The design plan requirements define the design implementation and control requirements for Phase C/D of the Modular Space Station Project and specifically address the Initial Space Station phase of the Space Station Program (modular). It is based primarily on the specific objective of translating the requirements of the Space Station Program, Project, Interface, and Support Requirements and preliminary contract end x item specifications into detail design of the operational systems which comprise the initial space station. This document is designed to guide aerospace contractors in the planning and bidding for Phase C/D.
The use of ERTS imagery for water resources planning in the lower Mekong Basin relates to three major issues: (1) it complements data from areas, which have been inaccessible in the past because of security; this concerns mainly forest cover of the watersheds, and geological features, (2) it refines ground surveys; this concerns mainly land forms, and soils of existing and planned irrigation perimeters, and (3) it provides new information, which would be almost or entirely impossible to detect with ground surveys or conventional photography; this concerns the mechanism of flooding and drainage of the delta; siltation of the Great Lake and mapping of acidity, possibly also of salinity, in the lower delta; sedimentation and fisheries in the Mekong Delta estuarine areas.
This Pioneer Venus Study final report describes the following baseline configurations: (1) Thor/Delta Spacecraft Baseline is the baseline presented at the midterm review on 26 February 1973, (2) Atlas/Centaur Spacecraft Baseline is the baseline resulting from studies conducted since the midterm, but prior to receipt of the NASA execution phase RFP, and subsequent to decisions to launch both the multiprobe and orbiter missions in 1978 and use the Atlas/Centaur launch vehicle, and (3) Atlas/Centaur Spacecraft Midterm Baseline is the baseline presented at the 26 February 1973 review and is only used in the launch vehicle utilization trade study.
The current status of the NASA auxiliary and primary electric propulsion programs is reviewed. Plans for continuation of these programs and future target goals are also outlined. In auxiliary propulsion, progress on the ion engine flight experiment for the Application Technology Satellite (ATS)-F launch in 1974 to demonstrate North-South station keeping capability is reviewed. In addition, work on small pulsed plasma thrusters and hydrazine resistojets for attitude control applications are also described. In primary propulsion, the effort aimed at demonstrating the technology for solar electric propulsion is presented.
An aircraft/Landsat change-detection study conducted 1948-1972 on Marinduque Province, Republic of the Philippines, is discussed, and a procedure using both remote sensing and information systems for collection, spatial analysis, and display of periodic data is described. Each of the 4,008 25-hectare cells representing Marinduque were observed, and changes in and between variables were measured and tested using nonparametric statistics to determine the effect of specific land cover changes. Procedures using Landsat data to obtain a more continuous updating of the data base are considered. The system permits storage and comparison of historical and current data.

The Infrared Telescope (IRT) is designed to survey extended celestial sources of infrared radiation between 4 and 120 micrometers wavelength. It will provide data regarding Space Shuttle induced environmental contamination and the zodical light. And, it will provide experience in the management of large volumes of superfluid helium in the space environment.
The long term objective is to establish the foundation for a marketplace and stimulate a national economy for space products and services in low-Earth orbit, where both demand and supply are dominated by the private sector. The short term objective is to begin the transition to private investment and offset a share of the public cost for operating the space shuttle fleet and space station through commercial enterprise in open markets.
