Determination of Top-of-Atmosphere Longwave Radiative Fluxes: A Comparison Between Two Approaches Using ScaRaB Data

Two conceptually different approaches (broadband-based ERBE and narrowband-based ISCCP approaches), used to derive the TOA longwave radiative fluxes, are compared using the ScaRaB simultaneous narrowband and broadband measurements. This study directly shows that the ERBE MLE-derived cloud covers implicitly contain some information on the cloud optical properties. A spurious view-zenith-angle dependence of the MLE scene identification scheme is confirmed by this study. Except for very thin cirrus clouds, differences between the ERBE and ISCCP approaches are in general < 10 W/sq m for the TOA LW radiative fluxes. For clear pixels, the model calculated (ISCCP approach) TOA LW radiances are systematically smaller than the observations. Though the bias is found to be correlated on the column precipitable water amount, the exact source of this discrepancy remains undetermined and merits further study. Compared with the radiative transfer model used in this study, the ERBE LW ADMs are too weakly limb-darkened for optically thin clouds, but too strongly limb-darkened for optically thick clouds, indicating that more accurate instantaneous TOA LW flux estimations from the ERBE approach would require additional cloud classes based on cloud height and optical thickness.

AMSD Reaction Structure Cryo Deformation Test Plan

The method developed for measuring both in-plane & out-of-plane cryo deformations of AMSD reaction structures at the XRCF will be presented. For in-plane measurements, a theodolite is used to track the positions of several (up to ten) targets on the reaction structure. For out-of-plane measurements, the Leica ADM is used to measure the change in distance to several (up to ten) corner cubes attached to the reaction structure.

NASA's Space Shuttle Columbia: Synopsis of the Report of the Columbia Accident Investigation Board

NASA's space shuttle Columbia broke apart on February 1, 2003 as it returned to Earth from a 16-day science mission. All seven astronauts aboard were killed. NASA created the Columbia Accident Investigation Board (CAIB), chaired by Adm. (Ret.) Harold Gehman, to investigate the accident. The Board released its report (available at [http://www.caib.us]) on August 26, 2003, concluding that the tragedy was caused by technical and organizational failures. The CAIB report included 29 recommendations, 15 of which the Board specified must be completed before the shuttle returns to flight status. This report provides a brief synopsis of the Board's conclusions, recommendations, and observations. Further information on Columbia and issues for Congress are available in CRS Report RS21408. This report will not be updated.

Lessons Learned During Cryogenic Optical Testing of the Advanced Mirror System Demonstrators (AMSDs)

Optical testing in a cryogenic environment presents a host of challenges above and beyond those encountered during room temperature testing. The Advanced Mirror System Demonstrators (AMSDs) are 1.4 m diameter, ultra light-weight (<20 kg/mA2), off-axis parabolic segments. They are required to have 250 nm PV & 50 nm RMS surface figure error or less at 35 K. An optical testing system, consisting of an Instantaneous Phase Interferometer (PI), a diffractive null corrector (DNC), and an Absolute Distance Meter (ADM), was used to measure the surface figure & radius-of-curvature of these mirrors at the operational temperature within the X-Ray Calibration Facility (XRCF) at Marshall Space Flight Center (MSFC). The Ah4SD program was designed to improve the technology related to the design, fabrication, & testing of such mirrors in support of NASA s James Webb Space Telescope (JWST). This paper will describe the lessons learned during preparation & cryogenic testing of the AMSDs.

Estimation of Instantaneous TOA Albedo at 670 nm over Ice Clouds from POLDER Multidirectional Measurements

An algorithm that determines the 670-nm top-of-atmosphere (TOA) albedo of ice clouds over ocean using Polarization and Directionality of the Earth's Reflectance ( POLDER) multidirectional measurements is developed. A plane-parallel layer of ice cloud with various optical thicknesses and light scattering phase functions is assumed. For simplicity, we use a double Henyey-Greenstein phase function to approximate the volume-averaged phase function of the ice clouds. A multidirectional reflectance best-fit match between theoretical and POLDER reflectances is used to infer effective cloud optical thickness, phase function and TOA albedo. Sensitivity tests show that while the method does not provide accurate independent retrievals of effective cloud optical depth and phase function, TOA albedo retrievals are accurate to within similar to 3% for both a single layer of ice clouds or a multilayer system of ice clouds and water clouds. When the method is applied to POLDER measurements and retrieved albedos are compared with albedos based on empirical angular distribution models (ADMs), zonal albedo differences are generally smaller than similar to 3%. When albedos are compared with those on the POLDER-I ERB and Cloud product, the differences can reach similar to 15% at small solar zenith angles.

Top-of-Atmosphere Direct Radiative Effect of Aerosols over Global Oceans from Merged CERES and MODIS Observations

The direct radiative effect of aerosols (DREA) is defined as the difference between radiative fluxes in the absence and presence of aerosols. In this study, the direct radiative effect of aerosols is estimated for 46 months (March, 2000 to December, 2003) of merged CERES and MODIS Terra global measurements over ocean. This analysis includes the contribution from clear regions in both clear and partly cloudy CERES footprints. MODIS-CERES narrow-to-broadband regressions are developed to convert clear-sky MODIS narrowband radiances to broadband SW radiances, and CERES clear-sky Angular Distribution Models (ADMs) are used to estimate the corresponding TOA radiative fluxes needed to determine the DREA. Clear-sky MODIS pixels are identified using two independent cloud masks: (i) the NOAA-NESDIS algorithm used for inferring aerosol properties from MODIS on the CERES Single Scanner Footprint TOA/Surface Fluxes and Clouds (SSF) product (NOAA-SSF); and (ii) the standard algorithm used by the MODIS aerosol group to produce the MODO4 product (MODO4). Over global oceans, direct radiative cooling by aerosols for clear scenes identified from MODO4 is estimated to be 5.5 W m-2, compared to 3.8 W m-2 for clear scenes from NOAA-SSF. Regionally, differences are largest in areas affected by dust aerosol, such as oceanic regions adjacent to the Saharan and Saudi Arabian deserts, and in northern Pacific Ocean regions influenced by dust transported from Asia. The net total-sky (clear and cloudy) DREA is negative (cooling) and is estimated to be -2.0 W m-2 from MOD04, and -1.6 W m-2 from NOAA-SSF. The DREA is shown to have pronounced seasonal cycles in the Northern Hemisphere and large year-to-year fluctuations near deserts. However, no systematic trend in deseasonalized anomalies of the DREA is observed over the 46-month time series considered.

The Effects of Safety Information on Aeronautical Decision Making

The importance of aeronautical decision making (ADM) has been considered one of the most critical issues of flight education for future professional pilots. Researchers have suggested that a safety information system based on information from incidents and near misses is an important tool to improve the intelligence and readiness of pilots. This paper describes a study that examines the effect of safety information on aeronautical decision making for students in a collegiate flight program. Data was collected from study participants who were exposed to periodic information about local aircraft malfunctions. Participants were then evaluated using a flight simulator profile and a pen and pencil test of situational judgment. Findings suggest that regular access to the described safety information program significantly improves decision making of student pilots.

Derivation of Improved Surface and TOA Broadband Fluxes Using CERES-derived Narrowband-to-Broadband Coefficients

Satellites can provide global coverage of a number of climatically important radiative parameters, including broadband (BB) shortwave (SW) and longwave (LW) fluxes at the top of the atmosphere (TOA) and surface. These parameters can be estimated from narrowband (NB) Geostationary Operational Environmental Satellite (GOES) data, but their accuracy is highly dependent on the validity of the narrowband-to-broadband (NB-BB) conversion formulas that are used to convert the NB fluxes to broadband values. The formula coefficients have historically been derived by regressing matched polarorbiting satellite BB fluxes or radiances with their NB counterparts from GOES (e.g., Minnis et al., 1984). More recently, the coefficients have been based on matched Earth Radiation Budget Experiment (ERBE) and GOES-6 data (Minnis and Smith, 1998). The Clouds and the Earth's Radiant Energy Budget (CERES see Wielicki et al. 1998)) project has recently developed much improved Angular Distribution Models (ADM; Loeb et al., 2003) and has higher resolution data compared to ERBE. A limited set of coefficients was also derived from matched GOES-8 and CERES data taken on Topical Rainfall Measuring Mission (TRMM) satellite (Chakrapani et al., 2003; Doelling et al., 2003). The NB-BB coefficients derived from CERES and the GOES suite should yield more accurate BB fluxes than from ERBE, but are limited spatially and seasonally. With CERES data taken from Terra and Aqua, it is now possible to derive more reliable NB-BB coefficients for any given area. Better TOA fluxes should translate to improved surface radiation fluxes derived using various algorithms. As part of an ongoing effort to provide accurate BB flux estimates for the Atmospheric Radiation Measurement (ARM) Program, this paper documents the derivation of new NB-BB coefficients for the ARM Southern Great Plains (SGP) domain and for the Darwin region of the Tropical Western Pacific (DTWP) domain.

SHORTWAVE FILTERED RADIANCE

CERES ERBE-like Instantaneous TOA Estimates (ES-8) in HDF (CER_ES8_Aqua-FM3_Edition1)

The ES-8 archival data product contains a 24-hour, single-satellite, instantaneous view of scanner fluxes at the top-of-atmosphere (TOA) reduced from spacecraft altitude unfiltered radiances using Earth Radiation Budget Experiment (ERBE) scanner Inversion algorithms and the ERBE shortwave (SW) and longwave (LW) Angular Distribution Models (ADMs). The ES-8 also includes the total (TOT), SW, LW, and window (WN) channel radiometric data; SW, LW, and WN unfiltered radiance values; and the ERBE scene identification for each measurement. These data are organized according to the CERES 3.3-second scan into 6.6-second records. As long as there is one valid scanner measurement within a record, the ES-8 record will be generated.
