportunities for interaction and exchange among technical and non-technical stakeholders. The core support received from DOE helps BESR and COSEG maintain a central body of volunteer experts and National Academies staff who can respond to pressing needs and requests from federal sponsors and other members of the Earth science community, to maintain the health and relevance of the Earth sciences discipline, and to provide the Earth science community with a privileged interface to the government to support scientific and engineering advances and decision making related to Earth sciences and engineering. Initiation and oversight of Earth science activities at the National Academies is an enduring function of the BESR and COSG that helps to ensure development and completion of projects and activities that are responsive to the needs of sponsors and the broader Earth science and research enterprise.

Driving Investment in Wind Energy: An Introduction to Incentives and the Inflation Reduction Act [Slides]

In a webinar hosted by the U.S. Department of Energy's WINDExchange initiative, experts from the North Carolina Clean Energy Technology Center and the National Renewable Energy Laboratory introduce attendees to the key incentives supporting investment in wind energy deployment and manufacturing in the United States, as well as the role that the Inflation Reduction Act (IRA) plays in shaping those investments. Over the past few decades, incentives like the production tax credit and investment tax credit have supported the growth of wind energy deployment, while manufacturing-related incentives have helped scale up domestic manufacturing of wind energy components. With its passage in 2022, the IRA ushered in a new wave of investment in wind energy and other renewable technologies, as well as introducing new workforce requirements and equity provisions. This presentation explores the history and impact of major incentives, unpacks some of the complex provisions of the IRA, and highlights the ways federal incentives and policies will continue to shape the wind energy industry.

Community Microgrid Assistance Partnership (C-MAP) [Slides]

This informational webinar, held on Nov. 11, 2024, covered the structure, technical focus, and eligibility criteria for the first Request for Proposals (RFP) released by the Community Microgrid Assistance Partnership (C-MAP). Eligible communities are invited to propose a community-based microgrid development or improvement project for funding and/or technical assistance. C-MAP is a program led by the U.S. Department of Energy Office of Electricity with management and coordination by the National Renewable Energy Laboratory. C-MAP will bring together many of the organizations that are working to understand, improve, and implement advanced microgrid energy systems in underserved and Indigenous communities in remote areas, facilitating a new forum for engagement and collaboration. Wraparound services from regional organizations will support the participating communities in microgrid operations as it relates to advancing their energy goals.

Integrated Distribution Planning

The contemporary distribution planning landscape is comprised of an increasing number of factors that require integration into the engineering of the modern electric grid. Expectations for electric utilities to accommodate heightened awareness of stakeholders' interest in things like decarbonization, resilience and equity are growing. As these interests are formed into objectives, many jurisdictions will experience increasing levels of load modifying technologies like DER, building and industrial electrification and electric vehicles which prove not only to challenge the capabilities of the grid; but the processes by which planning for it is traditionally done. Other related factors that strain the conventional distribution planning mold are the swelling amount and sources of data associated with these technologies and the need it creates for improved capabilities in the processes and tools that manage it. As the complexity of the distribution system expands, so will the distribution system's effects on the transmission and generation systems that it is a part of. Forecasting distribution system load and DER are examples of areas where this complexity will manifest, and harmonizing distribution forecasting with transmission and generation forecasting requires higher amounts of intentionality as these typically separate processes become a solitary one. Of course, core activities do not cease as a utility begins to integrate these other factors, and in this webinar we explore specifics of how distribution planning can be expected to evolve as progress towards Integrated Distribution System Planning is made.
