Operational LANDSAT remote sensing system development

The reduction of $121.6 million dollars from NOAA's LANDSAT development program for FY 1982, and the shortened time period for transferring remote sensing technology to the private sector resulted in changes in the Agency's plans for managing the operational system. Proposed legislation for congressional consideration or enactment to establish conditions under which this private sector transfer will occur, and the expected gradual rise in the price of data products are discussed. No money exists for capital investment and none is projected for investing in an operational data handling system for the LANDSAT D satellite. Candidates knowledgeable of various aspects of the needs and uses of remote sensing are urged to consider participation in NOAA's advisory committee.

The Export Trading Company Act of 1982 and the photovoltaics industry: An assessment

The potential advantages of recent export promotion legislation for the U.S. photovoltaics industry were assessed. The provisions of the Export Trading Company Act of 1982 were reviewed and the export trade sector was surveyed to determine what impact the Act is haviang on export company activity. The photovoltaics industry was then studied to determine whether the Act offers particular advantages for promoting its product overseas.

Guidelines for assessment and control of noise

There is an obvious need for guidelines and standards with respect to what intensities and durations of noise exposure is considered incompatible with the health and well-being of the people exposed. These guidelines would presumably be useful for the zoning of land areas to avoid overexposure of people to environmental noise and for legislative-judicial adjudication of liabilities for possible damages to individuals and groups from exposure to noise. A number of guidelines for noise exposure were promulgated by various governmental agencies for these purposes. Partly because of the need for an integrated and consistent program of noise control for all elements of the government, the United States Environmental Protection Agency (EPA) was established. In addition to previously issuing some specific documents regarding safe noise exposure limits, the EPA joined several Federal operating and regulatory agencies in issuing guidelines for considering noise in land use planning and control. Government guideline documents, as well as some issued by non-government agencies, are examined. Also, newly proposed guidelines for noise in residential areas, and the scientific basis for these guidelines, are presented.

Commercial space services

An overview of space service opportunities as identified by a Wyle Laboratories' research team is given. Through the use of a baseline space scenario, a variety of space hardware, services, and commercial activities are identified and related on a time-phased basis. A model is presented to relate the potential functions of government and the private sector in a commercialized space environment during the period 1984 to 2004. Barriers, incentives and key issues are likewise identified and addressed to aid in the implementation of private sector activities for spacerelated programs. Broader awareness, legislative actions, incentive development and benefit analyses are considered in the presentation. The time-phased plan provides a useful planning and management tool, allows broader communication, and supports overall space commercialization program assessment.

Commercialization of the land remote sensing system: An examination of mechanisms and issues

In September 1982 the Secretary of Commerce was authorized (by Title II of H.R. 5890 of the 97th Congress) to plan and provide for the management and operation of the civil land remote sensing satellite systems, to provide for user fees, and to plan for the transfer of the ownership and operation of future civil operational land remote sensing satellite systems to the private sector. As part of the planning for transfer, a number of approaches were to be compared including wholly private ownership and operation of the system by an entity competitively selected, mixed government/private ownership and operation, and a legislatively-chartered privately-owned corporation. The results of an analysis and comparison of a limited number of financial and organizational approaches for either transfer of the ownership and operation of the civil operational land remote sensing program to the private sector or government retention are presented.

Debarment and suspension

The changing Government attitude toward contractor debarment and suspension is examined, with emphasis on the fact that the Government is more alert to fraud, waste, and abuse. Consideration is given to causes of debarment or suspension, procedures and due process hearings, settlement agreements, compliance programs, and recent related legislation. It is concluded that the change in the Government contracting environment in recent years should be sufficient incentive for contractors to monitor their operations more closely.

'But Captain, I've been doing this a lot longer than you have' - The effects of 'role-reversal' on crew interaction

Legislation providing for airline deregulation has, among other things, created some ambiguity with respect to cockpit role structures. With the demise of some airlines, the absorption of others, the merging of seniority lists, and a new shortage of pilots, individuals with experience equivalent to or greater than that of the pilot in command may be placed in roles of lesser status. A formerly senior captain may be flying in the right seat as a first officer with an individual very much 'junior' in terms of both age and experience. Moreover, the mandatory retirement of airline pilots at age 60 does not apply to flight engineers, and some are 'down-grading' to fly in that capacity. The effects of this 'role-reversal' phenomenon on the crew coordination process have not been explored. The purpose of this study was to begin investigating this phenomenon using data obtained from a previous 'short-haul' full mission study conducted by Foushee, Lauber, Baetge, and Acomb (1986).

Maintaining outer space for peaceful purposes through international cooperation

NASA activities in support of international cooperation in space exploration and exploitation are briefly reviewed, with a focus on their compatibility with UN treaties. Particular attention is given to the provisions of the National Aeronautics and Space Act of 1958 and other applicable legislation, the over 1000 bilateral and international agreements NASA has entered into since 1958, international participation in currently ongoing NASA projects (Hubble Space Telescope, Galileo, Ulysses, Rosat, the D-2 Spacelab mission), and plans for the International Space Station.
