The U.S. Department of Energy Federal Energy Management Program (FEMP) helps federal agencies reduce petroleum consumption and increase alternative fuel use through its resources for sustainable federal fleets. A key element of this assistance involves supporting agencies in the transition to zero-emission vehicles (ZEVs). Fleet electrification is part of a federal policy to achieve net-zero emissions economy-wide and a carbon pollution-free electricity sector, established through two executive orders (EOs) - EO 14008: Tackling the Climate Crisis at Home and Abroad and EO 14057: Catalyzing America's Clean Energy Industries and Jobs through Federal Sustainability. This site report supports the development of a ZEV deployment plan for the Golden Gate National Recreation Area, which can ultimately be incorporated into the overall U.S. Department of the Interior ZEV fleet strategy.

The U.S. Department of Energy (DOE) has been a long-standing leader in driving advances in science and technology through advanced computing. However, DOE laboratories are currently facing urgent workforce challenges, particularly in terms of underrepresentation from key communities, including people of color, women, persons with disabilities, and first-generation scholars. This paper introduces the work carried out as part of the Exascale Computing Project (ECP) Broadening Participation Initiative, which aims to address workforce challenges through a lens that considers the distinct needs and culture of high-performance computing (HPC). The work focuses on three main efforts: hosting Intro to HPC Bootcamps, expanding the Sustainable Research Pathways (SRP) internship and workforce development program, and establishing an HPC Workforce Development and Retention Action Group. Finally, the paper also highlights various workforce efforts throughout the computational science community and explores opportunities for future work aimed at broadening participation in HPC.
This paper considers a cooperative vehicle routing problem for an intelligence, surveillance, and reconnaissance mission in the presence of communication constraints between the vehicles. The proposed framework uses a ground vehicle and an unmanned aerial vehicle (UAV) that travel cooperatively and visit a set of targets while satisfying the communication constraints. The problem is formulated as a mixed-integer linear program, and a branch-and-cut algorithm is developed to solve the problem to optimality. Furthermore, a transformation method and a heuristic are also developed for the problem. The effectiveness of all the algorithms is corroborated through extensive computational experiments on several randomly generated instances. Furthermore, this paper is motivated by an intelligence, surveillance, and reconnaissance mission involving a single unmanned aerial vehicle (UAV) and a ground vehicle, where the vehicles must coordinate their activity in the presence of communication constraints. The combination of a small UAV and a ground vehicle is an ideal platform for such missions, since small UAVs can fly at low altitudes and can avoid obstacles or threats that would be problematic for the ground vehicle alone. This paper addresses the coordinated routing problem involving these two vehicles and presents an algorithm to obtain an optimal solution for this problem, fast heuristics to obtain good feasible solutions, and also a transformation method to transform any instance of this cooperative vehicle routing problem to an instance of the one-in-a-set traveling salesman problem.
This software allows for a lidar-generated point cloud to be converted to a water-tight geometry, and finally an MCNP radiation transport input deck automatically. This includes the automatic registration of detectors and placement of pre-generated radiation transport models of these detectors in the scene.
We present a novel framework to assess 27 earned value management system (EVMS) environment factors and investigate their impact on project performance. A study of the EVMS literature, a survey of practitioners, and focus group meetings with 36 EVMS industry and government experts, supported the development of the framework. Focus groups involving 80 practitioners refined and tested it. We analyzed performance data from 35 completed projects/programs representing over US$21.8 billion in total cost; a project demonstrating a positive environment could save up to 25% in cost versus baseline. Practitioners can develop an effective EVMS environment by following the provided guidance.
The Advanced Recovery and Integrated Extraction System (ARIES) Program is a great example of LANL’s Weapons and Global Security programs working together to achieve important nuclear security mission goals. Executed at PF-4, a facility better known for its pit production mission, the ARIES Program is helping the nation meet its nonproliferation commitments by preparing surplus weapons-grade plutonium for final disposition. ARIES recently met a major milestone of producing 1 metric ton of plutonium oxide from material removed from surplus pits. The milestone was celebrated in an awards ceremony at LANL on January 28.

The QCOR project consists of 4 main research tasks: 1) scientific applications and algorithm development for machine learning (ML) and quantum theories of condensed matter systems and lattice gauge theories; 2) high-level quantum-classical (HLQC) language and domain specific language (DSL) development; 3) compiler and interfaces development for the HLQC language; and 4) hardware-level control, optimization, and algorithms libraries. In the succeeding sections we report on progress towards our research tasks during the 2020 calendar year.

The nEXO experiment is the “next” tonne-scale enriched xenon observatory which will be fielded deep underground to search for neutrinoless double-beta decay. The observation of neutrinoless double-beta decay is important to the low-energy physics community, and confirmation of the phenomenon will allow physicists to extend current physics models and propose new theories for the evolution of matter in our universe.
