NASA major projects require phased planning. The participation of persons charged with maintaining the proper quality during the last two of four phases has become accepted practice. Current objectives are concerned with the application of quality assurance techniques during the second phase. It is pointed out that quality must be emphasized during the entire engineering process, starting with the selection of the components.
Planar randomly reinforced fiber composites (PRRFC) is pseudoisotropic laminate with large number of ply orientation combinations where strength is function of these ply orientation combinations. Laminate theory can be applied to determine strength of PRRFC, and in conjunction with composite micro- and macromechanics can predict mechanical properties of PRRFC's with any fiber/matrix combination.
Low-power minicomputer can plug into automobile cigarette lighter. It measures time it takes observed car to travel premeasured distance and provides immediate readout of speed. Potentially, detector could be manufactured for less than $200 per unit and would have very low maintenance cost.

Clock's computer interface accepts pulses from computer (computer commands) and translates them into control signals for clock, and vice versa. Clock is preset by computer to a fixed number of time pulses, and then started. After fixed number of time pulses has occured, clock reads pulse (via interface) to computer and stops.
Description of the use of rigid coaxial cable in the construction of high vacuum coaxial and coaxial push-pull rotary motion feedthroughs. This type of feedthroughs is shown to be extremely cheap and simple to make and modify. It can be used for moderately high voltages and provides a continuous, well shielded, low-noise feedthrough cable in any desired configuration.
Aluminized Mylar film is bonded to polyurethane foam mold; Mylar is then removed, leaving highly reflective coating of aluminum on foam. Mold may be used repeatedly to make mirrors for several optical instruments. Large mirrors of almost any shape may be made singularly or in quantity.
The need for larger diameter fairings to encapsulate spacecraft designed to use Delta's increased lifting capabilities resulted in hammer-head design configurations that would have unaccepably degraded vehicle flight characteristics. This situation led to the development of the Straight Eight configuration. The towed mode arrangement for the second stage negated the requirement for the engine compartment structure, thus establishing the potential for an improved packaging of the hydraulic and pneumatic systems. Therefore, with cost reduction and reliability improvement objectives, a second stage propulsion system improvement program was initiated. The paper will describe these improvements and their system benefits.

A low-cost solar home heating system to supplement existing warm-air heating systems is described. The report is written in three parts: (1) a brief background on solar heating, (2) experience with a demonstration system, and (3) information for the homeowner who wishes to construct such a system. Instructions are given for a solar heating installation in which the homeowner supplies all labor necessary to install off-the-shelf components estimated to cost $2,000. These components, which include solar collector, heat exchanger, water pump, storage tank, piping, and controls to make the system completely automatic, are available at local lumber yards, hardware stores, and plumbing supply stores, and are relatively simple to install. Manufacturers and prices of each component used and a rough cost analysis based on these prices are included. This report also gives performance data obtained from a demonstration system which was built and tested at the Langley Research Center.
A small but very effective minicomputer-based speech processing system costing just over 30,000 dollars is described here. The hardware and software comprising the system are discussed as well as immediate and future research applications.
Device measures drag of body with known drag coefficient to determine flow rate. Drag on target is transferred by cantilevered arm to fully active strain-gage bridge. Given target will be useful with many types of fluids and flow rates.
Similar to flat-plate collector, concentrator uses water lenses to achieve temperatures near 200 degrees Centigrade. Lens assembly consists of parallel cylindrical lenses made of glass or plastic shells, reducing manufacturing costs and improving portability.
Converter measures small voltages or currents in presence of very large common-mode voltages (thousands of volts ac or dc). Advantages are low power consumption, transmission via single isolated channel, simplicity, and operation from single-polarity power supply.
