Interactive Management and Updating of Spatial Data Bases

The decision making process, whether for power plant siting, load forecasting or energy resource planning, invariably involves a blend of analytical methods and judgement. Management decisions can be improved by the implementation of techniques which permit an increased comprehension of results from analytical models. Even where analytical procedures are not required, decisions can be aided by improving the methods used to examine spatially and temporally variant data. How the use of computer aided planning (CAP) programs and the selection of a predominant data structure, can improve the decision making process is discussed.

Strategies for Validation Testing of Ground Systems

In order to accomplish the full Vision for Space Exploration announced by former President George W. Bush in 2004, NASA will have to develop a new space transportation system and supporting infrastructure. The main portion of this supporting infrastructure will reside at the Kennedy Space Center (KSC) in Florida and will either be newly developed or a modification of existing vehicle processing and launch facilities, including Ground Support Equipment (GSE). This type of large-scale launch site development is unprecedented since the time of the Apollo Program. In order to accomplish this successfully within the limited budget and schedule constraints a combination of traditional and innovative strategies for Verification and Validation (V&V) have been developed. The core of these strategies consists of a building-block approach to V&V, starting with component V&V and ending with a comprehensive end-to-end validation test of the complete launch site, called a Ground Element Integration Test (GEIT). This paper will outline these strategies and provide the high level planning for meeting the challenges of implementing V&V on a large-scale development program. KEY WORDS: Systems, Elements, Subsystem, Integration Test, Ground Systems, Ground Support Equipment, Component, End Item, Test and Verification Requirements (TVR), Verification Requirements (VR)

Contact with Bennu! Flight Performance Versus Prediction of OSIRIS-REx TAG Sample Collection

The Origins, Spectral Interpretation, Resource Identification, and Security–Regolith Explorer (OSIRIS-REx) mission collected a sample from the surface of the near-Earth asteroid (101955) Bennu in late 2020. Bennu challenged the team with a surface that was much rockier than expected, resulting in modifications to the prelaunch design of the Touch And Go (TAG) sequence. Following enhancements in onboard trajectory correction, ground-based navigation, and maneuver execution error modeling, the spacecraft was delivered to the chosen TAG site within 1 m of the target, and a sample was successfully collected on the first attempt. This paper provides a comprehensive description of all flight dynamics aspects of TAG trajectory planning and execution. It also describes hazard map generation and how that combined with error analysis results to predict the probability of safe contact before TAG and the onboard wave-off determination during TAG.

Power Supply Options for the Marpi Landfill, Saipan: Comprehensive Feasibility Study

The Marpi Landfill (“Marpi” or “the landfill”), located on the northern end of the island of Saipan in the Commonwealth of the Northern Mariana Islands (CNMI), is powered by a single on-site diesel generator that only operates when the landfill is open and staffed. The project team, composed of representatives of the Department of Public Works and the Office of Planning and Development (OPD), aspires to provide the Marpi Landfill with 24-hour power availability despite its remote location to increase the use of sustainable energy and to ensure environmentally compliant landfill operations. This is consistent with the sustainable development goals documented in the 2021–2030 Comprehensive Sustainable Development Plan (OPD 2021), including Goal #12 (ensure environmentally compliant waste management facilities) and Goal #7 (renewable energy deployment). Further, the CNMI has a 20% target for renewable energy consumption by 2030, as documented in the 2021–2030 Comprehensive Sustainable Development Plan (OPD 2021) and the renewable portfolio standard (Public Law 18-62). To accomplish these goals, the Federal Emergency Management Agency, through its Interagency Reimbursable Work Agreement with the U.S. Department of Energy, funded a feasibility study and follow-up study in 2023–2024 to assess and prioritize power supply options for the landfill. This report combines the results from both feasibility studies.

Electrification of industrial boilers in the USA: potentials, challenges, and policy implications

Decarbonization of the industrial heat demand through electrification could contribute significantly to climate change mitigation efforts. In the US industry, thermal processes accounted for 75% of the total final energy demand in 2018, of which 17% is consumed by conventional industrial boilers (excluding cogeneration) for steam generation. Electric boilers have a small share in the US industrial steam generation due to several techno-economic reasons. Here, this study employs a bottom-up approach to investigate the sector-level and state-level techno-enviro-economic potentials of deploying electric boilers in the US industry in different timeframes. The results show that the technical potential energy and CO 2 savings by electrifying industrial boilers are 595 PJ and 200 MtCO 2 per year in 2050, respectively; however, these incur additional costs in each sector. Although there may be individual cost-effective opportunities for electrifying boilers in specific industrial sites, the overall costs are high in all industrial sectors and states due to the large disparity between electricity and combustion fuel prices. To overcome the highlighted techno-economic barriers, a comprehensive action plan for different stakeholders is also formulated. This study provides novel insights that should inform policymakers’ and executives’ decisions about the electrification of the current and future US industrial boiler systems.

GGOS Bureau of Networks and Observations: Network Infrastructure and Related Activities

The GGOS Bureau of Networks and Observations works with the IAG Services (IVS, ILRS, IGS, IDS, IGFS, and PSMSL) to advocate for the expansion and upgrade of space geodesy networks for the maintenance and improvement of the reference frame and other applications, as well as for the integration with other techniques, including absolute gravity and sea level measurements from tide gauges. New sites are being established following the GGOS concept of “core” and co-location sites, and new technologies are being implemented to enhance performance in data yield as well as accuracy. The Bureau continues to meet with organizations to discuss possibilities, including partnerships, for new and expanded participation. The GGOS Network continues to grow as new stations join every year. The Bureau holds meetings frequently, providing the opportunity for representatives from the services to meet and share progress and plans, and to discuss issues of common interest. It also monitors the status and projects the evolution of the network based on information from the current and expected future participants. Of particular interest at the moment is the integration of gravity and tide gauge networks and the forthcoming establishment of the new absolute gravity reference frame. The IAG Committees and Joint Working Groups play an essential role in the Bureau activity. The Standing Committee on Performance Simulations and Architectural Trade-offs (PLATO) uses simulation and analysis techniques to project future network capability and to examine trade-off options. The Committee on Data and Information is working on a strategy for a GGOS metadata system for data products and a more comprehensive long-term plan for an all-inclusive system. The Committee on Satellite Missions is working to enhance communication with the space missions, to advocate for missions that support GGOS goals and to enhance ground systems support. The IERS Working Group on Site Survey and Co-location (also participating in the Bureau) is working to enhance standardization in procedures, outreach and to encourage new survey groups to participate and improve procedures to determine systems’ reference points, a crucial aid in the detection of technique-specific systematic errors. We will give a brief update on the status and projection of the network infrastructure of the next several years, and the progress and plans of the Committees/Working Group in their critical role in enhancing data product quality and accessibility to the users.

Online Analytics for Remedy Support at DOE Environmental Management Sites

Environmental data is important for managing environmental restoration/waste site remediation, planning of monitoring efforts, addressing climate resilience, and engaging with stakeholders and regulators. A major challenge is how to manage the many different types and the large volume of environmental data in a way that allows practitioners and site managers to understand data implications and support decisions. The Suite Of Comprehensive Rapid Analysis Tools for Environmental Sites (SOCRATES, https://www.pnnl.gov/projects/socrates) is a web application that provides data access, visualization, and rapid analytics to help make sense of environmental data, support remedy decisions, and communicate information. Development of SOCRATES has been funded through the DOE Richland Operations Office (RL) to support communication and decision making for the Hanford Site, thus is only tied into Hanford environmental data. However, the capabilities of SOCRATES are more broadly applicable to DOE-EM sites engaged in environmental remediation and management. This report describes the work to develop mechanisms for bringing non-Hanford data into SOCRATES so that other DOE-EM sites could make use of the visualization and analysis capabilities to support communication and decision making related to managing environmental restoration/waste site remediation, optimization/exit strategies for pump-and-treat systems, planning monitoring efforts, addressing climate resilience, and/or engaging with stakeholders and regulators. The background, approach, data transfer formats, examples, and next steps for this new SOCRATES-EM software are described in this report.
