Mobile satellite communications in the Forest Service

There are usually some places within a forest that do not have adequate communication coverage due to line-of-sight or other reasons. These areas are generally known by the foresters and radio technicians and allowances are made for that when working or traveling in those areas. However, when wildfire or other emergencies occur, communications are vital because wildfires can require hundreds of firefighters and cover thousands of acres. During these emergency operations, the existing communications are not adequate and complete radio systems are moved into the area for the conduct of fire communications. Incident command posts (ICPs) and fire camps are set up in remote locations and there is constant need for communications in the fire area and to agency headquarters and dispatch offices. Mobile satellite communications would be an ideal supplement to the Forest Service's current communications system in aiding forest fire control activities.

Manatee County Clear Sky Assessment Process: Prioritizing Solar + Storage for Resilient Facilities & Communities

The Clear Sky Tampa Bay project was a 15-month collaborative research effort to support solar + storage deployment for community resilience in Florida. The Clear Sky Decision Support Toolkit is a collection of resources designed to support users in conducting solar + storage prioritization and feasibility screening assessments at critical facilities. The Tampa Bay Regional Planning Council worked with four local governments in the region to test and apply the Toolkit. This case study series describes how each partner government used the Toolkit and highlights key insights and lessons learned that other users could follow to replicate the process. Manatee County applied the Clear Sky Decision Support Toolkit to two of the county's critical facilities: Nolan Middle School, which serves as a special needs emergency shelter, and its Public Safety Complex (PSC), which houses critical services including emergency management, communications, and medical services, traffic control, and more. The PSC serves as the Emergency Operations Center during activation events. The Clear Sky assessment process improved interagency communication and coordination and informed siting decisions for a potential solar + storage system for the Manatee County PSC.

Roadside-based communication system and method

A roadside-based communication system providing backup communication between emergency mobile units and emergency command centers. In the event of failure of a primary communication, the mobile units transmit wireless messages to nearby roadside controllers that may take the form of intersection controllers. The intersection controllers receive the wireless messages, convert the messages into standard digital streams, and transmit the digital streams along a citywide network to a destination intersection or command center.

Medical Telemetry

Telemetry is the process whereby physiological or other data is acquired by instruments, translated into radio signals and j sent to a receiving station where the signals are decoded and recorded. Extensively used in I space operations, it is finding new Earth applications, among them transmission of medical data between emergency vehicles and hospitals. For example, transmission of an electrocardiogram from an ambulance to a hospital enables a physician to read the telemetered EKG and advise ambulance attendants on emergency procedures. Central Medical Emergency Dispatch (CMED) operates as a regional emergency medical communications center for Cleveland, Ohio and Cuyahoga County. The CMED system includes radio and telephone communications from hospital-to-hospital and from ambulance-to-hospital, but for improved emergency life support CMED sought to add a county-wide telemetry capability. The problem was that there were only eight radio frequencies available for telemetry and there were more than 30 potential users in Cleveland alone. NASA's Lewis Research Center volunteered its expert assistance. The Center's engineers studied the systems of other telemetry using cities, surveyed area hospitals to assure compatibility of telemetry equipment, and advised what types of equipment would be needed in emergency vehicles and at the various hospitals. The Lewis plan suggested that CMED be designated the central coordinating agency for the Cuyahoga County system, monitoring all telemetry frequencies and, when requested, assigning one not in use or one to be used at a sufficient distance that it would create no interference problem.

Simulator of Space Communication Networks

Multimission Advanced Communications Hybrid Environment for Test and Evaluation (MACHETE) is a suite of software tools that simulates the behaviors of communication networks to be used in space exploration, and predict the performance of established and emerging space communication protocols and services. MACHETE consists of four general software systems: (1) a system for kinematic modeling of planetary and spacecraft motions; (2) a system for characterizing the engineering impact on the bandwidth and reliability of deep-space and in-situ communication links; (3) a system for generating traffic loads and modeling of protocol behaviors and state machines; and (4) a system of user-interface for performance metric visualizations. The kinematic-modeling system makes it possible to characterize space link connectivity effects, including occultations and signal losses arising from dynamic slant-range changes and antenna radiation patterns. The link-engineering system also accounts for antenna radiation patterns and other phenomena, including modulations, data rates, coding, noise, and multipath fading. The protocol system utilizes information from the kinematic-modeling and link-engineering systems to simulate operational scenarios of space missions and evaluate overall network performance. In addition, a Communications Effect Server (CES) interface for MACHETE has been developed to facilitate hybrid simulation of space communication networks with actual flight/ground software/hardware embedded in the overall system.

Toward Practical Federal Spectrum Sharing for Advanced Wireless Technologies

Wireless communications have become critical to modern society as the foundation of vital services, business interactions, and social connections. As technology develops and new scenarios emerge, wireless communications become increasingly entrenched as a foundation for modern life. The materialization of 5G has been especially impactful as an enabler for a wide range of new scenarios and increased dependence. With increasing demand for wireless communications comes increasing demand for the radio frequency (RF) spectrum necessary to support these communications. This spectrum demand, largely driven by desire to realize ubiquitous 5G networks, both public and private, is currently driving a reconsideration of spectrum assignments and forcing legacy users of spectrum to update their use of spectrum. As one of the largest legacy users of spectrum, the U.S. Government (USG) is particularly impacted by the increasing demand for spectrum for non USG use. Unfortunately, there is no clear pathway for U.S. federal agencies to modernize their spectrum use and instead these agencies are forced to simply react to spectrum repurposing driven by overwhelming demand. Here we present preliminary work toward a roadmap for federal agencies to modernize their spectrum use through practical analysis and leveraging emerging spectrum sharing (SS) technologies. This effort utilizes the example of DOE spectrum use in the context of National Telecommunications and Information Administration (NTIA) and Federal Communications Commission (FCC) repurposing to examine the factors that must be considered to facilitate spectrum sharing by federal agencies. Furthermore, this work provides an initial survey of the SS models and SS technologies of highest relevance to federal use. We particularly examine the emerging capabilities of 5G itself to enable SS and unlicensed access through transformative capabilities such as new radio unlicensed (NR-U). This work is a step toward translating the large body of academic discussion on SS into a practical roadmap for federal agencies.

Misconceptions of Synthetic Biology: Lessons from an Interdisciplinary Summer School

In 2014, an international group of scholars from various fields analysed the "societal dimensions" of synthetic biology in an interdisciplinary summer school. Here, we report and discuss the biologists' observations on the general perception of synthetic biology by non-biologists who took part in this event. Most attendees mainly associated synthetic biology with contributions from the best-known public figures of the field, rarely mentioning other scientists. Media extrapolations of those contributions appeared to have created unrealistic expectations and irrelevant fears that were widely disconnected from the current research in synthetic biology. Another observation was that when debating developments in synthetic biology, semantics strongly mattered: depending on the terms used to present an application of synthetic biology, attendees reacted in radically different ways. For example, using the term "GMOs" (genetically modified organisms) rather than the term "genetic engineering" led to very different reactions. Stimulating debates also happened with participants having unanticipated points of view, for instance biocentrist ethicists who argued that engineered microbes should not be used for human purposes. Another communication challenge emerged from the connotations and inaccuracies surrounding the word "life", which impaired constructive debates, thus leading to misconceptions about the abilities of scientists to engineer or even create living organisms. Finally, it appeared that synthetic biologists tend to overestimate the knowledge of non-biologists, further affecting communication. The motivation and ability of synthetic biologists to communicate their work outside their research field needs to be fostered, notably towards policymakers who need a more accurate and technical understanding of the field to make informed decisions. Interdisciplinary events gathering scholars working in and around synthetic biology are an effective tool in addressing those issues.

Deep Space Mission Emergency Mode Downlink

This paper investigates telecommunications between a deep space mission satellite and the ground station during an emergency mode. Once emergency is detected, spacecraft is put into a safe mode, i.e., antenna to be used for emergency mode communications is pointed towards the sun and use total available power to transmit. There are many parameters affecting communications in this mode and these should be properly balanced to produce desired results. This paper explores the effectiveness of spacecraft antenna gain pattern in the emergency mode with respect to positions of the spacecraft, earth, Sun Earth Probe (SEP) angle at the receiving antenna, and the range of the spacecraft with respect to the ground station. The paper also provides parabolic reflector antenna diameter that should be used for emergency mode as a function of the satellite to sun range in the solar system.

How Configuration Management (CM) Can Help Project Teams To Innovate and Communicate

Traditionally, CM is relegated to a support role in project management activities. CM s traditional functions of identification, change control, status accounting, and audits/verification are still necessary and play a vital role. However, this presentation proposes CM s role in a new and innovative manner that will significantly improve communication throughout the organization and, in turn, augment the project s success. CM s new role is elevated to the project management level, above the engineering or sub-project level in the Work Breakdown Structure (WBS), where it can more effectively accommodate changes, reduce corrective actions, and ensure that requirements are clear, concise, and valid, and that results conform to the requirements. By elevating CM s role in project management and orchestrating new measures, a new communication will emerge that will improve information integrity, structured baselines, interchangeability/traceability, metrics, conformance to standards, and standardize the best practices in the organization. Overall project performance (schedule, quality, and cost) can be no better than the ability to communicate requirements which, in turn, is no better than the CM process to communicate project decisions and the correct requirements.

Investigation and Evaluation of Advanced Spectrum Management Concepts for Aeronautical Communications

With the emergence of new aerial vehicles into the airspace and the continued growth of aviation operations, there will be an increasing demand for voice and data communications within the National Airspace System (NAS). The continued use of existing VHF and UHF frequency allocations is not a sustainable approach, and as a result, a new spectrum management solution is required to support future mission needs. The proposed spectrum management concepts leverage modern advancements such as artificial intelligence (AI) and big data to dynamically optimize the spectrum utilization based on the predicted communications demand throughout the airspace. This technical investigation considers both air-ground and air-air communications networks, and can be applied to both existing applications such as the air traffic control (ATC) system, as well as future applications, such as the emerging Advanced Air Mobility (AAM). To support the evaluation of the proposed concepts and technologies, a modeling and simulation capability is currently under development and will continue to evolve to support new and advanced airspace applications. It is anticipated that this proposed spectrum concept will better serve the spectrum needs of future NAS applications.

Improving VHF Spectrum Utilization

Limited VHF communications system capacity and increasing air traffic results in congestion of the aviation VHF spectrum. The voice communications errors and delayed channel access create system congestion and air traffic delays. Regulatory subdivision of bands for specific functions limits flexibility in the frequency usage. The objective of this viewgraph presentation is to identify near/mid/far term technologies to improve the performance and spectrum efficiency of current and emerging VHF communications systems. Select technologies with the highest potential, perform research and development to bring them to implementation stage.
